Statewide Launch of e-Petty Case App

An Evidence Based Enforcement Tool

When petty crimes are checked promptly, serious crimes are

automatically prevented. (Zero tolerance against crimes/Broken

Windows Theory: New York City). The pilot version of the e-Petty Case App

implemented in Hyderabad City Police has led to 35%-40% reduction in serious

crimes. This system helps in tracking the transformative process of petty offender

into a Professional offender. With this objective in view, "e-Petty case app" is now

being launched for its State Wide implementation.

The e-Petty case App will facilitate Police Officers to

register cases immediately on the spot, through a tab

on online platform. It will help capture the photographs

of the suspects/accused, record crime scene details, geo

tag the location of crime scene, digitally collect other

evidence available then and there. It generates an

automatic charge sheet based on the available evidence

which is filed in the court during the trial. The entire

evidence collected is presented to the Court to bring credence to the entire

investigation process. The System generates a respondent slip which is handed

over to the respondent on the spot who is asked to come to the Court directly

on the following day without coming to the Police Station. All the details of

respondent including name, address, phone number, ID proof etc are captured in

the electronic form for further tracking and follow-up.

The features of e-petty Case:

 Petty cases can be booked in real time under sections relating to IPC/
City Police Act/ Gaming Act/COTPA Act-2003/MV Act/Town nuisance Act,
etc.

 Electronic Recording of offender information like Name, phone number,

address, Identity proof, photograph, latitude, longitude etc.

 Provision to capture the images of offender, evidence and seized objects.

 Information relating to multiple Respondents/ Witnesses/Seized items

can be added.

 Cases can be registered against individuals/establishments etc.

 Helps to run analytics on the statewide data to find crime trends,

offender span across district, region and state, etc.

 The system pops up the history of previous violations whenever

respondent name is entered.

The important aspect of e-Petty case system is to show up the data of

repeat/frequent violators at the time of charge sheet so as to enable the Judicial

Magistrate to impose enhanced punishment to the respondent.

The system will identify the root causes for the frequent occurrences of minor

violations area wise, time wise, person wise and help the local police address the

root causes so that the recurrence of crime can be reduced.

The e-Petty case App, an evidence based enforcement tool is very

useful to register cases with complete evidence in petty minor

violations relating to several types of public nuisance including street

fighting, drinking in public places, drunken and brawls, road rage, dangerous

driving, pollution, gambling, littering, traffic obstruction, noise, various social

vices, etc.

e-Petty cases App, will bring in transparency and accountability in police work

across the state.

Hitherto, petty cases have been registered manually in a register and a manually

prepared charge sheet has been filed along with the respondents in II Class

Magistrate Court for summary trial. Since the entire process was manual there

was no way to check whether the respondents named in the charge sheet and

the person who appears in the court are one and the same. It was also not

possible to bring to the notice of the Court about the details of repeat violations

by the same respondents for giving enhanced punishments.

The advantages of e-petty case app:

a) It brings Transparency and Accountability in booking Petty cases by

Police.

b) It helps in identification of hotspots of public nuisance through

geographic analysis.

c) Helps in Identifying root causes of Petty issues and addressing root

causes will lead to prevention of petty issues turning into major crimes.

d) Complete evidence based enforcement will enhance credibility of Law

Enforcement

e) Certainty of punishment for violators and enhanced punishments to

repeat violators.

f) Eventually helps to reduce in Major/Serious Crimes (Broken windows

theory).
