SECTION VII – QUALITY MANAGEMENT SYSTEM

1.1 QUALITY MANAGEMENT OVERVIEW

CONTRACTOR shall maintain a documented, effective quality management system and

ensure its subcontractors and vendors maintain a documented and functional quality
management system to ensure quality of WORK and installed facility. CONTRACTOR
system shall be in compliance with an internationally recognized quality requirement such
as ISO 9001: 2015 and other relevant standards that ensure the integrity of the services
to be provided for the project. Accreditation is may not be required, except where defined
for a specific component.
CONTRACTOR shall prepare and implement its existing WORK specific Project Quality
Plan that suite SECTION IV – SCOPE OF WORK. The performance of any quality
management activities by COMPANY shall not relieve CONTRACTOR of its overall
responsibility for quality of WORK and facilities design or procure. CONTRACTOR shall
prepare and implement its WORK specific Quality plan in combination with
CONTRACTOR’s existing quality management system for review.

1.2 GENERAL POLICY

The Contractor shall be responsible for all quality assurance and control activities
associated with the project. These activities shall have two prime objectives summarized
as below:

a. Confirmation of the establishment of Quality Management System for their part of the
project in compliance with the Contract requirements as stated in SECTION IV –
SCOPE Of WORK.

b. Verification of compliance with the Quality Management System by all personnel

assigned to the project.

The main parameters necessary to secure these prime quality objectives are:

a. To establish a Quality Management System to perform sufficient assessment and

verification of all engineering deliverables for this SCOPE OF WORK.

b. To establish a schedule of project assessment for COMPANY review.

c. To make sure that the documentary evidence of Quality Management System, is

established, sustained and implemented accordingly.

d. To monitor compliance by project personnel (both Home Office and Construction Site)
by preparing, conducting and closing out audits of specified activities in accordance
with the planned Audit Schedule.

e. Timely response to all quality issues raised by ANOH Midstream Gas Processing
Plant Project team.

1.3 CONTRACTOR QUALITY ASSURANCE REQUIREMENT

CONTRACTOR shall perform the following as minimum:

1. CONTRACTOR shall submit the following to COMPANY for review:
a. Project Quality Plan for review and comment,
b. Work in Concert with AGPC Civil & Infrastructure Works Quality Control Plan
Document No. SEP-OPS-ANOH-E02-00003 to monitor and control quality of
works on site
c. Resume and professional qualification of all the Quality Engineers and Inspectors
to be deployed for the WORK
d. Dedicated quality organisation for the WORK
e. Quality assessment schedule

2. CONTRACTOR shall attend and resolve to COMPANY’s satisfaction, quality issues

including those identified during audits, inspections, surveillance and Third party
review and inspections

3. CONTRACTOR shall provide COMPANY representative access to WORK sites,

personnel, and documentation and encourage effective quality management activities,
such as the following:
a. Planned Inspections and Follow up Schedules
b. Quality Control tests and verification plan
c. Checklists
d. Punch Lists and Non-Conformance Tracking
e. Quality Management Documentation – Procedures, Reports, Transmittals and
Archives

Inspection Measuring & Test Equipment

Prior to the initiation of any civil work or installation, CONTRACTOR shall establish and
maintain documented procedures to control, calibrate and maintain his inspection,
measuring and test equipment used to demonstrate conformance of the WORK to
Contract and Project specified requirements. Inspection measuring and test
requirements shall be based upon:

CONTRACTOR shall supply all inspection measuring and test equipment for the
WORK and such equipment shall be robust, fit for purpose and suitable to the working
environment. Also, said equipment shall be calibrated at the start of the Project and
re-calibrated as required by the manufacturer, Contract and CONTRACTORs
specified requirements, whichever is applicable. No testing or measuring equipment
shall be engaged and/or use without a certified calibration certificates

COMPANY or Third Party Inspection shall have the right, but not obligation to inspect
said calibration documentation at any time.

1.4 CONSTRUCTION VERIFICATION

CONTRACTOR shall verify and test his WORK by means of visual, measured inspection,
Non-destructive Examination (NDE) and Destructive Examination (DE) in line with all
relevant codes and standards and maintenance of detailed records of construction and
testing. COMPANY shall have the right to view any test or inspection on a ‘real time’ basis
and request for a re-test/re-WORK when in doubt at CONTRACTOR’s expense.

COMPANY might engaged a Third Party Inspection Company (TPI); qualified to monitor
and report on the quality of CONTRACTORs deliverables. TPI will check and sign
CONTRACTOR COMPLETION CERTIFICATES, verifying quality and quantities as
applicable.

All records of WORK shall be kept and preserved at WORKSITE during the execution and
updated on regular basis.

1.5 Non-Conforming Work,

All non-conforming work shall be treated in line with COMPANY Non-Conforming

Procedure or as stated in this CONTRACT document under Section IV-SCOPE OF
WORK.
