A Long Term Faculty Development Plan

for the
University of San Agustin Basic Education Department
(Elementary)
2018-2022

Introduction.

The university began as a preparatory school for boys during the American

colonial period. It was recognized by the government on December 12, 1912 for

its various course offerings. On February 5, 1917, it was formally incorporated

under the name Colegio de San Agustín de Iloilo. In 1928, one of the country's

oldest campus publications, The Augustinian Mirror, was established, producing

some of the country's well-known writers. The 1930s saw rapid growth with the

opening of three colleges in quick succession i.e. the College of Liberal Arts in

1935, the College of Commerce in 1936 and the College of Law in 1937. In

1940, on the eve of the Second World War, the college admitted female

students for the first time.

During the Second World War (1941–45), the college was temporarily shuttered

as the Philippines fought a guerilla war against the Japanese. The war led to the

destruction of all the buildings, except for the Urdaneta Hall, which at present

houses the university theatre and Archives and Museum. With almost the entire

college in ruins, some friars advocated closing the school altogether while others

pushed for its immediate rehabilitation. It was eventually reopened in 1945,

followed by a decade of expansion that ushered in both the College of Pharmacy

and the College of Technology (1945), the Normal (Teacher's) College (1947),

the Graduate School (1950), and the College of Dentistry (1953). The school

was granted university status on March 1, 1953, a year before its 50th

anniversary, making it the first university in Western Visayas.

The following year, Rev. Angel Dulanto, OSA arrived from Spain after

completing his studies at Villanova University, an American sister school of the

University of San Agustin. As an impresario, he introduced the yearly velada,

characterized by a weeklong festivity of artistic, religious, and cultural events. A

zarzuela, staged by both professors and students, is the centerpiece of

University Week from February 14–20.

In 1965 Rev. Nicanor Lana, OSA, Ph.D. became the rector of the

university. His term was marked by vast improvements in the school's

infrastructure. The same year he started his term as rector. He inaugurated

DySA, the official radio station of the university, to help expand the reach of the

university through mass media. The University of San Agustín Press, known

today as Libro Agustino, came a year later. In the months leading to the

centenary of San Agustín in 2004, it began publishing book titles by Augustinian

authors, with an eye at producing a total of 100 different volumes.

The university maintains a Level III accreditation status granted by the PAASCU

and is one of the two schools in the region having an autonomous status

granted by CHED. The university's campus, situated in the very heart of the city

on General Luna Street, has a modern gymnasium, an auditorium, various

conferences and seminar rooms, science, computer and speech laboratories, a

museum, a bookstore, a library, an instructional media center, and tennis and

badminton courts.

In the early 2000’s the University of San Agustin transferred its Basic Education

Department to the suburbs of Sambag Jaro in order to accommodate the rise in

student population both in the Colleges and the Basic Education level.

More than a hundred years after its establishment the University is continuously

pursuing its Mission and Vision, the goal of being a premier academic community

of life – long learners working with one mind and one heart to search for,

discover and share the Truth (Gaudium de Veritate) for the promotion of

Authentic human and societal development. As the Philippine education system

attempts to keep up with the pace of the modern world and the globalization of

learning begins to creep into the institutions increased teacher competency is

also necessary.

In the wave of 21st century learning the University of San Agustin should keep

its faculty at par with the qualifications of faculties from the major learning hubs

of Asia. New techniques in teaching must be explored above and beyond the

normal classroom discussion Experiential learning and critical thinking must be

proactively advocated by teachers who are masters in their fields.

Moreover there must be a consistent monitoring and assessment of teacher

performance in order to ensure that the skills of the teachers are within the

same realm of the students. Teachers must be encouraged to take part in

research publication and explore avenues of faculty development that will

enhance teacher competencies.

Faculty Profile:

With the goal of faculty development in mind it is essential for the University to

take stock of the current faculty that it has in order to better determine the

course to take for its faculty development program. Classifying the current faulty

will allow the University to revisit internal and external programs and identify key

areas for improvement and enlist potential linkage partners.

Brief Explanation:

1. The structure above represent the following key relationship in relation to

the faculty of the University in the Basic Education Department:

3. There are two other point persons who have a close collaborative

relationship with the principal- the Academic Coordinator and the Extra Co

Curricular coordinator.

4. There is also a close coordination between the Academic Coordinator and

the Extra Co-curricular coordinator.

5. These two point persons come from the same group of faculty with no extra

compensation.

6. The teachers are given extra responsibilities by two point persons who are

also their colleagues without extra compensation nor other form of reward.

Vision and Mission with Strategy Formulation

Vision

The University of San Agustin Basic Education Department will be the premier

institution for a well developed learner by 2022 with faculty members deeply

rooted in the Augustinian values of Unitas, Caritas and Veritas.

Mission

The University of San Agustin Basic Education Department offers a curriculum

geared towards the total development of the learner in academics and real life

scenarios in line with the University’s core principle of Virtus et Sciencia.

Goals

2. Enhance teacher capability in their field of specialization by promoting

further studies.

3. Promote institutional excellence through research and development

To realize the Vision and Mission the following Key Result Areas were

formulated:

1. Enhance faculty morale and core competencies.

2. Improve student learning experience.

3. Foster linkages with stakeholders.

4. Produce students and faculty with a thirst for lifelong learning.

For Key Result Area 1, The Faculty is the backbone of the institution. This

means that the school will do well to invest in the competencies and morale of

the faculty by initiating programs that will show them that the University is there

to support them as they continue with their vocations.

Offering a scholarship for further studies is one of the programs initiated by the

University, however the required return is likened to bondage as opposed to

development thus leaving the faculty in a state of confusion as to whether or not

they will apply for the said scholarship.

The University should devise a way to enhance its offerings to make it more

attractive to the faculty which can include sponsorship to conventions that will

result to the development of the faculty. An echo seminar can be conducted to

ensure transmission of knowledge and boost faculty confidence. Currently, the

University is only shouldering a measly amount leaving the faculty at the mercy

of financial distress.

For Key Result Area 2, One of the end goals of the boosting faculty

competencies and morale is that in the long run, it will result to the

enhancement of the student learning experience. When a teacher does not go

beyond the traditional pedagogical approach learning becomes a one way street-

the teacher spews out information and the student tries to catch up. As

compared to a teacher who is well exposed to the latest pedagogical techniques

will more likely be able to enhance student learning experience. The 21st century

learners are on the hyper expressway of technology. Thus it means that the

teacher must keep up with the technological advances that can be utilized to

make sure that learning is not only purely textbook but is also experiential for

the students.

For Key Results Area 3, The University along with the Basic Education

Department believes firmly that the stakeholders participation is essential in the

development of the institution. A healthy relationship with the stakeholders is a

key to a vibrant implementation of school programs. Hence the Department

must see to it that it is able to establish communication and relationship with the

stakeholders. In light of the goal of faculty development, one way on how this

could be done is by projecting to the stakeholders the results that will be

achieved once the faculties core competencies and specialization is enhanced.

For Key Results Area 4, The University has always stressed the noble role of

research and development in institutional development. Aside from this, the

University has emphasized that true education is like a scaffolding in that when

one has reached a new area of learning such person will strive to learn further.

The University should always make available funds for teacher and student

partnerships to explore a new field of learning. School facilities should be open

and accessible with ease so that students and teachers alike will be encouraged

to pursue higher learning. By doing so, the Department will be producing

research proficient learners and research proficient teachers.

Partnership and Linkages with External Environment

The University of San Agustin is in a challenging position owing to its complex

origins as the first University in Western Visayas and its hope to becoming a

premier institution for life-long learners. The harsh reality is that the University

cannot bank on being just the first university in Western Visayas. Both parents

and students alike expect more from an institution boasting of 100 years of

experience in education.

Undoubtedly, the University of San Agustin has produced notable alumni which

has recognized the University’s role in the their success prompting them to give

back to the University in the form of donations thru the Philanthropic Office of

the University. Notably alumni such as Henry Chusuey and Edgar Sia has gifted

the University with physical infrastructures to serve as lifelong learning hubs for

Augustinians. However, it is not only through the improvement of the physical

structures in which the University can benefit. A portion of alumni donations

should also be tapped as existing funding for teachers who are desirous of

pursuing higher education but do not have the monetary support to do so.

Subject to the strict requirement of having an academic paper published, or

sharing of innovative classroom techniques and other indicator, an institution

invested in the development of its human resources will be just as beneficial for

the University in attaining its goals.

Partnerships and Linkages with other Universities

Currently, the University of San Agustin College of Law has linked with the

University of Santo Tomas Faculty of Civil Law in order to offer Master’s degree

in Law to law professors employed by the University. This set up removes the

need of professors from San Agustin to to go Manila to avail of higher studies.

Using a similar model, linkages between the University of San Agustin Basic

Education Department and other Universities can result to the availability of post

graduate studies that are aligned with the Faculty’s undergraduate degree.

Partnership with Foreign Agencies and NGO’s

The University is in a unique position to take advantage of linkages with foreign

governments and NGO’s through its research and development office. Inter

country immersion programs for the faculty can serve as a venue for

development of the research agenda of the University. Currently, only

Departments dealing with the Sciences have the opportunity to be exposed to

international fora despite such exposure however the University only defrays

part of the expenses. This fact alone, already serves to discourage faculty from

participating in fora which can contribute to faculty development.

Partnership with internal stakeholders

Faculty development does not operate in a vacuum. It is essential to create an

efficient and effective feed backing process for internal stakeholders particularly

the parents.

MONITORING AND EVALUATION PLAN

This institutional plan had developed six major programs which would respond

to the prevailing problems in school. Each of the program has a corresponding

task geared towards the implementation of the said program. Hence, these

programs will serve as the guide in the overall goal of the Elementary Teachers

in the Basic Education Department.

Teacher Focused Programs

Teachers are the back bone of any educational institution. The general peril is

that teachers are often so bombarded with focusing on the students that they

tend to get left behind. The cause is noble- a teacher is like candle consuming

itself for others. Its time that the University focuses on teacher development

particularly in the areas of research, further studies and linkage development.
