Introduction
A planning application for: the ‘Removal Of Pews, Construction Of Disabled Standard WC And Alteration Of
Internal Window To From New Entrance Doors And Screen: Bethlehem Congregational Church, Broad Street,
Blaenavon. Plapp. No.: 15/P/00240 was submitted to Torfaen County Borough Council, (TCBC).
TCBC notified Glamorgan Gwent Archaeological Trust (GGAT) about the application and they advised that as
proposed alterations will involve changes to the standing fabric of the existing building, ‘The proposed work will
require archaeological mitigation’, TOR0135/JBHD.
GGAT advised that the planning approval should carry a condition requiring a level II building recording Survey
based on the model suggested in English Heritage, ‘Understanding Historic Buildings: A Guide to Good Practice
2006, (ibid.).
No development to which this permission relates shall commence until an appropriate programme of historic
building recording and analysis has been secured and implemented in accordance with a written scheme of
investigation which has been submitted to and approved in writing by the local planning authority.
Reason: As the building is of significance the specified records are necessary to mitigate the impact of the proposed
development.

APAC Ltd was contracted by the client, to undertake the programme of archaeological recording work and in
accordance with the suggested model drew up a Written Scheme of Investigation, WSI:BS/BC/16
The written scheme of investigation was approved by GGAT as ‘fit for purpose’ allowing the survey work to
proceed.
Site location
The location of the site is central to the town of Blaenavon, Monmouthshire, off Broad Street NP4 9NE, NGR
325243, 208866.
Travelling west from Abergavenny along the A465, Heads of the Valley road, a long uphill climb through the
Clydach Gorge opens to a roundabout at Brynmawr.
Take the first left on to the A467 and then the first left at the second roundabout and onto the B4248 to
Blaenavon.
On entering the town, a ‘T’ junction with the B4246 leads right; past the garage and follow the road downhill to the
bottom of the town and take the 7th left onto High Street followed by the 4th right onto Lion Street which leads to
Broad Street.
The church: a grade II listed building (Cadw Ref 15262), is situated within the Blaenavon World Heritage site in
the character area HLCA001: characterised as:
Nineteenth century urban settlement associated with the development of Blaenavon ironworks
and related extractive industries. Built environment predominately Characterised by industrial
terraced housing and planned street pattern with associated civic buildings, chapels and
commercial centre: important historic associations.

Blaenavon, a town built on the back of the industrial revolution; ‘Until the foundation of the ironworks in the
eighteenth century, this place had no existence, except for a few small farm houses and the chapel called Capel
Newydd, (Bradney, p399. 1992).
Previously a moorland marked as the upland wastes of the medieval Marcher lordship of Abergavenny the area was
leased in the 18th century by the Hanburys for mineral extraction to feed the Pontypool furnaces.
However, in 1787 three English businessmen Thomas hill, Benjamin Pratt, and Isaac Pratt, negotiated the lease for
18 square kilometres of the land upon which they erected the Blaenavon ironworks.
The new enterprise offered work for great numbers and soon an influx from all over Wales, England and Ireland
began and the new community grew.
In the years between 1800 and 1810 the town had doubled its population and rose a further 70% in the following
two decades.
The growth of the town brought the need for services, social outlets and the need for moral guidance.
Over time many new places of worship were constructed to accommodate the different faiths and languages spoken
by the people occupying and working in Blaenavon.
Bethlehem Congregational Church Blaenavon was built around 1820 and modified in 1840, as an independent
chapel, preaching a mainstream Christianity.
By the 1960s, Blaenavon iron works were closed and the town went into decline with many buildings derelict or ear
marked for demolition.
Blaenavon iron works, however, escaped this fate when the then owners; Blaenavon Urban District Council,
(now known as Torfaen borough council) gave the site to Cadw, who scheduled it.
An Historic Environment Register (HER) request was made for this report, 5075, which lists 79 CORE, 5 EVENT
and 402 NMR (National Monument records) within a 500km diameter search area of the property, fig 02.
The records give an overwhelming account of the industrial nature of the town and a few CORE points in the
vicinity of the church clearly demonstrate this.
As can be seen above; the CORE numbers chosen by proximity are related to 5 other 19th century churches,
including Blaenavon Evangelical Church, and school room (almost directly across the road from Bethlehem
Congregational Church), Horeb Baptist Church, Park street Methodist church, and St Peters Church.

St Peters Church built in 1804: Grade II listed is the earliest.
A group of 5 Rectangular tombs, made of heavily tooled stone, topped with cast iron furnishings and containing the
remains of the founders of the church have also got Listed Building Status.
The earliest cartographic record available for the area is the 1832 first series ordinance survey map (fig 03); which
indicates the land at the time was fairly sparsely populated with only a few buildings, whilst the actual plot of land
the church is now occupies, appears to have been fields.
The later Monmouthshire XII.SW 1842, Ordnance Survey Map, (fig 04) shows the beginning of a new town
populated by lots of new buildings including that of the church.
The map also shows the church built a step backward from the rest of the properties on the road, possibly a way of
secluding the churchyard from view.
Little changes are evident over the next series maps as can be seen with the current 2016 version, (fig 05).
The aim of the level II survey is to preserve by record the structure of the building, prior to refurbishment and in so
doing, provide a facility for understanding the building’s historic development.
The record produced can then be used to guide the determination of the planning condition as to the final design of
refurbishment.
Methodology
The building recording survey followed the methodology defined in 5.2, Understanding Historic Buildings; A Guide
to Good Recording Practice (English Heritage 2006) and in keeping with the Standards and Guidance for the
Archaeological Investigation and Recording of Standing Buildings or Structures (CIFA 2014,).
Photographs were taking using tripod mounted, digital cameras with images recorded in both high resolution Jpeg &
RAW formats.
The photographic record of the site includes general views of the exterior, the overall appearance of principle
structure and circulation areas, external and internal detail relevant to the property’s design and development.
This report comprises a written element as defined in 4.5 Understanding Historic Buildings; A Guide to Good
Recording Practice (English Heritage 2006).
In order to provide a brief background to the property the following sources of information were used:

Photographs illustrative of the survey are produced as annotated ‘photo cards’ in the report.
All photographs from the survey are included as a list with contact sheets in appendix I.

External description.
The church presents as a single, rendered building under a ridged slate roof with a modern single extension to the
north east.
Before the extension was added the building had north west south east point of symmetry, evident both internally
and externally, figs 06 & fig 07.
The main entrance is at the south east gable, PL01, where a flat roofed wooden portico is supported by two rendered
Doric Columns, flanked by two round headed windows with a shorter round headed window above.
The two larger windows have three pairs of lights with a semi-circular head whilst the central window has only 2
pairs of lights.
Near the apex of the roof is a plaque with the legend “Bethlehem, Independent Chapel, built 1840” (PL02), the
second church build in the area.
The north west gable, consists of a rendered wall with two rounded headed windows of six pairs of lights, at ground
floor level. (PL03).
The south west, and north east elevations consist of rendered walls with modern windows; PL04, PL05,
respectively, however, a lead roofed, coursed stone extension has been added to the north east elevation relatively
recently.
The main building was a popular style at the time, when maximum capacity took precedence.
“By the 1840s, there were changes in chapel planning, as congregations sought buildings which
could house more people more easily. All the main congregations followed a similar trend
towards square-plan and then gable-end chapels. The square-plan chapels had several variants,
but the gabled plan became universal by the later 19th century. In the latter type, the entrance was
located within the front gable facade, the pews and galleries orientated towards the pulpit at the
far end”.

Internal description
The entrance of the building; through a pair of double doors, under a frosted and coloured glass tympanum, leads to
a narthex, PL06.
Doors to the northeast and southwest of the narthex lead to stair wells for the upper gallery and doors into the main
building.
The wall between the narthex and the main hall is dominated with a glazed screen featuring 8 panels of etched glass
surrounded by a border of twelve coloured glass panels, PL07.
The ground floor has a single hall space with a two tiered dais to the north west, PL08 and an upper gallery along
the north east, south east and south west walls.
The majority of the floor space would have originally been divided into a central area of eight pews, separated by a
pair of aisles from nine rows of pews radiating from the south west and north east walls, figs 06 & fig 07.
At the time of the survey the pews to the south west had been removed and replaced with a single bench pew along
the wall south east and south west walls, PL09.
The symmetry of the church suggests this original configuration for the missing pews, whereas the original settings
can be seen on the exposed floor boards.

The pews themselves are original, dark brown hardwood with strong profiled edges and enamelled numbering
(PL10).
Along the aisle spacing for the pews, sit 8 cast iron pillars that support the 1st floor gallery on simple column heads
(PL11).
The dais is again a dark brown hardwood, probably machined rather than carved with decorative balustrades (PL12).
Access to the 1st floor gallery is by way of matching, laterally inverted, stairwells to the south west and north east of
the narthex, (PL13).
The gallery itself is made up of three sets of pews, the two side sets on three layers with the central set in four
layers, PL14.
Unlike the pews on the ground floor the upper gallery furniture is less robustly constructed, and lacks the decoration
and enamelled end plates.
The ceiling of the hall has some decorative architrave, (PL15) and a decorated boss in the centre of the roof, (PL16).
Access to the attic can be gained through a hatch towards the south east gable.
Within the attic some of the original brickwork and repairs can be seen in the south east gable, (PL17).
The slated roof is held up by early machine made wooden beams with king-post trusses, and original pearling’s and
rafters, (PL18).
Archive
Secondary archives consisting of a hard copy of the report with a digital copy of the complete data and photographs
be deposited with the County Records Office in Ebbw Vale and with The Royal Commission on Ancient and
Historical Monuments Aberystwyth.
Digital copies of the report will be forwarded to the client, planning and the HER, held by Glamorgan Gwent
Archaeological Trust.
