General Laboratory Instructions: Inspection of Testing Laboratory

 Qualification of Material Testing Laboratory

A. Satisfy "Recommended Requirements for Independent Laboratory Qualifications",


published by American Council of Independent Laboratories.

B. Satisfy basic requirements of ASTM B-329 "Standards of Recommended Practice for


Inspection and Testing Agencies for Concrete and Steel as used in Construction".

C. Submit a copy of report of inspection of facilities made by materials Reference Laboratory


of National Bureau of Standards during most recent tour of inspection with memorandum of
remedies of any deficiencies reported by inspection.

D. Testing Equipment:

1. Calibrate at maximum 12- month intervals by devices or accuracy traceable to


either:

a. National Bureau of Standards.

b. Accepted values of natural physical constants.

2. Submit a copy of certificate of calibration.

E. Laboratory Duties:

1. Cooperate with Project Manager and Contractor. Provide qualified personnel


promptly on notice.

2. Perform specified inspections, sampling and testing of materials and method of


construction:
a. Comply with specified standards.

b. Ascertain compliance with requirements of Contract Documents.

3. Promptly notify Project Manager and Contractor, of irregularities or deficiencies of


work which are observed during performance of services.

4. Promptly submit three (3) copies of reports of inspections and test to Project
Manager, including:

a. date issued;
b. project title and number;
c. testing laboratory name and address;
d. name and signature of inspector;
e. date of inspection or sampling;
f record of temperature and weather;
g. date of test;
h. identification of product and specification section;
i. location of project;
j. type of inspection or test;
k. observation s regarding compliance with Contract Documents.
5. Stamp fabricated items found to be in compliance with field measurement and the
Contract Drawings and Specifications.

 Quality Control

6. The laboratory is not authorized to:

a. Release, revoke, alter, or enlarge on requirements of Contract Documents.

b. Approve or accept any portion of work;

c. Perform any duties of the Contractor.

Contractor's Responsibilities to Testing Laboratory.


A. Cooperate with Laboratory personnel, provide access to work, to Manufacturer's
operations;

B. Provide laboratory with preliminary representative samples of materials to be tested, in


required quantities;

C. Furnish copies of mill test reports are required;

D. Furnish labor and facilities which are required to;

1. Provide access to work to be tested;

2. Obtain and handle samples at the site;

3. Facilitate inspections and tests;

4. Provide space for storage and curing of test samples.

E. Notify laboratory sufficiently in advance of construction to allow for assignment of


personnel and scheduling of tests.

 Repair and Protection

A. General: Upon completion of inspection, testing, sample- taking and similar services
performed on the work, repair damaged work and restore substrates and finishes to
eliminate deficiencies, including deficiencies in the visual qualities of exposed finishes.
Comply with the contract document requirements for "Cutting and Patching". Protect work
exposed by or for quality control service activities and protect repaired work. Repair and
protection is the Contractor's responsibility, regardless of the assignment of responsibility
for inspection, testing and similar services.

Source of Material

A. The Project Manager shall be notified in writing of the sources from which all
material incorporated in the work shall be obtained. Such notifications shall be given as soon
as possible after Notice to Proceed But not later than 20 days after Notice to Proceed.
B. The contractor shall furnish Certificates of Compliance for all material requested.
C. The contractor shall secure approval from the Project Manager for all other
intended sources.
