Position Description: Professional Officer (Civil Design Engineer)

PRIMARY OBJECTIVES:
1. Provide specialist civil and structural engineering designs, advice and direction for transmission line, substations, radio tower and cable projects within
TransGrid and for external clients both within Australia and overseas.

2. Coordinate and manage multiple design projects, engaging consultants and ensuring project completions within defined schedules and budgets, in
accordance with the customer’s requirements and to engineering standards.

3. As required manage design projects, engaging consultants and managing these to ensure that client requirements are met.

JUDGEMENT:
 The application of civil and structural design competencies in a range of design activities including investigations, design and project management
and providing advice and direction where necessary to meet the varying project demands of the Design/Project Group.
 The position requires a multi-skilled approach with emphasis on versatility, necessary to participate in design teams with differing design functions
where work loads and time frames are constantly changing as projects often run concurrently.
 At the senior level, the position is required to manage the design elements of the project being responsible at times for organising resources and
providing technical direction.
 Designs must be provided on time, within budget and in accordance with quality requirements. The designs must allow the project to achieve similar
outcomes. There is a requirement to report on progress in these areas and at the higher levels it will be necessary to report project progress and
issues on behalf of the Civil and Structures team.
 Design decisions made and advice and technical direction given by this position have an impact on the safety of the work, reliability and economics
of the project. The significance and independence of those decisions grows with the experience and competency of the incumbent. The most
significant decisions would be referred to a senior professional officer. However, in areas of assessed competency it would be necessary to verify
the work of others.
 It is necessary to plan and manage design activities. Less experienced officers would plan allocated activities but higher levels of experience may
require the planning and management of the design activities of others.
 Written and verbal communications is required with contractors, suppliers, project managers, clients and other design groups to negotiate design
requirements, resourcing and programs, provide technical direction and present information to a wider audience under normal working conditions.

ACCOUNTABILITY:
 The incumbent provides a civil and structural engineering design service, which at the senior level includes specialist advice and technical
direction to project managers, design team leaders and internal and external clients.
 The general nature of the service is the innovative application of design principles to design infrastructure projects in accordance with design
rules to ensure the safe, reliable and effective operation of the project. At the senior level, this would require design independence to assess and
solve a wide range of problems.
 With increased competency, senior incumbents would be required to verify designs and provide technical advice to project managers and clients,
determining the needs of the client, evaluating various options, and implementing the most suitable alternative.
 The senior incumbent would be expected to take the role of a task leader and represent the functional team at project meetings as well as assist
in the planning of team activities and report on the progress of the team.

EXPERTISE:
 A degree in Civil/ Structural Engineering with relevant experience following completion of the degree.
 At the senior level, an extensive working knowledge of civil and structural design areas is required, including:
- Substation works including earthworks, roads, water supply, drainage, erosion control and substation structures, and/or transmission line and
radio tower structures and foundations.
 At entry level, the engineer is expected to have a working knowledge of either the substation or transmission line disciplines.
 Extensive knowledge of one or more systems and tools is required, including:
- Civil and structural analysis/design packages such as Microstran or equivalent
- MS Word and Excel
- MS Project
 Knowledge of Design Control to ensure designs meet quality requirements.
 Communication and negotiation skills are needed to perform competently in a team environment. Ability to clearly convey ideas including
complex technical issues to inform, influence and persuade or direct the work of others both verbally and in written form is required.
 Time management skills are necessary to perform on-time and within budget.
