Re: Proposal to organize Seminar on “Cyber Warriors- Ethical Hackers to combat Cyber Crimes and Safe
Web Space Development”

Sir,

Cyber security needs are well known. It is also known that there is hardly any systematic capacity building
for this sector. The demands are huge. The Government has set target of training 5, 00,000 cyber
warriors within two years. This task can be achieved only with cooperation of Universities.
Around 25, 00,000 engineering professionals come out every year in India, each looking for good career
ahead. It is common knowledge that each one has to be something plus over others. Getting cyber
security knowledge definitely adds as a plus factor for better placement and good career.

Keeping this in view, CMAI proposes to organize a seminar as above in GTU, Ahmadabad. We request
GTU to co-organize the Seminar with CMAI. The details are given below. The date for the seminar would
be finalized in consultation with GTU sometimes during December-January.

Seminar Need

Internet and mobile computing has changed the way we live and work. It has also brought associated
risks of cyber attacks, phishing, spam, malware, viruses, hacking, data theft, identity theft etc. The risks
for websites, emails, mobile phones, integrated network systems are well known. Cyber threats are
occurring in every industry in every corner of the world every day.
With Cyber crime now reaching epidemic proportions, there is great need for development and training of
cyber experts or Cyber Warriors, who has skills and techniques that will assist to combat potential crime
and protect organization’s information. The vision is for capacity building to train the young students for
achieving a world wide web devoid of the flaws of porous internet security. There is need to develop
techniques for strengthening websites and to make the internet a virtual utopia – a place where
knowledge is nestled in a package that is beautiful yet strong, and where that knowledge is completely
safe from prying eyes and dubious hackers.
Hostile computer activity from spies, saboteurs, competitors and criminals has spawned a growing
industry of corporate defenders who can attract the best talent from Government cyber units.
For the Governments and Corporations facing increasing computer attacks, the biggest challenge is
finding the right cyber warriors to fight back. There is demand of 5, 00,000 cyber warriors during next two
years in Government sector alone, as per Govt. Cyber Security Policy. Another demand of 15,00,000 is
estimated from private sector.

The U.S. military's Cyber Command is due to quadruple in size by 2015 with 4,000 new personnel while
Britain announced a new Joint Cyber Reserve last month. From Brazil to Indonesia, similar forces have
been set up.

But demand for specialists has far outpaced the number of those qualified to do the job, leading to a
staffing crunch as talent is poached by competitors offering big salaries.

Background: India known for hacking paradise


India is fast emerging as a talent hotspot for the global cyber-crime industry amid slow hiring in the
traditional software industry, the lure of easy money, and lack of law enforcement, according to computer
security benefits

Work such as hacking into computer networks and creation of malware is being outsourced to cyber-
mercenaries in India through underground marketplaces. It is possible to rent botnets - computers
controlled by a hacker - to launch disabling attacks to bring down websites for as little as $2 (Rs 125) per
hour.

"Increasingly, India is becoming not just the victim but the host country with regard to cyber attacks,"
Jagdish Mahapatra, managing director for India and SAARC at anti-virus maker McAfee, said. The
process has become so organised that some of these hacking services come with Live Chat customer
support, according to McAfee

In 2012, McAfee Labs identified at least 850 separate bits of ready-to-download malware hosted on
computers in India. In the first quarter of 2013, the number had jumped to 1,100. India is ranked eighth in
the world in terms of number of attacks originating here, a report by Akamai Technologies in May said.

"Blackhats can make a lot of money, so I`m not surprised that we`re beginning to see cyber-crime
markets emerge in India," said Oxblood Ruffin, a Canadian hacktivist based in Bangalore. In Internet
security language, a blackhat refers to someone who exploits vulnerabilities in computers with malicious
intent or personal gain. In March, Norwegian telecommunications services provider Telenor reported an
intrusion into its computer networks. Cyber-security company Norman Shark traced that attack to India
and documented it in a whitepaper titled `Unveiling an Indian Cyber-attack Infrastructure`.

Cyber Warriors also command a respectable remuneration

A graduate with a good computer studies degree can walk into a $100,000 salary with a similar amount
upfront as a golden handshake, several times what the U.S. National Security Agency would be likely to
offer.

Western universities turn out far too few graduates with the necessary computer skills while some
students complain that many of the courses on offer are too theoretical for the challenges of cyber
warfare.

But applicants need not have a computer science degree to get lucrative jobs as long as they can do the
hardest-to-fill jobs such as finding bugs in software, identifying elusive infections and reverse engineering
computer viruses that are found on computers, said Alan Paller, founder of the non-profit SANS Institute
in Washington.

SANS has worked with officials in Illinois, Massachusetts, New Jersey and other states to sponsor
hacking contests that test skills in those and other areas. Educational background does not
necessarily help in these contests.

Those who have "very good" skills in the most-needed areas can earn $110,000 to $140,000, while the
very top get paid as much as $200,000 in private sector jobs, according to Paller.
While the private sector offers big cash, the government is still able to retain some talent by appealing to
people's sense of public service and patriotism.

Seminar Deliverables/Objectives

1. In depth discussions from academic and cyber world for awareness and need for capacity building,
training of teachers, development of curriculum for cyber warriors/ethical hacking for certificate diploma
and degree courses.
2. The Seminar will present the insight of the new world of cybercrime and cyber warfare.
3. Seminar will also include live demonstration of security risks on cell phone, emails, social media,
web sites etc. and way forward to protect the same. The seminar brings awareness and practical
experience/demonstration of mobile/web/email risk/weaknesses (commonly called hacking) and causes
of the breach.
4. The Seminar will also inform the delegates some of little steps and precautions that can be taken to
safeguard ourselves from majority of attacks.

5. Recommendations for initiation of courses and curriculum for safe cyber use of web space.
