Amidst a commercial and resi-
dential building boom invited by a
humming local economy, South
San Francisco officials are facing
pushback from residents con-
cerned over their community’s
transformation.
In recognition of the challenges
associated with striking the right
balance between capitalizing on
growth opportunities while pre-
serving a high quality of life, offi-
cials will host a discussion on the
matter Wednesday, June 27.
Alex Greenwood, Economic and
Community Development direc-
tor, detailed the difficulty for deci-
sion makers charged with delicate-
ly managing the potentially
opposing forces.
“It’s tough, because we are not
playing a video game of ‘Sim
City.’ We are dealing with peo-
ples’ lives. And we are dealing
with market forces that are enor-
mous and go far beyond our little
city,” he said.
Most notable among those mar-
ket forces is the city’s booming
biotechnology hub, nestled east
of Highway 101 and home to
industry titans such as Genentech,
Merck, Google and more.
The employers lining the
Bayshore helped establish South
San Francisco as a destination,
bringing with them droves of
work crews constructing millions
of square feet of new apartments
and workspaces.

State lawmakers advance data privacy bill

SACRAMENTO — California state sena-
tors advanced a last-minute internet privacy
bill Tuesday ahead of a deadline while
acknowledging it would need changes if it
becomes law.
The bill would let consumers ask compa-
nies what personal data they collect and opt
out of having their data sold, among other
privacy provisions.
Lawmakers voted to pass the measure,
AB375, out of the Senate Judiciary
Committee.
The bill is aimed at keeping a related initia-
tive off the November ballot. Lawmakers
negotiated it with San Francisco housing
developer Alastair Mactaggart, who spent
millions of dollars to place the initiative on
the ballot. He said he would pull the measure
from the ballot if the bill is signed into law by
the Thursday deadline to withdraw initiatives.

WASHINGTON — The Supreme Court on
Tuesday effectively put an end to a
California law that forces anti-abortion cri-
sis pregnancy centers to provide informa-
tion about abortion.
The 5-4 ruling also casts doubts on simi-
lar laws in Hawaii and Illinois.
The California law took effect in 2016. It
requires centers that are licensed by the state
to tell clients about the availability of con-

Mactaggart said he supports the bill and his
initiative, though he believes the legislative
process is better tailored for enacting such
policy. He said he has been pushing legisla-
tors to address the issue.
Those who spoke against the bill,
including the California Chamber of
Commerce, said they favored it over the
traception, abortion and prenatal care, at
little or no cost. Centers that are unlicensed
were required to post a sign that said so. The
court struck down that portion of the law.
The centers said they were singled out and
forced to deliver a message with which they
disagreed. California said the law was need-
ed to let poor women know all their
options.
Justice Clarence Thomas, in his majority
opinion, said the centers “are likely to suc-

vent companies from providing loyalty pro-

Consumers could also ask companies to
delete their information and refrain from sell-
ing it.
Companies could offer discounts to cus-
tomers who allow their data to be sold and
could charge those who opt out a reasonable
amount based on how much the company
makes selling the information.
The bill would also bar companies from
selling data from users under 16 without con-
sent.

for lead paint companies on their November
ballots.
The California Secretary of State
announced Tuesday that the measure had col-
lected enough signatures to make the ballot.
It would authorize bond funding to clean up
lead paint in California buildings. It’s funded
by paint companies who will otherwise have
to pay hundreds of millions of dollars to
clean up lead paint themselves in 10
California cities and counties that sued them.
The paint companies financed the initia-
tive after court rulings declared lead paint to
be a public nuisance and required companies
to pay for cleanup.
The measure would shift the cost from the
paint companies to California taxpayers.
The initiative backers argue it would be good
for California residents.

COLUMBIA, S. C. — One of
President Donald Trump’s earliest and
strongest supporters, South Carolina
Gov. Henry McMaster, survived an
unusually tough challenge from a
political newcomer on Tuesday. But a
veteran Democratic House leader was-
n’t so fortunate.
Rep. Joe Crowley of New York lost
to Alexandria Ocasio-Cortez, a 28-
year-old former aide to the late
Massachusetts Sen. Ted Kennedy, in
the first defeat of the primary season
for a Democratic incumbent.
In Utah, Mitt Romney, the former
GOP presidential nominee and one-
time face of the “Never Trump” move-
ment, won the Republican nomination
to run in November to become a 71-
year-old freshman senator.
Crowley is the fourth-ranking
Democrat in the House and had been
considered a possible candidate to
replace Nancy Pelosi as the party’s
leader in the chamber if the Democrats
should win control in November and
Pelosi should step aside.
Crowley was backed by many
unions, while Ocasio-Cortez was
endorsed by several liberal groups,
including MoveOn.

Voter registration error
triggers confusion in Maryland
ANNAPOLIS, Md. — A major voter-registration slip-up
caused confusion in an important primary Tuesday as officials
prepared for as many as 80,000 voters to cast provisional bal-
lots that won’t be counted until next week, but state elections
officials said they believe they were able to alert affected vot-
ers in time by email so they could cast ballots.
State officials were still assessing the fallout from a com-
puter error at the Maryland Motor Vehicle Administration.
The problem relates to changes voters made in address and
party affiliation on the administration’s website or self-serv-
ice kiosks, information that wasn’t sent to the state elections
board.
Linda Lamone, the state elections administrator, said vot-
ing appeared to go smoothly as of 7:20 p.m.
“If there are things, they’re little things,” Lamone said.
“Because we were able to reach out to these voters by email,
I’m hoping that will allay a lot of the potential confusion.”
Holly Mirabella, an attorney and social worker in
Baltimore, received the email Monday that she was one of the
affected voters. But she said she did not have an easy time vot-
ing in Baltimore. When she went to vote, she said the first
election judge she spoke to did not appear aware of the com-
puter error. When she spoke to someone at the provisional
ballot desk, Mirabella said she was told she shouldn’t have
been making address changes in an election year.
Officials: N.C. university
mishandled sexual assault claims
RALEIGH, N.C. — The University of North Carolina’s flag-
ship school violated Title IX anti-discrimination law because
of the way it handled sexual-assault and harassment com-
plaints, a federal civil rights office has found.
The decision by the U.S. Department of Education’s Office
for Civil Rights came after an investigation of more than five
years into complaints at UNC-Chapel Hill.
The civil-rights officials said they were concerned about
whether the school provided “prompt and equitable responses
to complaints of sexual harassment and sexual violence, of
which it had notice; and, if not, whether such failure allowed
individuals to continue to be subjected to a sexually hostile
environment.”
The office sent a letter Monday night to four former students
and a former administrator who filed a complaint in January
2013. The office determined the school did not adopt and pub-
lish proper grievance procedures for the resolution of sexual
discrimination complaints as required by Title IX.
Woman accused of leaking U.S. secrets pleads guilty
AUGUSTA, Ga. — A woman accused of leaking U.S. secrets
to a news outlet pleaded guilty Tuesday in federal court in
Georgia.
Reality Winner, 26, entered her guilty plea after reaching a
plea agreement with prosecutors that calls for her to serve five
years and three months behind bars, news outlets reported. A
judge will sentence her later.
“All of these actions I did willfully, meaning I did them of
my own free will,” she told the court, The Atlanta Journal-
Constitution reported .
Winner has been held without bail since she was arrested in
June 2017 and charged under the Espionage Act. Her trial had
been set to start Oct. 15.

Supreme Court upheld President
Donald Trump’s ban on travel from
several mostly Muslim countries
Tuesday, the conservative majority
taking his side in a major ruling sup-
porting his presidential power. A dis-
senting liberal justice said the court
was making a historic mistake by
refusing to recognize the ban discrimi-
nates against Muslims.
The 5-4 decision was a big victory
for Trump in the court’s first substan-
tive ruling on one of his administra-
tion’s policies. It also was the latest
demonstration of a newly invigorated
conservative majority and a bitter
defeat for the court’s liberals.
The ruling came on an issue that has
been central for Trump, from his cam-
paign outbursts against “radical
Islamic terrorism” through his presi-
dency. He tweeted a quick reaction —
“Wow!” — and then celebrated at
greater length before TV cameras.

Family separations
bring call for rare language interpreters
PHOENIX — As word spread that the Trump administration
was separating migrant families, urgent calls went out across
the internet: Interpreters were needed at the U.S.-Mexico bor-
der to help immigrants understand their legal cases.
But this call was not for Spanish speakers. These inter-
preters needed to speak the lesser-known indigenous lan-
guages of Guatemala and Mexico, including Mayan lan-
guages and Zapotec.
Messages filled social media. An online fundraiser generat-
ed more than $12,000. Translators quickly began impromptu
legal training.
“The Interpreter Brigade is springing into action again!”
Esther Navarro-Hall, of Monterey, California, wrote on her
group’s Facebook page.
Guatemalans have been the largest group of immigrants
apprehended at the Mexico border this year, with almost
29,300 families arrested from Oct. 1 to May 31, according to
the U.S. Border Patrol.

held in custody with their parents for
longer stretches. House Speaker Paul
Ryan insisted the drawn-out effort has
been worthwhile and could lay the
groundwork for an eventual legislative
package. But that outcome is unlikely to
happen anytime soon.

Anthony Pellerano
Anthony Alfred Pellerano died after a long, brave battle
with Alzheimer’s on Saturday, June 16, 2018, at the age of
89. He will be lovingly missed by his
wife of 65 years, Gloria, and his devoted
daughters, Carol, Linda and Christina.
He will also be missed by his two grand-
daughters, Samantha and Rebecca, and
his sons-in-law, Chris Weilert and Danny
Cruise.
Born on April 4, 1929, in San
Francisco, Anthony was adored by all
that knew him. In the 1960s, he owned
his own Italian restaurant Pietro’s and, even after it closed,
he made pasta every single day. He continued to work hard
his entire life to support his family, often working two to
three jobs. He also served in the Korean war as a combat
medic.
Anthony will be fondly remembered for his nightly
Manhattan, his infectious and frequent laugh and his pas-
sion for watching sports with his son-in-law, Chris.
Together, they would shout at the TV and indulge in tradi-
tional antipasta. He was a loving and devoted father who
was courageous and full of life even through his illness.
Anthony was put to rest at Woodlawn Memorial Park and
Funeral home at 1000 El Camino Real, Colma.
Rest in peace, Papa. We love you.

San Mateo armed robber sought
San Mateo police are seeking help
with identifying the suspect who com-
mitted an armed robbery at 7-Eleven
last week.
Police responded Thursday, June 21,
around 11 p.m. to reports of an armed
robber at the convenience store at 600
E. Third Ave., where officers found a
victim claiming they were held at gun-
point by a masked gunman who stole
cash from the register.
The suspect, who ran before officers
arrived, was described as an adult
Hispanic man, in his early 20s, about
5-foot-8-inches tall and weighing
about 150 pounds. He was last seen
wearing a dark hoodie, light mask and
dark jeans.

Millbrae man receives prison
term for lewd act with teen
An after-school aide employed by
the city of San Bruno was sentenced to
three years in state prison Tuesday
after he pleaded no contest to two
counts of lewd acts upon a child in
May, according to the San Mateo
County District Attorney’s Office.
Though probation officers recom-
mended Anthony Pellouchoud, 26,
receive one year in county jail and pro-
bation, Judge Stephanie Garratt sen-
tenced him to a three-year prison term
instead, according to prosecutors.
Having previously denied accusa-
tions of inappropriate contact with a
12-year-old girl at the Parkside
Intermediate School campus,
Pellouchoud, who has been in custody
on $1.15 million bail, will receive
232 days credit for time served and will
be required to register as a sex offender
for life, according to prosecutors.

Pellouchoud was seen alone with the
girl in a locked computer lab on the
school campus by a custodian, who
also saw him hugging and kissing the
girl before notifying school officials

ident Hoang Tran will be sentenced to
three years in state prison when he
comes back for sentencing Aug. 24,
according to prosecutors.
Tran was placed on leave from
Brittan Acres Elementary School after
a 6-year-old girl told authorities he had
inappropriately touched her at an after-
school program. An investigation
began in September and a second vic-
tim, a 7-year-old girl, came forward
and said Tran allegedly inappropriate-
ly touched her at some point during the

beginning of the school year, accord-
ing to the Sheriff’s Office previously.
Tran met with detectives and was
arrested Nov. 27, 2017, but was able to
bail out of jail on $300,000 before his
first court appearance. He was rearrest-
ed Nov. 30, 2017, after allegations he
abused a third child surfaced, and since
then, accounts of a fourth victim
molested at a summer camp where Tran
worked in July have come to light,
according to prosecutors.
Tran will be required to register as a
sex offender for life and is in custody
on $1 million bail, according to pros-
ecutors.
Fatal crash victim identified
A man who died in a car crash in
unincorporated San Mateo County on
Friday has been identified by the San
Mateo County Coroner’s Office.
Tai Ping Yu was a 43-year-old man
from San Jose. His loved ones shared
photos of him on social media on
Sunday, saying they remembered many
fond memories with him. Family mem-
bers have organized a memorial serv-
ice for him in San Jose on July 1.
The collision was reported at 4:50
p.m. at 6605 Pescadero Creek Road,
according to the California Highway
Patrol.
A preliminary investigation showed
that the car collided with a motorcycle
and went into a creek, but the investi-
gation is ongoing.
Man, 24, woman, 19,
die in I-380 crash Saturday
Two people who died in a car crash in
San Bruno on Saturday night have
been identified by the San Mateo
County Coroner's Office.
Taylor Benjamin Vogel, a 24-year-
old man from Lancaster in Southern
California, and Madhunila Chandra, a
19-year-old woman from Saratoga,
died in the crash.
The solo-vehicle crash happened on
the westbound Interstate 380 off-ramp
to El Camino Real at 8:50 p.m, accord-
ing to the California Highway Patrol.
A four-door BMW rolled over and
Vogel, the driver, died at the scene.
Chandra died after being taken to San
Francisco General Hospital, according
to the CHP.

Trump’s tariff war

ould Republicans in
Congress stay mute if a
President imposed income
or sales taxes on U.S. industries on an
arbitrary whim? We doubt it, so it’s
dispiriting to see Senate Republicans
let Donald Trump impose tens of bil-
lions of dollars in border taxes with-
out so much as a vote of protest.
That’s the sad story as GOP
Senators last week blocked a vote on
Bob Corker’s amendment to reclaim
at least some of the power to impose
tariffs that Congress has ceded to
Presidents. Perhaps Mr. Trump took
the silence as assent because he is
escalating. On Monday he threatened
tariffs on up to $450 billion in
Chinese goods, and financial markets
are finally losing their foolish com-
placency. Shares in exporters vulnera-
ble to retaliation like Boeing and
Caterpillar fell more than 3.6 percent
Tuesday.
Mr. Corker’s bipartisan measure
would have required Congress to
approve trade restrictions that Mr.
Trump is imposing under Section 232
of the Trade Expansion Act of 1962.

Another fiasco
Editor,
Donald Trump and his narcissistic
regime have once again created a
conundrum largely due to their imme-
diate “feel good” behavior. As a nar-
cissist, you think the world revolves
around you and never think about the
unintended consequences of how your
actions affect others. Yes, it is the
ripple effect which is beyond the
thinking of the current administra-
tion.
Trump has played right into the
hands of the immigrants. How so?
Think about it for a moment. These
folks are trying to protect their chil-
dren from murderers and gangs in
their country. Their mission is the
safety of your children even at the
expense of never seeing them again.
Like World War II, when families sent
their children away to safe havens,
these folks from south of the border
are doing the same thing: sending
them to a safe haven. Their children
will be out of danger, fed, provided
with medical assistance and housed at
the U.S.’s expense. The children will
continue to be sent here in droves
knowing that they will be taken in
and eventually, due to the outrage of
the citizens of our country, be given
an environment that they could only
dream about. Presently, keeping them
locked up together in cages will cer-
tainly create gangs, which is another
unintended consequence that will have

This is the law that lets a President
impose more or less whatever tariffs
he wants with an elastic definition of
national security. Mr. Trump has used
this open-ended authority to inflict
his 25 percent tariff on steel and 10
percent on aluminum, and he’s threat-
ening a 25 percent levy on imported
cars under the same law. His new
China tariffs are based on a different
legal rationale (Section 301).
“I would bet that 95 percent of the
people on this side of the aisle sup-
port intellectually this amendment,”
Mr. Corker said on the floor with
some acidity. “And a lot of them
would vote for it if it came to a vote.
But, no, no, no. ‘Gosh, we might
poke the bear’ is the language I’ve
been hearing in the hallways.”
Mr. Corker is right that GOP leaders
fear a Trump tweet in the middle of
election season. Some of them are
also griping in private that Mr.
Corker has the luxury of bucking the
President because he isn’t running for
re-election. But Mr. Corker’s modest
to be dealt with down the road. The
appropriate name for the gangs? How
about “DT-18” after the creator of this
disaster.

Gun violence

The students at Marjory Stoneman
Douglas Senior High School in
Parkland, Florida, will never forget
the nightmare they experienced last
Feb. 14. Or should our country ever
forget what these youngsters have
endured.
This summer, many of these stu-
dents will embark on a nationwide
summer bus tour to keep the problem
of gun violence in the forefront of the
nation’s conscience. Perhaps their
mission will take them to Chadds
Ford, Pennsylvania, where last month
at an eighth-grade graduation the stu-
dents were presented with ballistic
shields (donated by a firm called
Unequal Technologies) to presumably
keep them safe in their classrooms in
the years ahead. Does anything
demonstrate more dramatically the
disconnect between those who advo-
cate for responsible gun regulation
and those who are beholden to the
gun lobby and are mired in a murky
debate about their Second Amendment
rights?

bill isn’t the political threat to
Republicans. The growing damage
from Mr. Trump’s trade war is.
By not allowing trade votes,
Republicans are giving Mr. Trump
free rein to impose tariffs that are
doing substantial economic harm to
many of their constituents. Farm state
Senators deserve a chance to vote
against tariffs that are spurring retali-
ation against U.S. agricultural
exports of everything from pork to
apples. So do Senators who represent
U.S. manufacturers. The fear of a
Trump tantrum is precluding an
important fight about what the party
of free enterprise supposedly
believes.
The economic fallout may also hurt
the GOP’s chances of holding the
Senate in November. Democrats Heidi
Heitkamp (North Dakota) and Claire
McCaskill (Missouri) are running
against the tariffs as a way to oppose
Mr. Trump and defend their states’
agricultural interests. The longer
Republicans shrink from standing up
to Mr. Trump’s protectionism, the
more voters will conclude that
Republicans in Congress are complic-
it in the damage.
Let us all hope and pray that basic
honesty and simple common sense
may soon prevail.

immigrant families
Dear Editor,
The recent executive order is not
enough to right the wrongs of sepa-
rating undocumented children from
their families at the southern border.
Interning families together is not the
solution, we should not be interning
any undocumented immigrants at all.
The order also does not address how
we will reunite already separated chil-
dren with their families. In order to
move forward, we must reunite all
separated children from their families
and ensure undocumented families are
not criminalized and detained in
internment camps at all.
It is our duty to keep families
together and treat all immigrants with
human dignity and respect. There are
several important bills to cosponsor
on both sides of Congress, including
House Resolution 2572. Keep fami-
lies together!

It seems that these days we are surrounded by people
who have no thought of how their actions (or lack there-
of) can affect others. This came to mind while driving
along some residential streets in Millbrae and noticing
again the many houses that have grossly neglected front
yards. They display tall weeds, dried-up bushes and trees
that face those who live across the street from them who
must view these atrocities every day. I ask: What is hap-
pening to civility, thoughtfulness and manners? Why are
there so many people who obviously have no thought for
anything but their own interests? It makes me especially
grateful for our neighbors across the street who keep their
yards neat and tidy. These people have respect not only
for others and the community, but also for themselves.
A newspaper editorial I
found among my collection
lamented the lack of the
above as related to actions
such as reckless driving,
littering and annoying cell-
phones. The question was
whether we need a law to
prevent such disrespectful
behavior. But how do you
legislate thoughtfulness?
Consider the amount of
trash on so many freeways
and city streets. There is a
law against littering. All
that trash is tossed out by
people who have absolutely no concern for anyone else
and costs Caltrans millions of dollars that could be used to
fill potholes.
The editorial listed self-absorption, loss of community,
a sense of being too crowded and the feeling of anonymity
as some of the reasons for such blatant disregard for oth-
ers. But where does this come from? It basically boils
down to a culture that values interests other than the wel-
fare of its citizens and glorifies self-indulgence and greed.
As we have all been caught up in the whirlwind of con-
sumerism, we are, more than ever, losing sight of the
importance of modeling standards of behavior that pro-
mote civility and community.
Dana Chidekel, Ph.D. explains it well in her book,
“Parents in Charge.” “You cannot create a kind child by
simply explaining kindness to him. You cannot create a
kind child simply by sending him to religious school and
indoctrinating him in your religion’s values and princi-
ples. You cannot create a kind child by punishing him
when he is unkind. If you want a child who is compassion-
ate, treat him with compassion. If you want a child who is
confused and conflicted, explain to him that he should be
caring and generous toward others while you make it clear
that you resent his needs.”
As standards of decency and manners are ignored, and we
mindlessly give license to the producers of more and more
movies, TV shows and computer games that glorify the
aggressive, the crass, crude, vulgar, self-obsessed and
egocentric, we are embracing the dark side of freedom of
expression and we are encouraging the kind of behavior
that draws us apart. The attitude of, “I don’t need you, so
get out of my way — I’ll do as I please” is evident, espe-
cially in the White House where egocentrism is rampant.
It is very disturbing so many Americans voted for a man
who is the epitome of self-obsession and disregard for
others, a man who lies with alacrity and with no remorse,
a man who obviously feels no empathy and compassion
for migrant children snatched from their parents and
allowed to suffer in detention centers.
Such a belligerent attitude can do nothing but widen the
gap that separates us — not only from other nations, but
from each other. And, as such arrogance suffuses our cul-
ture, it fosters indifference and even hostility and surely
discourages a sense of community — locally and interna-
tionally. As David G. Myers wrote in “The American
Paradox” in 1992, “At the dawn of a new millennium we
stand where two roads diverge. One continues down the
well-traveled track of radical materialism and individual-
ism leading toward a deepened cultural crisis. As ‘me-
thinking’ continues to prevail over ‘we-thinking,’ as the
rich-poor gap continues to widen, as the media continue
to promote coercive human relations and uncommitted
sex, as marriage continues to disintegrate, as children’s
well-being continues to nosedive, and if violence
rebounds with the next recession, calls for imposed order
will likely increase.”
With the boom times of the ’90s well behind us, trying
to impose order with legislation may make us feel like
we’re doing something to improve things, but you cannot
legislate generosity of spirit that underlies thoughtful-
ness, manners, kindness and decency. Whether it’s having
concern for others in the neighborhood or how we can
come together as a nation, consideration, empathy and
thoughtfulness are essential.

Stocks inch higher a day after sharp losses

nies regained a sliver of their loss-

blame for Harley-Davidson’s decision to shift
some motorcycle production overseas, say-

There was no doubt Carlmont’s Mailey

McLemore was going to be a star on the soft-
ball diamond.
Verbally committing to University of Santa
Barbara during her freshman year with the
Scots, McLemore went about showing the
Peninsula Athletic League and the Central
Coast Section that such an early commitment
was warranted.
This spring, McLemore put an exclamation
point on her high school career, leading the
Scots to an undefeated Bay Division title
while being among the best in CCS in the
pitcher’s circle and at the plate.
Her performance has earned McLemore the
Daily Journal’s Softball Player of the Year
honors.
“Mailey (pronounced: My-lee) really does-
n’t have a weakness in her game. Offensively,
pitching, defensively. She’s just an all-around
player,” Carlmont head coach Marco Giuliacci
said.
An outstanding hitter her entire Carlmont
career, McLemore finished second in the PAL
Bay Division with a .516 average, but was
first in slugging with a 1.064. Her 34 RBIs
were third in the league while she finished tied

Messi scored an exquisite 14th-minute
goal to give the two-time champions
the lead in a must-win game against
Nigeria on Tuesday, but it wasn’t until
Marcos Rojo’s 86th-minute strike that
Argentina was assured of a place in the
round of 16 with a 2-1 victory.
Victor Moses scored from the penalty
spot in the 51st minute for Nigeria, put-
ting Argentina in danger of being elimi-
nated without winning a match in Russia.
It took an unlikely goal by Rojo

DETROIT — Jed Lowrie didn’t need a home

the NHL’s color barrier when he made his
debut in 1958. Martin Brodeur couldn’t see
the three Stanley Cup titles and jaw-drop-
ping career ahead when he played his first

1992 and, a year later, Gary Bettman didn’t
know he would end up growing the league by
leaps and bounds over the next 25 years as
its commissioner.
All three will go into the Hockey Hall of
Fame together as the headliners of a trail-

next summer, and that’s it. And if I can’t deliv-
er, I’m going to step down myself. She won’t
have to fire me. I’ll step away from it. Because
then, I can’t do this job. But so far, so good.”
Although the Lakers are mired in the worst
five-year stretch in franchise history and
haven’t made the playoffs since 2013,
Johnson and general manager Rob Pelinka
have been successful in achieving their initial
goals since they took over 16 months ago.
They have solidified a decent core of talent-
ed young players — Brandon Ingram, Lonzo
Ball, Kyle Kuzma and Josh Hart — to provide
their potential free-agent signees with sup-
port. They have made several slick trades and
personnel moves to clear enough salary cap
room to offer two mammoth free-agent con-
tracts this summer.
Now comes the tough part: Persuading
George or James or other big names to move
to Hollywood. Johnson said he has no idea
whether the Lakers’ pitch will be well-
received, but he also feels confident in his
task.

FAIR LAWN, N.J. — A body has been
found at a New Jersey home where New York
Giants cornerback Janoris Jenkins lives.
The Bergen County prosecutor’s office
says it is investigating a death at the house
in Fair Lawn, about 10 miles north of
MetLife Stadium. Property records show
Jenkins has lived at the house the last two
years.
The prosecutor’s office says the dead man
isn’t the house’s owner. His identity wasn’t
immediately released. The office didn’t say
where Jenkins was when the death occurred.
A spokesman for the Giants says the team
is monitoring the situation but didn’t com-
ment further.

OMAHA, Neb. — Arkansas didn’t hit
much against Luke Heimlich and Christian
Chamberlain in Game 1 of the College
World Series finals. In fact, the Razorbacks
struck out 16 times.
Somehow, some way, they sit on the cusp
of their first national championship in base-
ball after beating Oregon
State 4-1 Tuesday night.
They capitalized against
a faltering Heimlich in a
four-run fifth inning, got a
strong start from Blaine
Knight with shutdown
relief pitching and mixed
in a few big defensive
plays. That enabled the
Blaine Knight Razorbacks to win on a
night when they mustered just five hits.
Nothing turned the game more than the
sudden collapse of Heimlich. After failing
to get out of the third inning in both of his
previous CWS starts, the Beavers’ ace was
in full command while striking out five and
limiting the Razorbacks (48-19) to one hit
through four innings.
In the fifth, though, the senior left-han-
der issued a walk and hit two batters.
Knight (14-0) went back to the mound with
a 4-1 lead, pitched another inning and left
having allowed seven hits with six strikeouts.
Barrett Loseke and Matt Cronin combined to
pitch three scoreless innings of relief.

for the team,” said Horn, who only started
hitting leadoff this season for his regular-

Starting pitcher Brody Smith was the ben-
eficiary of the mighty run support, and made
it count. The right-hander worked three
shutout innings, and along with reliever Ian
McMahon combined on a one-hit shutout.
During one stretch spanning through the
second to the fifth innings, Smith and
McMahon combined to set down 10
straight batters. During the streak, they did-
n’t allow a ball out of the infield, totaling
three strikeouts, six groundouts and a foul
infield popup.
“I felt very comfortable,” Smith said.
“And my catcher (McMahon), he got the
good frames when they were out of the
box.”
Smith was informed earlier in the day he’d
be starting Tuesday, and said he was imme-
diately nervous. The nerves subsided by
game time, probably because he is accus-
tomed to pitching in big games.
With his Hillsborough Little League
Yankees, Smith started the league champi-
onship game, earning the win in a 10-5 tri-
umph over the Red Sox.
It was the last official
game Smith pitched until
Tuesday’s outing.
“I was happy I was
pitching because I like to
pitch, ” Smith said. “I
like to start.”
Hillsborough jumped
Christian Louie out to an early lead cour-
tesy of a pair of doubles.
Horn led off by powering the second pitch
of the game for a two-bagger. No. 3 hitter
Jack Callen followed with a one-out double
to give Hillsborough a 1-0 lead.
Foster City starting pitcher Christian
Louie settled in though, keeping it at 1-0
though two innings. The left-handed Louie
pitched in two games in the tournament. He
also worked three innings in Saturday’s
tourney opener, an 11-1 win over Palo Alto
National.
“Christian is solid,” Foster City manager
Mark Copus said. “He’s solid every time.
He’s the rock in our lineup. And we’re
always going to get good pitching from
him.”
In the third inning, Hillsborough chipped
away for two more runs. Horn led off the
frame with a crisp double up the right-center
gap. Then after a one-out walk to Callen,
cleanup hitter Ben Salama drilled an RBI
single to center. Drew Gall followed with an
RBI grounder on the infield that resulted in
a Foster City error.
Then Hillsborough broke through in the
fourth, sending 12 batters to the plate. Leo
Rhen and Horn led off with back-to-back
walks, followed by a McMahon single to
load the bases. With one out, Salama lifted a
sacrifice fly, which saw both the back run-
ners move up.

“I was looking for a strike,” Jessup said.

another one go by, it was a strike, and I got
mad. Then I saw another one and I hit it.”
Hillsborough opened the tournament
Saturday with a tough 1-0 loss to Pacifica
American. The two teams took a scoreless
tie into the sixth before Pacifica won on a
walk-off sacrifice fly by Kagan Plumb to
score Jason Balmy. On the mound for
Pacifica, Balmy, A.J. Delaney and Alex
Winegar combined for the shutout.
In Sunday’s elimination game against
RWC-West, Hillsborough rallied for a 10-
run third while Salama dominated on the
mound. The right-hander fired a three-
inning complete game while striking out
eight.
With four more rounds in the elimination
bracket remaining to reach the champi-
onship round, Hillsborough advances to
play San Carlos Thursday at Burgess Park
Field at 5:30 p.m.
Despite the uphill climb ahead of them,
the Hillsborough boys remain confident.

Serve this grilled Caesar steak
salad at a Fourth of July picnic

Let’s say you wanted to land a luxurious
rib-eye steak at the center of your Fourth of
July picnic, but worried about being able to
afford it. Here’s a simple way to make it
happen: Instead of serving every guest a
huge slab of steak, slice up a smaller por-
tion, fan it out on the plate to make it look
more substantial, then pair the steak with a
hearty dressing and some salad topping so
that it is actually more substantial. It’s all
in the presentation. At the end of the day,
nobody is going to notice a 12-ounce brick
of meat.
In this case, we’re teaming up the steak
with all the elements of a Caesar salad. The
creamy dressing boasts the usual all-star
cast: lemon, garlic, oil, Parmigiano-
Reggiano and anchovies. (Yes, anchovies.
Please do not leave them out. Anchovies add
powerfully to the savory flavor of this dish
in a way that no one’s going to identify as
“fishy.” In fact, my fish-hating daughter
scarfed down a whole plate of it without
even suspecting there was an “enemy” lurk-
ing within.) I’ve used low-fat buttermilk to
make the classic recipe slightly less rich,
but if you don’t want to buy buttermilk for
this recipe alone, you’re welcome to swap
in plain yogurt.
The recipe calls for grilling not just the
steak, but also the romaine lettuce. Doing
so gives the greens a tasty char around the
edges, adding even more depth of flavor to
the dish. Afterward, the romaine is chopped
and tossed with the dressing and topped
with sliced cherry tomatoes. (By then,
we’ve enhanced the sauce by whisking in
the juices from the resting steaks, which
marries the meat to the sauce.) Finally,
we’ve replaced the crunchy croutons that are
standard in a Caesar salad with grilled bread
— the perfect tool with which to soak up all
the yummy dressing on the plate.

GRILLED CAESAR SALAD STEAK
Start to finish: 1 hour, 45 minutes (30
minutes active)
Servings: 4
Kosher salt
1 1/2 pounds 1 1/2-inch thick boneless
rib eye steak
1/4 cup mayonnaise
1/4 ounce grated Parmigiano-Reggiano
(about 1/4 cup if grated on a microplane)
2 anchovy fillets, minced
1 teaspoon Dijon mustard
1/2 teaspoon minced garlic
1/4 cup low-fat buttermilk
1 1/2 teaspoons fresh lemon juice

Grilled sliced rustic bread for garnish.
Sprinkle the salt on all sides of the steak
and set the steak aside for 1 hour at room
temperature.
In a medium bowl, whisk together the
mayonnaise, cheese, anchovies, mustard
and garlic. Add the buttermilk and lemon
juice; whisk until combined well. Set aside.
Preheat the grill to medium. Pat the meat
dry, brush it with oil on both sides and sea-
son it with pepper. Put the steak on the
grate over direct heat. Cover and grill for 5
minutes. Turn the steak over and grill, cov-
ered, until the internal temperature registers
120 degrees on a meat thermometer (for
medium rare), about 6 to 7 minutes. Transfer
the steak to a platter and let it rest for 10
minutes before slicing. While the steak is
resting, brush both sides of the romaine
with the oil and grill the romaine on direct
heat until it is lightly browned, about 1
minute a side. Transfer to a cutting board
and coarsely chop.
To serve: Pour all the juices that accumu-
late on the meat plate into the dressing and
whisk well. Slice the steak about 1/4-inch
thick and arrange on a platter. Top with the
lettuce and tomatoes and drizzle with the
dressing. Serve the rest of the dressing in a
pitcher on the side. Serve with grilled bread.

ty’s fiscal health yet warned officials about
the effects of even small decreases in rev-
enue as they weigh other costs expected to
increase, such as a 2 percent yearly hike in
salaries and benefits for existing staff.
“I think you’re going to need to begin to
prioritize the things that you do because I
don’t think you’re going to have the
resources to do everything just as you’re
doing today,” he said. “You just have to
weigh what are the priorities and benefits
of each of those things in relation to the
other, in order to make this budget work.”
In outlining the last budget he will sub-
mit to the board before he retires from his
role in December, Maltbie commended
supervisors for their commitment to
addressing homelessness, improving read-
ing skills for young children and ensuring
youth in the county’s foster care system are
receiving a high school education. He
acknowledged the county’s success in mak-
ing summer reading programs available
through the county’s library system as well
as the some $100 million spent in the last
five years or so on affordable housing proj-
ects to create an estimated 1,770 units in
the near future as signs of progress.

But after nearly 15 years of building,
longtime residents are growing exhausted.
Recent council meetings have featured long
lines of public speakers calling on officials
to take their foot off the gas pedal in their
drive toward more development.
The issues came to a head earlier this year
when dozens of community members railed
against a proposal to build more than 800
units on public land, claiming the ambi-
tious plans were too metropolitan for the
Industrial City.
From the upcoming discussion at the spe-
cial City Council meeting, officials are
hoping to set direction toward crafting poli-
cies which could fairly accommodate com-
munity members and local businesses alike.
Greenwood said the perspectives shared
could inform the forthcoming update of the
city’s General Plan, which will set the future
development and growth guidelines. He said
the master planning document was last
updated in 1999, but has been amended to be
kept current. Greenwood expects the plan
update process to formally begin next year.

funding and increases in the county’s pen-
sion liability take shape. Maltbie pegged
the county’s health care costs as a primary
concern since recent changes made by the
president’s administration to the
Affordable Care Act could boost the number
of county residents who are uninsured. He
added the rising cost of providing care for
seniors, a growing subset of the popula-
tion, could also put a strain on the county
budget.
Maltbie also looked to an effort to repeal
Senate Bill 1, a gas tax increase state legis-
lators passed last year, to create headaches
for officials with the county’s Public Works
Department counting on the funds to sup-
port road maintenance.
Maltbie said those leading county depart-
ments were asked to factor in a 2.5 percent
reduction in their budget as they crafted this
year’s budget and recommended they
include those reductions in the next cycle.
Supervisors agreed county officials should
continue looking for places where they can
cut expenditures, but agreed they should
closely examine the concerns Maltbie out-
lined in the next year to ensure they under-
stand the potential risks those changes
pose to the county’s fiscal position.

the county’s efforts to make payments
toward pension liabilities as quickly as
possible, which Maltbie said helps miti-

with 620 units of new residential units and
360 new hotel rooms.
The development has brought a slate of
repercussions which some residents are
growing increasingly frustrated with, noted
Greenwood.
“I think when you talk about the develop-
ment that is happening in South San
Francisco, it’s important to acknowledge
the issues like the cost of housing and
transportation are regional issues. But hav-
ing said that, there’s a conversation to be
had about what the right balance is for con-
tinued growth in our city,” he said.
Acknowledging such concerns, the South
San Francisco City Council asked for the
smart growth discussion to be hosted during
the study session in advance of the regular-
ly scheduled meeting, said Greenwood.
Beyond the traffic congestion and afford-
ability issues to be addressed in the conver-
sation, a city report notes additional atten-
tion should be paid to the toll taken on local
gate the impact of stock market fluctua-
tions on the county’s existing obligations.
At an estimated 84 percent funded, Maltbie
said the pension liabilities could be paid
down as early as 2023, which Pine thought
could help avoid making cuts other cities
and counties have had to face.
“We’re in better shape than virtually any-
one because of our efforts to make these
prepayments,” he said.
But Pine anticipated more difficult discus-
sions to come with regard to allocation of
Measure K, a half-cent sales tax extension
voters approved in 2016 and used toward
projects like affordable housing and a plan-
ning process for the North Fair Oaks com-
munity in unincorporated San Mateo
County. Though Measure K revenue is set to
generate $90 million in the coming year,
Pine said officials would have to take a
close look at the effectiveness of programs
funded by the tax down the road should
sales revenue fall.
In response to concerns from residents
across the county about how immigrants
and those seeking asylum in the United
States are being treated, supervisors agreed
to allocate some $764,000 to create an
immigrant defense fund, which Maltbie
estimated could fund hiring of attorneys,
support staff and outreach for a year. They
agreed to discuss the parameters of the work
that would be supported by the new fund at
their July 10 meeting.
El Granada resident Joanne Rokosy urged
schools and natural resources.
As it stands, the South San Francisco
Unified School District lost 670 students
over the last 10 years. Some of those
declines should be addressed through the
residential development, which is slated to
generate about 470 new students over the
next six years, according to the report.
As for the environment, outside agencies
such as CalWater track the city’s demand for
water needing to accommodate the new
developments. Assessments suggest there
is sufficient water needed for the growth,
according to the report.
Developers must also pay fees to the
school district and city to offset the costs
associated with enrollment growth and
increased water demand, according to the
report.
Regarding finances, Greenwood suggest-
ed officials may be interested in establish-
ing development fees paid by builders inter-
ested in constructing new projects in South
San Francisco. He said officials recently
have held off on introducing the fees for fear
of discouraging economic growth, but with
the success of the local biotechnology
industry, he said it is likely time to require
such payments.
“A lot of these developments do have

supervisors to consider making funds avail-
able to residents in need of them on the
coast since they may not be able to travel
to resources located further inland. She
added many may not consider English to be
their first language, which may further iso-
late them from helpful resources.
“Our immigrant neighbors on the coast-
side are truly isolated and there are a lot of
them,” she said.
In other business, supervisors approved a
recommendation from the 19-member
Charter Review Committee to amend the
county’s charter outlining the process for
selecting a county manager so a require-
ment to select a panel able to evaluate can-
didate qualifications and submit a list of
five to seven of the most qualified candi-
dates to the board is removed from the doc-
ument. The deleted section is expected to be
replaced by a requirement that the county
manager will be appointed by the board of
supervisors on the basis of executive and
administrative qualifications and experi-
ence and can be removed by a vote of three
of the board’s members, should voters
approve the change on the November bal-
lot.
The committee also reviewed the possi-
bility of consolidating the offices of con-
troller and treasurer-tax collector but voted
against putting the change on the ballot.
They opted against separating the respon-
sibilities of the assessor-county clerk-
recorder into separate offices as well.

Relating to issues more broad than the
budget, Greenwood said the upcoming com-
munity dialogue will grant officials an
opportunity to consider their position on
growth and its impacts.
“I think it is important we go into this
with an open mind,” he said. “It may be that
we are looking at regional issues and that
no change is needed at the micro level. Or it
might be that we need to take into account
when we get to our General Plan whether we
have the right policies.”
Ultimately, Greenwood said he is opti-
mistic over the opportunity to have an open
conversation about the quality of life
issues.
“I hope this provides the opportunity for
an honest discussion about the develop-
ment that is happening. And not to over-
state the impacts, but to be honest about the
impact that is happening on the community
— both good and bad,” he said.

years since his grandparents started it.
And in hosting a 50th anniversary
celebration last weekend at the store
his grandparents, Romolo and Angela
Capello, purchased in 1968, Capello’s
family was able to celebrate the tradi-
tions and the clientele — old and new
— that have allowed it to keep its
doors open for so many years.
“It’s nice to have a party once in a
while,” said Capello. “We had a line
out the door, which is what it used to
be.”
Though word about the establish-
ment spread by word of mouth when
his grandparents ran the store,
Capello said many orders are coming
in from those coordinating events and
company meals or from those who
find the store as a recommendation for
dessert or ice cream from Yelp! or
Google maps in recent years. He said
a good portion of those who visit the
store travel more than an hour to get
there to buy them as gifts or simply
as a made-to-order, decadent dessert,
noting there aren’t many businesses
that specialize in cannoli, especially
in the Bay Area.
“The cannoli is like a cult dessert,”
he said. “People take it so seriously.”
In 1958, Capello’s grandparents
moved to the United States from Sicily
— where Capello said the dessert orig-
inated some 2,000 years ago — and

Rhonda Coffman said $4 million in
the fund is expected to be available

as $20 million over the next two

Also, some developers have opted to
build affordable units instead of pay-
ing into the fund, which has resulted in
188 new affordable units since 2015,
according to the report.
The council also approved the
process whereby affordable projects
are awarded funding. Each December,
the city will issue a notice of funding
availability and request for proposals
for the affordable housing
fund, and the Housing and
Human Concerns Committee
will handle the initial review
of submitted proposals
between January and March.
The committee will then
determine which proposals
most closely align with the
city’s funding priorities and
goals, and it will make rec-
ommendations to the City
Council after the Planning
Commission confirms the
proposed projects comply
with the city’s general plan.
The Planning Commission
will weigh in on the propos-
als in March before they go
before the council in April.

lines can also be considered

basis to ensure it has the
flexibility to invest in

ment to high-quality, authentic
Sicilian cannoli also meant they were
guarded in sharing their recipes, even
with Capello.
“When it was time to take over, they
basically just brought me back there
and showed me how to do everything,”
he said. “And even then, I didn’t get to
know the recipes until a year and a half
or so, I kind of had to earn it.”
To be able to deliver hundreds of
carefully prepared desserts to cus-
tomers across the Bay Area and pre-
pare dozens more for customers who
come to his store daily, Capello said
he gets the best results from starting
early in the morning to make cannoli
shells — which take some three hours
to make from scratch and need a day to
“rest” after they are fried. He said
cocoa and red wine are behind the
shells’ aroma and color, and he coats
the insides of many of the shells with
chocolate, a step his grandfather added
to the process some 20 years ago,
both for the taste and because it keeps
the shells crunchier longer.
He said the cream filling can be
made in much less time using a special
ricotta cheese he purchases from New
York — the one ingredient Capello is
willing to bet makes his cannoli num-
ber one.
“That’s what makes our filling the
best,” he said. “It’s all about texture.”
He said in recent years he has exper-
imented with making cream in several
flavors, including chocolate amaretto,
pistachio and strawberry, learning
each time how the ingredients affect
the consistency of the cream. Capello
said the cannoli kits his shop started
selling a few years ago have become
cilmembers, who celebrated the guide-
lines and priorities, and emphasized a
need for nimbleness. Councilman Jeff
Gee mentioned one example in which
the city had the opportunity to help a
nonprofit acquire housing, but could-
n’t provide the loan in time.
Councilman John Seybert also
called for a well-defined process for the
off-season cycle between May and
November.
Beyond the approved guidelines,
Councilwoman Alicia Aguirre said she
wants to see more aggressive planning
so that the affordable housing fund
translates into housing faster, and
Councilwoman Janet Borgens
expressed a need for some mechanism
to help residents facing eviction keep
their homes.
The council passed two renter pro-
tections recently, but further short-
term emergency housing assistance
also came up throughout the communi-
ty outreach process.

making cannoli of all shapes, sizes
and flavors, he hasn’t seemed to find
one that disappoints.
“People want it all now,” he said. “I
feel like we’ve opened a Pandora’s
box.”
Capello has also continued making
his grandparents’ homemade ice cream
in flavors ranging from caramel sea
salt and mint chip to spumoni, an
Italian ice cream dessert with three fla-
vors echoing the colors of the Italian
flag — pistachio, vanilla amaretto
and strawberry. Though his grandpar-
ents made almost everything in the
shop when they ran it, Capello said he
has enjoyed hiring a team of almost
20, many of whom have attended local
high schools and come back during
summers and during the holiday rush
to help.
Capello said his wife Yelena Capello
and 4-year-old son, Nicholas, have
joined him in the shop for countless
hours, adding his grandparents have
been very happy to see the business
continue on in the family. And after
years of perfecting the many steps to
making cannoli, Capello said he’s
come to look forward to the three
hours it takes each day to prepare
shells.
“At first, it used to be a chore, but
now, it’s like my three hours,” he said.
“It’s really like a mind-clearing exer-
cise for me.”

Trump awards posthumous Medal
of Honor to World War II Army officer

WASHINGTON — A battle that began 22
years ago ended at the White House on
Tuesday when President Donald Trump
awarded the Medal of Honor to a deceased
Army intelligence officer from Kentucky for
gallantry exhibited on the battlefield during
World War II.
Trump bestowed the nation’s highest mil-
itary honor upon 1st Lt. Garlin M. Conner,
who the president said now takes his “right-
ful place in the eternal chronicle of
American valor.”
Conner’s widow, Pauline, accepted the
framed medal on her husband’s behalf.
The lieutenant was honored for volunteer-
ing, despite being wounded, in January
1945 to go to the front line near the town of
Houssen, France, during the Battle of the
Bulge to observe German enemy forces and
direct artillery fire against them. He carried
out the mission while lying prone in a shal-
low ditch.
