Technical Description Report Sample

Introduction

While the Philippine National Police (PNP) claimed a 60 percent decrease in crimes in
Metro Manila, the number of crimes committed nationwide increased by about 46 percent during
the first six months of the year as compared to the same period last year. Records from the PNP
Directorate for Investigation and Detective Management (DIDM) showed that theft, car theft,
physical injuries and rape were among the crimes that had a huge increase. The PNP said 885,445
crimes were reported from January to June, compared to 603,085 cases during the same period last
year. There were 352,321 index crimes for the first six months of the year, which is 37.3 percent
more than the 256,592 cases reported in the same period last year.

Index crimes include murder, homicide, rape, robbery and theft while non-index crimes
include estafa, prostitution, kidnapping and car theft. PNP-DIDM records indicated that from
86,451 thefts recorded in the first six months of 2014, this ballooned to 105,229 cases this year
while cases of car theft jumped to 10,039 from 5,599 last year. Murders increased from 5,004 cases
to 7,245 cases this year while homicides were up to 6,607 from 4,091 last year. Cases of physical
injury increased to 182,886 from 122,084 last year while rapes increased to 8,288 this year from
5,069 last year. The PNP said 172,959 index crimes were “cleared” – settled between the
complainant and the respondent – and 100,938 last year.

In relation to this, On Your Side Investigators analyzed more than 400,000 incidents
reported to Cleveland’s 911 call-takers between Jan. 1, 2014, and Dec. 31, 2016, from the time
call-takers input the call to the time officers reported their arrival on scene. Thousands of 911
callers waited hours for help from police. Data shows it took Cleveland police at least six hours to
respond to 2,306 calls, including a property crime reported in 2016 with a response time of 25
hours. On average, if a call is not considered a critical emergency, we found it took Cleveland
police 1 hour and 29 minutes to respond.

In summary, crimes and accident around the Philippines is spreading like wild fire so
people get anxious when it comes to their security. In metro manila, many case about crimes
(snatching, kidnapping, sexual harassment, etc.) are being recorded and remains unsolved and
sometimes can be fatal. In relation, accidents (fire, road, etc.) and medical related incidents can be
fatal if not acted hastily. So, people intend to think about their security and what they need to do
in order to obtain sufficient security. These events need immediate response from authorities and
the application SaveMe will help aid such situations.
SaveMe

Figure 1. SaveMe Concept

SaveMe is a device and application combo for security. The device is connected to the
application through Bluetooth connection. The device consists of buttons that could be pressed in
times of emergency. The main idea is in a click of a button the emergency of the user will be sent
his/ her trusted contacts together with the user’s current location. The device/ phone would sound
an alarm depending on the emergency.

The SaveMe device is like remote control of the SaveMe application, but the SaveMe
application is what makes the device performs its functions. SaveMe application is used to set the
set the trusted contacts. It can also be used to modify the emergency the buttons correspond to.
The main function of it is to send the messages to the trusted contacts.

SaveMe device is a wearable device. It could be worn like bracelet to suit user’s style. It
could also be carried in the user’s pocket or bag and just brought out when needed but this is not
recommended.

It is a device to protect you and your loved ones in a click of a button. It provides live
location monitoring in emergency situations so others could know where you are. Trusted contacts
will also receive an alert message depending on the button pressed for more accurate emergency
response. It also has an alarm function could be activated if needed to notify other people nearby.

Unique feature of this personal device and application combo is the emergency specific
message sent to trusted contacts. The specific message provides a way for the contact to know
what exactly is needed to help the user. Another unique feature is the alarm types are also
emergency specific. It would sound the device and/or phone, or it would not sound at all if needed
depending on the emergency.
Features

A. GPS

The GPS (Global Positioning System) is a constellation of approximately 30 satellites that

that circles around the Earth twice a day and make it possible for people with ground receivers
(device that receives information from satellites) to determine their geographic location. Cell
phones with GPS receivers communicate among the 30 global positioning satellites in the GPS
system via trilateration using data from at least three GPS satellites and the receiver. Trilateration
uses the distance between the satellites and the receiver to create overlapping spheres that intersect
in a circle. The intersection is your location on the ground.

Figure 2. Trilateration of Satellites

SaveMe will use GPS technology in order to determine the location of the user whenever
he/she needs help. The GPS of the smartphone of the user will be mainly used which can be
enabled in the location settings of the phone. When the location has been gathered, this data will
be sent to the authority or family members of the user via text message together with what kind of
help the user needs. This will help in easy monitoring the location of the user in real time. The
GPS will only be turned on whenever the user is travelling or in an unsafe place in order to safe
battery of the phone and the device.

B. Bluetooth

Bluetooth is a low-power wireless connectivity technology used to stream audio, transfer

data and send information between devices over short distance less than 10 meters. Bluetooth sends
and receives radio waves in a frequency band of 2.45 GHz and data are sent for up to 2 Mbps.
Each device is equipped with Bluetooth connectivity, a feature that requires both software and
hardware components. On the hardware side, an antenna-equipped chip in both devices sends and
receives signals at a specific frequency. The software interprets incoming Bluetooth signals and
sends them out in ways other devices can read and understand.

The Bluetooth chip that will be placed on the device will allow communication with the
smartphone. As the power button of the device is turned on, it will quickly search for another
device that has Bluetooth connection to pair the devices. The smartphone of the user will then be
paired with the device by enabling Bluetooth in the phone settings. Once the two are connected,
pressing the buttons on the device will allow sending of emergency message to authority or family
members and emergency alarm.

C. Buttons

The SaveMe device has a total of 4 tact switch as buttons. A tact switch is an on/off
electronic switch that is only on when the button is pressed or if there is a definitive change in
pressure. 3 buttons (left, center, and right) will be used for signaling emergency message or alarm.
Each button is assigned for each of the supported emergencies. The emergencies are medical-
related, fire, snatch, kidnap, sexual harassment and rape. The 4th button is for turning on and off
the device. Table 1 shows how each of these emergency buttons will be activated.

Table 1. Functions of Buttons

Button Type of press Emergency
Center Long press Medical-related
Center Double press Fire
Left Long press Kidnap
Left Double press Snatch
Right Long press Rape
Right Double press Sexual harassment

These buttons will be programmed in order to function correctly based on the need of the
user. When a button is pressed, a signal will be send to the mobile application via Bluetooth
enabling it to automatically send a text message to the assigned contacts about the user's emergency
need.

D. Mobile application

A mobile application will be needed in order to automatically send information to assigned

contacts. A mobile application, most commonly referred to as an app, is a type of application
software designed to run on a mobile device, such as a smartphone or tablet computer. Mobile
applications provide limited and isolated functionality such as a game, calculator or mobile Web
browsing. In the case of the SaveMe app, it will be used in order to assign the functionality of each
button, the recipient of emergency message and setting the alarm. The app also gathers the data of
GPS location of the phone in order to link it in the message. Emergency message can be modified
in the SaveMe app.

E. Alarm

Alarm is a notification of a present or imminent danger. Alarms are commonly used for
fire, earthquake and car emergencies in order to alert people around about the danger. Usually
alarms are sensor-based that will be triggered whenever a noise or movement is taken. The
integrated micro speaker on the device and phone speaker will be used to create an alarm to notify
the people nearby. In medical-related emergency, fire and sexual harassment both the device and
phone will sound an alarm to notify nearby people. In a snatch emergency, only the phone will
create an alarm for the user to easily find the culprit. If the phone was stolen, it will also alarm
when certain distance from the device is reached. Rape and kidnap cases require silent notification
of trusted contacts therefore no sound will be generated. These alarms can also be modified through
the mobile application depending on what the alarm sound intensity will be and when the alarm
will be activated based on the assigned circumstance.

F. Battery

The SaveMe device will use a 380 mAh battery Lithium-ion battery which is usually used
for small toys and phones. This battery is small enough to fit into a bracelet device. The battery
will be used to power up the device in order for the Bluetooth, micro speaker and buttons work.
The device has also a micro usb female connector which is port for charging which similar to
android devices and linear charge controller chip which is a switching regulator battery charger
that implements a constant-current constant-voltage (CCCV) charging profile used for most
battery types, including sealed lead-acid (SLA), flooded, gel and lithium-ion.

Conclusion

Majority of the population is affected with the current increase in the Philippine crime rate.
These are then worsened with the research regarding the slow police respond time, which leads to
many fatalities and damages due to crimes and emergency situations. Thus, SaveMe is introduced.
SaveMe is an application which aids clients in emergency situations which is systematically
programmed with an algorithm to create a GPS device with an alarm system compacted which can
be used with ease in crucial times.

In conclusion, this technology promotes personal security and safety by discouraging

criminals and being a portable device in case of emergencies and catastrophe. In addition, it deters
crime, such that it has been found that, as the number of alarm security systems was bought, the
number of incidents of snatching decreased in that area, even for people who didn’t have their own
security system. Next, this device allows remote access and tracking. Discussing further, modern
technological breakthroughs now allow you to remotely monitor where your family and loved ones
are when you’re not there. Depending on the circumstances, a GPS installed device helps track
and remotely monitor the location of a family member.

Moreover, this device also allows users to protect valuables. This is, of course, the benefit
most people immediately think of. We likely all know someone who has lost electronics, jewelry,
or other high-value items due to snatching. The tragedy is compounded when the item is an
irreplaceable family heirloom. A product like this has an alarm that scares off many snatchers and
can notify the local authorities if someone does attempt to commit crime. In relation, it makes
room for peace of mind. The sense of security and peace you gain with an alarm system is perhaps
the greatest benefit of all. Next to being safe, the confidence of feeling safe will help you be a more
productive, healthy, and focused person. Lastly, it is beneficial as a portable notification system.
The handy personal panic alarm is a small handheld device which comes with a switch button or
pin. In case of an emergency, the user simply has to press on the button or pull the pin to activate
the alarm.
