Interoperability between UMTS and LTE

 With this feature, a UE supporting both UMTS and LTE can obtain higher rates in areas
covered by both UMTS and LTE. In addition, the UMTS network can take over LTE UEs in
areas where the LTE network does not provide coverage or the LTE network capacity is not
enough. The feature protects investments on the existing network, and enables smooth
network evolution

 To enable cell reselection from UMTS to LTE, the UTRAN must send a neighboring LTE cell list
and reselection parameters to the UE. Based on the information, the UE can perform
neighboring cell measurement and reselection.
 In the UTRAN, the LTE frequencies and their absolute priorities are indicated in SIB19.
Therefore, to support cell reselection from UMTS to LTE, the RNC must support SIB19.
 Enabling or disabling SIB19 broadcasting is controlled by the SibCfgBitMap parameter,
which can be set by using the MOD UCELLSIBSWITCH command on the RNC LMT.

 SibCfgBitMap
 Content: Determine whether some system information blocks are broadcast in this cell.
If the corresponding system information block is selected, then send this system
information block in this cell.
 Value range: SIB2, SIB4, SIB12, SIB18, SIB19, SIB11BIS
 Set this parameter through ADD UCELLSIBSWITCH, query it through LST
UCELLSIBSWITCH, and modify it through MOD UCELLSIBSWITCH.
 SIB11BIS can carry some information type with SIB11, SIB11BIS expend the capacity of SIB11.

 SPriority
 Content: This parameter indicates the absolute priority level of the serving cell when
the UE performs cell reselection. The greater the absolute priority level of the serving
cell is, the harder the UE performs cell reselection, the smaller the absolute priority
level of the serving cell is, the easier the UE performs cell reselection.
 Value range: 0~7
 Recommended value: 4
 Set this parameter through ADD UCELLSELRESEL, query it through LST
UCELLSELRESEL, and modify it through MOD UCELLSELRESEL.
 NPriority
 Content: This parameter specifies the absolute priority level of the E-UTRA frequency.
The greater the value of this parameter is, the easier the UE reselects a cell on this
frequency, the smaller the value of this parameter is, the harder the UE reselects a cell
on this frequency.
 Value range: 0~7
 Recommended value: None
 Set this parameter through ADD UCELLNFREQPRIOINFO, query it through LST

 SrxlevServingCell = Qrxlevmeas ServingCell -Qrxlevmin


 Squal ServingCell =Qqualmeas ServingCell – Qqualmin
 The absolute priorities of LTE frequencies that are configured for the serving cell must be
different from the absolute priority of the serving cell. In this case, the criteria for triggering
inter-RAT measurement are as follows:
 If some neighboring LTE cells have higher absolute priorities than the serving cell, the
UE measures these LTE cells
 If some neighboring LTE cells have lower absolute priorities than the serving cell, the
UE measures these LTE cells under the condition SrxlevServingCell <= Sprioritysearch1 or
SqualServingCell <= Sprioritysearch2
 Sprioritysearch1 and Sprioritysearch2 are determined by the ThdPrioritySearch1 and
ThdPrioritySearch2 parameters, respectively. These two parameters can be set by using the
ADD UCELLSELRESEL or MOD UCELLSELRESEL command on an RNC LMT.

 ThdPrioritySearch1
 Content: This parameter specifies the minimum CPICH RSCP value that triggers the UE to measure cells
on low-priority frequencies. That is, subtract the minimum CPICH RSCP (Qrxlevmin) from the CPICH
RSCP of the serving cell. If the obtained number is no greater than the value of this parameter, UE
measures cells on low-priority frequencies. The greater the value of this parameter is, the easier the UE
measures cells for priority-based cell reselection, the smaller the value of this parameter is, the harder the
UE measures cells for priority-based cell reselection.
 Unit : dB . Value range: 0~31. Actual Value Range : {0~62}, Step : 2
 Recommended value: 2, namely 4dB
 Set this parameter through ADD UCELLSELRESEL, query it through LST UCELLSELRESEL, and modify it

 ThdPrioritySearch2
 Content: This parameter specifies the minimum CPICH Ec/No value that triggers the UE to measure cells
on low-priority frequencies. That is, subtract the minimum CPICH Ec/No (Qqualmin) from the CPICH
Ec/No value of the serving cell. If the obtained number is no greater than the value of this parameter, UE
measures cells on low-priority frequencies. The greater the value of this parameter is, the easier the UE
measures cells for priority-based cell reselection, the smaller the value of this parameter is, the harder the
UE measures cells for priority-based cell reselection. For details on this parameter.

 After measuring the UMTS serving cell and LTE frequencies, the UE shifts to the best cell by
performing reselection.
 SIB19 carries the absolute priority of the serving UMTS cell, the absolute priorities of the LTE
frequencies, and the cell reselection thresholds. The UE performs cell reselection based on the
absolute priorities.
 If there are multiple cells meeting these conditions, the UE reselects the cell with the highest
absolute priority. If there are multiple cells with the same highest absolute priority, the UE
reselects the cell with the highest SrxlevnonServingCell.

 SrxlevnonServingCell is greater than Threshhigh, and the duration exceeds Treselection, the
reselection of UMTS to LTE will be triggered.
 Threshhigh is determined by the parameter ThdToHigh, respectively. The parameter can be set
by using the ADD UCELLNFREQPRIOINFO or MOD UCELLNFREQPRIOINFO command
 Treselection is determined by the parameter Treselections.

 Criteria3 is defined by :
 SrxlevnonServingCell is greater than Threshlow, and the duration exceeds Treselection
 SrxlevServingCell has remained below Threshserving,low for a period of time longer than

 Threshlow is determined by the parameter ThdToLow, Threshserving,low is determined by the
parameter ThdServingLow, these parameters can be set by using the ADD
UCELLNFREQPRIOINFO or MOD UCELLNFREQPRIOINFO command.

 ThdToHigh
 Content: This parameter specifies the RSRP above which the UE performs cell reselection from the serving cell to a cell
on the target frequency when the absolute priority level of the target frequency is greater than that of the serving cell.
That is, subtract the minimum required RSRP threshold of the E-UTRA cell(EQrxlevmin) from the RSRP of the cell on
the target frequency, If the obtained number is greater than the value of this parameter during the interval defined by
Treselection, the UE performs cell reselection. The greater the value of this parameter is, the harder the UE reselects a
cell on the target frequency, the smaller the value of this parameter is, the easier the UE reselects a cell on the target
frequency.
 Value range: 0~31.
 Actual Value Range : {0~62}, Step : 2

 ThdToLow
 Content: This parameter specifies the RSRP above which the UE performs cell reselection from the serving cell to a cell
on the target frequency when the absolute priority level of the target frequency is smaller than that of the serving cell.
That is, subtract the minimum required RSRP threshold of the E-UTRA cell(EQrxlevmin) from the RSRP of the cell on
the target frequency, If the obtained number is greater than the value of this parameter and the RSCP or Ec/No of
UMTS serving cell condition of low-prio-freq reselection is met during the interval defined by Treselection, the UE
performs cell reselection. The greater the value of this parameter is, the harder the UE reselects a cell on the target
frequency, the smaller the value of this parameter is, the easier the UE reselects a cell on the target frequency.

 Content: This parameter specifies CPICH RSCP value of the serving cell below which the UE
initiates cell reselection to a cell on the frequency with lower priority level. That is, subtract the
minimum CPICH RSCP (Qrxlevmin) from the CPICH RSCP of the serving cell. If the obtained
number is smaller than the value of this and other reselection conditions are met, the UE
performs cell reselection. The greater the value of this parameter is, the easier the UE performs
priority-based cell reselection, the smaller the value of this parameter is, the harder the UE
performs priority-based cell reselection.

 EQrxlevmin
 Content:This parameter indicates the minimum required RSRP of the cell on the target
frequency. During cell reselection decision, the Srxlev is obtained by the RSRP of the cell on the
target frequency measured by the UE minus the value of this parameter. If the Srxlev is greater
than the parameter of the target cell during the interval defined by Treselections, the UE
performs cell reselection to the target cell. The value of this parameter is set during network
planning. The greater the value of this parameter is, the harder the UE reselects a cell on this
frequency, the smaller the value of this parameter is, the easier the UE reselects a cell on this
frequency. For details on this parameter, see 3GPP TS 25.304.

 Content: If the signal quality of a neighboring cell is better than that of the serving cell
during the specified time of this parameter, the UE reselects the neighboring cell. It is
used to avoid ping-pong reselection between different cells.
 Value range: 0~31

 Qrxlevmeas is the measured RX signal level of the neighboring UTRAN cell.


 Qqualmeas is the measured RX signal quality of the neighboring UTRAN cell.
 The values of the preceding parameters are broadcast in the SIB6 from the E-UTRAN when
the UE implements reselection estimation on a neighboring UTRAN cell.
 Qrxlevmin is set by the ADD UTRANNFREQ QRxLevMin parameter.
 Qqualmin is set by the ADD UTRANNFREQ Qqualmin parameter.
 UE_TXPWR_MAX_RACH is set by the ADD UTRANNFREQ PmaxUtran parameter.
 P_MAX is the maximum output power that the UE can physically achieve. It can’t
configurable on the network side.
 Qrxlevminoffset is the offset to Qrxlevmin. It is broadcast in the SIB1 and set by the ADD
CELLSEL QRxLevMinOffset parameter. In addition to cell selection, this offset is taken into
account when the UE attempts to camp on a cell in a higher-priority PLMN. That is, when
camped on a cell in a VPLMN, the UE considers this offset parameter, which was delivered by
the cell in the higher-priority PLMN, in the Srxlev evaluation.
 QqualMinOffset is the offset to QqualMin. It is broadcast in the SIB1 and set by the ADD
CELLSEL QQualMinOffset parameter. In addition to cell selection, the UE camped on a cell in
a VPLMN considers this offset parameter when it attempts to camp on a cell in a higher-
priority PLMN. The cell in the higher-priority PLMN delivers the value of this parameter to the
UE for the Squal evaluation.

 Qrxlevmin
 Content: Indicates the RX level required for a neighboring cell on the UTRAN frequency to become a
candidate for selection. It is included in criteria S and used in the evaluation for cell selection. During the
evaluation for cell reselection, the UE performs the following calculation: Srxlev = Measured RSRP value
of a neighboring cell on the frequency - Value of this parameter - Compensated power. If Srxlev for a
neighboring cell is better than a threshold for a time-to-trigger, reselection to the cell is started.

quality of the cell is better than the value of this parameter.

UTRAN frequency. It is used in criteria S to calculate the compensated power.

cell selection is triggered by periodic searches for higher-priority PLMNs and the UE is
served by a Visited Public Land Mobile Network (VPLMN).

neighboring cell when the following conditions are met:

reselection time specified in the SIB6. The time is set by ADD CELLRESELUTRAN

 TReselUtran
 Content: Indicates the cell reselection duration of UTRAN cell reselection. When the
signal quality of the serving cell is lower than the low priority reselection threshold all
the time and the signal of the new cell is higher than the low priority reselection
threshold all the time, and the UE stays in the current serving cell for more than 1s,
then the UE is initiating cell reselection request to the new cell. The lower the
parameter is, the easier it is for the UE to initiate cell reselection. However, the Ping-
Pong reselection probability is increased. The higher the parameter is, the harder it is
for the UE to initiate cell reselection. The Ping-Pong reselection probability, however,
is reduced.

reselects to a neighboring cell on the frequency only if the RSRQ-based RX level of the cell is higher than
the value specified by this parameter for a time-to-trigger.

When the signal quality in the serving cell is lower than the event A2 threshold for inter-RAT
measurements, the eNodeB delivers the inter-RAT measurement configuration and the UE
performs inter-RAT measurements.
 If the signal quality of the serving cell further deteriorates to the event A2 threshold for blind
handovers but the UE has not been handed over, the eNodeB determines that the serving cell
can no longer provide services and hands over the UE to an inter-RAT frequency that has not
been measured. The BlindHOA2ThdOffset parameter specifies the difference between the
event A2 threshold for inter-RAT measurements and the event A2 threshold for blind
handovers.
 The eNodeB delivers only the A2-related measurement configuration for blind handovers in
either of the following scenarios:
 The UE does not support measurements of any inter-RAT system.
 The BlindHOA2ThdOffset parameter is set to 0, which means that the event A2
threshold for inter-RAT measurements is the same as the event A2 threshold for blind
handovers.

 In a coverage-based inter-RAT handover, event A2 triggers inter-RAT measurements or a blind

gaps. In most cases, one UE has only one receiver, and consequently one UE can receive the
signals on only one frequency at a time. For details about measurement gaps.
 When inter-RAT measurements of LTE are required, the eNodeB delivers the measurement
gap configuration, and then the UE starts gap-assisted measurements accordingly.

 Service-based UMTS-to-LTE PS redirections is mainly used in the following two situations:


 A UE that has fallen back to the UMTS network by using CSFB is still processing PS
services and the LTE signal quality is good when the UE’s voice services are complete,
that is UE received RADIO BEARER RELEASE COMPLETE messages of voice services or
the Iu Release message in the CS domain. In this scenario, a PS redirection improves
PS service quality.
 A UE only initiates a PS service on the UMTS network in a UMTS/LTE overlapping
coverage area and the LTE signal quality is good. In this scenario, a redirection
improves user experience and makes more efficient use of the LTE network.
 To minimize the possibility of redirection failures, UMTS-to-LTE PS redirections are based on
the LTE signal quality measurements. Redirections are only triggered if the LTE signal quality is
good.

 The information element E-UTRAN Service Handover is optional and specifies which RABs
cannot be shifted to the LTE network through a redirection or handover. If one or more of the
PS RABs for the UE cannot be shifted to the LTE network, the UE cannot be redirected or
handed over to the LTE network.
 The parameters EUTRANSHIND and TrafficClass in MML ADD UTYPRABBASIC command
are used for controlling whether the type of services can be handed over or redirected to LTE
network. The parameter EUTRANSHIND can be set to
HO_TO_EUTRAN_SHOULD_BE_PERFORM or
HO_TO_EUTRAN_SHALL_NOT_BE_PERFORM, and the parameter TrafficClass can be set
to conversational, streaming, interactive, or background. For example, if the parameter
TrafficClass is set to conversational and the parameter EUTRANSHIND is set to
HO_TO_EUTRAN_SHALL_NOT_BE_PERFORM, the conversational services are not allowed
to hand over or redirect to LTE network.

 If all these conditions are met and a UMTS-to-PS redirection is allowed, the RNC sends a measurement
control command to the UE, instructing the UE to measure the LTE signal quality.
 MOtherRAT is the measured quality of the LTE cell after filtering. The LTEMeasQuanOf3C parameter
specifies which of the following is used as the measured quantity of the LTE cell: Reference Signal
Received Power (RSRP) or Reference Signal Received Quality (RSRQ).
 TOtherRAT is the threshold that the LTE signal must reach before a redirection to the LTE network can be
performed. The TargetRatThdRSRP or TargetRatThdRSRQ parameter specifies the TOtherRAT value.
 The TrigTime3C parameter is the hysteresis for the UE triggering event 3C. The value of this
parameter relates to slow fading. A larger value for this parameter results in a lower possibility
of handovers and unnecessary handovers and a stronger resistance to instantaneous signal
fluctuations. An excessively large value for this parameter results in a higher possibility of call
drops.
 H3c is the hysteresis for reporting event 3C, and it is configured by the Hystfor3C parameter. The value
of this parameter relates to slow fading. A larger value for this parameter results in stronger resistance
to signal fluctuations. This curbs the ping-pong effect but slows the handover algorithm’s response to
signal fluctuations.
 These parameters can be configured at the RNC or cell level with the SET UU2LTEHONCOV command
or the ADD UCELLU2LTEHONCOV command, respectively. If these parameters are configured at
both RNC and cell levels, cell-level settings override RNC-level settings.
 IN RAN13 3C can only be triggered by event mode.

 Content: This parameter specifies whether to allow the service-based handover of UEs
from UMTS to LTE.

 The event 3C report from the UE to the RNC carries the LTE cell or cells that meet the
conditions for event 3C. If the report carries multiple LTE cells, the one with the best signal
quality is selected as the target cell. The RNC shifts the UE to the target cell by using a
redirection.
