We had an awesome meeting today at the Federal Reserve Bank of Dallas. Thanks to all who came and special thanks
to Lt. Frank Medrano and the folks at FRB for hosting us, lunch was incredibly good.
One of the things we discussed at the meeting was about potential violence following the Grand Jury reporting out in
Ferguson. Please remember if you come across information suggesting a reaction either locally or otherwise, lets all
keep in close communication regarding same,
''m unaware of anything specific in this area. | know that there is a generic Tumblr page suggesting there will be a protest
a Dallas PD HQ the day after any verdict it given, but 'm unaware of any concrete plans for any action in the area.
Ifyou become aware of same, | hope you!l share it around the community.
Thanks again to all who came today, I thought it was a great meeting and we had over 100 in attendance.

Terrorism Task Force. | very much appreciate your attendance at monthly
intelligence meetings, bringing information to share during the roundtable, hosting
those meetings as well as calling down with information in between meetings as

this important, ongoing effort to protect our communities against the threat
of terrorism.
| often acknowledge that | don’t have to convince any of you, however, |

against that threat.
Regardless of your level of participation, whether you are the most regular

anniversary, above the normal raised element of potential threat that we

sworn law enforcement officers/agents.]
| have an excellent presentation planned for this meeting, on the Boston Marathon
Bombings by the case agent. We are very fortunate to be able to bring him down to
Dallas for this meeting and | believe this will be a presentation you won't want to
miss. While | haven't seen it, I've been told it’s been very well received around the
country. It will cover the bombing, ID, capture and follow up investigation. (Special
thanks to SA Chris Jancosko for arranging for us to have this presentation).
Federal Reserve Bank policy requires that they prepare you (in advance) a nametag,
to wear while you are on the property. The FRB has graciously offered to feed us
again a tradition of theirs, (....it!l be good). For both reasons it is imperative to
obtain an accurate head count by 2:00 p.m., Monday, 14/46/2075 to allow them
to prepare for this meeting. This link will close at the end of that business day, so
please don’t delay in RSVPing.
The FRB has discontinued tours of the vault, however they have a new museum
near the entrance that is interesting if you arrive early or wish to see on the way out.

| wanted the thank the approximate 125 of you who made today's NTJTTF Intell
meeting. Hands down one of the better presentations we've ever had. Thanks also
to Chief Ike Ikner, Lt. Frank Medrano and the staff out at the Federal Reserve
Bank of Dallas for hosting us today......really good meeting and lunch.
These remain busy times, and so important to remain vigilant. Thanks to each of
you for remaining plugged into this effort, which relies heavily on cooperative efforts
by us all.
| forgot to mention today, because we were tight on time, that if you are aware of law
enforcement agencies that you regularly interact with that don't actively participate in
these meetings, I'd be appreciative if you would:
Help me recruit them or provide me your contact information so that | may do so.
It's a relatively easy recruitment. Meetings are restricted to swom law enforcement
with a professional nexus (or potential to Terrorism investigations)........we meet the
3° Thursday of each month at 10 a.m.. No one is ever removed from not attending,
completely understand all of us have competing responsibilities. | move the
meetings around the metroplex so at some point they should be geographically
close to you.

Lewisville may be too long of a drive for folks, but we do have a nice training room at our range training area that can seat
about 72. It has all the cool electronic connections and screens. Plus, folks can see our 12 lane indoor range and outdoor
range which includes an obstacle course that we happliy share with other agencies.
Then our City MCL Grand Theater seats about 300,

Is it the 1187 W Main Street address or another one?
Is there a specific location on the map that they should park?
Can you suggest which door to enter and ance inside where are we meeting, is there a room number or

Majority of the folks will not have been there before. | try hard to take out any discomfort as far as people being
apprehensive about where the actual meeting will be, and getting there etc.

We had a really good NTJTTF Intell meeting today, thanks to the 40+ of you who
were able to make it and thanks too, to our host Chief Russell Kerbow, Det. Brad
Kenney and the Lewisville Police Department.
| know that we are all busy with multiple responsibilities so | really appreciate those
who are able to make time to attend. | also very much appreciate those who bring
information to share at the roundtable portion of these meetings. | wanted to share
one nugget from today's Roundtable that I think is an excellent example of how small
bits of information might help others.
Det. Joe Adcock came to the meeting armed with a belated report of suspicious
activity at D/FW Airport by a Flower Mound resident, something that occurred
several days ago. Joe passed the information along to Det Marc Bollon, D/FW DPS
who was in attendance (and hosting our meeting next month). The information was,
a citizen notified FMPD that several days previous, while near the southern entrance
to D/FW Airport, they observed a black veh pull over, the driver, a Middle Eastern
male, exit the vehicle, walk over to a wooded area and retrieve a cell phone that
appeared to have been secreted. The citizen was suspicious (although not
suspicious enough to report it at the time).
Marc Bollon had the benefit of some recently developed information at D/FW that
likely explains the behavior. They have recently learned that drivers for companies
like Uber and Lyft have discovered a way to circumvent some of their internal
protocols. At least Uber, makes available to its drivers an iPhone 4S with software
pre-installed that will track the driver and interact with their dispatching software. To
remain more profitable, drivers have discovered they can secrete the phone near a
popular location such as D/FW (but this could be any popular location such as
hotels, convention centers etc.), to remain ‘in the Que’ for upcoming calls for
service.

They can then use a second phone to handle other communications and they can
‘reduce their wait time’ until their next opportunity. For us, of course we are likely to
deal with calls from concerned citizens who witness this behavior and find it
odd/suspicious. Many of us, we will potentially expend a lot of time on calls the
describe similar circumstances and perhaps we might be doubtful were someone to
spin such an explanation, after we've tracked them down to interview them. With
this knowledge, in advance, it might fast track us to a quicker resolution, freeing up
our time for matters that involve a true threat.
This is a not a huge deal, nor does it involve any super secret intelligence, but it's an
example of how these meetings are designed to make us all more effective in our
daily duties, with special attention to terrorism matters.

attend in doing their jobs more effectively, because at the end of the day, this effort is
