Refine Implementation Objective


Remember: policy objective(s) represent the change you want to see happen, or the goal you are working towards, and as such set the
direction for your overall campaign plan. Your policy objective should address a gap or weakness in the existing policy and provide an
evidence-based solution for your advocacy issue. Remember, your policy objective should be Specific, Measurable, Achievable, Relevant,
and Time-bound or SMART. It should also contain the following three items:

● A policy “actor” or decision-maker - the person(s) or decision-making body with the power to make your desired
change a reality
● A policy “action” or decision - the specific action you want them to take or decision you want them to make.
● Timeline for change - the date by when you want them to act or decide.

Role Clarification
Implementation is a complicated process and you probably don’t have all of the information you’ll need to develop a comprehensive
workplan. However, it is important to understand what information you don’t know so you can develop a plan to collect that information.

As you’ve learned, understanding the roles and responsibilities of government and civil service organizations, and how they interact and
intersect, will help you identify relevant stakeholders for each policy and each phase of the implementation process (education,
enforcement, monitoring).

Political Mapping
In the political mapping module, you identified potential targets, including key decision-makers with the power to make your policy
objective a reality and their “influencers” within the policy-making process. Your list of policy targets may also include other
stakeholders—such as non-governmental organizations, academic institutions, media members, constituent groups, and private sector
representatives—that you can leverage to effectively reach and persuade decision-makers and influencers.

Education, Enforcement, and Monitoring


High compliance for a law requires effective education, enforcement, and monitoring to ensure the law is implemented as intended.
Often, different decision makers and stakeholders are responsible for each component of implementation and will require different
strategies

Complete Implementation Objectives


Remember, you’ll want to write an implementation objective for each policy within the law. For instance, a comprehensive law may
include policy provisions on smoke-free, TAPS, packaging and labeling, and/or taxes.
