“The prime duty of the Government is to serve
and protect the people. The Government may
call upon the people to defend the State and, in
the fulfillment thereof, all citizens may be

R.A. 9163 Section 4. Establishment of the
National Service Training Program
“There is hereby established a National Service
Training Program, which shall form part of the
curricula of all baccalaureate degree courses
and of at least two (2)-year technical vocational
courses and is a requisite for graduation.”

NATIONAL DEFENSE ACT

 Also known as
Commonwealth Act No. 1.

 NATIONAL SERVICE LAW
 Also known as Presidential Decree No. 1706.

 It focused on the enhancement of the citizens’ respect

for the law and lawfully constituted authorities.

 It was composed of three main programs: civic welfare

service, law enforcement service, and military service.

REPUBLIC ACT NO. 7077

 Also known as the Citizen Armed Force or Armed Forces
of the Philippines Reservist Act.

 Section 38: The military training for students enrolled in

colleges, universities and similar institutions of learning is
mandatory pursuant to the provisions of National Defense
Act and the 1987 Constitution.

 Section 39: Establishment of ROTC Units in colleges and

universities in the Philippines.
