RULE 1 – MEMBERSHIP
a) Exercise such powers and perform such other duties and functions, as
provided by RA 7160 (LGC) and other laws.
1. Enforce all laws and ordinances which are applicable within the
Barangay;
2. Negotiate and enter into, and sign contracts for and in behalf of the
Barangay, upon authorization of the Sangguniang Barangay;
3. Maintain public order in the Barangay and, in pursuance thereof, assist
the City Mayor and the Sangguniang members in the performance of
their duties and functions;
4. Call and preside over the sessions on the Sangguniang Barangay and
the Barangay Assembly, and vote only to break a tie;
5. Upon approval by a majority of all members of the Sangguniang
Barangay, appoint or replace the Barangay Treasurer, Secretary, and
other appointive officials;
6. Organize and lead an emergency group whenever the same may be
necessary for the maintenance of peace and order or on occasions of
emergency or calamity within the Barangay
7. In coordination with the Barangay Development Council, prepare the
annual executive and supplemental budgets of the Barangay
8. Enforce all laws and regulations relating to pollution control and
protection of the environment;
9. Administer the operation of the Katarungang Pambarangay in
accordance with the provisions of RA 7160;
10. Approve vouchers relating to the disbursement of Barangay
funds;
11. Exercise general supervision over the activities of the
Sangguniang Kabataan;
12. Ensure the delivery of basic services as mandated under Section
17 of RA 7160;
13. Conduct an annual Palarong Pambarangay which shall feature
traditional sports and discipline included in national and international
games in coordination with the DepEd;
14. Promote the general welfare of the Barangay;
15. Exercise such other powers and perform other duties and
functions as may be prescribed by law or ordinance.
a. Keep custody of all records of the Sangguniang Barangay and the Barangay
General Assembly meetings.
b. Prepare and keep the minutes of all meetings of the Sangguniang Barangay and
the Barangay Assembly Meetings.
c. Prepare a list of the members of the Barangay Assembly, and have the same
posted in conspicuous places within the Barangay.
d. Assist in the preparations of all necessary forms for the conduct of Barangay
elections, initiatives, referenda or plebiscites, in coordination with the COMELEC.
e. Keeps an updated record of all inhabitants of the Barangay containing the
following items of information: Name, Address, Gender, Birth date, Age, Birth Place,
Civil Status, Blood Type, Education, Occupation, Citizenship and, Residency status.
f. Exercise such other powers and perform such other duties and functions as may
be required by law or ordinance.
a) Keep custody of Barangay property and funds not deposited with the
city treasurer;
b) Collect and receive taxes, fees, contribution, monies, materials and
other resources accruing to the Barangay treasury and issue official receipts
thereof.
c) Disburse funds in accordance with the financial procedure provided in
laws, rules and regulations;
d) Submit to the Punong Barangay certified and detailed monthly
statements of actual receipts within such period as may be provided by law or
ordinance;
e) Render a written monthly accounting report of all Barangay funds and
property under his/her custody, which shall be made available to the public or
the members of the Barangay assembly and other government agencies
concerned. The treasurer shall also post the same at the Barangay Hall
Bulletin Board;
f) Certify to the availability of funds whenever necessary;
g) Exercise such other powers and perform such other functions as may
be prescribed by law or ordinance.
RULE 4 – SESSIONS
Section 14 - CALL TO ORDER. The presiding officer shall open the session by
calling the Sangguniang Barangay to order. After the Presiding Officer has called to
order, a designated public official shall conduct an invocation.
On a motion to hold a closed session duly approved, the presiding officer shall
direct the session hall cleared and doors closed.
Only the secretary and such other persons as are specifically authorized by the
Sanggunian shall be admitted to the closed sessions. They shall preserve the secrecy of
whatever may be read or said at the session. Further only the Sanggunian members are
allowed to deliberate and appointees are only allowed to speak when requested or ordered
by the body. Appointees who are ruled out of order shall be reprimanded or be expelled
from the session for persistent violation of this section.
Should a question of quorum be raised during the session, the presiding officer
shall immediately proceed to call the roll call of the members and thereafter announce the
result. In case of a diminishing quorum, adjourn sine die shall be immediately declared
and no business transaction shall be entertained.
RULE 6 – COMMITTEES
The Punong Barangay shall have a voice and vote in all committee meetings.

The first reading of a proposed ordinance or resolution shall only be corrected any
day after the approval of minutes.
When several members have registered or signified their intention to speak on the
matter under consideration and when said matter has been sufficiently and thoroughly
discussed by the member speaking, the Presiding Officer, muto propio, or upon motion
by a member, order that a member having the floor shall desist from speaking so that
other members may not be deprived of their opportunity to speak.
Section 40 – FIVE MINUTE RULE. After the close of debate, the Sanggunian
shall proceed to the consideration of committee amendments. Members who desire to
speak for or against an amendment shall have only five (5) minutes to do so.
After the amendment has been acted upon, the proposed ordinance or resolution
shall be voted on second reading.
Upon the passage of all ordinances or resolutions, the Sanggunian secretary shall
record the ayes and nays. Each approved ordinance or resolution shall be stamped with
the official Barangay seal and recorded in a book kept for the purpose.
After the Punong Barangay shall have submitted the annual general appropriation
measure, supplemental appropriation measure shall be considered only if supported by
actual available funds as certified to by local treasurer or by funds raised by
corresponding revenue proposal included therein.
If within thirty (30) days, the Sangguniang Bayan finds the Barangay ordinance
inconsistent with law or with city ordinance, the Sangguniang Bayan shall return the
ordinance with its comments and recommendations to the Sangguniang Barangay for
adjustment, amendment or modification, in which case, the affectivity of the ordinance
shall be deemed suspended.
Not later than five (5) days after the passage of the ordinance or resolution, the
Sanggunian Secretary shall cause the posting thereof in English together with the copy
translated in the dialect used by the majority of the people in the area, and shall record
such fact in a book kept for the purpose, stating the dates of approval and posting thereof.
Members found to be heavily, that is a member who consumed alcohol at least six
hours before the meeting. Hang-over is considered intoxicated but not drunk, intoxicated
before the session shall not be allowed to speak during the deliberation and his/her right
to vote be suspended for the duration of the meeting.
a) Those affecting the rights of the Sanggunian: its safety, dignity and,
the integrity of the members.
b) Those affecting the rights, reputation and conduct of the members’
individuality, in their capacity as such members subject to five minute rule,
questions of privilege shall have precedence over all questions, except a
motion to adjourn.

Section 75 – THE EFFECTIVITY OF THE INTERNAL RULES AND
PROCEDURE. These rules and procedure shall take effect on the date of its adoption.
ADOPTED, this 1st day of December, 2013, at Barangay 24 Alsem, Vintar, Ilocos
Norte, Philippines on motion by Barangay Kagawad Bernardo Ubay, and duly seconded
by all other Barangay Kagawad present.
