JOINING INSTRUCTIONS

ADMINISTRATION POLICE LEADERSHIP & MANAGEMENT COURSE NO. 1/2010

1. Course Title: Administration Police Leadership and Management Course.

2. Scope of the course: The course will cover various subjects which are
included in the curriculum to be issued to the participants at the
Administration Police Senior Staff College.

3. Training Period: This is a three (3) months course where training


program will normally cover 5 days a week. This course No. 1/2010
commences on 4th Oct, 2010 and ends on 31st Dec, 2010. Course
participants are reminded that the training will be undertaken from
Monday to Friday every week, and may be extended should need arise.
When this so happens you will be informed in advance. Exceptional cases
for absence from training will only be authorized by the College
Commandant through the normal chain of command. It is advisable that
course participants disengage totally from outside commitments.

4. Reporting: All course participants shall be required to report at the


Administration Police Senior Staff College, Emali not later than 2.00pm on
3rd Oct, 2010.

5. Physical & Medical fitness: Though the course may not carry heavy
elements of physical and rigorous training, it is important that
participants attend the course while in good health condition; both
physically and medically. A Health Centre exists at the college but it must
be understood that the pace of the training does not allow participants to
be absent other than for emergency cases.

Whenever appropriate, physical fitness sessions will be held to ensure that


officers posses the required fitness levels.

6. Clothing and Equipment: The following is the order of Dress that will be
required: -

a) All officers will carry with them working dress which comprises
green trousers, angola shirts, beret black and black officers’ shoes.
Number one uniform must be carried. Camouflage jersey and
jacket should also be carried in case the weather dictates their
usage. No safari boots will be allowed during the course.

b) Physical training kits, consisting of, one pair of rubber shoes, t-


shirts and a tracksuit of any colour will be required.

c) Adequate civilian clothing will be required for use when not on
training. However dressing for the Mess will be formal i.e.
jacket, tie and trousers for Gentlemen and dress for Ladies.
This is Compulsory and under no circumstances shall any
deviation from the norm be entertained. No slippers will be
worn at all while in the mess or dining hall.

Participants are advised to bring with them sufficient hangers.

Accommodation and messing charges: Officers will be accommodated


at the institution in shared facilities. The need to exercise decency and
decorum is emphasized and any cases of indecency will attract penalties.

7. Recreation: Facilities are available for in-door and out-door sporting


activities such as Darts, scrabble and chess. For social recreation, there
is a bar at the Officers' Mess stocked with different types of drinks.
Credit facilities do not however, exist at the bar. There is a small
sundries canteen that is full time operational.

8. Discipline: Course participants are deemed to be on duty while at the


College and all the Government regulations governing the Civil Service
will remain in force. The College has rules and Regulations, which must
be adhered to. Course participants are not permitted to wear beards
and long hair at the College. Respect among fellow course
participants, staff, visitors and instructors is mandatory. No case of
indiscipline no matter how minor will be entertained.

CHAPTER I

A MESSAGE FROM THE COMMANDING OFFICER

Welcome to the Administration Police Senior Staff College, Emali.

The Induction Course and the teaching methods used will tell you a great
deal about yourself, and will provide you with an opportunity to acquire the
knowledge and develop the techniques and qualities required by an
Administration Police Inspector for the successfully undertaking of
leadership and management at any level. This will help develop your
knowledge and skills in judgment and command. You will soon discover that
the emphasis is not in the teaching but rather in the learning. You will learn
not only from your own experience but also from your fellow course
participants and I am sure you will enjoy the entire course.

This folder explains our method of operation at the institution and should
answer most of your possible queries; carry it for the first few weeks of the
course as an aide memoire.

Your three (3) months here should be the most stimulating and rewarding
experience of your career as an Administration Police officer. The friendships
and associations you acquire from here will last and serve you through your
service life and well into retirement.

CHAPTER II

AN INTRODUCTION TO ADMINISTRATION POLICE SENIOR STAFF


COLLEGE

HISTORY OF APSSC

The APSSC, Emali was established on 1 st August 2008. The Institution was
formerly owned by the Straabag Company which was constructing the
Nairobi/Mombasa Highway and was used as it headquarters during the
construction.

After its construction, the facility was sold to Car Experts Ltd and it is from
Car Experts that the AP Department purchased the facility from.

APSSC was established due to the following factor:-

 The need to expand the departmental training facility


 The need to extend the APTC
 The need to create a senior wing for management training
 The need to acquire additional physical infrastructure is envisaged in
the AP Strategic Plan

The institution is situation 14km from Emali Town in Kinyawa Location,


Mashuru Division of Kajiado District. It is 1km from the road on doing the
Nairobi/Mombasa road.

CHAPTER III

GENERAL ASPECTS OF INSTRUCTION

1. AIM OF THE COURSE

The aim of the course is to train and update AP Inspectors on


necessary skills and techniques to enhance professionalism and
management competencies in work performance by: -

a) Exposing the them to management and leadership concepts


b) Exposing the them to National Security concerns

c) Preparing them to acquire additional skills and knowledge on
intelligence collection and dissemination.
d) Sensitizing them on good governance, work ethics, public relations
and human rights.
e) Imparting knowledge on the effects and consequences of
corruption.
f) Training them on application, care, custody and management of
firearms.
g) Introducing the officers to map craft and navigation
h) Exposing the officers to elements of leadership and governance
i) Enhancing their managerial capacities for managing their stations
more effectively.

2. SCOPE OF THE COURSE

To achieve this aim, the course will: -

(a) Include studies on the organization structure.


(b) Develop the Officers ability to think logically, reach sound
conclusions, make wise decisions and express themselves
clearly both orally and in writing while exercising control of
junior officers.
(c) Provide the Officers with the basic knowledge of Kenya's
security organization.
(d) Give emphasis to commitments of Administration Police.
(e) Highlight the role of the officers as managers in the field.
(f) Focus on producing practical, competent and loyal officers.

4. METHOD OF INSTRUCTION

(a) Lessons: System of instructions at the college is


based on class work and practical instruction by the Instructors
and Lecturers both from within and outside the
College.

5. CONFIDENTIALITY

All material and information obtained through teaching at APSSC of


Security nature will be treated strictly in confidence not to be divulged
to unauthorized persons.

CHAPTER V

REGULATIONS FOR ADMINISTRATION POLICE INSPECTORS


ATTENDING THE LEADERSHIP AND MANAGEMENT COURSE

1. ACCOMMODATION

On arrival every officer will be directed to the set accommodation


dormitories. Every officer has a responsibility to safeguard and
maintain furniture and appliances in the accommodation area. It is
important that shared facilities are used well.

2. DINING ROOM

Food served in the Dining Room must NOT be taken to students’


rooms and eating and drinking utensils must NOT be taken away
from the Dining Room.

Complaints and suggestions concerning food or service in the Dining


Room should be referred to the Cateress/Catering Officer by the
Course Student Leader.

3. MEALS

Course leaders are responsible for ensuring that students take meals
punctually.

Meal times are as follows:-

WEEK DAYS Breakfast 7.00 - 7.25 am.


Mid-Morning tea 10.05 am.
Lunch 12.30 pm.
Afternoon tea 4.00 pm.
Dinner 7.00 pm. - 9.00 pm

SUNDAY Breakfast 7.30 am. - 9.00 am

Meals will not normally be kept for individuals, however if official


duties necessitate delays and meal needs to be kept for a student or
students, the Course Student Leader will give notice to the Catering
Staff.

4. MESS ETIQUETTE

Each student is requested to read, understand and adhere to Mess


rules that are displayed in your rooms and Messes. The hallmark of
decency and discipline is in the uniform standards set and maintained
by an organization. Mess etiquette is universal and common to all the
uniformed disciplined Services. Shorts, sandals, vests, hats etc or
other similar casual wear will not be allowed in the mess.

5. MESS BILLS

The cost of meals will be met as per Personnel Circular No. Estab.
14/5/(17) of 31st January, 1984 in which In-service Trainees are
required to contribute to the cost of their training at the rate of 20% of
their basic salary.

6. LECTURE ROOMS

Students are required to attend lectures punctually. This means being


in the lecture rooms a few minutes before the time set for the lecture.
Use of mobile phones during lectures is completely prohibited.

7. LEAVE OF ABSENCE

No student should leave the institute during or after normal working


hours, without the permission of the Commandant or in his absence
the Deputy Commandant or Chief Instructor.

8. BOOTS AND BELT

Students will be responsible for cleaning their own uniform, boots and
belts.

UNDER NO CIRCUMSTANCES MAY STUDENTS CLEAN BOOTS AND


BELTS IN THEIR ROOMS THIS MUST ALWAYS BE DONE OUT-
DOORS.

9. BOUNDS

The following areas are out of bound to students:-


(a) The staff housing area, and all staff houses.
(b) All Administration Police Barracks
(c) The Administration Police Canteens and Television rooms.

10. PATHS

In order to maintain the appearance of the institute, students are
required to keep to the designated footpaths and not to take shortcuts
across lawns e.t.c.

Incoming mail will be collected daily and delivered to the Mess


Lounge. Outgoing mail should be placed in the Mess lounges, properly

13. RECREATION

Sports facilities are limited to Darts and Athletics, and other indoor
games.

14. THE BAR

The Mess bar will be opened as follows:-

WEEKDAYS - Day - 12.30 -1.15 - For sale of soft


drinks, cigarettes. etc, but NO
alcohol at lunch hour.
- Evening - 6.30PM –10.30PM
SUNDAY - Day - 11 am. - 3 pm - For sale of beer
and all other beverages
- Evening - 6 pm. – 1030pm.

“CASH PAYMENTS WILL BE MADE FOR ALL PURCHASES.”

15. CLEANLINESS
The institution strives to maintain cleanliness in all aspects. Course
participants are advised to ensure that they help the institution realise this
ambition. Indiscriminate littering will not be allowed at all.

16. PRIVATE CARS

Students with private cars should park in the parking area provided.

17. GENERAL

i. There will be no provision for government transport for


private.
ii. Private visits are discouraged and must be kept minimal.
Interaction with colleagues is highly encouraged.
iii. Students are advised to make arrangements to cash cheques
with a Branch of their Bank in Nairobi as cheques CANNOT
be cashed at the institution. Use of ATMs and electronic
money transfers is encouraged as frivolous requests to take
money for domestic and other errands are discouraged.
