Capacity Building in Sujala

The distinct features of the project are to improve the productive potential of the watersheds and their
natural resource base and to strengthen community and institutional capabilities. Further, it emphasizes
the strengthening of the capacity of the local communities for their involvement in participatory planning,
implementation, monitoring with a sustainability driven approach.

Devolution of power to the grassroots people's institutions, empowers the local communities and enables
them to participate in decision-making process for the local development. As experiences have shown,
the Watershed Development Department believes that Capacity Building of the local communities is
crucial in order to make the local communities to exercise the devolved powers more effectively and
efficiently. Sujala, being a project with multi-disciplinary approach, recognizes that the Capacity building
programmes should be a concurrent and need based activity at all levels. In view to this, it has adopted
various strategies by involving various organizations/institutions for the capacity building.

Seeds new concepts in the minds of Stakeholders.
Develops knowledge and enhance awareness.
Equip the stakeholders with necessary skills.
Builds shared vision among stakeholders at various levels.
Develops self-confidence and self esteem.
Enables the attitudinal change process.
Empowers people, enables participation, and sprouts ownership.

Strategies
Capacity Building is the process of strengthening procedural, organizational, and institutional capabilities
of individuals, group, institutions, and organizations involved in the development project. The purpose of
Capacity Building is to enable the stakeholders at different levels to work competitively and collaboratively
to execute their duties and tasks. Sujala intends to build the capacities of the stakeholders at two levels;
1. Personal and 2. Organsiational / Institutional.

Personal Capacity Development
Personal Capacity Development is focused on improving knowledge and skills of people in the context of
their work with the project and their living. It aims at increasing their personal responsibility and
performance to ultimately improve their working and living conditions.

Organizational / Institutional Capacity


This level capacity development is focused on single partner organization or a group of partner
organizations working in the same field and focus on strengthening human resource skills and technology
to improve their managerial capabilities for delivering mandates in time. Institutional capacity building
refers to the role of that organizations play in society and underlying legal and policy frameworks that
govern their operation.

Keeping this theoretical framework in mind Sujala has adopted following strategies to build capacities of
the stakeholders:

Training: Training is a major strategy used in Sujala for capacity building of stakeholders at
different levels. A set of modules has been developed on each thematic areas of the watersheds,
which is compiled in two different manuals social and technical.
Exposure: Exposure trips have been organized locally for community members to nearby
successful watershed sites. Special exposure programmes are organized to inter-state and inter-
national successful watershed areas for selected members of community based organizations
along with representatives from partner organizations.
SUJALA WATERSHED PROJECT

Teleconferences: Satellite based teleconference training programmes are also organized for the
representatives of community based organizations and partner organizations.
Radio programmes: Radio programmes organized on different thematic areas and also question
and answer session organized between experts and farmers during the programme.

The thematic areas and the main contents of the capacity building are:
Technical: Components of integrated watershed development-technologies of soil and water
conservation, forestry, horticulture, livestock (artificial insemination, fodder and pasture development,
livestock first aid), farming systems and demonstration, Integrated Crop Management (Integrated Pest
and Disease Management, Integrated Nutrient Management and Integrated Moisture Management),
Environment and Social Impact Assessment, quality control, common proper ty resource
management, Geographic information system, four water concept, joint forest management, etc.

Social: Concept of participatory watershed development, vision building, project approaches, project
components, concept of community based organizations, role of stakeholders, gender and equity, etc.

Managerial: Leadership in organizations, how to moderate meetings, book-keeping, financial


management, PRA techniques, participatory planning, self-assessment of community based
organizations, linkages to banks, financial institutions and other organizations, entrepreneurship
development training, skill training for management of micro-enterprises, stress management,
communication, computer based software training, etc.

Management
The capacity building programmes in SUJALA Watershed Project are managed with the participation of
different organizations and institutions. It is co-coordinated by the Human Resource Development (HRD)
Unit of the project. The different organizations or institutions involved in the capacity building
programmes at various levels are given in the table below:

Totally, there are 97 training modules in Sujala. Each of these training module is given an unique code to
facilitate the planning, review and monitoring process of the training programmes. The first letter of the
target group or the organization imparting training and the module serial number are considered while
codifying the respective training modules. For example, the code number for self-help group training starts
with S1 and ends with S10; for area group training starts with A1 and ends with A10; for executive
committee training starts with E1 and ends with E10; whereas in case of LNGOs imparting training to
FNGOs coded as L1 to L13.
In order to visualize the training programmes, the TRAINING OPERATIONAL PLANS are prepared at the
state, district and sub-watershed level. The operational plans mainly schedule the training programmes in
such a way that it avoids time and resource conflicts due to overlapping of schedules at various levels. The
operational planning process has the further scope for prioritizing the training programmes based on
organizational tasks.

Teaching Aids
The project has brought out various kinds of training aids like Books, Manuals, Flip Charts, Posters, Wall
Magazines, Films, etc. on different topics to facilitate the training at all levels. Keeping in view of
community based organisations most of the training aids are prepared in simple language with illustrations.

Monitoring
A suitable review and evaluation system has been developed in SUJALA to monitor the quality of the
capacity building training programmes. Qualitative assessment is conducted regularly in the field by a
team consisting members from various partner organizations. ISRO-Antrix, being a Monitoring, Evaluation,
and Learning Agency for the project, conducts regular pre-training and post-training evaluation. The
Monitoring in Sujala is a concurrent process, which ensures the quality of training. In this regard, various
formats have been developed to monitor the quality of the training programmes. These formats are used
by different partners involved in monitoring the training programmes. Periodic reviews are conducted on
the training schedule, contents and process during Audio conference and monthly meetings. Quality of
the trainings also observed during field visits. Based on the feedbacks of the various reviews and
observations changes are made wherever needed.
