APRIL 2018 – DEPARTMENT ACTIVITY REPORT

I. PLANNING APPLICATIONS:

In April of 2018, 36 planning permit applications were received.

II. BUILDING APPLICATIONS/INSPECTIONS:

In April of 2018, 50 Building Permit applications were received.

III. CODE COMPLIANCE CASES:

In April of 2018, 10 new code compliance cases were initialized.

IV. ENCROACHMENT APPLICATIONS:

In April of 2018, 15 encroachment permit applications were received.

V. YEAR-TO-DATE TRENDS

Table 1 includes the 2018 year-to-date totals (April), for planning and building permit applications,
encroachments and code compliance cases with a comparison to April 2017. As indicated in the table, there
has been a 1% decrease in planning permits, a 40% increase in building permit applications, and 5% increase
in code compliance cases, and a 2% increase in encroachment applications compared to April 2017.

response time of 5 minutes or less from dispatch to arrival is 95%. For the month of April 2018 the
ambulance was able to meet the performance measure. The response time was 100% with (0) code-3
calls over 5 minutes.

BEACH FIRES Attachment 3

There were 12 illegal beach fires recorded during the month of March and 0 propane fires.

Beach Security Guards started working regular patrols on May 11th; Friday and Saturday nights from 5:00pm-
11:00pm.

APRIL 2018 FORESTER REPORT

Forest and Beach Commission:


Commission actions in April included:
• After considering the emergency removal of a Monterey pine by Cal Am for repair of a broken water
main on Santa Fe Street and 4th Avenue, the Commission assessed a $21,700 penalty for the
unauthorized loss of the tree.
• Approved an application to remove 3 oaks for an addition to a historic building on Torres Street
between 5th and 6th Avenues.
• Discussed the City’s design review process as it relates to trees impacted by development projects.

Arbor Day
The Forest and Beach Commission, along with the Friends of Carmel Forest, held an Arbor Day celebration on
Sunday, April 22nd on Scenic Road near Santa Lucia Avenue. The event included a tree planting, pruning
demonstrations, a coloring contest for children, and providing advice on all things related to trees and our
urban forest. Attendance was estimated to be 60 people. April 22nd was also Earth Day, and several people
also participated in beach cleaning activities.

Carmel Beach:
Six additional smokeless fire pits, for a total of nine pits, were placed along the beach south of 10th Avenue.
Staff continues weekday cleaning and monitoring the pits for problems, which have been frequent. Public
Works/Forestry staff continued weekly beach cleanings and picking up litter left by visitors or washed up on
shore. Maintenance repairs continued on several of the Scenic Pathway to beach stairs.

Trees:
On-call tree service contractor West Coast Arborists, removed 3 dead or hazardous trees. Public Works also
planted 4 new trees at various locations around the City. Staff also met with a representative of the Friends of
Carmel Forest to scope out more planting locations in the business district. John Ley’s Tree Service continued
to water 86 trees planted by the Friends of Carmel Forest.

Mission Trail Nature Preserve:


The Friends of Mission Trail Nature Preserve held their monthly work day clearing more non-native plants and
clearing trails near the Rio Road entrance into the Preserve. Public Works staff picked up and disposed of
plant material that was removed.

North Dunes: In the North Dunes Habitat Restoration Area, project biologist Joey Canepa continued watering
and monitoring newly-planted native coastal plants and shrubs in the reclaimed areas. An order was placed for
cable railing to cordon off more of the protected habitat areas.
