Report on the ownership of areas within Al Hamra Hills which include Harno thanda

pani, Ara, Karpa, Jhang, Sedan in Islamabad.


 The report has been prepared in order to investigate the issue in relation with the report
prepared by Messrs. Axis.
 In order to conduct the investigation records need to be extracted from the Department of
property from Islamabad.
 The case is between Al Hamra private Ltd and the owners of the property within the region.
 Apart from Karpa, Jhang sedan, Ara and Thanda pani the area of Chara is also in dispute.
 According to the records the area owned in Karpa is of 1367 canal and 11 marla.
 According to the records the area owned by Al Hamra in Jhang sedan is of 395 canal and 19
marla. Out of this the area of 198 canal and 3 Marla remains available while the area of 197 canal
and 14 marla is with the bank.
 Similarly Al hamra has purchased land of area 3306 canals and 6 marla in Ara out of which 3058
canals and 9 marla have been sold while 297 canals of area is with the bank. The area remaining
is 247 canals.
 In Thanda pani Al Hamra has an area of 526 Canal and 17 Marla. Out of this 450 canals and 14
marla area of land has been sold. Out of that 38 canals of area is with the bank while the land left
is 66 canals and 3 marla.
 In Chara Al Hamra has a land of 786 canals and 11 marlas. The land is also included in the assets
of Al Hamra pvt ltd.
 The research indicated that there are many legal discrepancies in the documents at the time of
purchase of these properties by Al Hamra private limited.
 Therefore it would be premature to give Al Hamra a clean chit.
 Therefore it was important to go through the financials of Al Hamra pvt ltd which was a time
consuming task because of the delay caused in obtaining the certificates as well as because of the
fact that records of Pindi and Islamabad are consolidated.
 In Islamabad there is consolidation of land holdings as a result of which a great of details
regarding the property are scattered and thus very hard to compile in one place.
 Often people sell their land and property without proper records being kept.
 This often leads to frauds and conflicts as the land is taken over and in some cases people don’t
acquire the land even after paying the money.
 Nowadays owners just create a stamp paper and sell property on the basis of word of mouth. This
is obviously illegal
 Sometimes they divide their properties in sections as well. As a result it becomes hard for the
buyer to get proper details from the department of property.
 Some members of the department itself are involved in these activities.
 As a result of this the buyers are not able to acquire the property and are forced to go to the
court.
 Currently there are twenty cases registered against Al Hamra in the court of law.
 Out of that two of these cases had decisions against Al Hamra.
 Al Hamra has challenged the verdict in high court and the hearing is yet to take place.
 These hearings have also affected the revenue officer Raza Haban who is yet to own Al Hamra
because majority of the dealings in Al Hamra are done on the basis of word of mouth.
 The investigation of the records of Al Hamra do not correspond with the numbers presented in
the report by Messrs Axis.
 Therefore it can be said that the report by Messrs Axis is inaccurate.
 The accounts were verified not once but thrice but the numbers provided by Al Hamra do not
match.
 Al Hamara has also started a new project by the name of Eden city which is a housing society.
Marketing for the society has started with the company putting up gates and hiring officers for
Eden city.
 On surface the work is in progress however there is no constructed (or even unconstructed)
house.
 The company had constructed a few streets and roads to attract people to the project but still no
real work has been done and the roads are currently in a state of wear and tear.
 It is yet to be determined if the land in owned by Al Hamra or Eden city.
 In order to investigate the department of property needs to be given a request in accordance
with the land revenue act of 1967, the department will then investigate the purchase history of
that particular land using their ordinal records. They investigate the assets of the companies and
prepare the report.
 A great of Al Hamra pvt ltd records are missing. The available records do not provide the
complete story.
 Al Hamra is pressurizing and black mailing the owners while it is also facing problems from other
owners of the property.
 There is no ratio of ownership available of the four properties which have been taken over by Al
Hamra.
 According to the documents available Al Hamra has not yet completely acquired ownership of the
properties.
 The company has gone to the court to acquire the ownership of the property they have
purchased via word of mouth.
 In such cases it is hard to determine the exact property that Al hamra has due to lack of
documentation within the department of property.
 After a great deal of research the records have been acquired.
 If the house agrees with the records provided then according to the revenue act 1967 provide the
entire record of Al Hamra pvt ltd including their field book.
 The entire records of the owners need to be provided.
 On basis of records an entire report should be made.
 This has been suggested in order to keep proper record of the property available.
 Since both the company and the owners where in on it therefore it is suggested that the main
office should be the one who makes the report.
