Reaction by spokesman of Islamic Emirate regarding rumors of talks in Azerbaijan

Multiple media outlets have been publishing reports since yesterday claiming that the
representatives of the Islamic Emirate are holding talks with those of the Kabul
administration in Azerbaijan and other locations.

We reject all such rumors. No representatives of the Islamic Emirate are holding talks
in the said areas nor are reports in this regard credible.

Details about all processes involving the Islamic Emirate are directly shared with the
media by ourselves. All events should be dealt with in a responsible manner and
rumors or outright fabrications should not be attributed to the Islamic Emirate.

Statement of the Islamic Emirate regarding scheduled US conferences under the name
of Islamic Scholars

In the name of Allah, the Most Merciful, the Most Compassionate.

Seventeen years have passed since invasion of the blessed land of Afghanistan by
America and her allies and the toppling of the legitimate Islamic government. In
response to this invasion, Jihad started against them and consequently, as a result of
huge sacrifices of our nation; the invading forces are now being compelled to accept
defeat in the war and leave the Islamic country of Afghanistan.

But, yet frustrated infidels have resorted to other conspiracies to silence the voice of
independence of our pious and freedom-loving nation and thus spoil our enormous
sacrifices.

On March 18, 2018, the commander of American invading forces, General John
Nicholson said during a press conference that US has a plan to apply different pressures
on Taliban this year. He added, “a combination of religious, social, diplomatic and
military pressure will be applied on the Taliban”. Religious pressure means that
conferences under the name of religious scholars from Afghanistan, Pakistan and other
Islamic countries will be held and they will issue a Fatwa (Islamic verdict) against the
Taliban in these conferences to undermine legitimacy of their struggle from a religious
perspective.

In this series, according to the US plan, first gathering of religious scholars was convened
in Bogor, Indonesia on 11 May of the current year. They were considering similar
conferences to be held in Kabul, Islamabad and Saudi Arabia after this conference.

The Islamic Emirate of Afghanistan considers this process under the title of conferences
of the Islamic Scholars as an absolute anti-Islamic US process whereas its idea, logistical
support and implementation is directly led by the US itself. The US wants through these
conferences to find justification for their military occupation, legitimize their stooge
Kabul Administration and thus weaken the Jihadic resistance of Afghan Muslim nation
being put up against them.

But, Americans and their allies should understand that as they have failed in fighting,
political sphere and in the field of propaganda, likewise, Allah, the Almighty will stymie
this scheme of invaders as well. Allah, the Almighty says:

‫الكافرون كره ولو نوره متم وهللا بأفواههم نورهللا ليطفئوا يريدون‬.‫ الصف‬۸

They seek to extinguish the light of Allah with their mouths; but Allah will complete
His light, much as the disbelievers may dislike it (Chapter 61, Verse: 8)

The Islamic Emirate urges religious scholars to reject these conferences which are a
scheme of the invaders. We wish to convey to those scholars who might argue that
they are participating in such gatherings to speak the truth and defend the cause of
Mujahideen, that even if you will speak the truth in such conferences, the final
declaration, propaganda and media are in the hands of the invaders. They can distort
your assertions and utilize it for their own interests. As you have witnessed that rational
views and opinions of some religious scholars were omitted by the media, and to
humiliate the scholars, they propagated that dollars were distributed to the participants
of the conference in specific envelops.

Similarly, as you witnessed in the Kabul conference that some scholars were invited and
then a pre-written statement was announced under the name of Fatwa and was labeled
as the agreed upon verdict of all scholars. As far as we have followed the process of
these conferences and studied their decisions, this Fatwa is not Sharia–based and holds
no rational argument to de-legitimize the current lawful Jihad. They spoke generally
about moral values, criticized civilian casualties in the fighting and placed the blame on
Mujahideen for killing innocent civilians, children and women. We wish to make it clear
that the goal of our jihad is not to kill innocent people. We are expending our utmost
efforts to avoid civilian causalities in our Jihadic attacks. For this reason, we have
established a separate commission for the prevention of civilian casualties. Our hot line
number is active and we have punished our Mujahideen in cases of negligence. But
these are the reciprocal effects of a war that civilian casualties will happen. Sometimes
civilians were even killed unintentionally by the companions of the Prophet
Muhammad (peace be upon him) during Ghazawat. Religious scholars have never
rejected legitimate Jihad because of unintentional civilian casualties.

Secondly, the argument put forward during these conferences to de-legitimize the
current Jihad is that Jihad can only be declared by the ruling government or a head of
a state who is in power otherwise it has no justification in Shariah (Islamic Law). We
say, lets deeply study the contemporary history of Islamic resistance. During eighteenth
and nineteenth centuries, when Islamic world was under occupation by Spain, France,
British, Russia, Holland, Italy and other European countries and from northern Africa
to Caucasus, from central Asia to Middle East and the Indian sub-continent, all Islamic
lands were occupied by European colonialists and the invaders established their tyrant
governments in these countries and continued their political, military, ideological and
economical occupation until a military resistance was launched against them in these
areas. In fact, no one can deny that this resistance is a golden chapter of our Islamic
history. These military resistances against invaders were not declared by any
government rather such movements were started by the individual efforts of Saeed
Ahmad Shaheed, Imam Shamil Daghistani, Abdul Qadir Aljazairi, Mullah Mushk Alam,
Omar Mukhtar, Izzuddin Qassam, Muhammad Ahmad Al-Mahdi Al-Sudani, Ibrahim
Baig, Sheikh ul hind Mullana Mahmood ul Hassan (may Allah be pleased with them)
and other heroes worried who felt the pain of the Muslim Ummah. But after a passage
of time, these resistances turned into national uprisings and forced foreign colonialists
to leave the Muslim lands.

None of the scholars of the Islamic world have criticized the Jihad of these heroes so
far nor has any scholar called it illegitimate because it was a popular resistance not
permitted by a government. Similarly, three decades ago, Afghan Mujahideen started
Jihad against Soviet Union and all religious scholars of the world defended their
resistance whereas Mujahideen had no government at the beginning of their Jihad.

Furthermore, our current Jihad is defensive because infidels have invaded our Muslim
land and defensive Jihad is started against them. As far as defensive Jihad is concerned,
when infidels attacks a land of Muslims then all books of Fiqh (Jurisprudence) say that
Jihad becomes obligatory upon every man, woman, slave, freeman and upon all
Muslims. All should wage Jihad without permission of anyone otherwise all are sinners
and have shunned a mandatory obligation. Therefore, there is no need for permission
from a state in cases of defensive Jihad.

But even if we suppose that the permission of Jihad has to be announced by a


government who is in power, even then our Jihad would be legitimate because its
verdict was passed during the reign of the Islamic Emirate led by Amir-ul-momineen
Mullah Muhammad Omar Mujahid. For that reason, few days before American
invasion on 21 September 2001, one thousand and five hundred scholars issued a Fatwa
that if the Americans were to attack Afghanistan then Jihad against them would become
obligatory. At the time of this verdict 95% land of Afghanistan was under the control
of the Islamic Emirate and it was even recognized by multiple countries. So this issue is
clear as broad day light that because of invasion, tactical retreats from the capital and
other big cities of the country do not nullify the Shariah based status of an Islamic
government. Therefore as the Islamic Emirate was an Islamic state and government at
that time, it is still an Islamic government and state which controls more areas of
Afghanistan as compare to the Americans and their stooge Administration.

Therefore all the arguments are irrational and baseless according to Shariah for above
evidence. Furthermore, they only blame Mujahideen and do not utter a single word
against corrupt and infidel invaders nor consider their open brutal aggression as
illegitimate hence it clearly shows that they are in the service of invaders. Therefore,
we want to tell the religious scholars that they should fear the torment of this world
and the Hereafter about this sensitive issue of considering the rightful Jihad as
illegitimate.

They should know that America is the biggest tyrant of this time which has usurped the
rights of the Muslims in every corner of the world. They have occupied Baitul
Muqqadas, the first Qibla of Muslims and are oppressing Muslims everywhere. You
know that the Mujahideen of Afghanistan are not fighting against the enemy with
stones and pellets like those of Palestine rather they are fighting against them with
modern weapons seized from Americans and their allies as a spoils of war. They are
giving crushing blows to the Americans with their own weapons and every day, you
are witnessing victories of the Mujahideen. Even the Americans themselves admit that
more than 2500 soldiers have been killed in Afghanistan and tens of thousands have
been injured and are suffering from mental disorders. So on the basis of Shariah, it is
impermissible for Muslims especially religious scholars to come to the aid and rescue of
the brutal enemy and wounded dragon trapped in Afghanistan. Because helping the
American tyrant is a great sin and deviation from Islam, May Allah, the Almighty protect
our religious scholars from it.

To end, once again we respectfully urge the religious scholars of Afghanistan and the
Muslim world to cooperate and help the Muslim nation and Mujahideen instead of
assisting and participating in the conferences of the secret service of the enemy so that
Allah the Almighty thwarts the plots of occupation and reinstates the dignity and
independence of Muslim nation.

And this is an easy task for Allah, the Almighty.

Inappropriate remarks of NATO Secretary General

On 21st of June the Secretary General of North Atlantic Treaty Organization (NATO)
Jens Stoltenberg declared during the London conference that peace can only be
achieved in Afghanistan in the presence of foreign forces.

This comes as all strata of the Afghan society have come to a realization that the main
cause of war is the presence of foreign forces and all sides seek their withdrawal from
our country. The NATO Secretary General said: The way to achieve peace is not to
leave Afghanistan. The way to achieve peace is to stay. The Taliban must be beaten
on the battlefield so that they realize they cannot win. Foreign troops are in
Afghanistan for this purpose.There are a few things that must be mentioned in
response to the inappropriate remarks of Jens Stoltenberg.

– The assertion of Stoltenberg that peace in Afghanistan can only be achieved in the
presence of foreign forces is unjustifiable. If peace were possible in the presence of
foreign occupation than it could have easily been achieved over the past seventeen
years and the history of Afghanistan proves that peace has never been attained so
long as our homeland has been under a foreign occupation.

– The thought of breaking and defeating the Taliban is an elusive dream which has
been chased by the invaders for years on end without having anything to show for it.
Taliban is not some group but is another name of the Afghan nation. An entire nation
that fervently loves their religion and independence can never be defeated militarily
or be driven to exhaustion on the battlefield. Our nation has a history of waging
generational struggles and the NATO Secretary General can ask the British and Soviets
more questions in this regard.

– As one of the main party to this war, the remarks of NATO Secretary General prove
that this Jihad is not an intra-Afghan war but a struggle between foreign invaders and
the Afghan nation. It also proves that the true decision about war and peace is in the
hands of foreign invaders who are merely using internal hirelings as facemasks for
peace and ceasefire. The stooges of invaders who claim independence in matters of
possessing decision making powers about peace and war should have displayed their
reactions to such remarks if they truly were independent. However we saw nothing
of the sort and they failed to respond to the war mongering efforts of NATO chief.

– The marchers and sit-inners for peace – no matter why and for whom they have
risen – must listen carefully to the words of the Secretary General of NATO and
understand the true nature of the issue at hand. As they exclusively seek peace from
Taliban, they should understand that peace has been taken for ransom by the
invaders. The invaders still believe in war and openly declare that they seek peace
through war. They are not seeking the end of this war but are looking for ways to
indefinitely extend their barbaric transgression.

In order that the main cause of war is eradicated, we should be reinforcing the calls of
freedom and independence instead of abstract peace. The military pressure being
applied by Mujahideen must be accompanied by social pressure. The presence of
foreign troops must explicitly be called an occupation so that the invaders are forced
to withdraw and the main factor of war is uprooted.

Statement of Islamic Emirate regarding end of three day Eid ceasefire

In order that our countrymen may celebrate their Eid festivities in ease and comfort,
the Islamic Emirate announced and successfully implemented a three day ceasefire.
This ceasefire was not in response to the ceasefire of the Kabul regime but was
announced for the wellbeing of the nation and has to an end tonight.

Mujahideen throughout the country are ordered to continue their operations against
the foreign invaders and their internal puppets as before.

The successful implementation of the three day ceasefire made clear the following:

– It proved that the Islamic Emirate fully controls the trajectory of the ongoing Jihad
and resistance, are not governed by foreign powers and are a unified force that can
decide upon and implement important decisions such as ceasefires.

– Our enemies used to propagate that twenty different groups operate against them
in Afghanistan or that the Islamic Emirate is not cohesive and unified. But it has now
become abundantly clear to everyone that this assertion is baseless and that multiple
parties are not participating in this Jihad. The Islamic Emirate leads Jihad across the
country and all combatants strictly follow their orders.

– The announcement, implementation and the wide national support and welcome of
the Mujahideen by the people proves that the demands of the Islamic Emirate and the
nation are identical – all want the withdrawal of foreign invaders and establishment
of an Islamic government.

– All decisions of the Islamic Emirate are based on Shariah and interests of the nation.
The complete independence of the country and the establishment of a pure Islamic
government is the commands of Shariah and lofty aspiration of millions of martyrs,
orphans, widows and those that have lost their children which shall not be bargained
under any circumstances or for any incentives.

– The invading American party must realize and understand reality of the situation,
stop pointless stubbornness, sit directly for dialogue with the Islamic Emirate to find a
solution for the ongoing imbroglio and withdraw their occupying forces from
Afghanistan.

– The entire nation and Mujahideen should recognize that there are no public or
secret talks taking place with the puppet Kabul regime. All the baseless propaganda
and attempts to confuse public opinion by the opposition in this regard only serves to
complicate the ongoing crisis and negatively impacts efforts for peace.

Ceasefire by Islamic Emirate has not been announced at behest of any foreign party

A number of media outlets published reports suggesting that the Islamic Emirate
announced its ceasefire at the behest and pressure of some countries.

This assertion has absolutely no basis and we reject it. The three-day ceasefire for Eid
is the initiative of the Islamic Emirate announced for its own people so that the nation
may spend their Eid celebrations and festivities in a peaceful atmosphere. And a
message can be sent to the countrymen standing in the ranks of the enemy that if they
were to end aiding the infidel invaders and fighting their Muslim nation, the Islamic
Emirate will hold them in their generous, warm embrace. There exists no other reason
besides this and is not at the behest of anyone.

KABUL (Pajhwok): Top cleric at Jamia Haqqania seminary in Pakistan has said they
prevented naming the Taliban in the joint declaration issued after an ulemaconference
in Indonesia.

In a video clip on social media, Maulana Anwarul Haq said the trilateral conference in
Indonesia was a consultative event where religious scholars from the three countries
offered their suggestions about the conflict in Afghanistan and no specific group had
been named in the declaration.

In its declaration, the ulema conference supported President Ashraf Ghani’s peace
offer to the insurgents and urged all sides of the conflict to join direct talks.

Pakistani ulema who took part in the daylong event in Jakarta said no group had
been named in the declaration.

Haq said they did not demand a halt to the ongoing conflict in Afghanistan. “The
problem will persist until the dead carcass remains in the well,” he said without giving
details regarding the dead carcass.

Haq said: “All the ulema were happy after my speech and told me that I spoke in the
support of the Taliban and regarded them as victorious.”

Another Pakistani cleric Maulana Mohammad Idrees said some problems existed
between Afghanistan and Pakistan and consultations held in this regard at the meeting
in Indonesia.

It is worth mentioning that the Taliban had been invited to the conference, but the
group not only rejected the invitation but also showed opposition to the event.

In the name of Allah the Most Merciful, the Most Compassionate.

“...If you differ in anything among yourselves refer it to Allah and His Messenger if
you believe in Allah and the Last Day: that is best, and most suitable for the final
determination.” (An-Nisa: 59)

We, Ulema from the Islamic Republic of Afghanistan, the Republic of Indonesia, and
the Islamic Republic of Pakistan have gathered in Bogor, 11 May 2018 / 25 Sya’ban
1439 H to discuss the current challenges faced by our Muslim brothers and sisters in
Afghanistan and other parts of the world.
Guided by the principles of solidarity and unity, as well as inspired by the spirit of
brotherhood or ukhuwah, we reiterate our commitment to help nurturing peace in
Afghanistan and the Muslim world.
Considering that for decades, our brothers and sisters in Afghanistan have suffered
from long and arduous trials and tribulations. Despite all hardships, they never lost
hope in their struggle for peace. They continue to demonstrate the best quality of
human resilience and nobility as a strong nation and faithful Muslims.
Being driven solely by our solidarity for their struggle for peace and guided only by
the truth of the Holy Qur’an and the Sunnah in our endeavour, we express our
support for a peaceful and prosperous Afghanistan and deliberated on how Ulema
could play their role in establishing a conducive environment supportive to the peace
process.
Reiterating that the basis of our endeavour is to preserve the saff (Ar.) of our Ummah.
As in Salat (Ar.), Ummah should stand shoulder to shoulder. The Ulema should work
together to bridge the gaps existing among Muslim Ummah.
Reminding ourselves that The Almighty commanded us to “… Hold fast, all of you
together, to the rope of Allah, and be not divided among yourselves (Al ‘Imraan
3:103)” (Ar.). Let us now patch this gap, so that Allah's Mercy and Blessing shall return
forthwith.
Hereby agreed on the followings:
1. Islam is a religion of peace, tolerance, and ai’tidal (Ar.). The word of Islam derives
from the root word of saleema (Ar.) which means peace or salvation. The true
believers of Islam are bound and must project the quality of mercy and compassion.
2. The core message of Islam is centred upon the principle of peace, mercy and
compassion. We, therefore, support Paigham-e-Pakistan, Afghan declarations and
other peace initiatives about peace in Afghanistan by the Ulema from Islamic World
which favour peace, Islamic brotherhood, and denouncing violence and terrorism.
3. Peace is the commandment of Allah and Muslims have an obligation to follow this
injunction in their lives in letter and spirit. All conflicts and disputes among Muslims
should therefore be resolved in the light of Qur’an and Sunnah. We the ulema,
therefore appreciate and support the offer of the Government of Islamic Republic of
Afghanistan as announced by President Ashraf Ghani during the Kabul Peace Process,
February 2018 for peace and reconciliation in Afghanistan. We also appreciate
regional countries, Islamic world and the international community for expressing their
full support to Afghan Peace Process.
4. We take note of conducive environment for peace in Afghanistan and call upon all
sides to join direct peace talks, as peaceful deliberation is enshrined in the Holy
Qur’an, titled “The Consultation” (As-Shuraa’) (Ar.), and as hinted in the verse 38th
that Consultation is among the virtues of the faithful believers.
5. As the heirs of Allah’s Messengers, and as authoritative voice in interpreting the
Quran and Hadith, the Ulema play pivotal role in Muslim communities to uphold the
true nature of Islam (the true legacy of Prophet Muhammad, PBUH) as Rahmatan Lil
‘Alaamin. The Ulema therefore bear this huge amanah (Ar.) on their shoulder to
preserve high moral principles and promote Ukhuwah Islamiyah and Ukhuwah
Insaniyah.
6. The Ulema being the Waratsatul Anbiya (Ar.), have the obligations to promote
Islam’s universal values of peace, tolerance, social justice and Ai’tidal, as well as
encourage the adoption of these principles as benchmarks and guiding principles.
7. Ulema of the Islamic Ummah, especially from countries like Indonesia, Afghanistan
and Pakistan, having a deeper understanding of the difficult challenges facing the
Muslim countries, can play an active role in promoting peace and solidarity in the
Muslim world, especially in Afghanistan.
8. Ulema’s abled guidance and discourse based on the injunctions of the Holy Qur’an
and examples set by the Holy Prophet Mohammad, PBUH, whereby he always
preferred to adopt the ‘middle course’ (Wasath) (Ar.) in life, is the best course to set
the direction right for the Muslims. As ordained by Rasulullah PBUH (Al-Bukhari Vol.
8, hadith 470) “Do good deeds properly, sincerely and moderately; Always adopt a
middle, moderate regular course, whereby you will reach your goal (of paradise)”.
9. We reaffirm that violence and terrorism cannot and should not be associated with
any religion, nationality, civilization, or ethnic group, as violent extremism and
terrorism in all its forms and manifestations including violence against civilians and
suicide attacks, are against the holy principles of Islam.
10. As one family of Ummah, we support an inclusive peace process and stand ready
to contribute constructively to the process, while recognizing various efforts and
peace offers to find viable solutions for peace in Afghanistan. As stipulated in in the
following Nas (Ar.):
• Quran (Al Hujuraat:10): “The believers are nothing but brothers, so make peace
between two brothers and beware of Allah that perhaps you may be shown mercy”.
• Hadith at Tirmidzi “Shall I not tell you of something that is better than fasting,
prayer and charity?” They said: Yes. He said: “Reconciling between two people, for
the corruption of that which is between the hearts is the shaver (destroyer)”.
• Hadith of Rasulullah PBUH Him that the parable of the believers in their affection,
mercy, and compassion for each other is that of a body. When any limb aches, the
whole body reacts with sleeplessness and fever (Sahih Bukhari 5665 and Sahih Muslim
2586).
11. In this regard, we support the important role of Ulema of Afghanistan, Indonesia,
and Pakistan in promoting peace, harmony and brotherhood among the Ummah in
the light of Islamic teachings based on Qur’an and Sunnah.
12. We conclude by presenting our highest appreciation to the Government of the
Republic of Indonesia for its sincere support to initiate a process of cooperation
amongst the Ulema of the three countries and the Islamic world.

May Allah the Almighty bless our deeds.

Kabul-Afghanistan

In the Name of Allah the Most Merciful, the Most Compassionate

There is no doubt that current war and violence is imposed on the people of
Afghanistan and continuation of this longstanding violence will eventually lead to the
destruction of physical and non-physical foundations of the country.

In order to further discuss and understand the above fact, the High Peace Council
organized a gathering of 700 Ulema, religious scholars, clerics and prominent religious
figures from all over the country to participate in a two-day gathering titled “National
Consultative Ulema Conference on Peace” on 25-26 December 2017 in Kabul. All the
participants discussed the disadvantages of the current war and indicated that the only
victims of the ongoing violence are the Muslim and long-suffering people of
Afghanistan, and that the enemies of the country are taking advantages of its
continuation. After comprehensive discussions, the participating Ulema unanimously
issued following declaration:

We, the Ulema praise and appreciate the recent position of the president and
leadership of the Islamic Republic of Afghanistan about the first Qibala of Muslims
(Jerusalem). We believe that it was a decision on the basis of the religious and
national aspirations of the Afghan nation and a true representation of the desire of
the Islamic world.

As Peace is a divine order, a religious obligation and national basic need, we therefore
call upon parties involved in the ongoing conflict in Afghanistan to work for tolerance
and forbearance, and make their utmost efforts for creating an atmosphere of trust
leading to a just and lasting peace.
We acknowledge that war and Conflict provides a nurturing ground for foreign
intelligence games, international terrorist groups and drug–trafficking mafia. But
through peace, we could put an end to all the atrocities and presence of foreigners.
Recommendations to the Government of Afghanistan:
1. Considering the recommendations of this consultative conference, the
government of Afghanistan as a true representative of the people should be more
tolerant and patient towards Taliban.

2. For creating and atmosphere of trust, the government should avoid using harsh
words and labeling Taliban, and at the same time should not focus on policies that
escalate and intensify conflict and eliminate opportunities for peace.

3. For educating people, changing public perception and building a national


consensus, we ask the government and the HPC to continue their consultations with
all the people including politicians, tribal elders, women, youth and people with
specific expertise.

4. The government should strengthen its fight against moral and administrative
corruption and we, the Ulema support the government in this regard.

5. Afghanistan National Defense and Security Forces (ANDSF) who make numerous
sacrifices for protecting our national sovereignty, territorial integrity, our faith and
religious values as well as our national interests are the true protectors of our nation.
They should maintain their impartiality and professionalism and remain apolitical. We
want an army and a police force that really protect our people without any tribal,
ethnic, lingual and partisan discrimination and favoritisms.

6. Justice and judicial institutions should undergo a comprehensive reform process


and must be completely reliable, clean and impartial, and as Ulema of the country,
we strongly support the government's reform agenda.

7. While acknowledging the freedom of expression, we strongly urge manipulative


media outlets to be controlled and no any programs that are in conflict with our
religious, cultural and national values should be allowed to air and broadcast.

8. The Government should address all those concerns that Ulema have about
Mosques, Madrassahs, places of worship and other religious centers and at the same
time, harassment and persecution of Ulema should stop. A joint committee/council
should be established to address issues related to mosques, madrassas and other
religious centers.

9. Government authorities and officials in some areas persecute and harass Ulema
and ordinary people by resorting to arbitrary actions. These types of actions should
be seriously refrained from and the government should take measures for trust
building.

10. The government should address the causes of the intensification of conflict and
violence such as narcotics trafficking, illegal mining and smuggling alcoholic beverages
by taking serious actions.
Recommendations to the Taliban:
11. The Taliban should positively respond to and respect the aspiration of the
people for a peaceful country through engaging in negotiations with the government
and should put forward their demands on the negotiation table.

12. The Taliban should avoid fighting, planting IEDs and blowing up suicide bombs
in the public places; they should stop killing innocent people and destroying public
properties. They should protect all those national projects that the survival and
prosperity of our nation is dependent on.

13. Taliban should remove all those elements from their ranks and files that have
ties with international terrorism and have no any respect for Islamic and Afghan
values.

14. Respecting the recommendation of this conference, Taliban should introduce a


group of pious Ulema for negotiations who have a vision for peace and future of the
country.

15. Looking to the peace agreement with Hezb-i-Isami, Taliban should also
renounce violence and should not provide ground for the continuation of the
presence of international forces. It is obvious that continuation of violence could lead
to the negative interference of the regional countries.

Recommendation to Politicians, Ulema, CSOs, Tribal elders and Women


16. Every Afghan is equally responsible to fight against extremism and make their
utmost efforts for bringing about a just and dignified peace.

17. Everyone should prefer national interests over personal, ethnic, partisan, tribal
and ethnic interests and should work for a unified Afghanistan.

18. All the people should work together with the government and Ulema to tackle
the issue of moral and administrative corruption.
Recommendation to the International Community and Regional Countries
19. For enduring peace and stability, the international community should continue
supporting and equipping the ANDSF.

20. We call upon all the friendly countries to make honest and sincere efforts in
resolving the Afghan conflict.

21. The international community should support intera-Afghan negotiations and


should respect the will of the Afghan people for restoring peace and stability in the
country.

22. From the Islamic and traditional point of view, Afghans give priority to good
relations with neighbors. At the same time, we call upon our neighboring countries to
reciprocate by stopping interference in our domestic affairs and assist us in supporting
intera-Afghan talks.

23. We ask the Ulema in our neighboring countries to play a positive role in the
Afghan Peace process and refrain from making inflammatory statements that cause
intensification of war and division among Muslims.
24. We call upon the Organization of Islamic Conference (OIC) to perform its
Islamic duty as far as peace in Afghanistan is concerned and support the Afghan
people in this regard.
Recommendation to the High Peace Council
25. While appreciating the initiative of convening this auspicious conference, we ask
the High peace Council to continue and expansion its consultation throughout the
country so that eventually all Afghans witness the realization of their hopes for peace
in the country.

26. The HPC should organize and convene and international Ulema conference for
peace.

27. The HPC should remain and independent and apolitical entity so that it could
become a trustworthy mediator.

With what proof did palace scholars abrogate Jihad against warring infidels?

Media reported that a blast took place yesterday in Bagh-e-Bala area of Kabul city
targeting a gathering of those Ulama (religious scholars) that was convened by the
High Peace Council and the number of participating scholars from 400 districts of 34
provinces around Afghanistan was estimated to have reached nearly three thousand.

The most astonishing part of all this was that everyone learnt about this historic
conference only after reports about a blast were circulated by media outlets.

It is the habit of Kabul to propagate and exaggerate more than what it actually does.
Whenever it seeks to even do anything minor, it will launch a propaganda blitz so
intense that everyone will be taken aback. They talked about the Indonesia
conference for more than half a year before sending a meager 20 scholars to the
gathering who returned back to their home country disappointed.

But when a historic gathering of around 3000 scholars supposedly from every corner
of the country is to be convened and yet everyone is kept in the dark from start to
finish, this simply raises eyebrows. Can this be the same game being played by the
High Peace Council who dressed ten year old boys in Chapan (long traditional coat),
handed them hunting guns and masqueraded them as Taliban fighters in Baghlan
province?

If you remember the High Peace Council also called for a conference of Ulama last
year. When the participants labeled foreign troop presence as the most urgent matter
of discussion, the secretary of High Peace Council (Akram Khpalwak) censored the
final declaration, addressed the media about the event by himself and barred any
other scholar from talking to any channel.

Many people like myself are 100% sure that neither were scholars invited to the
conference nor did any scholar partake in the event. The only ones that did
participate were the white bearded turbaned faces that are registered in the Ministry
of Hajj and Religious Affairs. They convened a meeting under the name of Ulama
where an effort was made to legitimize the illegal occupation and abrogate the
legitimate Jihad against it and shared the final 26 page declaration with the media.

Anyhow…

This 26 page declaration by the supposed ‘Ulama’ failed to ever point to the
occupation and aggression of infidel forces, their imposing military presence and the
countless war crimes committed against the innocent people. The declaration has only
addressed the Taliban, all their actions are deemed illegal, called for an end to Jihad
against the invaders and demanded that Taliban accept occupation in a similar fashion
to themselves. The entire declaration has focused on depicting Jihad as Fasad
(corruption) and tried to bestow legitimacy on the occupation by not addressing it
whatsoever.

For such a purpose they have quoted a number of ayat (verses of Quran) and ahadith
(sayings of the Prophet Muhammad (SAW)) but their arguments are such that they
themselves either do not know their meanings or they have chosen the path of
scholars of Bani Israel by twisting it for meager gain or have adopted willful
ignorance.
For example the fatwa states that Jihad against the Kabul regime is illegitimate
because the constitution is derived from Shariah, religion of Islamic Republic of
Afghanistan is Islam and Afghanistan, an Islamic Republic, is independent.

This argument is based on completely ignorance. Do the Taliban care if you have
written Islamic Republic or something non-Islamic next to Afghanistan? Taliban have
launched their Jihad against warring infidels (America and NATO) in defense of their
religion and homeland in accordance with the individual obligation verdict of the
Holy Quran. It is the explicit demand of Islam and Afghan culture that if someone
violates your sanctity, defensive Jihad becomes an individual obligation upon all
citizens.

Turning a blind eye to this urgent matter shows the clear ignorance of the supposed
Ulama.

Willful ignorance means when someone know the actual question but decides to talk
about unrelated issues to in order to fool his audience.

Another argument presented in the fatwa through which Jihad is abrogated against
the invaders and their backers is:

All verdicts of the Judiciary of the Islamic Republic of Afghanistan are based on clear
Shariah of Muhammad (PBUH).

Like how Bagram and Pul-e-Charkhi prisons have been filled with innocent Muslims
over the last 17 years through the decisions of this very same body because their only
crime was that they waged Jihad against the troops of Pentagon. Is this what they call
trialling with the clear Shariah of Muhammad (PBUH)?

All in all, no article of the declared fatwa actually corresponds with Islamic principles
or Afghan honor and customs. Islam and Afghan culture both demand that if
someone were to violate your sanctity, it becomes an obligation upon you to struggle
and defend your home from the aggressor. But the supposed Ulama are calling
Mujahideen towards surrender and are bestowing legitimacy upon the occupiers by
not addressing them at all.

It is clear that the current war is not a war between two Muslim parties (Afghans) but
holds the status of defensive Jihad (individual obligation) against warring infidels.
Jihad is also obligatory against their domestic supporters and puppets of who call
themselves Muslims as commanded by many Islamic texts.

Truth shall remain Truth and no one can ever depict it as Falsehood.

This legitimate Jihad began with the fatwa of hundreds of scholars and backing of the
entire nation during the absolute rule of the Islamic Emirate, and it is on its way to
reaching its destination.

Abrogating religious commands with such exhibitory efforts will not only fail in
bestowing legitimacy upon the invaders and their stooges but it will serve to expose
them even further because poking this issue only draws the interests of people who
are unaware and arouses their interest.

The fatwa declared by the Peace Council under the name of Ulama is full of ignorance
and distortion from start to end and has endeavored to skip past the main issue.
Everyone has understood that this is part of the plot of the US embassy that shall most
certainly meet failure.

Ceasefire by Islamic Emirate has not been announced at behest of any foreign party

announced its ceasefire at the behest and pressure of some countries.

This assertion has absolutely no basis and we reject it. The three-day ceasefire for Eid
is the initiative of the Islamic Emirate announced for its own people so that the nation
may spend their Eid celebrations and festivities in a peaceful atmosphere. And a
message can be sent to the countrymen standing in the ranks of the enemy that if they
were to end aiding the infidel invaders and fighting their Muslim nation, the Islamic
Emirate will hold them in their generous, warm embrace. There exists no other reason
besides this and is not at the behest of anyone.

In the name of Allah, the Most Merciful, the Most Compassionate

All praise be to Allah. We praise Him and seek His help and forgiveness. We also seek
His refuge from the evils of our inner selves and from our wicked deeds. Whoever is
guided by Allah, there is none to mislead him and whoever is left by Allah in error,
there will be none as guide for him (except Allah). I testify there is no god but Allah.
Alone is He and has no associate and I testify that Mohammad is His Servant and
Messenger, peace be upon him and his family and companions, and those who follow
his footsteps and cling to his Sunnah until the Day of Reckoning.

Allah the Almighty says: And when the believers saw Al-Ahzab (the Confederates),
they said: “This is what Allah and His Messenger (Muhammad ) had promised us, and
Allah and His Messenger (Muhammad ) had spoken the truth, and it only added to
their faith and to their submissiveness (to Allah) – (Al-Ahzab: 22)

Honorable Muslims, believing countrymen and Mujahideen

May peace and blessing of Allah be upon you all!

First of all, I would like to extentd my felicitation to you all on this auspicious day of
Eid-ul-Fitr and wish you a blessed Eid! May Allah (SwT) accept in His Sight your
fasting, worship and all good deeds, Ameen!

I also congratulate you all on the latest Jihadi conquests in these joyous days of Eid-ul-
Fitr. Following the launch of Al-Khandaq Operations, the Mujahideen have liberated
many district centers and vast areas around the country. All praise belong to Allah,
Allah (SwT) blessed the Mujahideen with steadfastness and perseverance in the face of
all enemy offensives and defeated the ruthless and murderous strategy of the
American invaders. May Allah (SwT) accept in His Sight the struggles, sacrifices and
martyrdom of martyrs of the believing nation and Mujahideen, may He (SwT) grant
the wounded a swift recovery and may He (SwT) bring about the means for the
rescue and freedom of the imprisoned Mujahideen, Ameen O Lord of the Worlds!

My Muslim Brothers and Sisters!

Our Jihad against the occupation follows and conforms will all the principles of our
religious, intellectual and humanitarian laws. The summary of our outlook is that our
Muslim nation reserves the right to live a free life under the shade of an Islamic
government that adheres to their Islamic ideology. But the arrogant Idol of today
(America and her allies) seek to force their own ideology upon us, retain our country
as a military garrison through the means of occupation and usurp our most
fundamental right of life (freedom). The American invaders have not desisted from
any brutality and severity in pursuit of subduing our nation. They bomb our villages,
cities, mosques, madrassas and other events, murder innocent civilians, forcibly
displace them and torment thousands of Afghans through unimaginable torture in
prisons. And they have afforded themselves judiciaryl exemption amnesty as well so
that they may not be held accountable to anyone. On top of this, they want to
spread new provocations, immorality, discrimination and conflicts in the country, loot
our precious mineral wealth, create new armed groups for their own colonial goals
and seek to use our homeland as a rival post against our neighbors and the entire
region in general. If the American invaders were given the opportunity to succeed in
implementing this dangerous policy then the entire region and specifically our own
country and people would be embroiled in such misery and hostilities that all
pathways of salvation would be lost.

The only path to rescuing ourselves from all these calamities is for all American and
other occupying forces to leave our country and for an independent, Islamic, intra-
Afghan government to take root. Our Jihad began for this exact purpose and in
conjunction to our armed Jihad, we have kept the doors of understanding and
negotiations open to reach this objective and appointed the Political Office of the
Islamic Emirate as the exclusive avenue of activity in this regard.

If the American officials truly believe in a peaceful end to the Afghan imbroglio then
they must directly present themselves to the negotiation table so that this tragedy
(invasion) – the destructive effects of which mainly harm the American and Afghan
people – can be resolved through talks. The biggest mistake on part of the American
officials is that they approach every problem with stubbornness but force cannot yield
results in every case.

We as a Muslim nation reserve the right to force the invaders out of our homeland
through every means necessary. If our Jihad against the British and Soviets was
deemed legitimate yesterday then our Jihad against the American occupation is
similarly lawful and legitimate. There is no logical reason to reject the occupation of
yesterday and accept the occupation of today.

My message specifically to the Ulama (religious scholars) of Afghanistan is that


America and her allies have been defeated in nearly every aspect of this war therefore
they are currently seeking to use the name of Ulama (scholars) for their vested
interests. They want to stain the unblemished reputation and history of scholars and
damage the honorable status that occupies a special place in the hearts and minds of
our people. Hence the noble scholars must remain vigilant and (Allah forbid) do not
give them the luxury of misusing your participation in international conferences to
divert attention from the occupation of an Islamic land and distort sacred Jihad
derived from the texts of Quran and Hadith as civil war.

Afghan Mujahid Nation!

Since the occupying enemy is facing defeat in every battlefront against you, it has
therefore kept propaganda war alive against the Mujahideen through their media.
They sometimes label the Mujahideen as terrorists and at others attribute our rightful
struggle to foreign parties however the constant reality remains that Mujahideen are
your own brothers and sons and the protectors of your religion and land. No matter
what the enemy media continues to propagate, the reality must be crystal clear as you
remain witnesses to everything. Do not believe what the media says rather rely on
your own intellect and acumen. The Mujahideen of Islamic Emirate only want that
your lives are radiant with the commands of the Holy Quran and you are provided
with quality education, Shariah based system, freedom, dignity, honor, peaceful life
and the future generations rescued from the damning effects of the disbelieving
occupation. We consider both religious and modern sciences essential for the success
of Afghans and Afghan society. With the help of Allah (SwT), we have established
exemplary peace in areas under our control and have taken steps for the ease,
education and progress of the people with all available means at our disposal. And
we also assure our nation about a bright future for our country accompanied by
peace and prosperity, Allah willing.

In order that our country becomes self-sustainable, job opportunities increase, local
economy strengthens and avenues of earning a halal (lawful) living multiply, we
invite all our wealthy countrymen and brethren businessmen to promote agriculture
and livestock farming and build factories throughout Afghanistan, specifically in areas
under Mujahideen control and in return, the Islamic Emirate shall aid you in every
endeavor.

The Islamic Emirate treats the matter of civilian casualties as a serious and fundamental
issue. We reassure our nation that we have done our utmost in its prevention and will
continue to do so in the future.

Taking the life of an innocent human being is the gravest sin in Islam after disbelief,
and no person of Iman (faith) would ever willfully commit such an evil. Our
Mujahideen – who have chosen the harsh life of Jihad for the pleasure of Allah (SwT)
– will never deliberately perpetrate a crime that draws the deep displeasure of Allah
Almighty. The reality of the matter remains that nearly all civilian tragedies are
deliberately carried out by the invaders or by groups that work under the shadow of
occupation and are created and funded to weaken and defame the Jihadic struggle.
Therefore the people should remain vigilant and ponder deeply over the nature and
modality of events and not lend any attention to enemy propaganda.

Our message to all the soldiers, civilian and military personnel working with the
enemy is that you are the sons of this land and all your parents and predecessors were
Muslims and the followers of Quran and Islam. There is no legal basis for you to fight
your own Mujahid nation under the command of the most ardent enemies (invaders)
of our religion Islam and Quran who have occupied our land and are committing
atrocities against our people. Our only contention with you is on this point. If you
abandon aiding the invaders, you are our brothers. Mujahideen – just as they daily
welcome soldiers leaving enemy ranks throughout the country and look after and
medically tend to prisoners of war – will also assure protection of your life and
property. Hence you must also begin taking steps for the salvation of your worldly
and eternal life. Peel away from the ranks of the invaders before losing your lives in
the service of the Americans.

The transfer of US embassy to the city of Baitul Muqaddas (Jerusalem) is a move that
only serves to further expose the absolute hatred of American officials towards Islam,
the Islamic Ummah (nation) and Islamic sanctities. We condemn this action in the
strongest of terms, consider the issue of the first Qibla (Al Aqsa mosque) of Muslims as
an issue of the entire Islamic Ummah and believe that the city of Baitul Muqaddas will
continue to remain an integral part of the Islamic world.

My final message directed towards the Mujahideen and local leaders is that you must
conduct your responsibilities – whether military or civilian – with complete passion
and sincerity.

All areas of the country where Mujahideen administration is active is a crucial test for
the Mujahideen of whether or not you will establish Islamic Justice and help the
nation in accordance with your slogans and claims.

All of us are held responsible in the Sight of Allah (SwT) because each one of us will
be answerable for our own duties and conduct towards subjects under our
jurisdiction. Allah (SwT) is Al-Khabeer (The Acquainted) and nothing escapes His
knowledge. Our dealings must purely be for Allah (SwT) and should serve the
creation of Allah (SwT) purely for His (SwT) sake in the most beautiful fashion
possible. Like courteous manners, lenient behavior, humility and softness towards the
people should be adopted as our main traits.

The Prophet Muhammad (peace be upon him) told Ma’az ibn Jabbal (may Allah be
pleased with him):

‫كنت حيثما هللا إتق‬, ‫حسن بخلق الناس خالق و تمحها الحسنة السيئة إتبع‬. ‫حسن حديث وقال ترمذي رواه‬

Fear Allah wherever you may be. Do good after every bad to erase it, and deal with
people in a courteous manner – Tirmidhi and classified as Hassan

All those in authority should view service and giving due rights to their subjects as
their responsibility. The Prophet Muhammad (peace be upon him) has said:
‫رعيته عن مسئول وكلكم راع كلكم‬، ‫رعيته عن مسئول وهو راع فاإلمام‬، ‫عن مسئول وهو أهله في راع والرجل‬
‫البخاری رواه – رعيته‬، ‫مسلم و‬

Each one of you is a shepherd and responsible for his flock. Imam (leader) is a
shepherd and will be asked about his subjects. A man is a shepherd of his family and
will be asked about his subjects. (Bukhari and Muslim)

To end, I once again extend my felicitation on the occasion of Eid-ul-Fitr and call on
all the Mujahideen and common people to not forget about their poor neighbors, the
orphans, widows, needy Muslims and families of prisoners during the celebration of
Eid. Extend a helping hand towards them so that they may also participate in Eid and
not feel excluded from these festivities.

Nicholson’s Election and the peculiar process of Registration

Kabul Puppet administration has announced parliamentary and district council


election process on 14th April, 2018 with nomination beganing with Ashraf Ghani.
Meanwhile Ashraf Ghani, head of the Kabul administration’s Arg, also called on the
Taliban to attend and participate in their election.
However the Taliban have responded to that saying: “The Islamic Emirate’s first
priority is to save the country from the invaders, and like the other rights, retake the
usurped right of elected and appointed political leadership back from the invaders”.

Apparently there is no legitimacy of conducting elections in the presence of thousands


of foreign troops in the country. It is obvious to everyone that both important
military and political decisions are made by the invaders and eventually, power will
be handed over to those who have already been chosen by the White House and
Pentagon.

In this way the Muslims and Mujahid nation – instead of participating in it – need to
boycott this counterfeit process conducted in the name of election and fulfil their
religious and national obligations for the attainment of independence and national
sovereignty.

Following Taliban’s statements of non-interested in parting of elections, media


reported that the registration process for electoral purpose seems disrupted to the
extent that senior officials are seriously concerned about.

This is because the number of people who are visiting electoral centers for registration
purposes is minimum, while some centers have still not been visited by a single
person.

The IEC (Independent Electoral Commission) officials have told media that only
12000 people have registered their names for registration purpose in past three days
throughout Afghanistan. It is said that the registration process will continue for two
months, and if the count remains steady, only 390000 people will be able to register
their names in two months of registration.

However if the process is even accelerated by 100 percent, only a half million people
will be participate in this process, which will represent an estimated 30 million
population of Afghanistan.

Meanwhile military attacks by the Mujahideen throughout the country seem to have
been so effective and tactical that the enemy moral has plunged to a new low. Today
the senior commander of Kandahar’s Quick Reaction Force Unit (Janan) was killed in
the center of Kandahar city at a time when the United States Chief General Nicholson,
along with his internal puppets, were on a visit to Kandahar to encourage civilians to
participate in the supposed election.

Nevertheless no one came to the registration center nor did anyone believe in his
false lies. Instead at the heart of the city, the Quick Reaction Force commander was
killed in the broad daylight. This is a message that every member of higher authorities
including Trump, Nicholson and National Security have failed to preventing such
incidents.

So all these evidences show that the ongoing fake election process will expose the
enemy and they will be humiliated exactly the way they faced humiliation in similar
false processes over the past.

In the recent past, the American President Trump has directed their forces to
indiscriminately kill the kith and kin of those Afghans who resist against the American
forces.

This behavior is a clear and grave violation of all war and other human rights
conventions, agreements, norms and treaties.

It was already and recurrently manifested by the Islamic Emirate that the American
forces and their trained internal soldiers have been deliberately attacking, killing and
injuring civilian people for the last 17 years, and this felony is incessant. But it is
regretful that our Mujahidin have been held responsible for most part of these civilian
losses and casualties by the international and other human rights organs, and
unsubstantiated reports have been regularly published in this regard.

As the American forces are blatantly ordered and directed by the American President
Trump to massacre the civilian people, it certainly establishes how the American
occupying forces and their leaders are indifferent about humanity as they regard
killing of innocent common people an insignificant issue.

According to us, this phenomenon and perception have been provoked by all those
reports published by human rights and other international organs in which an effort
has been made to exonerate the felonious of American forces, and this process
continues unabated.

The Islamic Emirate, through its organ for the Prevention of Civilian Losses and
Casualties, puts the following queries to be elucidated by your organization, thus
fulfilling your collective responsibility.

The American authorities should be asked a clarification on a high level about their
forces who are directed to indiscriminately kill the families of those people who resist
against them, including women and children who are definitely civilian people.

If these felonies are perpetuated by the American forces in future, all international
human rights and other organs should adopt a clear stance against them.

While drafting and releasing the reports of human losses and casualties, the concerned
organs should abide by the fundamental rule of impartiality and should avoid
providing chances of further felonies to the perpetrators by acquitting them from the

The attacks on the graduation ceremony of Huffaz (Quran memorizers) and the
widespread casualties to students and religious scholars in Kunduz province are the
clear evidences of the Kabul regime’s hostility towards the religious rites. The Kabul
regime has destroyed many schools and mosques in different provinces of the
country, martyred and detained religious scholars and students and threatened them
in various ways.

With the beginning of American invasion in Afghanistan, attacks on madrassas


(religious schools), mosques, religious scholars, students and even the followers of
religious studies increased as thousands of scholars and students were martyred,
tortured, detained and threatened purely for teaching and learning religious studies.

After Ashraf Ghani joined the Arg, the number of attacks on religious sites and figures
especially madrassas and religious scholars proliferated. The latest example of which is
the tragic incident that resulted in the widespread massacres in Dasht-e-Archi district’s
Hashimiya Madrassa, Kunduz province.

In addition to the military attacks, propaganda efforts also increased with the arrival
of Ashraf Ghani. Atmar, the National Security adviser to Ashraf Ghani, while his visit
to India called Madrassas the nests of terrorism and has asked international assistance
in eliminating them. Ghani and Atmar have started and are funding specific
newspapers and websites working against religious scholars, seminaries and Islamic
culture. They have rented some high profile journalists and writers to ridicule and
diminish the role of religious values and religious scholars.

The Dasht-e-Archi tragedy which resulted in the killing and wounding of hundreds of
scholars, students, huffaz, and common Muslims has unveiled the bigoted face of the
enemy, though the invaders and their internal mercenaries proclaim that they are not
hostile towards the education, scholars, students, madrassas, and mosques but are
only fighting against the terrorism, nevertheless, the enemy has constantly proved its
hostility against religious sites and sanctums.

The Afghan nation will never allow religious leaders, schools and mosques to be
targeted and destroyed, they will protect their values and religious rites, will eradicate
the wicked plans of foreign and domestic enemies of religion and homeland with the

March 2018 was as usually fraught with magnificent Jihadi achievements and progress.
During this month one more district was liberated and captured by heroic Mujahidin
of the Islamic Emirate, while numerous fatal attacks were carried out against the
enemy. In this month, once again the foreign occupying forces went to the battle
fields as fresh invading forces were sent to Afghanistan. All these and various other
issues are elaborated in the following lines:

Losses and casualties of the foreign occupying forces:

Several meticulous and fatal attacks were carried out by the heroic Mujahidin of the
Islamic Emirate against the savage foreign invaders in March, in which severe losses
and casualties were inflicted on them.

On Saturday 3rd March, a convoy of the foreign occupying forces was brought under
attack in the ninth security circle inside Kabul, in which several foreign soldiers were
killed and wounded.

On Saturday 17th March, another fatal attack was carried out against the foreign
invaders inside Kabul, in which several of them were killed and wounded.

Although these attacks were confirmed by the deceitful enemy, but they did not
admit the losses and casualties suffered by them. In this way the total number of
foreign soldiers killed inside Afghanistan remained unaltered i.e. the same 3548
casualties.

Losses and casualties of the internal mercenary forces:

Reports show that the amount of losses and casualties has significantly increased
among the ranks of the internal mercenary forces in the recent past. Though the exact
numbers are not available due to the widespread operations of Mujahidin throughout
the country, but on the average, more than ten stooge forces were killed per day in
various Mujahidin’s attacks.

On Wednesday 7th March, the director of ‘Pilgrimage and Public Trusts’ for
Nangarhar province was assassinated by some unknown men. He used to speak ill of
Mujahidin and favored the savage foreign occupying forces.

On Wednesday 28th March, the stooge security commander for ‘Shiva’ district of
Nangarhar province was killed by Mujahidin.
On Friday 30th March, a provincial member of the puppet council of Kunar province
was killed in ‘Wata-Pur’ district of this province.

Losses and torture of the civilian people:

Torture and vexation of the civilian people and their losses and casualties have
significantly increased. Both the savage foreign occupying forces as well as their
internal mercenaries have turned their attention to ruthlessly harm the oppressed
people of our country. Complete details in this regard can be read in the monthly
reports of ‘Civilian losses and casualties’ which are regularly published on ‘Alemarah’,
the official website of the Islamic Emirate of Afghanistan. Here in the following lines,
some of these incidents are elaborated as a handful out of a heap:

On Sunday 4th March, four members of one and the same family were relentlessly
martyred by the stooge campaign forces in ‘Nadar-Shah-Kot’ district of Khost
province.

In the meanwhile, media reported about widespread demonstrations of civilian


people in the central Ghazni province. These demonstrations were launched to
protest against the cruelties and brutalities of the local unrestrained Arbaki militiamen,
which continued for several days. Instead of fulfilling their demands and healing their
wounds, the stooge provincial authorities ordered the local mercenary forces to
disperse the demonstrators by force, in which several civilian people were killed and
wounded.

On Sunday 4th March, the Radio Liberty, which always blows the trumpets of the
savage foreign occupying forces, admitted by reporting that all the victims of recently
launched military operations of the mercenary forces supported by their foreign
invading masters in Kunduz province were innocent civilian people.

On Thursday 8th March, media reported that three health clinics were destroyed by
the savage foreign invaders in collaboration with their internal mercenaries in Paktika
province.

On Saturday 17th March, once again the innocent civilian people in ‘Chaprihar’
district of Nangarhar province were indiscriminately targeted by the savage foreign
invaders. At least nine villagers were martyred in this brutal attack.

On Thursday 29th March, a graduation ceremony in a madrassa (an educational


institute) was brutally attacked by the savage foreign occupying forces in Farah
province, in which a number of teachers and students were martyred and injured.

On Friday 30th March, media reported that nearly thirty five civilian houses were
demolished by the internal mercenary forces in ‘Maidan-Wardak’ and ‘Badakhshan’
provinces. Moreover, reports of demolishing several residential and commercial areas
in ‘Takhar’ province were also received.

Mansoori Jihadi operations:


On Thursday 1st March, severe fighting erupted between the heroic Mujahidin of the
Islamic Emirate and the mercenary commando forces of the stooge regime in ‘Darqad’
district of Takhar province, in which 13 commandos were killed and 15 others were
injured. Eventually the enemy took to their heels from the battle field.

On Saturday 3rd March, a convoy of the savage foreign invaders was brought under
a meticulous attack by Mujahidin in ninth security zone in the heart of Kabul, in
which several foreign soldiers were killed and injured.

On Sunday 4th March, five villages were liberated and controlled by Mujahidin after
a widespread operations against the mercenary forces in ‘Doaab’ district of Nuristan
province.

On Wednesday 7th March, the central security headquarters and a check post on the
main road in ‘Boldak’ district of Kandahar province were brought under a huge attack
by Mujahidin, in which several enemy forces were killed and wounded.

On Friday 9th March, a main center and twelve military posts of the mercenary forces
were captured by Mujahidin in the wake of a severe attack in ‘Khawaja Ghaar’ district
of Takhar province.

On Saturday 10th March, the province council of Farah province reported and
confirmed that thirty mercenary commandos were killed and six policemen were
injured in a bloody battle in this province.

On Monday 12th March, ‘Anar Dara’ district in Farah province was controlled by
Mujahidin.

On Saturday 17th March, another fatal attack was carried out by the courageous
Mujahidin of the Islamic Emirate on the savage foreign invaders in Kabul city, in
which a number of foreign forces were killed and injured.

Besides these, hundreds of other major and minor attacks were carried out by
Mujahidin against the foreign occupying forces and their internal mercenaries, which
can be found and followed and various other Mujahidin’s publications.

Re-deployment of foreign occupying forces:

On Sunday 4th March, the NATO foreign occupying forces reported about the
deployment of fresh forces in frontlines in Farah province. But they could not resist
against the fatal blows of our heroic Mujahidin for long and absconded from the
battle field on Monday 19th March.

On Tuesday 6th March, the daily Kabul News reported while quoting a political
analyst named ‘Alekseronkove’ that the internal mercenary Afghan forces are used as
shield by the wicked foreign occupying forces in the battle fields.

On Thursday 8th March, it was reported that Germany is going to send additional
troops to Afghanistan. The report added that Germany intends to increase the
number of its forces to 1300 soldiers in this war stricken country.
And at the closing day of March, a fresh brigade of the American occupying forces
was deployed in Afghanistan. Though the exact number of these troops was not
revealed, but usually a brigade comprises of two thousand armed soldiers.

Safeguarding the American interests:

In the recent past, some stooge politicians used to argue that the ongoing war inside
Afghanistan is an inter-Afghan fighting and has nothing to do with foreign forces. But
this perception was clearly denied and overturned by General Nicolson, commander
of the foreign occupying forces. He announced on Thursday 1st March that foreign
troops are here to safeguard the vested malicious interests of America inside
Afghanistan and the region.

concerned about the significant increase of infiltrated Mujahidin in various ranks of
the mercenary army and other security forces.

Educational Institutions or Military Barracks:

The Islamic Emirate of Afghanistan has left no stone unturned to open and inaugurate
educational institutes throughout the country, particularly in the areas controlled by
Mujahidin. In this connection, several practical steps were taken and even agreements
were reached out in some cases with the educational departments of respective areas.
But, on the contrary, the stooge enemy is consistently taking undue advantage by
using educational institutions as their military barracks in various parts of the country.
On Sunday 25th March, the educational directorate of the stooge setup in Helmand
province reported that several schools in this province were occupied by the

and interfering in all the internal and external matters of our country.

The two major propaganda media networks (Radio Liberty and BBC) working for the
United States invasion and their controlled Kabul administration have reported that
for the last few days, a number of civil society activists have erected protest tents in
Helmand province and demanded Taliban make peace, otherwise they will not end
their rally.

Does this mean that since 2011, the Humvees rolling on the grounds of Afghanistan
and B52 air crafts roaming the air space of Afghanistan are owned by the Taliban? Are
Taliban the ones who are bombing the people of Afghanistan every day, raiding their
homes day and night, martyring them, imprisoning them, violating their honor and
attacking them with Mother of the Bombs? Are Taliban the ones who have invaded a
country and occupied it from Americans? Or are the Americans and their puppet
guilty of such things???

The facts are as clear as daylight that Americans have used their power and terror
against the people of Afghanistan for almost two decades but unfortunately to them,
they have not managed to colonize the sacred land of Afghanistan or defeat its
faithful Mujahid nation (Afghanistan) and have finally succumbed to extreme despair
especially after the failure of the recent war strategy of Trump. They are now
absolutely clear victims of bewilderment and that is the reason behind the launching
of false peace dramas since the beginning of 2018 to somehow prevent the inevitable
defeat and force Mujahedeen to surrender in the name of peace.

Therefore the semi-recognized group sometimes presents a variety of proposals in the


garb of Peace. Other times they strive to find legitimacy against the Jihad by using the
name of religious scholars and every now and then congregate sessions like Tashkent
Conference for show in order to legitimize the American invasion under the name of
peace.

In fact these entire schemes are conducted in direct guidance of occupiers and none of
them have been planned for the welfare of Afghanistan.

If the peace sit-ins of Helmand are truly a nation’s voice, the Mujahedeen would
definitely welcome it most cordially. However these rallies should be heading
towards the air base of Shorab or Shandid or Kandahar or Bagram and demanding
the withdrawal of foreign forces, stopping of bombings and interference in our
internal matters, and ending forceful takeover of our land and airspace, which are our
basic human rights.

They should tell the occupiers that you have not given us anything other than bombs,
missiles, deaths, injuries, destruction and dishonor since last 17 years.Leave us alone,
our nation does not want you, and with your withdrawal, the main cause of war and
miseries will be come to an end.

The rally participants should be aware that the enemy must not use them for their evil
goals. They should be aware of the root cause of problems arisen in Afghanistan? And
what and who are the main obstacle to peace? If everyone understands this fact, they
will surely understand the easiest path to bringing peace.

Do not let the enemy use the Helmand peace-loving protesters by portraying it as a
national movement in order to cover their own failed military invasion.

There is no doubt that the Islamic Emirate is more interested in peace than anyone
else, and considers it more necessary than anything else. It has given unprecedented
sacrifices alongside its oppressed Muslim for this cause for over two decades. The
Mujahedeen will surrender to every demand of their nation but will never be submit
to the conspiracies of the enemy nor will they let the enemy achieve success through
propaganda. And that surely is not difficult for Allah.

Atmar exporting lies to the world

Kabul defeated regime’s National Security Adviser (Hanif Atmar) has once again
brazenly talked to the West during his trip. He said that the main reason for the long-
term failure of the American war in Afghanistan is that the Taliban who want to make
peace with the Kabul regime are being forced by the government of Pakistan to fight,
because their families have been taken as hostages.
Along with Atmar, remnants of the former communist regime whose bishops at that
time also used similar absurd logics and propaganda regarding the legitimate jihad of
the Afghans against the Red Army. They used to lie to the world that the Mujahedeen
are fighting in Afghanistan for the interests of Pakistan. Atmar’s position at the time
was that he Afghans should not resist the Soviet invasion and nonstop aggression,
they should accept the chains of slavery of communism in their necks and if they stand
for their country, fight for the defense of their religion and nation, then it will be
considered as not defending themselves and their nation, but for the interests of
Pakistan.

He still continues to spread the same communist mentality, which is that Afghans must
keep silent against American invasion, consider the American troops as friendly forces
and if someone stands against them to defend himself or his nation then his act will be
considered terrorism or an interference from Pakistan, according to Atmar and
American slaves.

The army which fights against the Americans and their troops, and the nation who are
assisting and supporting them with their lives and properties, know their leadership
and rightly guided leaders very intimately. They have a firm belief that their leaders
will never sacrifice the higher interests of the country and Jihad for their personal
interests or for the sake of neighboring countries.

The devils must understand that the distinguished Islamic Emirate and leaders are
prepared for overwhelming sacrifices for the higher interests of the country and
religion, but will never accept any commands of strangers or the enemies Islam even
for a moment. Nor can this great jihad be continued in secret deals and interrupted
positions and content.

To take a look at the arguments of American slaves, they state that thousands of
American troops need to be present with hundreds of military bases in Afghanistan,
the land and air space of Afghanistan should be in the hands of Americans, the
American war machine must run with all its strength against Afghanistan, the power
and authority of the system must be in the hands of American commanders in
Bagram, yet the American slaves scream that Taliban should attend the peace
negotiations.

Beside Taliban, the common civilians who have national pride and faith running in
their veins will never be ready to accept the peace process which is being propagated
by Atmar and his masters, neither will they expect good, prosperity and justice from

On 15th of March during the National Day of Martyrs gathering in Herat, the former
governor of this province – Muhammad Ismail Khan – called on the Islamic Emirate to
hold talks with the great family of Jihad to find a solution to the tragedy and war in
our homeland if they do not wish to respond to the overtures of the Unity
Government.

As a principle, the Islamic Emirate welcomes all efforts aimed at finding a true solution
to the ongoing problems of our country.

Similarly the leader of the Islamic Emirate – during his messages over the past 17 years
– has repeatedly called upon the leaders of former Jihadi factions with great respect
and asked them join their people in the sacred ranks of Jihad because the occupiers in
general do not have any good intentions towards Afghanistan and the Afghans.

The country is being pushed towards the brink of a crises everyday due to the colonial
ambitions of the invaders and today they themselves have understood that the
invaders are seeking destruction of Afghanistan in the garb of rehabilitation.

Since Mr. Ismail Khan – as the representative of former Jihadi leaders – has sought a
response from the Islamic Emirate to their offer of talks and reaching an
understanding, the Islamic Emirate wants to make it clear to everyone seeking an end
to the ongoing tragedy (invasion of our country) and who do not support the
invaders, be they Jihadi personalities or otherwise, to meet with the Political Office to
exchange views about ending foreign occupation, establishing an Islamic system and

Esteemed noble Islamic Scholars! May peace and blessing of Allah be upon you all!
You are fully aware that following the end of Prophethood, scholars have been
entrusted with spiritually leading, reforming and enlightening the entire Islamic
Ummah. And on top of individual rectification of the Ummah, they also hold a huge
responsibility towards the crucial issues of the Muslims.

Although the case of Jihad in Afghanistan is not an intricate and precarious matter
however it is still among the critical issues of the Islamic Ummah.

You already know that an Islamic government ruled this land seventeen years earlier
where political power rested in the hands of the most sincere, committed and
Mujahid cast of the society meaning students of religious knowledge and its scholars.
Shariah was instated, Hudood and Qisas were established, the Quranic ‘promoting
good and preventing vice’ command was enacted while politically, economically,
socially and in every part of life, all rule was derived solely from the Holy Quran and
Prophetic traditions.

However the historic enemies of Islam, those who have continued their hostilities
towards Islam specifically towards political order of Islam over the past fourteen
centuries and have caused irreparable damage to the Islamic Ummah through imperial
wars and crusades, this historical western enemy of Islam formed a coalition under the
leadership of America and declared their enmity with the Islamic Emirate. They
initially launched a propaganda war against it, then followed it up with economic and
political sanctions and then finally launched a military invasion on our independent
Islamic homeland.

The tyrannical invading western infidels toppled our Islamic government, occupied
our land, condemned and subjugated us in our own home, took control of our land
and air space, built huge air and military bases in our homeland in pursuit of their
global domination and to humiliate our valiant, honorable and Mujahid nation, they
installed west based puppets who had fled our society to power.

Even though our nation had suffered tremendously, was in distress and exhausted
however when America was planning an invasion, the Islamic Emirate – which
controlled 95% of Afghanistan including the capital Kabul – convened a meeting of
1500 scholars who passed the fatwa of sacred Jihad against the American invasion
while the Islamic Emirate was in power. And when the infidels under the leadership of
American practically invaded Afghanistan, armed Jihad was launched against them
under this same fatwa. For two months the Islamic Emirate defended the large cities
and capitals following which they adopted guerilla tactics. The Afghan nation was
ordered towards the obligation of Jihad by one and a half thousand Islamic scholars
against the American invaders under the clear religious texts.

So in accordance with the religious fatwa (edict) issued by the esteemed scholars, the
Mujahideen of Islamic Emirate under a single leadership and with unwavering resolve
began their Jihadi uprising against the invading infidels.

This Jihadi struggle passed through various testing stages over the past seventeen years
and a point once came when the western invaders deployed around 130 thousand
troops equipped with tanks, artillery, aircrafts and state of the art technology while
being backed by tens of thousands of internal hireling militias, all engaged in a war
against us. The invaders carried out bombings and unprecedented transgressions but
still failed to break the resolve of our believing nation.

All praise is due to Allah the scales of war have been reversed due to the help of Allah
and sacrifices of the Mujahid nation. Mujahideen are advancing and the invaders
retreating and withdrawing. To date tens of banners (flags) of the invading nations
have been lowered and all its soldiers forced to withdraw with the exception of
America and a few others who insist on occupation. Tens of thousands of troops of
these nations have also been forced to withdraw and only a tiny contingent are
spending their time inside fortified bases whereas all praise belong to Allah, the vast
majority of Afghanistan is under the control of Mujahideen of Islamic Emirate and
being ruled by the Shariah of Allah Almighty.

However the western invaders – even though they have been defeated and
humiliated by Allah Almighty on the battlefield – have not abandoned their
determination to occupy. The invaders have employed various stratagems to prolong
their indirect occupation, an important part of which is called the ‘Peace Process’
which seeks the surrender of Mujahideen and invalidation of Jihad by legitimizing the
stooge Kabul regime and by passing preposterous fatwas.

The transgressing enemy now wants to pacify the Jihadi uprising of the Afghan nation
through misleading propaganda, psychological warfare, undercover plots, fake fatwas
and other nonmilitary tactics like peace processes.

The invaders are determined to force the Mujahideen to abandon Jihad, raise their
hands in surrender and accept an invasion which cannot be justified religiously nor
accepted by human conscience.
In order to give a legal face to the illegitimate Kabul administration and in the series
of propaganda and deceptive ‘Peace Process’ efforts, this time around the enemies of
our religion, country and independence want to fool internationally respected
scholars and Islamic countries by convening a gathering of Islamic Scholars in the city
of Jakarta, Indonesia or in another country.

The surrogate Kabul administration has declared that this conference will be convened
at their behest in order to legitimize the presence of infidel invaders in the Islamic
country of Afghanistan by providing misleading information and painting the
legitimate Jihad of the Mujahideen as corruption. They want to present the sacred
Jihad in Afghanistan which is on the brink of success as unlawful bloodshed which
opposes the texts of Shariah and defames the name of Jihad.

We wish – due to Islamic brotherhood and in light of Shariah – to send the following
message to the noble scholars of the world specifically to the scholars of Afghanistan,
Pakistan, Indonesia and other Islamic countries:

You know better than anyone else that the American Taghut (idol) is the most
tyrannical occupier of the current era and her hands are stained with the blood of
hundreds of thousands of Muslims. You also understand that our nation is a Muslim
nation, a poor suffering nation whose home has been invaded by foreign forces. You
also realize that the Jihad of our nation is a legitimate struggle being guided and led
by esteemed scholars and is the final effort of an oppressed nation against a
transgressing occupier. You also recognize that this conference under the misleading
title of peace is being convened by the invaders and their stooges solely for the
subjugation of our people. And surely you are also aware of the tricks of the western
media that no matter how much you criticize the west inside the conference hall or
talk about truth and Shariah, all of it shall stay inside the conference hall and only that
will come out to the public which is in the interest of America and damaging to the
Muslims and sacred Jihad. They shall characterize sacred Jihad founded on the texts
and principles of Shariah as terrorism and will point to noble scholars as reference.

Therefore we wish to remind you once again that may Allah forbid, your attending of
such conference organized by aggressors is not interpreted as a sort of support for
them and may Allah forbid, you do not become an instance of this admonition.

Allah Almighty says:

Or as stated by the Prophet (peace be upon him):

( ‫اإلسالم من خرج فقد ظالم أنه یعلم وهو لیعینه ظالم مع مشى من‬. ‫الطبراني رواه‬.)

Esteemed noble scholars!


The Islamic Emirate believes with complete reliance on divine help that the enemies
of Islam will fail in such intelligence ploys just as they have faced defeat on the
battlefield. But due to Islamic brotherhood, we hope that the governments of the
Islamic world will not facilitate such conventions. Our message to the noble scholars is
that they avoid participation in such gatheirngs and decide on this matter based on
the book of Allah, Prophetic traditions and demands of faith. Do not afford an
opportunity to the invading infidels in Afghanistan to misuse your name and
participation in this conference as means of attaining their malicious objective. If it is
not possible to openly declare your support for the Mujahideen, then it surely is
possible for us to safeguard ourselves from such plots of the infidels and adopt a
stance of non-participation.

May Allah allow it that our pain and message reaches you so that we are delivered
from torment and punishment of the hereafter due to failing in taking into
consideration the rights of each other.

America must learn a lesson from the former Soviet Union

Beyond any doubt, the current American colonial policy and war strategy is not only
a reason of loss in Afghanistan but is also a factor in the widespread insecurities and
chaos gripping regional stability and security. In addition to that, it is also a path full
of challenges and risks in terms of future consequences and results for America.

Especially since Donald Trump has been elected as the President of United States,
problems and insecurities have multiplied in Afghanistan, the region and the entire
world generally. And this increase in problems shows that America along with the
entire force at its disposal has completely failed in this ongoing illegitimate war,
bringing Trump and his administration under intense criticism by several members of
the American Congress.

During the brutal invasion of Afghanistan, the American policy makers thought that
they would make Afghanistan their permanent colonized territory in a matter of a
few days and nights, and reap the benefits of geographical position and strategic
location of Afghanistan to frighten and terrify the neighbouring countries of the
region and make them accept their ideals without questioning.

Due to the reason of that confidence, Americans took the matter of permanent
occupation of Afghanistan very lightly or in other terms, like stealing candy from a
baby. They only deployed 1300 soldiers in 2001 at the beginning of invasion, but
faced historic resistance by the people of Afghanistan. They even asked for political
and military aid from fifty countries including NATO and at the height of their power,
deployed a hundred thousand soldiers in the 2010, which inevitably faced the same
consequences of failure and a large number of soldiers were humiliatingly compelled
to leave the country without any remarkable success.

Yes! Today America and her allies still have tens of thousands of troops in Afghanistan
and their bombers are operating 24/7 in Afghanistan’s airspace! Mercilessly attacking
the defenseless Afghan people, martyring dozens of children, women and common
civilians, but at the end of the day they are facing the worst defeat in the battlefield,
without gaining any strategic achievements.

On the other hand – because of the presence of American military – the lives, honor,
and the prestige of Afghan people are not safe, harassment and corruption has been
reached its peak and the puppet regime officials are drowned in corruption and
misconduct up to their noses. The feudal warlords have again returned as the waves
sedition are moving swiftly inside the puppet regime, which in general are the greatest
proofs of American decline.

Furthermore, according to the international media, 70 percent of the Afghan territory


is controlled or influenced by the Taliban (Islamic Emirate) whereas the regime that is
standing on American military, economic and political support, exerts authority over
only 30% of the land. It is highly plausible that in the near future the 30% regime
authority will decreased steadily and more areas will fall under the control of the
Islamic Emirate and the Mujahidin. In such a case the only reasonable solution to the
Afghan dilemma is to give a positive answer to the Taliban’s latest letter so that
America may give up brutal bombings campaigns and understand the realities. And so
that it may begin believing in the importance of dialogue, to acknowledge the status
of Islamic Emirate of Afghanistan as a true representative of the free people of
Afghanistan. It is also imperative to know that even if America continues to prolong
the war for many more years in Afghanistan, they are going to face the same
destructive consequences that the Soviet expeditions had previously faced. America
should act sensibly, learn a lesson from the Soviet experience and seriously begin
thinking about withdrawing forces from Afghanistan instead of intensifying and
expanding the war in hopes of delaying their defeat.

Taliban Response to Barnett R. Rubin's Open Letter one day after the peace offer
made by President Ghani:

Dear Barnett R. Rubin

Thank you for reaching out to us. We have read your reply however would like to
point towards a few crucial points you missed.

- If your country (United States of America) were occupied by us, its land and airspace
were usurped and many American citizens were killed in their sleep by our forces
every day, it is entirely plausible that you would not have the same views as you hold
today, therefore it is hoped you will remain pragmatic.

- Our country has been occupied which has led to an American style supposed Afghan
government being imposed upon us. And your view that we talk to them and accept
their legitimacy is the same formula adopted by America to win the war.

- You have said that we supposedly killed civilians in our martyrdom attacks. This
should give us a pause because a war is raging, most of the civilians are being killed by
the operations and bombardments of your forces and even if we were to accept that
our operations also cause civilian casualties, then answer us, what has compelled us
carry out such attacks? Perhaps you also remember that we lost one and a half million
Afghans in our war for independence against the Soviet Union, however we endured
all these hardships for the greater cause of attaining freedom from invasion.

- You ask us not miss opportunities. We have not lost opportunities but cannot frame
plots as opportunities either. The Kabul Process and other such efforts seek surrender
from the Islamic Emirate at a time when the Islamic Emirate is without a doubt a force
that has defeated an international arrogant power like America with all its allies and
tools at disposal. So do you believe such a proposal is logical?

- You state that the Kabul government should be recognized because it is also
recognized by the entire world!!!?

In 2001, the entire world also agreed with, supported and accepted the American
invasion of our country, so should we also have accepted the invasion?

Moreover during the Soviet occupation of our country, majority of the world
including the United Nations officially accepted and recognized the Kabul regime as
legitimate. So would it have been reasonable for the Afghan resistance of the time to
follow suit?

- The main issue as it stands is that the entire world probably fears America, however
we do not fear America. We have weighed America and have gained tremendous
experience from fighting against her. America does not hold the right of determining
the nature and type of governments in other countries. If you hold similar views then
that is perhaps because you are an American citizen however no free human being
can ever allow such audacity and interferences.

The crux of the matter is, what is the vital concern of America, is it really terrorism?
Or is it extracting the mineral wealth of Afghanistan, imposing a self-styled
government, preventing establishment of an Islamic system and pursuing imperial
ambitions in the region from this land?

If it is the former, then we are sincerely committed to resolving it. We do not wish to
interfere in the affairs of others and neither do we seek conflict with anyone including
the United States. Our repeated letters to the American administration, people and
congress were for this exact same purpose.

But if it is the later, then understand that this nation is unlike other nations which
America has currently subdued, exploited their resources, are pursuing imperial
ambitions inside them and are directly interfering in their internal affairs. In such
circumstances, we do not care about America, neither do we want to talk nor end
resistance nor will we get tired. Then it is up to American analysts like you to keep
score of the losses, whom suffers the most and whom loses in the end?

Ghani’s offer of unconditional dialogue with Taliban was made at an international

Organizations. The threat is not only clear and present, but unfortunately increasing
and without boundaries.

We, the international community, have analyzed the scale and scope of the threat,
and we have drafted numerous UN resolutions and agreements to address the threat,
but we have yet to develop a full consensus on taking coordinated action among
states to counter this threat. We must have consensus on how to implement the UN
strategy to counter global terrorism; we must develop a system to classify
international terrorist networks and organizations; and we must develop criteria
for dealing with states who rely on terrorist networks as instruments of foreign policy.
Having dealt with the topic of threats last year, I will leave the discussion of counter-
terrorism to be discussed by our able national security advisor, Minister Atmar.

Today, I will devote my remarks to articulating a perspective, the vision might be to


grant the world to own the future and overcome the recent past through an agenda
of hope, peace and cooperation.

But first, I want to pay tribute to those who are not here in this hall today; to those
who have contributed to this fight against terrorism with their very lives. They are
innocent Afghan children, women and men who have been murdered in terrorist
attacks; they are our heroic Afghan national defense and security forces who sacrificed
their lives for the future of their countrymen and women; they are our international
partners who have fallen fighting side by side with us. They are not just numbers—
they were valued members of our society and societies around this table, cherished
loved ones and family members, and our brothers and sisters and friends. May they
rest in peace, and may they be at the forefront of our thoughts over the course of this
conference so that our efforts here may do justice to their sacrifice. Please join me in a
moment of silence in their honor and memory.

In this age of virtual connectivity, it is easy to forget the centrality of Afghanistan’s


locations in shaping global history. One of the great scholars on Central Asia,
Dr. Frederick Starr, is one of many who has written on the topic. I would like to
share some facts here as a reminder, not because we have nostalgia for the past, but
because it allows us to see the possibilities of the future:

1. Afghanistan and Central Asia have the unique distinction that “all the great
civilizations on the Eurasian landmass are accessible from Central Asia, and
those same civilizations are accessible to one another by land
only through Central Asia.”

2. Insulated and protected by a natural barrier on the north-east and north, it has
been Afghanistan “that has ever held the landward gates of the Indian
subcontinent, allowing the flow of artists, merchants, pilgrims, scholars and
soldiers of fortune from the north and west eastwards.”

3. Over 2,500 years of history and archeology show that we functioned not
merely as a crossroad of civilizations but, indeed, as a cross-road civilization.
The Asian roundabout, where ideas, people, and goods have freely flown and
interacted, is another way to describe our place in history, as well as our future
potential.

Contrary to the caricature of the land of “endless conflict”, our history is one of long
periods of peace and prosperity, punctuated by foreign invasions and subsequent
rebuilding. Both in the 19th and 20th centuries, our lives were ruptured by
unwarranted and sudden imperial invasions. We earned our right as a nation at the
crucible of history through immense sacrifice.
We are a people united by cross-cutting ties. Our identities are situational, ranging
from the village and neighborhood to the national level. Our unity is rooted in our
strong sense of equality and deep and abiding belief in justice and fair play. Every
Afghan, regardless of the name group to which he or she belongs, feels equal to
another. We will stand patiently in a line for hours but if one person is shifted to the
front, we raise our voices to demand an explanation. This sense of equality is rooted
in our past, as every major city and name group has served as a capital of an empire
or leaders of empires or states in the past. Our sense of justice is derived from our
Islamic faith, culture and civilization. As a 99.9% Muslim country, our faith has
always united us in the face of the adversities and allowed us to overcome the
seemingly impossible.

I spent my childhood and youth in an environment of peace and security.

During that time, a single unarmed constable had the authority to summon all the
elders of a village to the district headquarter; the King’s estates and farms were open
to the public and he walked around with a single armed guard; President Dawood
drove himself, followed by a single vehicle at a distance of two kilometers.

The First Lady and I, we got married in 1975, walked for days in Badakhshan; rode
horses for a week from Andarab to Panjsher; drove in numerous times through
Ghazni, Paktika, Paktia, Khost, Logar, Laghman, Nangarhar, Kunar, Nuristan, Bamian,
Balkh, Baghlan, Kunduz and other cities and villages repeatedly during all hours of
day and night. Hundreds of thousands of tourists travelled in complete safety by land
from Iran to the great tourist trail to Pakistan, India, and Nepal. During Pakistan’s
wars of 1965 and 1971, the King chose peace over conflict. We have not threatened
our neighbors, nor allowed others to use our country to threaten the stability of
others.

Women and girls, as you will see from this booklet it is a 1960’s booklet played a vital
role in the fabric of society and an increasingly important role in the public sphere.
They have worked hard to regain that role over the past 17 years and they have
succeeded.

These very ordinary vignettes of peaceful life are ones you may take for granted each
day in your home countries. But I recount them here as important examples of exactly
what we strive for. Ordinary has escaped us, but it is what we desperately want.

The peace of my childhood and youth was shattered by the coup of 1978 and the
invasion of 1979.

Our memory of peace, however, is what drives our current vision of peace and
security. We are confident that we can, once again, resume our place as an Asian
Roundabout. Great regional successes, such as the TAPI pipeline which we
inaugurated in Herat last week, are proof of the leadership role Afghanistan is playing
in regional and global prosperity and stability.

‫‪within our grasp, we might have lost the will to forge ahead in the face of such‬‬
‫‪brutality that is being waged against our people.‬‬

An Open Letter to the Taliban

An American who helped open secret negotiations with the group calls for them to
accept a ceasefire and peace talks with the Afghan government.

Your February 14, 2018, open letter to the American people asked us to “evaluate the
future of American forces in light of the prevailing realities” in Afghanistan. I can
answer only for myself, as an academic and former American diplomat who has been
trying to understand Afghanistan’s realities for thirty-five years. Many Afghans claim
that any answer should go not to you but to the Pakistani generals and intelligence
operatives who shelter your movement. I disagree. I have interacted with you directly
and indirectly since January, 1997, when I chaired a meeting at Columbia University
with a delegation you sent to New York to ask for Afghanistan’s seat at the United
Nations. I have concluded that your opponents underestimate your independence
and abilities. But you may also underestimate theirs.

On Wednesday, the Afghan government will host a second meeting of the Kabul
Conference, an effort to begin peace talks, which will be attended by twenty-three
countries. The United Nations announced earlier this month that ten thousand Afghan
civilians were killed or wounded in Afghanistan in 2017, two-thirds of them in anti-
government attacks.

You highlight the civilian casualties inflicted by U.S. air power, the shame of
Guantánamo, and the losses suffered by American soldiers and their families. I would
cite the thousands of Afghan civilian casualties inflicted by your attacks and suicide
bombings. The International Criminal Court opened an investigation into war crimes
in Afghanistan last fall. In less than three months, Afghans submitted accounts of 1.17
million atrocities. I prefer to respond here to your appeal for dialogue.

Few would disagree with your call “to solve the Afghan issue through peaceful
dialogues,” if they thought it were possible. On January 29th, after your organization
used a car bomb disguised as an ambulance to kill nearly a hundred people in Kabul,
President Trump did say, “I don’t think we’re prepared to talk right now.” That was
an impulse, not a strategy. As you yourself observed on Monday, “the United States
has kept the doors of dialogue open for the Taliban.”

The flaw in your call for dialogue is that it is addressed only to Americans, not your
fellow Afghans. You accuse Afghans opposing you of “committing treason against our
nation,” but the government of Afghanistan, corrupt and divided as it may be, is
recognized by every nation in the world—not just Washington and its allies. Your
dialogue with the U.S. government cannot replace dialogue with that government
and the millions of other Afghans who fear your attacks and your return. Trying to
exclude them repeats the mistake the U.S. made by excluding you.

The list of missed opportunities for peace in Afghanistan since 2001 is long. On
December 6, 2001, your leaders signed an agreement with Hamid Karzai, who had
just been named the chairman of Afghanistan’s interim administration at talks
convened by the United Nations in Bonn. You agreed to a truce and handed over the
four provinces you still controlled to Karzai’s government. In return, you did not ask
for government positions—just an amnesty that would allow you to live in dignity.

The Administration of George W. Bush squandered the chance to involve you in


building a new government. U.S. Defense Secretary Donald Rumsfeld announced
there would be neither a negotiated settlement nor an amnesty. Steve Coll reveals in
his new book, “Directorate S,” that, when some of your leaders tried to participate in
the peace process agreed to at Bonn, Vice-President Dick Cheney ordered them
imprisoned at Guantánamo or Bagram.

Three and a half years later, with the help of U.S. Ambassador Zalmay Khalilzad, a
Taliban delegation again began negotiating an agreement with the government in
Kabul. But Khalilzad’s bosses in Washington declined to provide security guarantees to
Taliban who joined the peace process. You concluded that you had no alternative but
to continue fighting from your safe haven in Pakistan, whose military has supported
you for its own reasons. The U.S. rejection of talks made you hostages to the Pakistan
military.

By 2007, you felt, as a former Taliban official told me, “strong enough to talk” with
the U.S. You established a political commission led by Agha Jan Mu’tasim and sent
him to Saudi Arabia, to seek dialogue with Washington. Talks with Riyadh began in
2008 but deadlocked when you rejected preconditions the Saudis tried to impose.

In 2010, when I was working in the State Department for Richard Holbrooke, the
U.S. Special Representative for Afghanistan and Pakistan, we learned that a new
Taliban representative, Tayyib Agha, had met in Dubai with German diplomats. After
consulting with Presidents Karzai and Obama, U.S. officials secretly met Tayyib
outside Munich, on November 28, 2010.

Tayyib presented U.S. officials with a Taliban road map for negotiations based on a
series of confidence-building measures. The U.S. would release Taliban detainees from
Guantánamo and lift sanctions, and the Taliban would publicly state that they were
willing to distance themselves from international terrorism and seek a solution
through a political process. The Taliban would then open an office in Qatar, from
where they would negotiate with the U.S. and “other Afghans,” including the
government. Once the office was open, Tayyib suggested, the two sides could declare
a limited ceasefire.

The initially secret U.S.-Taliban peace talks continued through 2011, punctuated by
deadlocks, leaks, and assassinations. The long delay in reaching talks with Afghan
officials fed President Karzai’s suspicions that the country’s internationally recognized
government was being marginalized. In December, 2011, the U.S. accepted Karzai’s
demand that talks continue only if you spoke to Afghan officials. Despite efforts to
find a formula that would enable us to proceed, you suspended the talks in March,
2012.

To break the deadlock, Qatar proposed changing the sequence: open the Taliban
office with a statement from the movement distancing itself from international
terrorism and supporting a political resolution of the conflict; complete the
confidence-building measures with the U.S.; and then meet with Afghan
representatives. On April 23, 2013, the Emir of Qatar, Hamad bin Khalifa al-Thani,
personally showed the draft of the Taliban statement to President Obama. Obama
decided to go ahead.

American diplomats had agreed in 2011 that you would open an office called the
“Political Office of the Afghan Taliban.” Obama had assured Karzai that the office
would not infringe on the sovereignty of the Afghan government. On June 13, 2013,
you opened the office in Qatar, in a televised ceremony, and displayed the flag of the
“Islamic Emirate of Afghanistan,” as if you were an alternative government rather
than a movement. Your use of the banner forced us to formally close the office. I left
the U.S. government several months later, in October, 2013.

Still, American officials implemented several of the confidence-building measures.


Indirect talks resulted in your release of the captured American soldier Sergeant Bowe
Bergdahl, in 2014, in return for the transfer of five Taliban leaders from Guantánamo
to Qatar. Because the U.N.’s sanctions against the Taliban are now imposed for
“constituting a threat to the peace, stability and security of Afghanistan,” rather than
for international terrorism, they can be suspended for peace talks. You still demand,
however, that the U.S. recognize you and your office in Qatar, and you equivocate
about talking to the Afghan government. After years without meaningful talks, many
have concluded you are seeking recognition, not peace.

Your call for the United States to end the fighting would be more persuasive if you
offered to abandon it yourselves. You need not alter your entire position: just change
the order of events by challenging the U.S. and Afghan government to agree to a
temporary ceasefire before the office formally reopens, regardless of who controls
how many districts this week or the next.

The Trump Administration, for its part, should be clearer about its support for a
negotiated solution and the eventual withdrawal of U.S. troops. It needs to abandon
the fantasy that more U.S. troops will enable it to negotiate from a “position of
strength.”
You write that you will fight as long as foreign troops are in Afghanistan. But you
have acknowledged legitimate concerns about a repeat of the chaos that occurred
after the Soviet withdrawal, in 1989. In a 2011 Eid message, you promised that “the
future transformations and developments would not resemble the developments
following the collapse of communism, when everything of the country was plundered
and the State Apparatus damaged entirely.” To avoid loss of life and destruction of
Afghanistan’s infrastructure, a foreign-troop withdrawal should take place after
Afghans agree on how to keep their state intact.

On average, nine civilians die each day from the conflict in Afghanistan. You have
committed yourselves never to allow anyone to use Afghan soil to attack other
countries. You have said, “We do not think of monopolizing power.” As diplomats
gather in Kabul this week, show that your commitment to dialogue and independence
is real. Challenge Washington and Kabul to accept a temporary ceasefire. Begin the
long-delayed peace talks that Afghans deserve.

that the United States has kept the doors of dialogue open for the Taliban. The
Political Office of the Islamic Emirate of Afghanistan would like to declare its policy
about the comments in the following lines:

The Political Office of the Islamic Emirate of Afghanistan calls on American officials to
talk directly to the Political Office of Islamic Emirate regarding a peaceful solution to
the Afghan quandary.

It would help in finding a solution if America accepts the legitimate demands of the
Afghan people and forward its own concerns and requests for discussion to the
Islamic Emirate through a peaceful channel.

The Islamic Emirate made it clear to the American people and congressmen through
an open letter that war is not our choice, rather it has been imposed upon us. For
ending the occupation, we want a peaceful resolution to the Afghan issue.

It must now be established by America and her allies that the Afghan issue cannot be
solved militarily. America must henceforth focus on a peaceful strategy for
Afghanistan instead of war. Military strategies which have repeatedly been tested in
Afghanistan over the past seventeen years will only intensify and prolong the war.
And this is not in the interest of anyone.

Statement of Islamic Emirate concerning launch of TAPI project in Afghanistan

The TAPI Project – an important regional economic project which was originally
initiated during the reign of the Islamic Emirate – is among the industrial and
economic projects that have faced delays due to the American occupation of
Afghanistan.

As the authorship privilege of this project is earned by the Islamic Emirate and since
the documents and agreements signed between the Islamic Emirate and other sides
involved in the TAPI project are still present and because most of the TAPI
implementation area is under the control of Islamic Emirate, therefore the Islamic
Emirate declares its policy towards the said project in the following lines:

1 – The Islamic Emirate views the project as a vital foundational economic element for
the country and considers its proper implementation as good news for the Afghan
people.

2 – The Islamic Emirate declares its support for the implementation of the said project
passing through areas under our control and calls all sides involved to be mindful of
the principled policy of the Islamic Emirate.

3 – Since Kabul regime holds international record in corruption and during their rule,
no important project has ever been undertaken without financial corruption,
embezzlement and theft, hence it will also orchestrate extensive corruption in this
project. Therefore, if the Islamic Emirate – during the implementation of the project –
gets hold of resources proving embezzlement and corruption by officials of the regime
and squandering of rights of the people, the Islamic Emirate will act to stop such
actions. It also hopes that the involved sides will be vigilant in this regard so that this
national project does not face complications and delays.

4 – Since this project is purely industrial and economic and the American invaders do
not have any economic or military interests in it, therefore it is entirely possible that
the Americans – for their vested interests – will create indirect problems for the
project like how they created issues for the Mes Ainak project. The contract for
extraction work was signed with the Chinese (MCC) company in 2008 however the
project has yet to begin any practical work.

The TAPI project is the second most important foundational project after Mes Aynak
which can positively impact the economic growth of the Afghans. The Americans can
never tolerate any such project and program which is in the interest of the Afghans.
Therefore, the Islamic Emirate proposes to all sides – excluding the Kabul regime –
involved in the TAPI project to take a pact of security and non-jeopardization from
America through the United Nations or some other respected organization before
beginning any work otherwise it is not far that the said project will face similar delays
as the Mes Aynak project due to American meddling.

5 – The Islamic Emirate deems it its responsibility to revive foundational economic


and reconstruction work in the country and asks international constructional
companies to help the Afghans in this regard. The Islamic Emirate will in return not
withhold any support for them.

the peace loving Congressmen!

With the hope that you will read this letter prudently and will evaluate the future of
American forces and your profit and loss inside Afghanistan in light of the prevailing
realities alluded to in the following lines!

The American people!

You realize that your political leadership launched a military invasion of our country
17 years ago. This invasion was not only contrary to the legal and national norms of
our own sovereign country but also a violation of all international rules and
regulations, but still the following three main points were put forward by your
authorities to justify this illegitimate invasion:

1. Establishing security by eliminating the so called terrorists inside Afghanistan.

2. Restoring law and order by establishing a legal government.

3. Eradicating narcotics.

However let us analyze how successful your war-monger leaders were in achieving
the above three slogans in this illegitimate war?
Increased insecurity and fighting:

In 2001 when your ex-president George W. Bush ordered the invasion of Afghanistan,
his justification for that felonious act was the elimination the Islamic Emirate (Taliban)
and Al-Qaeda.

But despite continuing this bloody war for seventeen years and accepting huge
casualties and financial losses, your current president Donald Trump – to continue the
illegal 17 year old war in Afghanistan – acknowledged increased insecurity and
emergence of multiple groups instead of the single unified Islamic Emirate (Taliban).

This was stated by Trump while declaring his new war strategy for Afghanistan and
South Asia on 23rdAugust 2017 and seventeen years later, again ordered the
perpetuation of the same illegitimate occupation and war against the Afghan people.
Since your authorities admit the presence of multiple warring factions inside
Afghanistan, it verifies our claim that by invading Afghanistan and overthrowing a
unified responsible government of Taliban, the Americans have merely paved the way
for anarchy in the country.

No matter what title or justification is presented by your undiscerning authorities for


the war in Afghanistan, the reality is that tens of thousands of helpless Afghans
including women and children were martyred by your forces, hundreds of thousands
were injured and thousands more were incarcerated in Guantanamo, Bagram and
various other secret jails and treated in such a humiliating way that has not only
brought shame upon humanity but is also a violation of all claims of American culture
and civilization.

In this lopsided war and as confirmed by your own military authorities, 3546
American and foreign soldiers have been killed, more than 20,000 American forces
injured and tens of thousands more are suffering mentally but in reality the amount of
your casualties is several times higher and is deliberately being concealed by your
leaders. Similarly this war has cost you trillions of dollars thus making it one of the
bloodiest, longest and costliest war in the contemporary history of your country.

Chaos and the most corrupt regime:

Even though it is not the duty of America to draft laws and suggest systems for other
countries but nevertheless, the second excuse of George W. Bush for the invasion of
Afghanistan was to establish a supposed legitimate government. But despite seventeen
years of war costing thousands of American and coalition lives and billions of dollars,
such a system has taken root in Afghanistan which has achieved the following
administrative, legal, military and political records:

Number one internationally in administrative and financial corruption.

Number one internationally in violating human rights.

Number one internationally in usurping of land and embezzling international aid.

Number one internationally in violence against women, etc. etc.


The latest example of the corrupt regime formed in the wake of American invasion is
the presence of a two-headed system which is unparalleled in the established laws of
forming a government throughout the world.

Production and expansion of narcotics:

The third justification of George W. Bush to invade Afghanistan was the prevention
and eradication of narcotics. Let us examine the amount and levels of production and
expansion of the narcotic trade in Afghanistan after seventeen year war effort?

According to the data provided by UNODC (United Nations Office on Drugs and
Crimes) – prior to the American invasion – poppy was cultivated only on 185 hectors
land of Afghanistan and only in areas controlled by anti-Taliban forces whereas the
level of heroin addiction among Afghans was next to nil. But following the American
invasion of Afghanistan, poppy cultivation skyrocketed from 185 hectors to 328,000
hectors while under the shadow of seventeen year occupation, the number of drug
addicts has reached 3 million people.

On 21st December 2017, the UNODC (United Nations Office on Drugs and Crimes)
reported that drug production increased by 87% and poppy cultivation increased by
63% during the year 2017, thus mounting the total production of narcotics to 9000
metric tons.

The American people!

You proclaim to be a developed and civilized nation of the world. Since the imposed
government in Afghanistan is established by you therefore we leave it to your
judgment to decide – according to your logic and conscience – whether the present
system and its pertinent changes, insecurity, chaos and 87% increase in narcotics are
reforms or crimes against humanity?

Your authorities proclaim that tens of billions of dollars have been spent on various
reconstruction projects in Afghanistan. Of course this is the same money which is
collected from you as taxes and revenues, but here it has been distributed among
thieves and murderers.

Do you agree that the hard earned money of your labor should be wasted on such a
corrupt system where in only one criminal case, $900 million were stolen from Kabul
Bank by corrupt officials?

Do you consider it the rule of law in American culture and lexicon where the first
deputy of a government is a person involved in the felonious act of sexual assault on
a 70-year-old man besides hundreds of other crimes against humanity?

Is this the civilization, modernity and rule of law proclaimed by you in the world?

Were your 3546 forces killed in Afghanistan to establish and empower such a system?

Can your scholars, intellectuals and unbiased analysts produce an answer to our
questions?
You must understand that our people are living, watching and closely analyzing all
these calamities and that is why the regime working under the shadow of your
military support and the corrupt elements assembled therein are not looked upon as a
legitimate government rather they are considered a band of usurpers, looters, mafia
warlords and drug-dealers while at the same time, the resistance against them is
considered their legal, moral and national obligation. The people working alongside
you to impose this system are committing treason against our nation and national
interests. On the other hand, the people who waging armed resistance against your
corrupt regime are the defenders of their homeland, national interests, sovereignty as
well as their dignity and they are revered by the Afghan masses as their heroes. That
the American media is propagating against the Afghan resistance and labelling them as
foreign terrorists instead of Afghan freedom fighters, all of this is baseless propaganda
aimed at concealing their own humiliating defeat. To repudiate this propaganda, we
only want to say that had there been any chance of success in Afghanistan with
foreign support, the American invaders and their coalition forces would definitely
have succeeded due to enjoying the political and military support of a powerful
country like the United States of America as well as the support of a well-equipped
military alliance like NATO.

The People of America!

We would like to summarize our message to you in the following words:

The Afghans who are fighting your forces and any other invader today, this is their
legal, religious and national obligation. However mighty and well-equipped your
forces might be, even if supported by the entire world, this resistance will be sustained
by the Afghan people due to their religious, legal and national obligation. This
resistance is considered by Afghan masses as a sacred responsibility of defending their
creed and country. To relinquish this sacred obligation is considered by them as
abandoning Islam and all human values and this disgrace is never acceptable for any
valiant Muslim Afghan individual.

Afghans have continued to burn for the last four decades in the fire of imposed wars.
They are longing for peace and a just system but they will never tire from their just
cause of defending their creed, country and nation against the invading forces of your
war-mongering government because they have rendered all the previous and present
historic sacrifices to safeguard their religious values and national sovereignty. If they
make a deal on their sovereignty now, it would be unforgettable infidelity with their
proud history and ancestors.

Afghanistan is a country which has maintained its independence throughout its several
thousand year history. Even in the 19th and 20th century when most Muslim countries
were occupied by the then European imperial powers, Afghanistan was the only
country in the region to preserve its independence and despite an eighty year
imperialistic endeavor, the British failed make them accept occupation. It is the same
inherent zeal and historic succession in the hearts and minds of Afghan masses which
presently inspires this empty-handed nation to continue protracted resistance against
your occupying forces. This is not exaggeration rather irrefutable reality that today the
valiant Afghan self-sacrificial attackers are competing among themselves to carry out
martyrdom seeking attacks against your invading forces.

This national religious resistance of the Afghans is not a futile war, rather it is
progressing everyday as various parts of the country are liberated. At this moment the
head of SIGAR (Special Inspector General for Afghanistan Reconstruction)
acknowledged that sixty percent of Afghan territory is under the control of Taliban
(Islamic Emirate).

In 2001 during the American invasion of Afghanistan, a number of world countries


came under the influence of misleading propaganda by your officials and supported
the warring strategy of the then president George W. Bush. But today we see that
your government has lost that international support as a number of your coalition
partners have withdrawn their forces from our country by discerning the prevailing
realities and they are currently seeking a political solution. The international
community at large is now backing our justified resistance against the illegitimate
American occupation. If your government is still insisting on perpetuating the war in
Afghanistan by conjuring excuses, it will further undermine American prestige in the
world.

The People of America!

In the American society where the main source of power is the masses and the
authorities are elected by public votes, the Islamic Emirate of Afghanistan – as
representatives of the will of Afghan nation – asks the American people and the peace
loving Congressmen to put pressure on your authorities and demand an end to the
occupation of Afghanistan because stubbornly seeking the protraction of this war and
existence of a corrupt and ineffective regime here in Kabul will have dreadful
consequences for the region and particularly for the stability of America herself.

The Afghan masses feel pity for the whole American nation because they are being
sacrificed and are losing respect through the world with each passing day solely due
the war-mongering policies of a few war-mongering officials.

Your intellectuals, peace loving Congressmen and independent chiefs of civil


organizations should question your authorities as to why the American people are so
insecure and detested at home and abroad despite their international prestige?

For how long will your modern country and your children continue to be sacrificed
for the war-mongering policies of a few war-mongering officials?

And what eventual benefit will these warring policies bring for your country?

The American People!

Your president and his military and political officials following his war policies still
speak the language of war in Afghanistan. They intentionally release fake statistics for
the sake of their vested interests and misguide you and the world by throwing dust in
your eyes. The reality is that in contemporary world, the use of force and arms has
been replaced by peaceful dialogue and wars cannot be won with lies.
Only in past September – in accordance with Trump’s new strategy – American forces
used all their new powers and carried out 751 air strikes. You should ask your
Generals that despite using such force, have you retaken even a single inch of land
from the Taliban or have they become even more powerful.

If you do not understand the inexperienced policies of president Trump and his war-
monger advisors, then look no further than his irrational decision of shifting the

Truly it is humiliating for a civilized people like you to be confronted with such a
decisive international majority. It was only due of the pursuit of policies of force
which pitted majority of the world countries against America, and your authorities are
still insistent upon that ridiculous policy!!

The Islamic Emirate had asked America from the very beginning to solve her issues
with the Islamic Emirate through talk and dialogue. The use of force has adverse
consequences, and you might have now discerned the bitter consequences of
American aggression against Afghanistan. If the policy of using force is exercised for a
hundred more years and a hundred new strategies are adopted, the outcome of all of
these will be the same as you have observed over the last six months following the
initiation of Trump’s new strategy.

According we still believe that it is not too late for the American people to
understand that the Islamic Emirate – as representative of its people – can solve its
problems with every side through healthy politics and dialogue. Needless use of force
only complicates the issues by creating new dimensions which gradually move out of
the realm of control. The Islamic Emirate is a regional power with deep roots which
cannot be subdued by sheer force. The chances of dialogue however are not
exhausted. The American people must understand that the Islamic Emirate
understands its responsibility and can play a constructive role in finding a peaceful
solution for issues but this can never mean that we are exhausted or our will has been
sapped. It is our policy that logic should be given a chance before the use of force.
Whatever can be achieved by logic, should not be relinquished due to the use of
force. It is the moral obligation of the Islamic Emirate of Afghanistan to inform you,
the American masses, about these realities.

We must state that the Islamic Emirate of Afghanistan undertakes legitimate efforts for
the independence of our homeland. Having a sovereign country free from any
foreign occupation is our natural and human right. Seeking freedom of our homeland
and establishing an Islamic system conforming to the creed of our people can never
be called terrorism by any law of the world. It is worth mentioning that we have no
agenda of playing any destructive role in any other country and we have practically
proven over the past seventeen years that we have not interfered in any other
country. Likewise we will not allow anyone else to use Afghan territory against any
other country. War is imposed on us, it is not our choice. Our preference is to solve
the Afghan issue through peaceful dialogues. America must end her occupation and
must accept all our legitimate rights including the right to form a government
consistent with the beliefs of our people. After gaining independence, we would like
to have positive and constructive relations with all countries of the world including
our neighboring countries. We welcome their assistance and support in the
reconstruction and rehabilitation of our country. We want to play a beneficial role in
regional and world peace and stability, provide high standard education and
employment opportunities for our people and guarantee all human and legal rights of
every child, woman and man, secure our youth from drugs and all other moral
indecencies, provided job opportunities to every individual such that they not leave
their homeland or seek refuge abroad.

In brief, insisting on prolonging the war in Afghanistan and maintaining American


troop presence is neither beneficial for America nor for anyone else, rather it
endangers the stability of the entire world. This is irrefutable reality which is only
rejected by your arrogant authorities. If you want peaceful dialogue with the Afghans
specifically and with the world generally, then make your president and the war-
mongering congressmen and Pentagon officials understand this reality and compel
them to adopt a rational policy towards Afghanistan!

This will be the most constructive step for the stability of your people, the Afghans as
well as the whole world.

Our only obligation is to convey (the message) to you!

An Open Letter to the Taliban

An American who helped open secret negotiations with the group calls for them to
accept a ceasefire and peace talks with the Afghan government.

Your February 14, 2018, open letter to the American people asked us to “evaluate the
future of American forces in light of the prevailing realities” in Afghanistan. I can
answer only for myself, as an academic and former American diplomat who has been
trying to understand Afghanistan’s realities for thirty-five years. Many Afghans claim
that any answer should go not to you but to the Pakistani generals and intelligence
operatives who shelter your movement. I disagree. I have interacted with you directly
and indirectly since January, 1997, when I chaired a meeting at Columbia University
with a delegation you sent to New York to ask for Afghanistan’s seat at the United
Nations. I have concluded that your opponents underestimate your independence
and abilities. But you may also underestimate theirs.

On Wednesday, the Afghan government will host a second meeting of the Kabul
Conference, an effort to begin peace talks, which will be attended by twenty-three
countries. The United Nations announced earlier this month that ten thousand Afghan
civilians were killed or wounded in Afghanistan in 2017, two-thirds of them in anti-
government attacks.

You highlight the civilian casualties inflicted by U.S. air power, the shame of
Guantánamo, and the losses suffered by American soldiers and their families. I would
cite the thousands of Afghan civilian casualties inflicted by your attacks and suicide
bombings. The International Criminal Court opened an investigation into war crimes
in Afghanistan last fall. In less than three months, Afghans submitted accounts of 1.17
million atrocities. I prefer to respond here to your appeal for dialogue.

Few would disagree with your call “to solve the Afghan issue through peaceful
dialogues,” if they thought it were possible. On January 29th, after your organization
used a car bomb disguised as an ambulance to kill nearly a hundred people in Kabul,
President Trump did say, “I don’t think we’re prepared to talk right now.” That was
an impulse, not a strategy. As you yourself observed on Monday, “the United States
has kept the doors of dialogue open for the Taliban.”

The flaw in your call for dialogue is that it is addressed only to Americans, not your
fellow Afghans. You accuse Afghans opposing you of “committing treason against our
nation,” but the government of Afghanistan, corrupt and divided as it may be, is
recognized by every nation in the world—not just Washington and its allies. Your
dialogue with the U.S. government cannot replace dialogue with that government
and the millions of other Afghans who fear your attacks and your return. Trying to
exclude them repeats the mistake the U.S. made by excluding you.

The list of missed opportunities for peace in Afghanistan since 2001 is long. On
December 6, 2001, your leaders signed an agreement with Hamid Karzai, who had
just been named the chairman of Afghanistan’s interim administration at talks
convened by the United Nations in Bonn. You agreed to a truce and handed over the
four provinces you still controlled to Karzai’s government. In return, you did not ask
for government positions—just an amnesty that would allow you to live in dignity.

The Administration of George W. Bush squandered the chance to involve you in


building a new government. U.S. Defense Secretary Donald Rumsfeld announced
there would be neither a negotiated settlement nor an amnesty. Steve Coll reveals in
his new book, “Directorate S,” that, when some of your leaders tried to participate in
the peace process agreed to at Bonn, Vice-President Dick Cheney ordered them
imprisoned at Guantánamo or Bagram.

Three and a half years later, with the help of U.S. Ambassador Zalmay Khalilzad, a
Taliban delegation again began negotiating an agreement with the government in
Kabul. But Khalilzad’s bosses in Washington declined to provide security guarantees to
Taliban who joined the peace process. You concluded that you had no alternative but
to continue fighting from your safe haven in Pakistan, whose military has supported
you for its own reasons. The U.S. rejection of talks made you hostages to the Pakistan
military.

By 2007, you felt, as a former Taliban official told me, “strong enough to talk” with
the U.S. You established a political commission led by Agha Jan Mu’tasim and sent
him to Saudi Arabia, to seek dialogue with Washington. Talks with Riyadh began in
2008 but deadlocked when you rejected preconditions the Saudis tried to impose.

In 2010, when I was working in the State Department for Richard Holbrooke, the
U.S. Special Representative for Afghanistan and Pakistan, we learned that a new
Taliban representative, Tayyib Agha, had met in Dubai with German diplomats. After
consulting with Presidents Karzai and Obama, U.S. officials secretly met Tayyib
outside Munich, on November 28, 2010.

Tayyib presented U.S. officials with a Taliban road map for negotiations based on a
series of confidence-building measures. The U.S. would release Taliban detainees from
Guantánamo and lift sanctions, and the Taliban would publicly state that they were
willing to distance themselves from international terrorism and seek a solution
through a political process. The Taliban would then open an office in Qatar, from
where they would negotiate with the U.S. and “other Afghans,” including the
government. Once the office was open, Tayyib suggested, the two sides could declare
a limited ceasefire.

The initially secret U.S.-Taliban peace talks continued through 2011, punctuated by
deadlocks, leaks, and assassinations. The long delay in reaching talks with Afghan
officials fed President Karzai’s suspicions that the country’s internationally recognized
government was being marginalized. In December, 2011, the U.S. accepted Karzai’s
demand that talks continue only if you spoke to Afghan officials. Despite efforts to
find a formula that would enable us to proceed, you suspended the talks in March,
2012.

To break the deadlock, Qatar proposed changing the sequence: open the Taliban
office with a statement from the movement distancing itself from international
terrorism and supporting a political resolution of the conflict; complete the
confidence-building measures with the U.S.; and then meet with Afghan
representatives. On April 23, 2013, the Emir of Qatar, Hamad bin Khalifa al-Thani,
personally showed the draft of the Taliban statement to President Obama. Obama
decided to go ahead.

American diplomats had agreed in 2011 that you would open an office called the
“Political Office of the Afghan Taliban.” Obama had assured Karzai that the office
would not infringe on the sovereignty of the Afghan government. On June 13, 2013,
you opened the office in Qatar, in a televised ceremony, and displayed the flag of the
“Islamic Emirate of Afghanistan,” as if you were an alternative government rather
than a movement. Your use of the banner forced us to formally close the office. I left
the U.S. government several months later, in October, 2013.

Still, American officials implemented several of the confidence-building measures.


Indirect talks resulted in your release of the captured American soldier Sergeant Bowe
Bergdahl, in 2014, in return for the transfer of five Taliban leaders from Guantánamo
to Qatar. Because the U.N.’s sanctions against the Taliban are now imposed for
“constituting a threat to the peace, stability and security of Afghanistan,” rather than
for international terrorism, they can be suspended for peace talks. You still demand,
however, that the U.S. recognize you and your office in Qatar, and you equivocate
about talking to the Afghan government. After years without meaningful talks, many
have concluded you are seeking recognition, not peace.

Your call for the United States to end the fighting would be more persuasive if you
offered to abandon it yourselves. You need not alter your entire position: just change
the order of events by challenging the U.S. and Afghan government to agree to a
temporary ceasefire before the office formally reopens, regardless of who controls
how many districts this week or the next.

The Trump Administration, for its part, should be clearer about its support for a
negotiated solution and the eventual withdrawal of U.S. troops. It needs to abandon
the fantasy that more U.S. troops will enable it to negotiate from a “position of
strength.”
You write that you will fight as long as foreign troops are in Afghanistan. But you
have acknowledged legitimate concerns about a repeat of the chaos that occurred
after the Soviet withdrawal, in 1989. In a 2011 Eid message, you promised that “the
future transformations and developments would not resemble the developments
following the collapse of communism, when everything of the country was plundered
and the State Apparatus damaged entirely.” To avoid loss of life and destruction of
Afghanistan’s infrastructure, a foreign-troop withdrawal should take place after
Afghans agree on how to keep their state intact.

On average, nine civilians die each day from the conflict in Afghanistan. You have
committed yourselves never to allow anyone to use Afghan soil to attack other
countries. You have said, “We do not think of monopolizing power.” As diplomats
gather in Kabul this week, show that your commitment to dialogue and independence
is real. Challenge Washington and Kabul to accept a temporary ceasefire. Begin the
long-delayed peace talks that Afghans deserve.

Media! and our Religious and Moral Responsibilities

Currently, media has become a successful tool in defence of religious and moral
values. It is an effective source of inspecting every country and society, and its
contribution in playing a conventional role in shaping a stable and strong society is
transparent and crystal clear.

The countries of the world – where moral values are being neglected – have
confronted such chaos and moral disabilities that leaves no way of getting out of it for
the affected countries. Our beloved country (Afghanistan) – after the American
invasion – has also encountered repetitive and irreversible damages by the so-called
independent media in religious and moral perspectives, which are increasing on a
daily basis.

In contrast to the numerous Western media, there exist only few patriotic and Islamic
media outlets in our country, which have few resources to stand against the
intellectual and cultural invasions by deviant and corrupt media.

What is the importance of Religious and Moral Values?


Importance of values:

Religious or moral values are the guarantors of decency, justice and social success of
any society. What we mean by values is actions, deeds that are considered as religion,
law, and etiquettes in a society, and being regarded as great ideals in the social
environment. In other terms, values consist of all those good actions and rites that are
highly valued and respected, where people dignify and regard them and uphold them
in their lives to improve and advance.

Religious values are; Worship, prayer, fasting, Zakat (alms-giving), Hajj (pilgrimage),
recitation of the Holy Qur’an, the remembrance of Allah and so on…

What are Islamic and moral values?

Islamic and moral values are: Humility, shyness, patience, sacrifice, respect for elders,
virtuous behavior towards children, good character, valuing time, human respect,
attending the patient, moderation, loyalty, brotherhood, civil union, sympathetic
attitude toward each other, aiding the poor, preventing oppression and cruelty,
assisting and helping the oppressed and the like… those who are called Islamic and
moral values.

The media owners and authors are obliged to take the above mentioned values under
consideration, meaning: to use their responsibilities and contributions – as being a part
of media in any way – for awareness of people, in one way or the other; to stick to
those values and not to violate them in their daily, weekly, monthly and timely
publications at any cost. Every media person should be aware of their religious, moral
and national responsibilities, be cautious and sensitive about those responsibilities, and
should be proud of them. If a Muslim does not take pride in his cultural, civilizational
and moral values and propagate these values of others, this will lead him to very
unfortunate consequences.

It is usually said that media represents whatever goes on in a society, which means
that media actually portrays society. But that is not true, the fact is that besides
portraying society, it also takes ownership of the intellectual leadership of the society,
people of society hear and accept according to what media shows them. So the media
has to fulfill its responsibility of educating its followers in a positive way, and not to
promote and publicize evil deeds in the society.

Experts say that media carries both positive and negative aspects that can play a part
in advertising good as well as bad. Tt can give strength, determination, and tendency
of doing better to a society, can give social, military and cultural supremacy, political
and national consciousness, can raise its voice for the truth and harmony, but on the
other hand, by publishing false rumors, it can also suspect itself and its beliefs, can
raise its voice for hypocrisy and dissension. This is why the ‘media’ outlets that do not
work for aliens and its workers are not employed as laborers, must raise their voice
against invasion, bring unity and harmony among the people of society, explain
national and religious responsibilities of the Afghan people, fulfill their responsibilities
of bringing success and happiness so that a uncontaminated, strong and vibrant
community can be created throughout the world. For this purpose, it is important to
decide what sort of changes must be brought to society? And which direction the new
generation needs to be pushed? And upon which idea the new generation needs to be
trained? And what are the messages that need to be convey to the people?

Today the vulgar, indecency and Indian movies being screened on televisions in
Kabul, Jalalabad, and Balkh do not represent our religious and national attitude, in
fact it is an imposition of an alien and secular culture over our people. Are we in any
need of such obscene broadcasting? Or are we in need of scientists, doctors,
engineers, scholars, poets, and Mujahedeen? Do we require fruitful entertainment or
such disillusions in the name of Art?

The fact is that whatever is being conducted in the name of media these days in the
Islamic states especially in our beloved country, is highly harmful leading to very
negative and destructive consequences. Media lies to the people, frightens them with
fascinating titles and propaganda, and promotes prostitution, indecency and
profanity. Instead of stabilization, it endorses negative roles and adopts unlawful
ways to impose western culture over the Afghan people.

Afghanistan once again needs Taliban

More than 17 years ago the only Islamic government in the world (Islamic Emirate of
Afghanistan) was brought down by American invaders with the support of more than
50 coalition members. The Islamic Emirate of Afghanistan tactically retreated back in
2001 to start guerrilla warfare in order to drain the American invaders, the results of
which are clearly visible after decade and a half of war.

The Islamic Emirate of Afghanistan was formed as the country was in turmoil where
warlords running militias were killing and looting the common people and atrocities
and war crimes were performed on a massive scale all over Afghanistan. The Islamic
Emirate of Afghanistan was a movement to free the common people from oppression
and to ensure their rights. The country was lingering and the people were barely
surviving after the expulsion of the Russian invaders. People had high hopes after the
Russian invaders withdrew but some foreign stooges sold the hopes of the common
Afghan people and the country was on the brink of dissolving.

Taliban removed corruption from the land of Afghanistan and established a pure
Islamic system of governance. The warlords were arrested, the lawlessness ended and
the basic rights of common Afghan Muslims were ensured.

From the beginning of the establishment of the Islamic Emirate of Afghanistan, it was
thorn in the throat of the American oppressors and cruel rulers of the west. There
were many sanctions imposed on the Taliban government to cripple the economy
and a mass scale media propaganda was in full swing.

Despite these hurdles the common people of Afghanistan were enjoying their lives in
an atmosphere of peace and they had high hopes of prosperity. There were no areas
left where the Islamic Emirate hadn’t implemented the Islamic law.

After the tactical retreat of the forces of the Islamic Emirate of Afghanistan, the
invaders set up their puppet regime under Karzai. Warlords came back into power,
documented criminals and human rights abusers were appointed high posts in the
government. Afghanistan made records in opium productions during this period and
continuous to do so until today. People are sick of corruption and intimidation by the
powerful elite of the government. Afghanistan is holds the dishonor of the most
corrupt countries. Despite the influx of billions of American dollars, the country is
reeling in poverty and the rates of unemployment are sky high.
Democracy has only brought misery and suffering to the people of Afghanistan. There
is no cheap justice for the poor, in fact even government officials are crying for help.
There is a rebellion by the former supporters of the puppet president Ashraf Ghani.

This leaves us with a question as to why there again arises a need for Taliban in
Afghanistan?

The reasons are many, let’s shed light on some important issues. Those areas under
the control of the Islamic Emirate of Afghanistan has peace. According to the statistical
figures almost 50% of the country is under the direct control or very strong influence
of the forces of the Islamic Emirate of Afghanistan. There is no corruption in those
parts, schools are running smoothly, justice is delivered quickly to people and the
common people now approach the Islamic Emirate to solve their disputes more than
ever. There are no private militias of warlords in those areas, there is no corruption in
parts of Afghanistan under the control of the forces of the Islamic Emirate of
Afghanistan. Taliban have started welfare works and even cash and food supplies are
delivered to the needy and poor. Small scale developmental projects have also been
launched by the Taliban.

In contrast people are sick from the intimidation of the US invaders and the corrupt
regime rulers. They are tired of the lawlessness and corruption. There is not even a
single step taken to improve the situation in the capital Kabul itself. Everyday there
are thefts, kidnappings and the society has become a so poisonous that many people
living under the government control areas are leaving the country. The social injustice
has reached new heights. The racism and intolerance within the regime has caused
deep fractures in the Afghan society.

Ashraf Ghani has become the mayor of Kabul as his power has been reduced by the
warlords. He has to rely on Americans and has to do whatever they say while the
same warlords are then in turn supported by the Americans and are funded by the US
embassy.

The above arguments and reasons have compelled the common people to ask for the
return of the Taliban. The only legitimate rulers can be Taliban in Afghanistan because
they are what the people want. These facts are presented in several research and
analysis even by western pundits. The imposed democracy on the Afghan Nation has
failed and the result are visible to the whole world. This cements the fact as to why
there is again arises a need for the Taliban in Afghanistan.

that the United States has kept the doors of dialogue open for the Taliban. The
Political Office of the Islamic Emirate of Afghanistan would like to declare its policy
about the comments in the following lines:

The Political Office of the Islamic Emirate of Afghanistan calls on American officials to
talk directly to the Political Office of Islamic Emirate regarding a peaceful solution to
the Afghan quandary.

It would help in finding a solution if America accepts the legitimate demands of the
Afghan people and forward its own concerns and requests for discussion to the
Islamic Emirate through a peaceful channel.

The Islamic Emirate made it clear to the American people and congressmen through
an open letter that war is not our choice, rather it has been imposed upon us. For
ending the occupation, we want a peaceful resolution to the Afghan issue.

It must now be established by America and her allies that the Afghan issue cannot be
solved militarily. America must henceforth focus on a peaceful strategy for
Afghanistan instead of war. Military strategies which have repeatedly been tested in

Islamic Emirate Practically Proved its Commitment to Peace

being war-mongers and of not wanting peace and stability. However a few days ago
when the Islamic Emirate of Afghanistan, via a very courageous and clear open letter
based on facts and realities, proposed peace and negotiations, the occupiers
unfortunately once again insisted on war and bloodshed by following their war-
mongering policy. Likewise in order to escape from the responsibility and without any
plausible reason, they resorted to their baseless propaganda that the Islamic Emirate
of Afghanistan does not want peace whereas the Islamic Emirate has clearly raised its
voice for peace and negotiations before the entire world.

The occupiers and their sympathizers falsely presume that the Islamic Emirate of
Afghanistan raised its voice for peace and negotiations because of weakness. Strange
logic! Previously they were saying that the Islamic Emirate did neither want peace nor
negotiation! Now they are saying it is weakened, is in fear of American bombardment
and therefore raised voice for peace and negotiations!?

The fact is that with this unique, responsible and reasonable step, the Islamic Emirate
practically proved its real and responsible position to its people and the international
community and made it clear to everyone who actually wants peace and stability and
who opposes it.

The occupiers and their followers must know that throughout the history, the Afghan
nation has neither feared anyone nor has it bowed to any oppressor, rather has soiled
the nose of every oppressor and aggressor.

The Islamic Emirate of Afghanistan believes that, if the aggressors and oppressors think
that with air strikes and use of force they would compel the Afghan nation to accept
slavery and give up their demands, their thinking is certainly immature. Force and
combat is not a solution. Last seventeen years have practically proven everything. If
the occupiers continue to kill the Afghan people and destroy their country, then
readily and ultimately, they are going to dig their grave in this graveyard of empires
with their own hands.

Remarks by spokesman of Islamic Emirate concerning the partial civilian casualty
report by UNAMA

The United Nations office in Kabul (UNAMA) published a report about civilian
casualties during the past year.

This report – which was clearly one sided – declared that the Mujahideen of Islamic
Emirate were responsible for 42% of civilian casualties in the country.

It attributed 13% to the Kabul regime and American occupying forces were held
responsible for mere 2% civilian casualties in Afghanistan.

The Islamic Emirate strongly rejects this partial report by UNAMA. The report openly
sides with the American occupying forces in Afghanistan and tries to cover their
crimes.

The entire world is aware that following the declaring of new a strategy by the
American president Trump, bombings and raids on civilian homes, public buildings,
mosques, Islamic seminaries, populated areas and even bazaars have increased which
has daily and repeatedly left civilians martyred and injured as well as their homes and
property destroyed.

The world and Afghans are witnesses and the American forces themselves admit that
the American invaders have dropped over 4300 bombs on Afghanistan over the past
year and have carried out hundreds of raids. And every sound-minded person
understands that so many bombings undoubtedly destroy homes and cause civilian
casualties.

Moreover the army, police and especially the Arbaki militia of the Kabul regime target
civilian homes with mortars and other heavy weaponry in villages and hamlets,
martyr civilians including women and children and have jailed thousands of innocent
people.
Despite such open crimes and barbarity, only attributing 2% civilians casualties to
American and 13% to internal forces throughout the entire year reveals that UNAMA
is trying to throw sand into eyes of people and openly sides with the American
invaders and their hirelings.

Such reports seek to provide propaganda material against the Mujahideen of Islamic
Emirate and acquit the invaders – the real source of Afghan tragedy who have been
using explosives against our country and have been martyring people for full 17 years
– of any wrongdoing.

Unfortunately such reports have been prepared using statistics provided by


intelligence circles and enemies of the Afghan people and have completely abstained
from looking at the unbiased and fact based end of year report published by the
civilian casualty department of the Islamic Emirate.

The Islamic Emirate considers it very unfortunate that the highly sensitive
humanitarian issue of civilian casualties is being used as propaganda and pressure tool
and such unjust substance is being published under the name of United Nations.

moral wellbeing – also considers welfare, prosperity and economic advancement of
an Islamic society and public charity as an obligation upon the Muslims.

It is reported by Anas bin Malik (RA) that the Messenger of Allah (SAW) said: There
are seven things, the reward of which will continue for the believer even after he is
buried; those that teach knowledge to others, or builds water canal, or digs a well, or
plants a tree, or builds a mosque, or leaves the Holy Quran in inheritance or leaves a
child that prays for his salvation after his death.

The main message of this narration proves that public welfare works are important
Shariah legislated obligations in which every Muslim must partake in accordance with
their capacity.

It is due to this religious social obligation that the Islamic Emirate – alongside struggle
for establishment of Shariah and armed Jihad – conducts development work for the
wellbeing of its believing nation and reconstruction of its beloved homeland and has
created special departments for construction and public welfare works.

A key component of public welfare works for the prosperity of our people and
homeland is agriculture and tree plantation. In this regard the esteemed leader of the
Islamic Emirate – Amirul Mumineen Sheikhul Hadith Hibatullah Akhundzada (HA) –
published a special decree last year asking the Mujahideen and common people to
plant trees for the welfare of our country. This decree was widely welcomed by the
people and a multitude of trees were planted throughout the country.

With the approach of tree plantation season, the Department of Agriculture and
Agronomics of the Islamic Emirate once again calls on its nation and its workers to
comply with the decree of Leader of the Believers (HA) and asks the entire believing
nation and Mujahideen to plant trees for the prosperity our homeland so that our
nation and people can benefit from the abundant advantages of trees and greenery.

Letter of the Islamic Emirate to the American people!

The American people, officials of independent non-governmental organizations and


the peace loving Congressmen!

With the hope that you will read this letter prudently and will evaluate the future of
American forces and your profit and loss inside Afghanistan in light of the prevailing
realities alluded to in the following lines!

The American people!

You realize that your political leadership launched a military invasion of our country
17 years ago. This invasion was not only contrary to the legal and national norms of
our own sovereign country but also a violation of all international rules and
regulations, but still the following three main points were put forward by your
authorities to justify this illegitimate invasion:

1. Establishing security by eliminating the so called terrorists inside Afghanistan.

2. Restoring law and order by establishing a legal government.

3. Eradicating narcotics.

However let us analyze how successful your war-monger leaders were in achieving
the above three slogans in this illegitimate war?
Increased insecurity and fighting:

In 2001 when your ex-president George W. Bush ordered the invasion of Afghanistan,
his justification for that felonious act was the elimination the Islamic Emirate (Taliban)
and Al-Qaeda.

But despite continuing this bloody war for seventeen years and accepting huge
casualties and financial losses, your current president Donald Trump – to continue the
illegal 17 year old war in Afghanistan – acknowledged increased insecurity and
emergence of multiple groups instead of the single unified Islamic Emirate (Taliban).

This was stated by Trump while declaring his new war strategy for Afghanistan and
South Asia on 23rdAugust 2017 and seventeen years later, again ordered the
perpetuation of the same illegitimate occupation and war against the Afghan people.
Since your authorities admit the presence of multiple warring factions inside
Afghanistan, it verifies our claim that by invading Afghanistan and overthrowing a
unified responsible government of Taliban, the Americans have merely paved the way
for anarchy in the country.

No matter what title or justification is presented by your undiscerning authorities for


the war in Afghanistan, the reality is that tens of thousands of helpless Afghans
including women and children were martyred by your forces, hundreds of thousands
were injured and thousands more were incarcerated in Guantanamo, Bagram and
various other secret jails and treated in such a humiliating way that has not only
brought shame upon humanity but is also a violation of all claims of American culture
and civilization.

In this lopsided war and as confirmed by your own military authorities, 3546
American and foreign soldiers have been killed, more than 20,000 American forces
injured and tens of thousands more are suffering mentally but in reality the amount of
your casualties is several times higher and is deliberately being concealed by your
leaders. Similarly this war has cost you trillions of dollars thus making it one of the
bloodiest, longest and costliest war in the contemporary history of your country.

Chaos and the most corrupt regime:


Even though it is not the duty of America to draft laws and suggest systems for other
countries but nevertheless, the second excuse of George W. Bush for the invasion of
Afghanistan was to establish a supposed legitimate government. But despite seventeen
years of war costing thousands of American and coalition lives and billions of dollars,
such a system has taken root in Afghanistan which has achieved the following
administrative, legal, military and political records:

Number one internationally in administrative and financial corruption.

Number one internationally in violating human rights.

Number one internationally in usurping of land and embezzling international aid.

Number one internationally in violence against women, etc. etc.

The latest example of the corrupt regime formed in the wake of American invasion is
the presence of a two-headed system which is unparalleled in the established laws of
forming a government throughout the world.

Production and expansion of narcotics:

The third justification of George W. Bush to invade Afghanistan was the prevention
and eradication of narcotics. Let us examine the amount and levels of production and
expansion of the narcotic trade in Afghanistan after seventeen year war effort?

According to the data provided by UNODC (United Nations Office on Drugs and
Crimes) – prior to the American invasion – poppy was cultivated only on 185 hectors
land of Afghanistan and only in areas controlled by anti-Taliban forces whereas the
level of heroin addiction among Afghans was next to nil. But following the American
invasion of Afghanistan, poppy cultivation skyrocketed from 185 hectors to 328,000
hectors while under the shadow of seventeen year occupation, the number of drug
addicts has reached 3 million people.
On 21st December 2017, the UNODC (United Nations Office on Drugs and Crimes)
reported that drug production increased by 87% and poppy cultivation increased by
63% during the year 2017, thus mounting the total production of narcotics to 9000
metric tons.

The American people!

You proclaim to be a developed and civilized nation of the world. Since the imposed
government in Afghanistan is established by you therefore we leave it to your
judgment to decide – according to your logic and conscience – whether the present
system and its pertinent changes, insecurity, chaos and 87% increase in narcotics are
reforms or crimes against humanity?

Your authorities proclaim that tens of billions of dollars have been spent on various
reconstruction projects in Afghanistan. Of course this is the same money which is
collected from you as taxes and revenues, but here it has been distributed among
thieves and murderers.

Do you agree that the hard earned money of your labor should be wasted on such a
corrupt system where in only one criminal case, $900 million were stolen from Kabul
Bank by corrupt officials?

Do you consider it the rule of law in American culture and lexicon where the first
deputy of a government is a person involved in the felonious act of sexual assault on
a 70-year-old man besides hundreds of other crimes against humanity?

Is this the civilization, modernity and rule of law proclaimed by you in the world?

Were your 3546 forces killed in Afghanistan to establish and empower such a system?

Can your scholars, intellectuals and unbiased analysts produce an answer to our
questions?
You must understand that our people are living, watching and closely analyzing all
these calamities and that is why the regime working under the shadow of your
military support and the corrupt elements assembled therein are not looked upon as a
legitimate government rather they are considered a band of usurpers, looters, mafia
warlords and drug-dealers while at the same time, the resistance against them is
considered their legal, moral and national obligation. The people working alongside
you to impose this system are committing treason against our nation and national
interests. On the other hand, the people who waging armed resistance against your
corrupt regime are the defenders of their homeland, national interests, sovereignty as
well as their dignity and they are revered by the Afghan masses as their heroes. That
the American media is propagating against the Afghan resistance and labelling them as
foreign terrorists instead of Afghan freedom fighters, all of this is baseless propaganda
aimed at concealing their own humiliating defeat. To repudiate this propaganda, we
only want to say that had there been any chance of success in Afghanistan with
foreign support, the American invaders and their coalition forces would definitely
have succeeded due to enjoying the political and military support of a powerful
country like the United States of America as well as the support of a well-equipped
military alliance like NATO.

The People of America!

We would like to summarize our message to you in the following words:

The Afghans who are fighting your forces and any other invader today, this is their
legal, religious and national obligation. However mighty and well-equipped your
forces might be, even if supported by the entire world, this resistance will be sustained
by the Afghan people due to their religious, legal and national obligation. This
resistance is considered by Afghan masses as a sacred responsibility of defending their
creed and country. To relinquish this sacred obligation is considered by them as
abandoning Islam and all human values and this disgrace is never acceptable for any
valiant Muslim Afghan individual.

Afghans have continued to burn for the last four decades in the fire of imposed wars.
They are longing for peace and a just system but they will never tire from their just
cause of defending their creed, country and nation against the invading forces of your
war-mongering government because they have rendered all the previous and present
historic sacrifices to safeguard their religious values and national sovereignty. If they
make a deal on their sovereignty now, it would be unforgettable infidelity with their
proud history and ancestors.
Afghanistan is a country which has maintained its independence throughout its several
thousand year history. Even in the 19th and 20th century when most Muslim countries
were occupied by the then European imperial powers, Afghanistan was the only
country in the region to preserve its independence and despite an eighty year
imperialistic endeavor, the British failed make them accept occupation. It is the same
inherent zeal and historic succession in the hearts and minds of Afghan masses which
presently inspires this empty-handed nation to continue protracted resistance against
your occupying forces. This is not exaggeration rather irrefutable reality that today the
valiant Afghan self-sacrificial attackers are competing among themselves to carry out
martyrdom seeking attacks against your invading forces.

This national religious resistance of the Afghans is not a futile war, rather it is
progressing everyday as various parts of the country are liberated. At this moment the
head of SIGAR (Special Inspector General for Afghanistan Reconstruction)
acknowledged that sixty percent of Afghan territory is under the control of Taliban
(Islamic Emirate).

In 2001 during the American invasion of Afghanistan, a number of world countries


came under the influence of misleading propaganda by your officials and supported
the warring strategy of the then president George W. Bush. But today we see that
your government has lost that international support as a number of your coalition
partners have withdrawn their forces from our country by discerning the prevailing
realities and they are currently seeking a political solution. The international
community at large is now backing our justified resistance against the illegitimate
American occupation. If your government is still insisting on perpetuating the war in
Afghanistan by conjuring excuses, it will further undermine American prestige in the
world.

The People of America!

In the American society where the main source of power is the masses and the
authorities are elected by public votes, the Islamic Emirate of Afghanistan – as
representatives of the will of Afghan nation – asks the American people and the peace
loving Congressmen to put pressure on your authorities and demand an end to the
occupation of Afghanistan because stubbornly seeking the protraction of this war and
existence of a corrupt and ineffective regime here in Kabul will have dreadful
consequences for the region and particularly for the stability of America herself.
The Afghan masses feel pity for the whole American nation because they are being
sacrificed and are losing respect through the world with each passing day solely due
the war-mongering policies of a few war-mongering officials.

Your intellectuals, peace loving Congressmen and independent chiefs of civil


organizations should question your authorities as to why the American people are so
insecure and detested at home and abroad despite their international prestige?

For how long will your modern country and your children continue to be sacrificed
for the war-mongering policies of a few war-mongering officials?

And what eventual benefit will these warring policies bring for your country?

The American People!

Your president and his military and political officials following his war policies still
speak the language of war in Afghanistan. They intentionally release fake statistics for
the sake of their vested interests and misguide you and the world by throwing dust in
your eyes. The reality is that in contemporary world, the use of force and arms has
been replaced by peaceful dialogue and wars cannot be won with lies.

Only in past September – in accordance with Trump’s new strategy – American forces
used all their new powers and carried out 751 air strikes. You should ask your
Generals that despite using such force, have you retaken even a single inch of land
from the Taliban or have they become even more powerful.

If you do not understand the inexperienced policies of president Trump and his war-
monger advisors, then look no further than his irrational decision of shifting the
American embassy to from Tel Aviv to Jerusalem which brought America in
opposition with 128 countries of the world.

Truly it is humiliating for a civilized people like you to be confronted with such a
decisive international majority. It was only due of the pursuit of policies of force
which pitted majority of the world countries against America, and your authorities are
still insistent upon that ridiculous policy!!
The Islamic Emirate had asked America from the very beginning to solve her issues
with the Islamic Emirate through talk and dialogue. The use of force has adverse
consequences, and you might have now discerned the bitter consequences of
American aggression against Afghanistan. If the policy of using force is exercised for a
hundred more years and a hundred new strategies are adopted, the outcome of all of
these will be the same as you have observed over the last six months following the
initiation of Trump’s new strategy.

According we still believe that it is not too late for the American people to
understand that the Islamic Emirate – as representative of its people – can solve its
problems with every side through healthy politics and dialogue. Needless use of force
only complicates the issues by creating new dimensions which gradually move out of
the realm of control. The Islamic Emirate is a regional power with deep roots which
cannot be subdued by sheer force. The chances of dialogue however are not
exhausted. The American people must understand that the Islamic Emirate
understands its responsibility and can play a constructive role in finding a peaceful
solution for issues but this can never mean that we are exhausted or our will has been
sapped. It is our policy that logic should be given a chance before the use of force.
Whatever can be achieved by logic, should not be relinquished due to the use of
force. It is the moral obligation of the Islamic Emirate of Afghanistan to inform you,
the American masses, about these realities.

We must state that the Islamic Emirate of Afghanistan undertakes legitimate efforts for
the independence of our homeland. Having a sovereign country free from any
foreign occupation is our natural and human right. Seeking freedom of our homeland
and establishing an Islamic system conforming to the creed of our people can never
be called terrorism by any law of the world. It is worth mentioning that we have no
agenda of playing any destructive role in any other country and we have practically
proven over the past seventeen years that we have not interfered in any other
country. Likewise we will not allow anyone else to use Afghan territory against any
other country. War is imposed on us, it is not our choice. Our preference is to solve
the Afghan issue through peaceful dialogues. America must end her occupation and
must accept all our legitimate rights including the right to form a government
consistent with the beliefs of our people. After gaining independence, we would like
to have positive and constructive relations with all countries of the world including
our neighboring countries. We welcome their assistance and support in the
reconstruction and rehabilitation of our country. We want to play a beneficial role in
regional and world peace and stability, provide high standard education and
employment opportunities for our people and guarantee all human and legal rights of
every child, woman and man, secure our youth from drugs and all other moral
indecencies, provided job opportunities to every individual such that they not leave
their homeland or seek refuge abroad.
In brief, insisting on prolonging the war in Afghanistan and maintaining American
troop presence is neither beneficial for America nor for anyone else, rather it
endangers the stability of the entire world. This is irrefutable reality which is only
rejected by your arrogant authorities. If you want peaceful dialogue with the Afghans
specifically and with the world generally, then make your president and the war-
mongering congressmen and Pentagon officials understand this reality and compel
them to adopt a rational policy towards Afghanistan!

This will be the most constructive step for the stability of your people, the Afghans as
well as the whole world.

Our only obligation is to convey (the message) to you!
