I. Introduction

1. The Registry hereby submits to Pre-Trial Chamber I (“Chamber”) its

implementation report of the Chamber’s “Decision Inviting the Competent

Authorities of the Republic of the Union of Myanmar to Submit Observations

pursuant to Rule 103(1) of the Rules of Procedure and Evidence on the

‘Prosecution’s Request for a Ruling on Jurisdiction under Article 19(3) of the

Statute’”(“Decision”).1

II. Classification

2. In accordance with regulation 23bis(1) of the Regulations of the Court (RoC),

the annexes to the present submission are classified as confidential as they

contain names and contact details of staff members of the Court.

III. Applicable Law

3. This submission is made on the basis of rule 13(1) of the Rules of Procedure

and Evidence.

IV. Submission

4. On 22 June 2018, the Registry transmitted via Note Verbale 2 the Decision and

the Request to the Embassy of the Republic of the Union Myanmar to the

Kingdom of Belgium. The Embassy of the Republic of the Union Myanmar to

the Kingdom of Belgium did not accept the delivery of said Note Verbale which

was returned to the Court.

5. On 28 June 2018, the Registry transmitted via Note Verbale ,3 the Decision and

the Request to the Permanent Mission of the Republic of the Union of

Myanmar to the United Nations. On 2 July 2018, the Permanent Mission of the

Republic of the Union of Myanmar to the United Nations did not accept the

delivery of the Note Verbale.4
