“DECLARING THE PROCUREMENT OF ONE HUNDRED THIRTY ONE (131) UNITS


FINGERPRINT KIT FAILED DUE TO NON SUBMISSION OF BID(S) DURING THE
PUBLIC BIDDING AND RECOMMENDING THE APPROVAL OF QUANTITY
REDUCTION FROM ONE HUNDRED THIRTY ONE (131) UNITS TO FIFTY THREE
(53) UNITS TO FACILITATE ITS PROCUREMENT”

WHEREAS, the Department of Budget and Management (DBM) has allocated funds for
the Capability Enhancement of the Philippine National Police for CY 2009 thru SARO-BMB-D-
09-0007392 in the amount of PhP 2,000,336,000.00 dated July 24, 2009;

WHEREAS, the PNP NHQ Bids and Awards Committee has consolidated the capability
enhancement requirements of all the units of the Philippine National Police (PNP) to form part of
the Annual Procurement Plan (APP) for CY 2009 to properly implement the procurement of
assorted general support items based on the said allocation;

WHEREAS, fund in the amount of One Million Two Hundred Seventy Three Thousand
Three Hundred Twenty Pesos (P 1,273,320.00) was made available for the procurement of One
Hundred Thirty One(131) units Fingerprint Kit representing general support item for Police
Station;

WHEREAS, public bidding was conducted on August 25,2010 @ 9:00AM, at the PNP-
LSS Conference Room for the Supply and Delivery of One Hundred Thirty One (131) units
Fingerprint Kit with an Approved Budget of Contract (ABC) worth One Million Two Hundred
Seventy Three Thousand Three Hundred Twenty Pesos (PhP 1,273,320.00);

WHEREAS, the lone supplier, EYESPY Detective & Investigators showed their interest
to participate in the public bidding and bought bidding document before the scheduled opening
of bids. However, due to the sudden increase in customs’ duties and freight services greatly
affected their unit price in total which resulted to a price over and above the ABC, hence, could
not afford to participate in the public bidding;

WHEREAS, based on the LSS-TWG market study, one (1) unit of Fingerprint Kit is
priced at Twenty Three Thousand Seven Hundred Fifty Pesos (PhP 23,750.00) considering the
composition of items inside the kit based on the NAPOLCOM Resolution No.2010-039
approved on January 26, 2010 entitled “PRESCRIBING THE STANDARD SPECIFICATIONS
FOR FINGERPRINT TAKING OUTFIT”;

WHEREAS, the Approved Budget for the Contract (ABC) of One Million Two Hundred
Seventy Three Thousand Three Hundred Twenty Pesos (P1, 273,320.00) for the Supply and
Delivery of One Hundred Thirty One (131) units Fingerprint Kit is definitely insufficient
considering the price of Twenty Three Thousand Seven Hundred Fifty Pesos (PhP 23,750.00)
per unit;

NOW, THEREFORE, We, the members of the LSS Bids and Awards Committee,
hereby RESOLVE as it is hereby RESOLVED to recommend to the D, LSS as the Head of
Procuring Entity to declare the procurement of One Hundred Thirty One (131) units Fingerprint
Kit FAILED and for the approval of quantity reduction for the Supply and Delivery of
Fingerprint Kit from One Hundred Thirty One (131) units to Fifty Three (53) units to facilitate
its procurement on the 2nd public bidding.
SO RESOLVED.
