PROPOSED PROCEDURES ON THE HANDLING OF DISCOVERED SUSPECTED

ILLEGAL DRUG/S

That on or about 24 December 2016, the undersigned conducted an interview at Hotel


Elizabeth, The Manor Hotel, Microtel, Crown Legacy and Hotel Supreme.

That according to the interviewed representative of Microtel, Hotel Supreme and Crown
Plaza, whenever they encountered or discovered a suspected illegal drugs inside a guest room,
they immediately inform their management and call the assistance of the authorities.

Further, according to the interviewed representative of Hotel Elizabeth, Ms. Anne


Garcia, Resident Manager, whenever a housekeeping personnel discovered a suspected illegal
drug/s inside a guest room, they immediately notify the top management, thereafter the latter
will decide if they will inform the authorities or not.

Furthermore, according to Mr. JV Trinidad, Security Manager of The Manor Hotel at


Camp John Hay, whenever housekeeping personnel discovered suspected illegal drug/s inside a
guest room, the former shall immediately call the security office. Then the Security Manager
will appeal to the billeted guests to leave the hotel immediately or the Security Manager will be
constrained to take measures against the billeted guest. This will result to the blacklisting of the
billeted guest. However, if the guest has already checked out, said guest shall likewise be
banned.

In addition, according to Mr. Trinidad, suspected drugs and paraphernalia left at the
guest rooms shall be immediately disposed.

That all of the hotels that were interviewed have almost the same procedures and
approach whenever a suspected illegal drug/s is found in the guests room.
Hence these recommendations:

Azalea Hotels and Residences Baguio has to protect the privacy and interest of the
guests. Hence this proposed recommendations:

a. Whenever a billeted guest requested for room make up and the housekeeper
discovered a suspected illegal drug/s in plain view, he must immediately report it
to the security office. Photographs of pieces of evidence must be taken
immediately upon discovery of such by the responding security officer without
moving or altering the original position.
b. The management shall also be immediately informed regarding the matter.
c. Then upon management advice, personnel from the Philippine National Police
Anti Illegal Drugs Special Operations Task Force (PNP-AIDSOTF) duly deputized by
the Philippine Drug Enforcement Agency (PDEA), shall likewise also be informed.
To remove doubts of the billeted member/guest that the suspected drugs were
planted in their room, discovered suspected drug/s shall not be allowed to be
moved or altered from its original position by anyone until the occupant of the
room or cottage arrives.
d. A representative from the Barangay Officials shall also be invited to serve as a
witness in the collection and confiscation of the suspected drug/s. The
discovered drugs shall be subject to qualitative and quantitative examination.
e. If the suspected drug has only been discovered after the billeted guest has
checked out, procedures (a), (b), (c) and (d) above shall be implemented.
f. The Philippine National Police Anti Illegal Drugs Special Operations Task Force
(PNP-AIDSOTF) duly deputized by the Philippine Drug Enforcement Agency
(PDEA) shall take charge and have custody of the suspected drugs for proper
disposition in the manner stated in Section 21 of RA 9165 or the Comprehensive
Dangerous Drugs Act of 2002 as amended by RA 10640 otherwise known as “An
act further strengthening the anti-drug campaign of the government, amending
for the purpose section 21 or Republic Act 9165” and Section 2-6 of the Revised
PNP Manual on Anti-Illegal Drugs Operations and Investigation or the Handling,
Custody and Disposition of Drug and Non Drug Evidence.
