Chapter ten schedule requirement

Schedule completion requirement

The integrated Project schedule produser required start and compression dates for engineered
materials, equipment and service contract activities and included in the RFP for this
procurement item.

Engineered material contract

If the detailed design work is performed by the owners Engineering Group, the owners should
include the dates when the detailed drawing and specification will be released to the supplier for
Fabrication in the RFP.
If detailed design work required for an engineered material contract is the responsibility of the
supplier, the RFP for the work specifies that the supplier provide the schedule dates for it's the
detailed design work. The RFP specifies the amount of time required for the owner to review and
approve supplier drawings and specification.
the sequence and there are specified in the RFP for the materials.
if the contract Requires that the owner inspect the engineered materials Insert facility prior to
shipment, RFP specifies how much time is required for owner inspection.
If quality documentation such as material report and Shop inspection records must be provided
for the materials, the RFP specifies when this document must be received.

engineered equipment contracts

the RFP Defiance the date when the supplier will be released to begin its detailed design work.
The design drawings and specification for the equipment may be required for submittal to a
government licensing agency Because it's often critical to the schedule for beginning
construction work and finishing the project.
the RFP for the equipment contract defines the required completion date for supplier produce
technical documents needed for support project activities.
the RFP specifies the time required for approval of supplier design document
the RFP for the equipment contract requires that suppliers provide lead times necessary to
procure materials for the contract
Equipment technical specification requires testing at the supplier facility, FRP request a
schedule of when the equipment will be tested.
The RFP for the equipment contract specifies the required delivery date for the equipment

Engineering contract
the schedule dates for completing document for procurement, licensing, and construction or
manufacturing work should be included in the RFP for an engineering contract.
The integrated project schedule provides the schedule completion date for the package of
specifications and drawings produced by engineering contractors and included in the RFP’s for
engineering contract
The project schedule determines the dates when the design packages must be complete for
licensing submittals
If an owner performs the construction work or with a reimbursable contractor the owners
Engineering Group determines the specifications and drawings prepared by an engineering
contractor that are required to support the activities in the construction or manufacturing
schedule.
if there are multiple engineering contractors or the owners engineering performs a portion of
the design work, The owner’s Engineering Group defines the design interface information that is
required by an engineering contractor from other engineering contractors, suppliers, or the
owner.

Construction contracts
the project schedule it reminds the completion dates for all of the awards of the Construction
contract activities that restrain the start of work by a construction contractor.
the testing group prepares a testing schedule that indicates the sequence and duration of
testing activities
the integration of the construction and testing process schedule in the project schedule
determines the date for completion of the construction activities for each testing package

Design and construct contract

it is the responsibility of the contractor to prepare the detail project schedule including design,
procurement, construction, and testing activities and scheduled completion date

schedule monitoring requirements

For the owner’s schedule monitoring programs To work effectively, the owner must receive
certain schedule performance information from suppliers and contractor

engineered material and Equipment contracts

the RFP’s for this contract request that suppliers provide the type of schedules including the
level of detail of scheduled activities that they will use to monitor the schedule performance of
their work
Certain owners specify in the RFP’s the type of schedules that will be provided by suppliers
including the level of detail. the advantage is that it will be easier for the owner to update the
project schedule. The disadvantage is The supplier may not be familiar with the owner’s type of
schedule and may increase the price of it's work
the problem with an owner relying solely open supplier is that the supplier may not fully
disclosed in a timely manner problems that are delaying the contract work

engineering contract
The scheduling system used by an engineering contractor should be compatible with the system
that the owner uses for the project schedule
the requirement for progress reports for a major engineering contractor to an owner are
Defined in the RFP for the engineering contract
The engineering contractor frequently required to attend. E progress pre-fill me things also may
be required to attend construction and testing progress review meetings to resolve design
issues that affect construction and testing activities
if the schedule performance reports indicate that work on specific specification and drawings is
complete after the first issue and this design documents have significant revision at a later date,
the schedule performance reports are misleading

Construction contract
Construction progress reports Contain a narrative description of work activities in progress and
recently completed as well as the problems.
this report contains a comparison of actual versus scheduled construction progress
if there are extensive testing requirements on a project, construction contractors and required
to meet with testing personal to coordinate the release of completed construction work to the
testing group
If Construction contract report schedule activities as complete after the physical work is done
but before the work has been inspected, schedule for the monitoring report are misleading if
rework is required

design and construct contracts

Actual versus schedule performance report is Defined
the RFP require that the contractor provide a detailed description of the schedule monitoring
and control program that it intends to use for the work on the project
progress review meetings are essential since this is the owner’s primary means of assessing
the status of the project

Schedule incentive fee requirements

incentive fee milestone
the RFP specified that work performed by a contractor must be complete for the contractor to
earn the incentive fee
he's a contract involves word for an extended period of time, and on the establish a number of
Milestone dates that are the basis for a contractor incentive fee To Motivate the contractor
A common problem is that event beyond the control of the contractor affect the ability of the
contractors to earn an incentive fee. one way to address this type of problem is to include an
allowance for design change in the scope definition for the activities required for schedule
milestone in the RFP

Monitoring requirements
the owner shoes independently verifies the status of the activities associated with learning in
incentive fees to assure that the contractor is not overly optimistic in its reporting of completion
status
The owner and the contractor conduct periodic meetings to review the status of the schedule
activities that must be completed prior to the incentive fees date in a contract
who knows and penalty schedule incentive fee contract
the RFP for a contract Define the conditions for determining the amount of bonus that
contractor earns for finishing ahead of a milestone schedule date or the amount of penalty that a
contractor pays for finishing Later than the Milestone dates

responsibilities for scheduled requirement

If an owner has a parrot project scheduling group, the group is responsible for determining the
key schedule dates for the project schedule.
if there is not a separate project scheduling group, project management is responsible for
providing the key schedule dates to the procurement group
the project scheduling Group is responsible for defining the requirements for supplier and
contractor schedule programs in RFP’s
the project schedule group is also responsible for defining the Milestone schedule dates for
incentive fee contract and the monitoring programs that are used to track progress on schedule
activities associated with Milestones
