Ch. Ayyanna Patrudu Garu during the Inaugural function of
New Inspection Bungalow in Beach fest Area , Kakinada on
22.12.2017. *****
The Estimate for the work “Construction of 4 lane Road from km 2/500 of
V–E Road to proposed New Beach Festival area ,including HLB 3 vents of 16.00
Mt on salt creek on shore of Bay of Bengal and widening &strengthening of
Vakalapudi-Edatam road from km 2/250 to 2/700 in East Godavari district was
technically sanctioned for Rs 883.00 lakhs Vide T.S Memo no
29/KKD/plan/Beach Festival/ EE/R/DEE-3/AE Dt 16-06-2015 of E.in.C(R&B),
Admin &State roads against the Administrative Sanction accorded for Rs.
1000.00 Lakhs vide GO. Rt. No. 113 dated 03.03.2015 of T, R&B (Roads III)
Department under Plan (MDR) grant. The work was entrusted to M/s Coastal
Engineering Constructions, Contractors, Hyderabad, for a tender contact value
of Rs 7,03,66,337/- at 1.59% Excess over the estimate contact value of
6,92,65023/- vide L.S agreement C.R.NO 312/2015-16 dt 23/11/2015, with a
stipulation to complete the work within 9 months. Ie., by 22.08.2016. But could
not be completed and necessary E.O.T was sanctioned up to 28-12-2016 and the
work completed within the extended period except “”Hand railing and traffic
allowed along the road”& bridge for the Beach festival conducted during 9th to
11th of January 2017 duly providing temporary barricading arrangements.
Ïn the sanctioned estimate there is a provision for CC wall type parapet
for railing. But the Hon’ble finance minister Sri Y. Ramakrishnudu garu have
instructed the Superintending Engineer (R&B), Kakinada to provide Ornamental
type railing/any architectural design for the bridge keeping in view of the
Tourism importance in the Beach fest area during their visit. Accordingly the
Ornamental railing work was taken up duly providing necessary provision in the
working estimate.
New Inspection Bungalow was constructed with Pushkaram grant of
200.00 Lakhs abutting the 4 lane Bridge approach and the same was
inaugurated by the Hon’ble Minister for R&B, Sri Ch. Ayyanna Patrudu garu on
22.12.2017. During their visit, the District Collector has put forth the issue of
non construction of Protection wall, Path ways along with landscaping for the
New inspection Bungalow (which are highly essential) due to paucity of funds in
the New IB work.
The Hon’ble Minister has instructed the Superintending Engineer (R&B) to
take up the above items of work duly providing necessary provisions in the work
”Construction of 4 Lane road from Km 2/500 of Vakalapudi –Edatam Road to
proposed new Beach Festival area, including HLB 3 vents of 16.00 M on Salt
creek on shore of Bay of Bengal and Widening & Strengthening of Vakalapudi-
Edatam Road from Km 2/250 to 2/700 in East Godavari District “ to the extent
of balance sanctioned amount if available.
In this connection, it is to submit that, the following savings amounts are
available in the said work.
a. Provision for Dias &Platforms Rs. 6,73,081.00
b. Provision for protection works of embankment&
Approach protection works Rs. 5, 01,951.00
c. Due to less price adjustment Rs. 31,77,203.00
d. Due to Sand variation rates Rs. 29,06,565.00
Total savings amount Rs. 72, 58,800.00
The actual requirement for fulfilling the instructions of the hon’ble minister
keeping in view of the tourism importance is as follows
a. Providing Protection wall to new Inspection Bungalow by the side of
approach to High level Bridge (3vents of 16.50 M). Rs. 20,00,000/-
b. Providing pathways & kerbs including landscaping to new Inspection
Bungalow by the side of Approach to High level Bridge (3vents of 16.50M)
Rs. 30,00,000/-
Total : 50,00,000/-
The necessary sub estimates for providing said amenities are herewith
enclosed for Rs. 50,00,000/-. The expenditure may be met out of the above
mentioned savings amounts of Rs. 72,58,800/-. The total working estimate cost
will be 920.00 Lakhs within the competency of Superintending Engineer (R&B)
only.
In view of the above, I herewith submit the two sub estimates for Rs.
20.00Lakhs & 30.00 Lakhs against the above mentioned savings amounts and
request to accord early sanction and entrust the work at an early date for favor
of taking necessary action.
