Sub: Guidelinesfor applyingNOC for foreign visits on personalgrounds
Sir,
It has beenobservedthat the offrcersof GSI are visiting abroadon personalgounds. For this
purpose.'No ObjrictionCenificate'(NOC)for countryleavingfiorn the competentauthority,in this
casethe Director General,GeologicalSurveyof India, is required.It has been observedrecentlythat
the officers have left the station&eadquarters for abroad without obtaining prior permissionwhich
goesagainstthe Civil ConductServiceRules.
For applying to foreign visit on personalgroundsby the officer, the following points should
be taken into consideration:
i. The application should be addressedto the Director General. GSI (with attention to the
Director, Intemational Division, CHQ) and to be forwarded by the Heads of the
Regions,Missions/CHQalong with the filled up prescribedproforma(Enclosure- I).
ii. The applicationmust reachthe office oflntemational Division at leasttwo (2) months before
the scheduledate of departureby the officer to foreign as getting vigilance clearancetakes
nearly a month.
iii. The officer MUST NOT LEAVE the country without receiving the 'No Objection
Certificate'. Failure to obtain permission of the competent authority before leaving
station4readquarters for foreign visits is to be viewed seriouslyand may entail disciplinary
action.
iv. The leave sanctioningauthority ofthe RegionMissior/CHQ shouldnot sanctionthe leave or
should not permit the officer to leave the country without receiving the 'No Objection
Certificate' .
v. Ultimately it is the individual's concemto get the matterpursuedat all stagesso as to get the
permission
well in advance.
