GST is charged om supply of goods and services. Here supply happens to be the
key term. As per your question , the situation described is that the resturant is
providing food and delivery is done by zomato.
In such a case the resturant is the supplier of goods and zomato is the supplier of
service , resturant pays GST on the bill amount excluding taxes and delivery
charges ( by zomato) but inclusive of service charge( if any) @ 5%.
The delivery partner , zomato in this case pays GST only on the amount of

GST is payble on the amount charged to Customer. Since entire bill will be paid
by Customer, GST will be on full bill amount.
Usually Zomato will deduct its commission and pay you the balance amount.
