Expenditures shall be required to be realigned with the organizational ‘goals to make them target-based and costeffclent. Wastage of resource and leakage of funds need to be curbed strict — In order to ensure effective and economical use of public resources, the Provincial Goverment has decided to introduce the following economy measures during the financial year 2017-2018, with immediate effect - Supplementary Grant: All the Administrative Dopartments shall remain within the budgetary allocations to minimize the incidence of supplementary ‘grants, Further, the request for supplementary grant, if unavoidable, shall require approval of the Provincial CabineCabinet Committee on Finance & Development. Placement of funds in Bank Accounts of Entities: Parking of public funds provided by Provincial Goverment from its budgetary allocation in the ‘commercial bank accounts of Companies, Authorities, Autonomous Bodies tc shall not be allowed. Further, Finance Department wil release funds to ‘such entities in relevant SDAs or through normal release mode. These funds Page 1 of 3will be further transferred from SDs Into commercial bank accounts of such cenites as per cash flow requirements of entities to avoid un-necessary parking of funds, IL Air Travel; There shall be complete ban on the foreign visits of Ministers, [MPAs and Government Officers / Officials through Government funding. The ceases for foreign visits shall be placed in the Austerty Commitee for its recommendations and subsequent approval of the Chief Minister through submission ofthe summary. The Provincial Ministers and Civil Servants while Undertaking oficial! tours shal travel in economy calls on domestic fights. For Intemational visits, the ministers shall travel in one class below their centitement. IV. Treatment aboard: There shall be complete ban on treatment abroad at ‘governments expense, Vv. Bano fehicles: There shall be complete ban on procurement of locally assembled and imported new vehicles out of current ‘and development budgets. Under un-avoidable circumstances, the vehicles, ‘except listed below, shall be procured withthe prior concurrence’of Austerity yo ‘and subsequent approval of Chief Minister through submission of the summany- |. Tractors, Dumpers, Water Boozers, Fire Fighting Vehicles, Flood Relief Equipment(s) / Vehicles and Sold Waste Management equipment(s) / Vehicles. Wl. However, the Generators required for Sewage disposal ‘& water supply schemes /tube wells wil be exempted from the ban. vu shi scretionary Grants Ministors: The eater withdrawal of furnishing grants allowed to the Provincial Ministers for furnishing of their Houses and Discretionary grants shall remain withdrawn during curent Financial Year 2017-18 as well Vil Contingent Paid Staff: The contingent Paid stalf can be hired, only in textromely emergent cases, according to powers specified in Deogation of Financiel Powers, 2018. PAC meetings: Departmental and Special Departmental Accounts Committees meetings shall be held regularly under intimation to Finance Department so as to ensure intemal audit of respective departments / organization, ‘Recruitment against Vacant Posts: There shall be e complete ban on recruitment against vecant posts except with the approval of Chief Minister. Up-Gradation of Posts: There shal be complete on al types of Up-gradation of posts except the powers delogatod under Oolegaton of Financial Powers Rules, 2016, Exemption from Austerity Measures: Speciaized Health Care & Medical Education Department, Primary & Secondary Health Deparment, Schoo! Education Department, Higher Education Department, Literary and Non- Formal Education Department and Special Education Department, IDAP, Punjab Food Authority and PAFDA willbe exempted from Austerty Measures for the FY 2017-18 except purchase of Cars / Jeeps which will only be procured afta clearance from the Austerty Committee and approval from the (Chief Minister ‘The aforementioned Austerily Measures will be applicable on the focal governments also.
