Tamil Development in Tamil Nadu General Service.

No. SRO B-30/2018.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution
of India, the Governor of Tamil Nadu hereby makes the following amendments to the rules published with the
Tamil Development - Culture Department, Notification No. SRO B-319 of 1987, at pages 429-431 of Part III—Section-1 (b) of the
Tamil Nadu Government Gazette, dated the 14th October 1987 as subsequently amended.
Amendments
In the said Rules:-
(1) for rule 3, the following rule shall be substituted, namely:-
"3. Appointment:- Appointment to the post shall be made:-
(i) by recruitment by transfer from among the holders of the post of Superintendents in
the Office of the Directorate of Tamil Development classified under the Tamil Nadu
Ministerial Service; and
(ii) by direct recruitment:
Provided that appointment to the post by recruitment by transfer and direct recruitment shall be made in the
ratio of 1:1:
Provided further that a person working in the office of the Directorate of Tamil Development shall be eligible to apply
for appointment by direct recruitment also.":
(2) in rule 4, in the Table under the heading "Method of Appointment", serial number (3) and the entries relating
thereto, in column (1) and the corresponding entries in column (2) thereof, shall be omitted.

No. SRO B-31/2018.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India,
the Governor of Tamil Nadu hereby makes the following amendments to the Special Rules for the Tamil Nadu Highways
Engineering Service.(Section 17 of Part III-A of the Service Rules in Volume-II of the Tamil Nadu Services Manual, 2016)

Amendments
In the said Special Rules, (1) in rule 3, in sub-rule (a), for the entries in column (2), against the category
"4.Assistant Divisional Engineers" in column (1), the following entries shall be substituted namely:-
"Promotion from among the holders of the post of Assistant Engineers in Category 5; or Recruitment by
transfer from among the holders of the post of Junior Engineers in the Tamil Nadu Highways Engineering
Subordinate Service.";
(2) in rule 4, sub-rules (b) and (c) shall be omitted;
(3) for rule 9, the following rule shall be substituted, namely:-
"9. Filling up of vacancies in the post of Assistant Divisional Engineers - So far as qualified and suitable candidates
are available, out of every four vacancies successively arising among Assistant Divisional Engineers, the first three shall be
filled or reserved to be filled by promotion from among the Assistant Engineers in Category 5, possessing the Bachelor of
Engineering (Civil) and the fourth vacancy shall be filled or reserved to be filled by recruitment by transfer from among the
Junior Engineers of the Tamil Nadu Highways Engineering Subordinate Service possessing a Diploma in Civil Engineering
awarded by the State Board of Technical Education and Training."
Provided nothing contained in the rule shall adversely affect the serving Assistant Engineers possessing the qualification
of B.E (Mechanical) as on 02-04-2018 and the serving Junior Engineer possessing the qualification of D.M.E (Mech) as on
02-04-2018
(4) in rule 10, in the Table, for the entries in colomn 2 and 3, against the category "Assistant Divisional Engineer" in
column (1) thereof, the following entries shall, be substituted, namely:

(b) Recruitment by a) Must possess a Diploma in Civil Engineering awarded by the State
transfer from among Board of Technical Education and Training;
the holders of the
post Junior Engineers Provided nothing contained in item (a) above shall adversely affect
i n Ta m i l N a d u the serving Junior Engineer possessing the qualification of D.M.E (Mech.)
Highways Engineering as on 02-04-2018; and
Subordinate Service b) Must have served as Junior Engineer for a period of not less
than ten years,";

(5) rule 13 shall be omitted.
