Human resource development helps employee to create better integration between
idealism and physicality. Behavior and trait of employee may be possibly influenced by genealogy and environment, but work achievement of employee is motivated mostly by the desire to satisfy self-interest. Therefore, human resource development should attempt to improve the quality of human resource. Employee resource is one of key structures that must exist in every organization, and it may differ from one organization to another. Although organizational structure is well arranged already or even work structures and facilities are provided completely, but all of them are meaningless without the presence of human who would do the activities of arrangement, utilization, and maintenance. Work effectiveness is about accomplishing the work on predetermined time, which means that whether task implementation is good or not depends greatly on how is the implementation of the task and how much is the cost for the implementation. Research problem is formulated as: “How is The Importance of Human Resource in Improving Employee Work Effectiveness at Yabansai Village Office, Heram District, Jayapura City?” The objective of research is: (a) to understand how is the importance of human resource at Yabansai Village Office, Heram District, Jayapura City, (b) to acknowledge employee work effectiveness at Yabansai Village Office, Heram District, Jayapura City, and (c) to comprehend how is the importance of human resource in improving employee work effectiveness at Yabansai Village Office, Heram District, Jayapura City. Research uses qualitative descriptive approach. This approach gives the author some possibilities to resolve actual problems by collecting the data, arranging or classifying these data, and bringing them to be subjected to analysis and interpretation. Sample of research is 22 employees who are also appointed as respondents. This research bestows some results. (a) Based on data analysis result on human resource variable, 80% respondents have reported that human resource at Yabansai Village Office, Heram District, Jayapura City, is already good. (b) In pursuance with data analysis result on employee work effectiveness variable, 73% respondents declare that employee work effectiveness at Yabansai Village Office, Heram District, Jayapura City has been good already. (c) Better human resource would produce better employee work effectiveness at Yabansai Village Office, Heram District, Jayapura City. It is proved by the capacity of organization in acquiring new resources and also in utilizing the existing resources to achieve organizational goals, or at least to proximate the desired direction.
