Introduction to CSC
China is now becoming second largest country which offers hundreds of thousands scholarships each
year. There are different scholarships available for under graduation, graduation, master degree and
Ph.D. in almost all fields of study. Chinese Scholarship Council (CSC) with category A, B and C is
the most reliable source among all of other scholarships. We can also avail provincial, Shanghai govt.
scholarship and rest of the opportunities but their stipend and other privileges will not be same as
CSC. If we remain unable to complete our degree within the given time, then CSC will not stop our
stipend but other scholarships have a defined time limit for the monthly stipend and rest of the
privileges. There are 279 universities under CSC which currently offer scholarships in all fields.
There are 3 main categories to apply a scholarship through CSC mainly Category A, B & C. Category
A generally refers to bilateral program and we have to apply through Chinese Embassy in our own
country. Category B refers to Chinese University Program and we have to apply directly to our chosen
university at China. It will require an agency number which we can easily get from Google and it will
be discussed further in next steps. Category C is not recommended because somewhere these are
partial scholarships and you have to pay some amount rather than the facilitation.

Eligibility
Age limit for master degree (MS and M.Phil.): 35 Years
Age limit for PhD 40 Years
Applicants must be Non-Chinese citizens in good health, at the age of 18 or above, and possess a
valid passport
Any applicant for a master’s degree must be a bachelor’s degree holder under (or at) the age of 35
Any applicant for a doctoral degree must be a master’s degree holder under (or at) the age of 40.
Applicants who have not yet graduated can obtain a pre-graduation letter from their current
educational institution stating their expected date of graduation. If accepted, the applicant is required
to provide the original graduation certificate upon registration. Otherwise, the acceptance qualification
will be cancelled

Stipend and Other Privileges


Full scholarship (including tuition, accommodation, living allowance and comprehensive medical
insurance premium
Master Degree stipend 3000 to 3500 RMB
PhD up to 4500 RMB
Air ticket will not be included in this package however; students will be given settlement allowance
whose amount is equal to the monthly stipend.

Important Dates for online applications


Normally scholarships are available each year during the months of Jan, Feb and Mar. Some
universities announce their admissions late so their closing date varies from university to university.
Generally, 15th of Mar should be considered last date in majority of universities. You also have to visit
notices section of university which you are going to apply. Majority of universities have closing dates
from 15th to 31st of Mar each year and few of them close their applications in Apr and May.

Universities which offer you pre-admission letter usually close their online portal late in Apr and May
but their No. is too less.

List of Required Documents and Procedure to Acquire


I have discussed the complete list of documents required to get CSC scholarship. If you have prepared
all documents accordingly then online application will not be a big deal. So 1st prepare your
documents according to the requirement of university and CSC and then apply online.

Picture
You must be having recent photograph with white background. Some students are even confused
about its size. You just need to crop it as per the size of any given box where you will upload it. It is
recommended that you take your picture and convert it in different formats like JPG, BMP, PING etc
because some universities will ask you to upload photograph in a file format other than JPG.

Passport
If you did not get it then make it sure that you will be having your passport before Jun because Jun
will be the month of result announcement so you will be required to present, your visa documents in
embassy. Passport must be having 6 months validity at the time of Visa)

Highest Degree, Transcript (Notarized) –Procedure to Acquire


If you are applying for master degree then you must be having notarized Bachelor degree and its
transcript. Notary will not be taken on original documents. Many students are confused about the
notary public stamp and its procedure so make it simple by following some easy steps. If you are
applying for 10 universities then take 10+10 (Degree+ Transcript) photocopies of your last degree and
its transcript and meet a lawyer who is authorized to sign and stamp a document. Take his signature
and notary public stamp on those 10 +10 (Degree + Transcript) copies. Here we have to remember
one thing important that notarized document will be sent to china in original form, we cannot send
photocopies of notarized documents. Notary public stamps have a notary number in it so you will get
different notary number on all photocopies of degree and transcript. For example, if you have applied
Jilin University with degree notary No. 322 and Transcript Notary No. 470 then you will send them
original hard copy of degree and transcript stamped and signed by lawyer.

Another important thing is that, you do not need to get verification of your documents from Higher
education commission (HEC), IBCC and Ministry of Foreign Affairs (MFA). IBCC attestation is the
requirement for those students which are going to pursue their bachelor degree in china. HEC and
MFA attestation is required for the higher education (master degree and Ph.D.) at the time of visa.
HEC, IBCC and MFA attestation is not required at the time of online application. If you get
admission, scholarship and visas then you have to get attestation of your documents from these
authorities otherwise there is no need of verification without any confirmation. Only highest degree
(Last) and transcript will be required for HEC and MFA attestation.

Hope certificate (Result awaiting students)


It is required for those students who did not complete their degree but they will complete it before
Jun. It must be notarized in the same way mentioned for degree and transcript. If you are studying in
last semester, then meet your administrative staff of department to get hope certificate. Try not to
mention CGPA on hope certificate because it may not be same after getting final results. This
certificate must be stamped and signed by the concerning authorities.

Recommendation letters (2 Letters Needed)


You are required to present two recommendation letters issued, signed and stamp by associate or full
professor who have been teaching you during your last degree. Letters must not be too long or too
short. These letters should purely describe your personality, devotion, passion and future endeavor.
Some of CSC universities demand online recommendation so give details of those professors who can
reply and can give online recommendation by filling form of targeted university. Online
recommendation is very rare but available as an option in few universities.

Medical Form
It can be downloaded from:

Download form, paste your picture and fill it with your own hand writing or you may type it on PC.
Now go to any authorized medical Centre and get stamp and signature of medical officer on the given
place in form. It is recommended that you also go through medical tests to avoid any hurdle in case of
serious disease. Your pasted picture with white background must also be attested by medical officer.
This form has two pages so fill it accordingly. Reports must not be older than 4-6 months.

Study plan and research proposal


This is very important part of your scholarship application. Here we have to take care of few things
mentioned below:
If you are applying for master degree (M.Phil.) then it depends on your selected university that what
sort of document it needs, either its study plan or research proposal. Usually master degree students
are asked to provide only study plan. If you are supposed to send only study plan then write your
skills, educational background, potential, past experience, research abilities, team work etc and also
mention the reason to choose China, major and particular university. You also have to mention that
how your subject and you will be contributing in future and where you see yourself after having a
degree from desired country and related subject. If university asks you to send research proposal then
1st 1 or 2 pages should contain study plan then start your proposal with universally accepted method
like topic, introduction, literature review, hypothesis etc.
If you are applying for Ph.D., then your research proposal is mandatory. PhD students are required to
send complete study plan and research proposal in almost all universities. It is also important that they
consult with their supervisors to get and acceptance letter or pre-admission letter to increase their
chances. In some universities, these letters are mandatory for PhD students.

Language proficiency certificate


If you are applying in English taught program, then English language proficiency certificate is
required. This certificate will be issued by the university where you have been studying during your
highest (Last) degree. If you have other registered certificates like IELTS, TOEFL etc then you do not
need to get proficiency certificate. If you are going to get proficiency certificate then write on it that
your subject/Major is taught in English and all other events, seminars, conferences you had attended,
were also conducted in English. Some universities will require only internationally accepted
certificates IELTS and TOEFL so read the instructions on university website before applying
scholarship. You will be asked to show HSK (it is report after passing Chinese language test) results
if you are applying degree taught in Chinese language. It you don’t have HSK results then you have to

spend an extra year in learning Chinese language in your selected university and its scholarship will
be included in the program. After spending one year, you have to pass HSK then your regular degree
will start. In both case; you are eligible to apply either English taught program or a program where
Chinese will be the language of instructions.

CDS, DVDs, USB etc.


Only art or mass communication students have to provide these things. Usually they have saved
documentaries or their other stuff related to their previous qualification in them. Students applying for
other degrees/Majors do not need to provide such stuff.

Acceptance or pre-admission letter if any (Not Mandatory)


If you successfully got an admission or acceptance letter, then you have to upload it in CSC form.
Upload it at the box named other attachments in CSC form and also send in hard form with other
documents. Acceptance is not mandatory but it increases your chance to win a scholarship. This letter
contains the details of your supervisor like mobile number, address, fax and email etc. You can also
put this information in CSC form at the place of other contact or contact person in china.

Usually you yourself have to draft an acceptance letter if a professor agrees to accept you his student.

Financial Guarantor (Not Mandatory)


98% universities will not ask your guardian to provide any financial guarantee but if any university
has mentioned to provide this letter then you can download a simple form from its website. Put your
brother, father or any guardian name and signature and send it to the targeted university. You can also
use CSC form as the financial guarantee. This document is not mandatory at the time of online
application or later at the time of admission.

Character Certificate and police clearance certificate (Not Mandatory)


Police certificate is not mandatory at the time of online application but you have to present it if you
get scholarship and JW201 Visa documents. It will be attached with your documents in embassy. At
the time of submission of your visa documents in embassy, this certificate must be having 2 to 3
months’ validity. It has total 4-months validity and you can get it from the police station of your
relevant district. If a university asks you to provide character certificate (usually they do not) then go
to your university in home county and get your character certificate from your department.

How to Search your University, its school and Faculty?


Method 1
Go to the CSC website www.csc.educ.cn and click study in china. Now click universities. Now you
will be able to see list of universities under CSC. This list is given provinces or districts vise. Right
click on any university and open it in new tab. Now go to the opened (new tab) and click introduction
at Centre let side of the university logo. Now you will be able to see two websites of university given
at right side. You can also click contact us to know their details.

Open English or Chinese version of website in new tab to go directly to the university website. Here
you have to find your major and school. If you found your school, then it will not be too difficult to
find your Faculty. Some universities have very easy procedure to access your faculty and some need
to be explored. Usually every subject/major/department in china has its own website within the main
website of university so it is recommended to go exactly to your own school web portal. Few
universities have mixed different faculties so you can find a professor by reading his/her profile.

Method 2
Second method is also easy. Write name of your university in Google and then open its website. Try
to open both English and Chinese websites in different tabs. If you have problem in translating
Chinese website, then open it in chrome browser and click translate button available at top right
corner of your browser. Different universities have given the names of faculty members in different
section. Generally, you have to click programs or academics on university website so it will refer you
to the desired school. You have to open the webpage of your school on university main website and
there you will find the details of your subject and faculties.

Method 3
Some universities have given names and publication of their faculty members but emails are not
provided. So you have to search their publication or the journal they have mentioned. If you find their
publication in soft copies or even available on paid website, then you will also find their address there.
You can try google scholar to get the information regarding their published material.

How to get pre admission and acceptance letters (Not mandatory)


1st we have to know that what is an acceptance letter? This letter is given by associate professor or
professor in your desired university under CSC. It simply means that you are accepted by supervisor
in his research team and he/she is ready to supervise you if you get scholarship or go to his university
as self-financed student. Remember one thing important that if you are applying for master degree
then an acceptance letter is not mandatory but it can increase your chances to win a scholarship. CSC
scholarship is initially approved by your selected university department and then your application
goes to CSC office for final selection. CSC will never refuse to admit you if your university approved
your application. If you get a letter, then it means that university is already willing to accept you.
University can still reject your application if you could not provide it authentic documents; impressive
proposal and language certificate etc. so do not temper anything and your all documents must be
arranged and organized properly.

Getting an acceptance letter is neither difficult nor easy. If you have successfully found the faculty of
your desired subject, then next step is to send them an email. It depends on your email draft that you
get an acceptance or not. Always show patience and respect whenever you approach a professor. Do
not send random emails to all faculty members. Read the profile of professors carefully, try to know
about their interest and design a proposal according to their interest area. Send emails only to those
professors whom research interest matches your proposal. If you have not prepared any proposal, then
mention the interest of your supervisor in your email after reading his/her profile on university portal.
Do not ask directly for an acceptance letter. 1st you need to get his attention then win his confidence
and finally request for an acceptance letter.

List of universities without processing fee


Majority of university have processing fee but you are lucky if you find your subject in those
universities which do not take any fee for the initial review of your documents or admission
procedure. There are currently 34 universities known to me which do not take processing fee but I am
sure that other universities are also there because I have not searched all universities under CSC.

Agency Numbers of different universities to Apply CSC


At the time of online application on CSC portal, you will be required to put an agency number to get
registered in a particular university among 279 universities. After creating an account on CSC, sign in
and click online application. Now you have to mention category of your scholarship by dropdown list
then give agency number in the next slot and finally click outside of box. After giving an agency
number and clicking outside of box, university name will appear in the 3rd box in front of box
designed for agency number. Press save button below to save the information and start filling rest of
the parts of CSC form.

How to convert your documents in different formats?


This section is important for those who have fewer skills in IT. If you are applying more than one
university then you may have to upload your documents in a different format prescribed by your
university. Each university follows its own formats and procedure so you must be well aware of
documents conversion in different formats.

Some commonly used formats are BMP, JPG, TIFF, JPEG, PING, PDF, BMP etc. There is another
big issue that you will be required to reduce size of your documents up to 1MB or even 100 KBs.
Whenever you reduce size of a file, it gets blurred so try to use those online links or software which
does not affect resolution of your documents. If your study plan or research proposal is having more
than 6,7 or even 10 pages then you also have to merge them.
To convert into PDF of PDF into Word
If you are using updated MS Word then open your file and press f12 or simply go to file and press
save as your file in PDF. If you don’t have updated version of office installed in your PC then goes to
the link below, upload your document and then download after the conversion. You can convert PDF
into word and word into PDF.
To reduce size of file

To merge 2 pages in one


Some universities have allowed users to upload study plan or research proposal in only 3,4 JPGs. If
your research proposal or study plan has 6-8 pages then you have to merge 2 pages in one. That’s how
you will be able to upload your complete study plan or proposal. I have been following the link below
to merge different pages.

Note: - You can convert any paper, format etc. into another format online. So you also need to take
help from Google as per your requirements. Different software are also available for the conversion
into different formats like Format Factory etc.

How to apply
If you have collected all documents and consider yourself eligible for the scholarship, then it’s easy to
apply now. You have to go through the two-way procedure. Remember that you are applying through
CSC so only CSC online application will not be enough. I have discussed about hard copies of your
documents, notary public, study plan etc to make it clear that these things are mandatory. Filling a
form is not that much hard so make it sure that you have done with all of the requirements.
CSC applicants have to apply online. 1st you have to go on this website http://laihua.csc.edu.cn to
apply online. You may do it by searching campuschina.com. Here you have to create an account to
register yourself for the scholarship application. After creating an account, a link will be sent to your
email. Click that link and verify your associated account. Now login your CSC account with user
name and start your online application. At the very initial level, you will be asked to select category of
scholarship and then in next slot it will ask you to put an agency number (See agency number section
in this document). So Category slot has dropdown list where you will be able to see Category, A, B
and C. If you are applying through Category A then you have to appear in a test (conducted by NTS in
Pakistan) and you also have to apply through Embassy and cultural exchange authorities. Select
Category A if you have pre-admission letter from your university in China and apply through
dispatching authorities. Now it comes to second category which is category B. This is the most
commonly used category in CSC applications. Here you do not need to go through dispatching
authorities. Those who are applying directly in university through Chinese university program (CUP)
or commonly known Chinese government scholarship program (CGS) are required to fill their form
by selecting Category B. Category C is not recommended due to partial scholarship so I am not going
to discuss it here. After selecting category, you have to give agency number. Here you give agency
number of your targeted university and click anywhere out of the slot (See agency number in this
document to know about all agency numbers and also take help from google). After clicking outside,
name of your university will appear in 3rd slot. Save that data and start filling your form. After
completing submit it. Your CSC form can be edited hundreds of the times so don’t worry if you have
committed a mistake.

Now the 2nd turn is about university application. Here one thing is important that all universities do
not take online application. Few universities take only CSC application and rest will be required to fill
their perspective forms on given online links. You have to study about it on your targeted university
website that either it takes online applications or only CSC application will be enough. If your
university takes online application then click it’s given link for online application, create an account,
verify your email address and start filling its form and finally submit it.

After submission of both form, download these forms in PDF and take prints. Sign these forms (For
CSC form, place your signature on last page) and take record. Now see the check list (you have
uploaded on university and CSC portal) and take prints of all attached documents. Make two sets of
your documents and then dispatch to international student office of your selected university. Here you
have to make it sure that your university requires hard copies or not. Few universities will not ask you
for hard copies. Another important thing is that, you have to be accurate when you take out address of
international student office from university website (see scholarships info on website of university to
collect address info for hard copies)

How to pay processing fee (If any)?


Majority of universities get processing fee from 400 to 1000 RMBs. There are different methods to
pay your processing fee. It depends on university that how it takes fee but usually they have given an
online account number to get fee. You can transfer money from any bank in your home country. Keep
the receipt saved because you have to upload receipt in majority of universities. You must be having
Alipay or Visa account to pay if university asks you to pay by scanning QR code or by transferring
directly from your account. Some universities 1st review your documents, if you pass initial review
then representative will ask you to pay processing fee. It is better to pay through the negotiations with
any of your friends in China because it will require you to pay extra amount to transfer money.

When and how to send Hard Copies of your documents to china


There are different methods to send your documents after the online application. If you have applied
Category A then you have to send your documents to the dispatching authorities not ISO of targeted
university. If you have applied CSC Category B then procedure is quite different. For category B,
download your CSC form in PDF after submission. Download your submitted form from university
portal and save in your computer. Remember that all universities do not required online application if
you are a CSC applicant. If your targeted university requires online application, then you have to
download it after the submission.

After downloading CSC and university online application forms refer to the check list and arrange all
other attachments which you have uploaded in online application. For example, you have uploaded
transcript, degree, passport, research proposal etc so attach hard copies of these documents
accordingly. Here you have to be very careful about the set of hard copies. You need to send two
copies to the international student office of the targeted university. ISO addresses are given in the
scholarship section of all universities but if someone cannot find it then read FAQs on your selected
university website.

Scholarship Results
If you are selected, then you will be informed mid or at the end of Jun. University will send an email
to know your willingness in selected program and it will also ask you about the address for
documents. You have to confirm by replying their email within the given time. After the
confirmation, University will send visa documents to your address provided in email and CSC form.
Make it sure that the address you have given is correct and Zip code is included it in. Also provide
those mobile numbers which are switched on all the time. After the confirmation, University will
deliver your documents on given address in 8-10 days.

HEC and Ministry Verification


Many students are confused about the HEC and Ministry clarifications at the time of online
applications. Only notarized documents are required at the time of online applications so HEC and
MFA’s turn comes at the end. Go to www.hec.gov.pk and create your profile. It is highly
recommended that you create and complete your profile soon after the submission of your online
application on CSC from Jan-Mar. Almost all students apply for HEC and MFA verification during
the months of May and Jun so most of the time HEC link remains down. Such the way, students have
to suffer a lot. You do not need to get verification of all documents from HEC. Therefore, it is
recommended that create your profile on HEC portal and upload your documents. Another important
thing is that: you do not need to get HEC stamps on all documents. Get HEC stamps on highest
degree and transcript. After creating an online account, complete your profile by selecting your major,
field, universities, education, etc from drop down lists and upload your complete educational
documents. Now to the attestation section and apply for attestation. Here you have to select your
desired documents for the attestation. Fill a simple form and submit your application for attestation.
You will receive and email about the appointment date the after the submission of attestation form.
Go to HEC on given time. Here another important thing is that, you do not need to pay HEC through a
bank, go to HEC with your documents and pay inside of HEC office after getting a toke. You have to
carry all original documents since your matriculation to the last degree. Submit your documents in
HEC office and wait for 2, 3 hours. They will return your documents same day.
Now take your documents and go to Ministry of Foreign Affairs Office (MFA). There is GPO in front
of MFA office, take 20 rupees’ ticket for each document from GPO and place it on the back side of
your documents. Now go inside and submit your documents. Photocopier is available inside of
ministry office so 1st go to the main counter and get token. Now give your documents to photocopier
and get one copy of each document. Also get a form of attestation from photocopier and fill it. This
form have 4 or 5 basic personal questions about your CNIC, name etc. Fill it and attach with
photocopies of your documents. Now wait for your turn and submit your documents when your toke
number will be announced from the authorized window. MFA will take your photocopies and will
return your original documents after the stamps and signature. After submitting your documents, you
will be asked to wait outside of office. There is a beautiful lawn outside where you can enjoy  You
can also have a chance to visit serina hotel outside of MFA office. After the given time, go back to the
office and take your documents. Cost of HEC is given on HEC website meanwhile you will need 150-
300 rupees for MFA. Here it is important that you also get MFA verification on police character
certificate which you had taken from police station of your relevant district.

Medical Reports
If you are selected and got visa documents, then you have to go through the medical treatment before
leaving your country. There are some authorized medical Centre in Pakistan (Student of other
countries can check their own authorized centers), access any Centre and go through the medical
checkup. If you are applying through Islamabad offices, then there is a Chinese medical Centre
available in Islamabad. You can go there for the former medical checkup. If you know about any
disease which already exists, then it is recommended not to apply until unless you recover your health

Finally, you reached to Embassy, now buy ticket


If you are selected and got your visa documents, then it would be the final step. You will be guided
about JW201 or JW202 Visa forms. If you have not received your forms, then they can be
downloaded from CSC website. Fill these forms and attach all other original documents to present
your case in embassy. Remember that original documents include your visa forms, passport, Police
character certificate verified by MFA, medical reports, Language proficiency, degree and transcript
(Highest or in other words last) attested by HEC and MFA (original). If there is any other original
document missing, you can add in the list as per the requirement of the embassy.

The most important element related to MFA Pakistan need to be discussed here. You will find lot of
people during these days sleeping outside of embassy to submit their documents. Students go there at
night and stay in lines for many hours. Many bring their own mosquito nets with them because they
have to spend their nights under the open sky in-front of embassy. Your will finally get your desired
scholarship but you have to suffer due to the overwhelming situation with visa applicants and poor
management. You will be lucky if you your turn comes and you become able to submit your
documents successfully. Get token and submit your documents inside of embassy office. Now you
have to wait for 2,3 days. Embassy will return your documents after the necessary scrutiny.

How to Buy a Ticket?


Now you are one step away from china. Go to any office which suits you and buy a ticket. If you have
some financial issues, then try to find a cheap flight. Usually flights are not cheap in those days
because you all know well about the business classes. So, you can Google rates of several Airways
and visit different offices available on internet. You can also take help from any of your friends who
are dealing with flights or have been travelling to china.
