PREFACE
PREFACE TO THE 2018
ANNUAL PROGRAM
BY OLAF KOPP
Dear Readers,

it fills me with pleasure to write the preface to the year program

of the Baden-Wuerttemberg State Police College, Department for
Foreign Assignments. Especially because this year program is the
step into a new, digital world; but first things first.

Since 1994, the Baden-Wuerttemberg State Police Force has been participating in international
police patrols. The first mandate was the Western European Union (WEU) for the peace mission
in Mostar / Bosnia. Only shortly after, the Standing Conference of the Ministers for Interior and
Senators of the States and the Federal Government (IMK) responded and set up a permanent
Federal-States Task Force on International Police Missions (AG IPM).

The IPM Group uses for the preparation, organization and coordination of measures in connec-
tion with the deployment of German civil servants within the framework of missions an office
set up in the Federal Ministry of the Interior and the Federal Police Board with the personnel
support of the States (GSt. AG IPM).

The preparation and follow-up of the colleagues who are envisaged for the purpose of interna-
tional engagement will be

 by the German Federal Police Academy

 by the Police Academy of North Rhine-Westphalia
 and by the Baden-Württemberg State Police College
guaranteed.

In addition to the Generic Basic Peacekeeping Trainings (UN & ENTRi certified), the Pre-Deplo-
yment Mission-Specific Training (e.g. Palestine; Somalia; Libya, Iraq…) and the Post-Mission
Debriefing Course various specialization courses are offered. (see year program). At these se-
minars, however, only German Police Officers could participate for a long time.

In 1999, the UN Training Centre of the Bundeswehr, the German Armed Forces (VNAusbZBw),
was founded, and in 2002, the Center for International Peace Operations (ZIF) was established
to provide a structure in which civilian experts are identified and prepared for field assignments.

4 Foreign Assignments Annual Programm 2018

With the increasing German engagement in international peace operations, training needs for
German and international personnel in those operations have grown accordingly.

Very soon, all the institutions involved in the International Peacekeeping Operations became
aware that one can act as a single actor with only little impact.

The importance of cooperation and communication with other training institutions continued
to grow. As a logical consequence, the National Training Partner Platform (TPP) was founded in
2008. In addition to the three training facilities of the police and the aforementioned VNAusb-
ZBw and the ZIF, the Command and Staff College of the German Armed Forces (FüAkBw) and
the German Society for International Cooperation (GIZ) belong to this national platform as well.
The TPP has recognized the necessity and the opportunity for a joint, interdisciplinary prepara-
tion for IPM, and has also agreed in their discussions a joint line for international committees,
such as the International Association of Peacekeeping Training Centers (IAPTC), the European
Association of Peacekeeping Training Centers (EAPTC), the European Union Police Services Trai-
ning II (EUPST II) or the Europe‘s New Training Initiative for Civilian Crisis Management (ENTRi).
As a further step, the three training institutes of the police have applied for admission to the
European Security and Defense College (ESDC) network of the European Union. Since its crea-
tion in 2005, the ESDC has grown to the most important training provider on Common Security
and Defence Policy (CSDP) of the European Union. At the same time, the ESDC has retained its
principle characteristics and strong points, namely: its network structure, its ownership by the
28 EU Member States, its close links to the EU Institutions which guarantees access to expert
lecturers, the lessons learnt and new policies, its intrinsic civilian-military integration which
makes it the perfect platform to discuss and teach the EU’s comprehensive approach to crisis
management, its dedication to exploring new technologies and methodologies in its training
activities through blended learning and, finally, its cost-effectiveness.

Here, the circle closes with the initial statement that this year program represents a step into
a new, digital world. For the first time, the Baden-Wuerttemberg State Police College, Depart-
ment for Foreign Assignments will set up its seminars on the web-based platform of the EU,
Goalkeeper/Schoolmaster , as well as actively promoting national and international activities.

I therefore invite you to extend this program to other interested parties or to get in contact with
us in order to obtain further information on our offer.

Give us the chance to welcome you as our guest!

We look forward to you!

your

[ 1. GENERIC BASIC PEACEKEEPING TRAINING
(UN AND EU-ENTRI CERTIFIED)

The Police College of Baden-Wuerttemberg State provides generic pre-deployment trainings

]
for peacekeeping operations along the standards set by the United Nations (UN) and by the
European Union (EU). The facilitators have a wide range of international mission and training
experience. The courses last two weeks and give an overview on all relevant aspects required
by an assignment to any international police missions.

Beside the provision of the theoretical background about UN/EU guidelines and standards, the
main emphasis is to improve different abilities which are necessary for a successful mission
service. This includes the use of radio communication, map reading, safety and security and
others, like project management, mediation, negotiation and stress management. “Women,
Peace and Security”, „Child Protection“ and related topics like “Sexual and Gender Based Vio-
lence”, are also parts of the generic training as well as „Conduct and Discipline incl. Sexual Ex-
ploitation and Abuse (SEA)”. The Police College carries out the trainings in small groups which
give an extensive opportunity for practice and feedback. The methods used during the training
are diverse and include presentations, syndicate work, discussions and situational training ac-
tions. On the evenings several kinds of sports and social events are provided.

[ 11. THE ART OF INCLUSIVE MEDIATION
“As highlighted by all three peace and security reviews that were undertaken last year, prio-
ritizing prevention and inclusive political solutions has never been more urgent. It is only by
]
uniting our efforts that we will be able to advance the principles underpinning the UN Charter.
Peace processes afford unique opportunities for promoting women’s effective participation.
The UN therefore supports regional and sub-regional organizations by promoting and strengt-
hening regional capacities for inclusive mediation to enable more effective participation of
women at all levels of peacemaking.” - so stated by Assistant-Secretary-General Tayé-Brook
Zerihoun (2016). Having this important statement in mind, many questions might arise especi-
ally for peacekeeping or development personnel:

 What does inclusive mediation mean in concrete terms?

 How can a gender perspective be integrated in mediation?
 Why is it so important in conflict resolution?
 How can I support this efforts on the field level?

Target Group for this seminar: Personnel (women and men) from the Police, Military and Civili-
ans who are currently in or will be deployed to a peace operation in the future - eager to work
towards Gender Equality, and with a special interest on integrating a gender perspective into
conflict transformation.
This course is offered and supported by the Task Force for International Assignments of the
German Ministry of the Interior in Berlin (AG IPM).

[ 12. COMMUNITY POLICING

International Peacekeeping Operations are frequently mandated to assist in reforming, restruc-

]
turing and rebuilding of host country police service. Based on the principle that police can only
be successful if it operates in close cooperation with the community, the Community Policing
concept is regarded as a key to effective policing. Due to the conflict, the population generally
has little or no confidence in the capacity of the State to provide for their individual safety and
security. Effective law enforcement not only restores public law and order but also assists
in re-establishing the confidence of the population in the capacity of the State to govern. In
order to re-establish confidence in the rule of law, the international Police have a great respon-
sibility to ensure that law enforcement is exercised lawfully and effectively. This often inclu-
des mentoring, advising, training, the implementation of the principles of Community Policing
and establishes a focus on service delivery and communication with the community at large.

Content of the seminar i.e.:

 History of Communtiy Policing
 Key principles of Community Policing
 SSR and Community Policing
 Co-operation with the community

[ 13. WOMEN, PEACE & SECURITY (WPS)
All modern armed conflicts have a common characteristic: civilians are the ones who suffer the
most. Among civilians, it is women and children who are the most affected by the violence.
Often used as bounty of war or abused as part of tactical warfare, they are requently victims/
]
survivors, with long-lasting or permanent psychological and/or physical consequences. The
trauma that women and children suffer inhibits the reconstruction process of the country and
of society, since they play a pivotal role in building confidence with the international commu-
nity, in rule of law and in democracy. Lasting peace and reconstruction is not possible without
the full integration of women and girls into the activities and approaches of peace support ope-
rations. The United Nations have adapted their peace missions strategically and operationally to
include a Gender Perspective. All Member States are encouraged to contribute to this process
and to prepare the personnel they send to the missions properly in this topic.
This course is offered and supported by the Task Force for International Assignments of the
German Ministry of the Interior in Berlin (AG IPM).

Content of the seminar i.e.:

 What is Gender? – Definitions & Clarifications
 Relevance of the topic (Civilian, Military and Police)
 Factors that influence the role of women in society
 International legal frameworks protecting civilians
 UN SCR 1325 - from history to now (incl. NAP)
 How does conflict affect women/girls and men/boys
 Trauma; sensitive victim approach; transitional justice
 Specific forms of Sexual and Gender Based Violence
 SGBV prevention by Integrating a gender perspective

[ 14. TRAIN THE TRAINER ON INVESTIGATING
AND PREVENTING SEXUAL AND GENDER
BASED VIOLENCE IN CONFLICT ENVIRON-
MENTS (SGBV)
All modern armed conflicts have a common characteristic: civilians are the ones who suffer
the most from war inflicted violence. Most affected are civilians, women and children- in
]
particular by Sexual and Gender Based Violence (SGBV). Often used as a bounty of war or
abused as part of tactical warfare, they are frequently survivors/witnesses with long lasting
or permanent psychological and/or physical harm. SGBV exists before, during and in the
aftermath of armed conflicts but, the vulnerability, the scale, the modus operandi of atrocities
and the perpetrators themselves do change. Even after the signing of a peace agreement
there might still not be peace for women and girls. Rape, sexual abuse, human trafficking and
other forms of violence continue or increase, including domestic violence. Commonly within
a setting of poor protection, poor accountability and poor justice. A situation hardly conducive
to reconciliation which is a fundamental precondition for lasting peace to be achieved.

Police play a crucial role in regaining people´s trust in a post conflict environment as they are
the most visible indication of public security at hand. The professional conduct of the Police
will have a positive impact on the welfare of all community members, even more though
when it comes to dealing with cases of SGBV.

This course is designed for police personnel assigned or willing to be assigned to UN, EU or
AU peacekeeping operations. It is also open for police personnel from host countries, if they
are supported by their government or by international organizations. It is based on the UN
DPKO/ITS curriculum on SGBV. It is a Train-the-Trainer course and intends to qualify multip-
liers for SGBV trainings along current standards of adult education. This course is offered and
supported by the AG IPM (Task Force for International Assignments) of the German Ministry
of the Interior in Berlin.
