Dear Robin,

I am in receipt of your letter dated June 19, 2018, and am disappointed in Blue Cross and
Blue Shield’s decision to withdraw as a member of the Business Council of Alabama. As you
indicated in your letter, due to nonpayment of dues and in accordance with BCA by-laws, Blue
Cross and Blue Shield has not been a member since April 2018.

In recent legislative sessions, we expended tremendous effort working alongside you and your
team to prevent government-imposed health care mandates from being forced upon the business
community. While we all were not successful in these efforts, we at BCA felt that our actions
honored our long term relationship and our legislative agenda set by our Board of Directors.

Our primary goal is for an orderly transition of executive leadership, which has never been
achieved in the history of the BCA. The BCA Executive Committee will be meeting again this
Thursday, June 21, 2018, to approve details to the transition plan with the goal of having a new
CEO installed no later than January 1, 2019. We will be appointing members of the selection
committee, and their work is to commence immediately. This week’s meeting is a culmination of
many meetings that have been called in direct response to the concerns you have voiced.

Our door remains open to you and all Alabama businesses who wish to move our state forward.

Thank you for the support given to the BCA in the past, and I truly hope that our actions in the
coming weeks will justify your support once again.
