3. ASEAN PURPOSE
 ASEAN as an association also aims to protect the environment
of the region through it’s environmental laws as the South East
Asian countries are known to be rich in natural resources.

AGREEMENT

5. WHY IS THERE AN ASEAN HAZING POLLUTION. Over the past two


decades, fires in the ASEAN region have been influenced by rapid
demographic changes, increased human activity, and climatological
factors. Practice of burning forests are usually the cause.

An example would be last year’s haze in Singapore wherein during the


Summer season in Indonesia they have this slash-and burn practice to
clear the land to clear vegetation for palm oil, pulp and paper
plantations. Usually done by corporations or small scale farmers.

Every year Indonesia sees agriculture fires in Riau province in East


Sumatra, South Sumatra, and parts of Kalimantan on Indonesian
Borneo.
IT’s an issue because it affects the air quality, reduces tourists, illnesses,
health issue because haze measure hundred of kilometers across
nations.

1. The ASEAN Centre shall work on the basis that the national
authority will act first to put out the fires. When the national
authority declares an emergency situation, it may make a request
to the ASEAN Centre to provide assistance.

10. The ASEAN Agreement on Disaster Management and


Emergency Response (AADMER)

is a regional framework for cooperation, coordination, technical


assistance, and resource mobilisation in all aspects of disaster
management. It serves as guidelines

11-12 As part of the AADMER’s workplan is to have the these


four components implemented regarding disaster management.
 Four strategic components:

(1) Risk Assessment, Early Warning and Monitoring;

(2) Prevention and Mitigation

(3) Preparedness and Response

(4) Recovery.

 Six building blocks:


(1) Institutionalisation of AADMER

(2) Partnership Strategies

(3) Resource Mobilisation

(4) Outreach and Mainstreaming

(5) Training and Knowledge Management System

(6) Information Management and Communication


Technology.

PRINCIPLE OF NON INTERFERENCE AND ASEAN WAY

Along with other principles:


These are: respect for the

 sovereignty and territorial integrity of all nations,


 non-interference in the internal affairs of one another,
 settlement of disputes by peaceful means, and
 renunciation of the threat or use of force

It is important to note that this set of norms describe the means of carrying out action rather than
the ends

THERE WERE MANY ISSUES AND OPINIONS regarding the


principles and the “ASEAN WAY”

ASEAN’s violation of this rule during the Malaysian and Indonesian protests
against Myanmar’s expulsion of the Rohingya Muslims to Bangladesh, the provision of
sanctuary to Muslim rebels in the Philippines by Sabah’s chief minister Tun Mustapha
and Indonesian pressure on the Philippines to cancel an NGO conference on East
Timor.1
ASEAN COMMUNITIES BLUEPRINTS:
ASEAN Political-Security Community – peaceful processes in the settlement of intra-
regional differences and it has the following components: political development,
shaping and sharing of norms, conflict prevention, conflict resolution, post-conflict
peace building, and implementing mechanisms

nASEAN Economic Community - creating a stable, prosperous and highly competitive


ASEAN economic region in which there is a free flow of goods, services, investment and
a freer flow of capital, equitable economic development and reduced poverty and
socio-economic disparities in year 2020;

nASEAN Socio-Cultural Community - envisages a community of caring societies and


founded on a common regional identity, with cooperation focused on social
development aimed at raising the standard of living of disadvantaged groups and the
rural population, and shall seek the active involvement of all sectors of society, in
particular women, youth, and local communities

POLITICAL SECURITY BLUEPRINTS:


Framework is based on political and security cooperation where
countries live at peace with one another, and the ASEAN, with the
world at large.

ECONOMIC BLUE PRINTS


a single market and production base,
a highly competitive economic region,
a region of equitable economic development, and
a region fully integrated into the global economy

SOCIO CULTURAL BLUE PRINTS:


 promotion of human development and security
 narrowing the development gap
 ensuring environmental sustainability
 building an ASEAN identity
