INTRODUCTION

Bachelor of Science in Electrical Engineering


The global changes particularly the Information and Communication
Technologies (ICT) have impact on the functioning of academic libraries. The
developments in ICT have changed the users’ expectation from the academic
libraries in different ways. The ways to build collection and services to the
end users vary from the recent past practices. To meet the end-users
demands effectively, the academic libraries need to identify and adopt good
practices and benchmarks. Thus, preparing guidelines in a standardized way
based on the best practices employed by libraries is significant which will
ultimately enhance the value based services of academic libraries.
Library and Information Services of Higher Education institutions play
a central role in enhancing the quality of academic and research
environment. The Northwest Samar State University (NwSSU) strive for
quality and excellence and advocates for enhancing the role of Library and
Information Services in improving academic environment. Library is the
fulcrum of support for the entire range of academic activities on an
educational campus. In today’s high-tech learning environment, the library
as a learning resource is taking up increasingly more academic space and
time in the life of a learner. In times ahead, this will be even more so. Thus
NwSSU has decided to identify the set of best practices in Library &
Information Services, with the help of a few case presentations from few
selected libraries of the accredited universities and colleges. In general, the
use of technology and innovative ideas lead to evolve best practices in
library and information environment. Collaborative learning is now the trend
in the library.
The NwSSU library although wants to be at par with the other libraries,
it still needs to address some issues that hinder the implementation of
collaborative learning. One of which is the space. No matter how much the
library wants to cater to collaborative learning, through provision of
“information commons”, it is but a sad truth that the library lacks the space
it needs for such innovation. Time will come that these innovations will
become a reality in the NwSSU library. Thus, the library renovation is one of
the highlights of the present administration. However, despite some
problems encountered, the library makes sure that library services are
designed to facilitate independent and optimum use of all library collections.
Students, faculty, alumni and other users coming from other institutions can
avail of these collections.

1. SYSTEM – INPUTS AND PROCESSES

The organizational structure of the university library which was


approved by the BOR Res. No. 21 series of 2015 shows that the library is
directly under the Vice President of Academic Affairs Office.

It is managed by College Librarian III who is in-charge in sustaining


efficient rapports with the administration and faculty to reach its intentions.
She was assisted and supported by one (1) professional librarian, two (2)
support staff and thirteen (13) students assistants in giving quality service
to users. The library also adheres to institutional protocols, procedures and
practices.

A Library Committee was formed to help and advise the librarian in the
decision making for the improvement and development of the library in
terms of service, facilities, physical settings, collections and other concerns.

LIBRARY ADVISORY COMMITTEE

Purpose:

The purpose of forming the Library Advisory Committee was to come


up with recommendations for continued improvement of the library services
and facilities of the University.

Functions:

The functions of the Library Advisory Committee are as follows:

1. acts as an Advisory Council to the Library Administration;

2. facilitates the communication between the library and its academic


clientele;

3. acts as advocates of the library in the university-wide decision


making groups;

4. gives support, advice and guidance for the improvement of the


library services;

5. brings any policy changes or recommendations to the administration


for consideration;

6. reviews library policies, rules and procedures;

7. meets yearly to plan and evaluate library performance; and

8. perform other related tasks as maybe deemed necessary.

The long medium-short term plan, and annual plan of the library were
presented by the librarian to the Library Advisory Committee for
consultation.

The librarians from San Jorge Campus are already part of the
institution’s planning workshop where strategic plans are formulated and
evaluated by the stakeholders.

2. IMPLEMENTATION

The Management, Administration and Supervision of the Library

All personnel involved in the library system are properly indicated in


the organizational structure based on functions.

The library is under the Vice President of the Academic Affairs. The
Head Librarian spearheads the activities, services and programs of the
library through Librarian I, library Office Assistants and the student aides.

The Head Librarian coordinates with the Deans of the Colleges and the
Library Advisory Committee for whatever endeavors therein.

The Head Librarian

The head librarian is currently on study-leave pursuing Master of


Science in Library Science (MSLS) at a prestigious university. Her
competences in librarianship are honed through her constant attendance to
trainings, seminar workshops and other related professional activities.

She is classified under the academic non-teaching category. Her active


involvements in the academic and administrative activities are manifested in

3. OUTCOMES

The following evidence shows that the goals and


objectives of the Library are satisfactorily attained.

The goals and objectives of the Library are satisfactorily attained


as reflected in the library survey result for the last two semesters of the
Academic Year 2016-2017. The statistics of the attendance of users,
utilization of the resources and availment of the services in the library was
also reflected.

The graduates of Agricultural Technology programs are now employed


in agricultural industries.

Client Feedback Report showing the satisfaction rating “BETTER” of the library. The
Observations, suggestions and comments to help improve the services has given
attention immediately to resolve the issues with the intervention of the University
President and properly address the concern raised by the clients. The VP Academics
Affairs spearheaded the meeting to resolve the problems either through the Library
Advisory Committee meeting or call an immediate meeting to the concerned personnel.

4. BEST PRACTICES

a. All the librarians are licensed. One librarian finished her Master of
Science in Library Administration and she is also one of the
AACCUP librarian accreditors.

b. The librarians are active members of the professional librarian


associations like the Eastern Visayas Region Librarians Council
(EVRLC) and Philippine Librarians Association, Inc. (PLAI).

c. To update the library procedural manual, revision is now ongoing.

d. The goals and objectives of the library are in consonance with the
vision-mission, goals and objectives of the Institution. Equally
echoed in the new theories and practices of library and librarianship
in the modern world, the goals and objectives of NwSSU Library are
parted towards distribution through mutual and generally
associated atmosphere flouting down obstacles for a more effective
library freedom.

The Head Librarian is finishing her post graduate studies in the same
field. The librarians continuously attend professional activities to keep them
abreast with the new trends in the field. Their affiliations to professional
organizations provided them opportunities to expand linkages that form part
in the success in carrying out their duties and responsibilities.

The two (2) Library Office Assistants are graduate of four year course.
The student assistants undergo basic librarianship which includes handling
reference queries, use of access tools, classification system, etc. Personal
coaching in their specific assignments is provided by the head of the area.

3. OUTCOMES

The supporting staff assigned in the library are qualified and


competent.

The Librarian, although still finishing her studies in MSLS, her assistant
librarian holds a Master of Science in Library Administration. The Support
Staffs are bachelor’s degree holder in office administration and IT
respectively. They are coached by the Librarian through the staff meeting to
improve and build their understanding, awareness and skills in the services
and resources of the library.

c. The institution has an Annual Training Plan duly approved by the


University President. The Vice President for Academic Affairs
recommends librarians to attend training, conferences, seminar
workshops, etc.

d. Employees who enroll in the graduate school further studies enjoy


free tuition per approved BOR resolution. After graduating in the
graduate and post-graduate program, employees are given thesis
and dissertation financial assistance based on the approved BOR
Resolution.

PARAMETER C – COLLECTION DEVELOPMENT, ORGANIZATION AND


PRESERVATION

The Institution’s Collection Development Policy

COLLECTION DEVELOPMENT POLICY

INTRODUCTION

Collection development is the process of assessing the strength


and weaknesses in a collection, and then creating a plan to correct the
weaknesses and maintain the strength. The written statement of the plan is
in the Collection Development Policy.

Collection Development

The library management program and collection development


contribute to the achievement of goals, that is, organizing and directing the
processes of acquiring or providing access to materials and data and
integrate them into coherent and supportive collection.

Selection and Acquisition Statement

1. The library should have materials and facilities, which in terms of


quality and quantity are reasonably adequate for effective research.

2. The Depth and breadth of coverage, representativeness of authority
in various disciplines, extent of correlative, and recency of edition
are essentials in such development.

3. It should respond to the changing needs of undergraduate and


graduate studies and research as well as to the changes in national
and institutional policy.

4. Each curricular offering shall have the appropriate corresponding


library support in terms of books in proportion to the required
number of volumes.

5. In addition to books, the library resources should include


appropriate professional publication, such as journals,
bibliographical annuals, serials, and bound issues of reputable
professional and cultural magazines of foreign and local
publications.

6. The Library Advisory Committee shall determine the books to be


purchased.

7. The teaching staff shall be notified through the deans of the plan to
purchase library materials and shall be asked to submit their
suggested references.

8. The list of books and other materials of recent edition shall be


submitted to the librarian after consulting the book catalogs and
price lists.

9. The librarian shall check the previous list to avoid duplication.

10. Purchasing procedure shall be allowed.

11. Book donations shall be solicited from different agencies every


semester.

12. There is a yearly inventory of library materials during summer


vacation. After the said activity, the librarian separates the obsolete
and worn out books to be recommended for condemnation in
coordination with the supply officer and the inventory committee.

Budget Administration

The library continuously upgrades its facilities as it expands its


acquisition of new materials. Maximum use of the library materials and
satisfactory services for students, faculty and other clientele depend on a
large measure in having the resources of the library accessible. It is
therefore desired to undertake development program to upgrade its
resources.

Source of Funds

1. The library is mainly funded by the students’ library fees and the
university.

2. The library seeks and accepts outside sources of funds to increase


collection subject to government rules and regulations.

Organization of Library Materials

In order to facilitate easy access to library materials, especially newly


acquired resources, the library observes the following standards:

 Collating
 Marking
 Cataloging
 Classifying
 Accessioning
 Printing
 Recording and indexing
 Updating clippings for vertical collections
 Disseminating information regarding the availability of new
collection
 Technical and mechanical processing of library materials
 Close access – reserve area (textbooks, handbooks, and other in
demand books). Students shall not be admitted inside this area,
instead they shall ask the library assistant for the books they need.
 Open access – Students are free to browse and get the book they
choose. They are not allowed to do the shelving. Used books are to
be left on the table or book rack.

Preservation and Conservation

It is important to protect the assets represented by the library’s


collections through preservation, which is programmed. This begins with
attempts to maintain an environment, which is clean and secure, with proper
lighting, heat, humidity control and proper ventilation.

To explore the possibility of finding methods of restoring or preserving


books, the library adopted simple mending and repair of books. Complete
issues for one-year magazine/journals are book bound.

Weeding

Weeding constitutes the removal of outdated, superseded, damaged or


duplicated material from the collections. It is a systematic removal of non-
core volumes from primary collections of the library. It is also detracting
non-essential materials from the library shelves in order to maximize the use
of the resources.

Purpose:

1. To evaluate the collections in conjunction with the selection of new


and replace of old materials in order to keep the collection viable
and useful.

2. To delete unnecessary, out-of-date materials from the shelves.

3. To alert faculty and librarians to areas of weakness in the collection.

4. To identify working edition which are in need of replacement,


binding, or repair.

Guidelines:

To keep the circulation functional and current, the library will withdraw
obsolescence, damage, unneeded materials from its shelves. Evaluation of
the collections shall be the joint responsibility of the librarians and LAC
through removal of materials from the collections based on the following
guidelines:

1. Physical condition beyond repair – to be replaced if they meet


selection criteria that are available.

2. To be rebound if valuable and possible, or kept protected if valuable


and still useful.

3. Excess number of duplicate copies (donated books)

a. When deemed no longer needed for the academic program

b. Exceptions include popular work and literatures which are in


demand may fluctuate.

c. Superseded editions

d. A “next to last” edition may kept depending on subject, length


of time between editions, circulation, or extent of revision.

e. Those materials which are cumulated in a newer edition.

Inventory

Inventory is conducted by the end of the school year. It involves a


series of the following activities:

1. Books are checked physically against the library records like


accession record and shelflist file.

2. If the item is missing, a marker is placed in the shelflist card.

3. If the item is located, marker is removed in the subject list.

4. The missing item and other source are classified carefully.

5. List of missing materials is prepared.

6. Relief of accountability accompanied by affidavit of loss is


requested.

7. The lost item is removed from inventory list, the shelf list card is
removed from the shelf list file, catalog cards from the card catalog
will be removed. The entry in the OPAC will be deleted and marked
as lost, and “lost” will be written in the remarks columns of the
accession record.

Types of Access

1. Close Access

Students shall not be admitted inside this area, instead they


shall ask the library assistant for the books they need. This area is also

known as the Reserve Area (textbooks, handbooks, and other in
demand books).

2. Open Access

Students are free to browse and get the book they choose. They
are not allowed to do the shelving. Used books are to be left on the
table or book rack.

2. IMPLEMENTATION

There is a written collection development policy which is incorporated


in the Library Manual. The Library Advisory Committee helps in the creation
of the policy, review of the policy, and the evaluation which is done
regularly.

The library increases its collection of books and other information


sources like electronic resources, journals, serials, thesis and dissertation.
Every year, there are significant increase in the Filipiniana, professional and
reference books of the collection.

The library materials are organized using the Dewey Decimal
Classification System Scheme. The University sustainably adopts a
computerized Integrated Library System that facilitates the organization of
the library resources. This system, Follette with OPAC terminals and
circulation system as an added features of the system.

Every end of the semester, an inventory of the library holdings is


conducted. This regular inventory period also serves as the venue for the
general care and upkeep of the library resources. Books with destroyed
spine and equipment are also sent for repair. Outdated and totally damaged
books are pulled out from the collection.

Best Practices

1. The library has 10 units internet connection and WIFI available for
library’s client use to access online databases.
2. The library has internet section with 33 units of computer available for
client’s use with a maximum of 20 hours per semester.
3. There is an Integrated Library System called “Destiny Library
Manager” by Follette with the updated system of 9.0 version.
4. The NwSSU Main Library and the San Jorge Campus subscribed to
Proquest Central, an online database and San Jorge Campus can have
access. Passwords have been distributed to those who want to avail
the services outside the library premises.
5. The library acquired paid subscription from supplier of journals and
magazines both for online and printed subscription.
6. The library is a recipient of book donations from Asia Foundation and
some individuals.
7. The Library allocated huge percentage of annual budget for acquisition
of books and subscription of periodicals. The library has growing
collections.
8. Online databases are downloaded for easy access of users.
9. There is also a regular summer inventory of all library holdings to
report purposes and for the monitoring of the collection.

PARAMETER D – SERVICES AND UTILIZATION

Describe the procedure in the utilization of the library resources and
availment of personnel services
a. Service Hours
The library offers a continuous service from Monday to Saturday from
8:00AM to 6:30PM with no noon break. The library’s service exceeds the
standard number of hours set by AACCUP.

b. Access Tools
The library provides OPAC and manual card catalog to access the print
and non-print collection. Periodical index and information file are created to
facilitate access to serials. Passwords and username are used for online
database and WIFI connectivity.
c. Rules and Regulations
The rules and regulations that are posted conspicuously in strategic areas
in the library remind the library users on the essentials while staying in the
library.
d. Promotion and Dissemination Service
Thematic bulletin board displays and frontline services charter help
promote and disseminate new acquisitions, resources and services of the
library. National Book Week is celebrated every November to promote love
for reading and use of the library for study and personal purposes.
e. Library Orientation / Instruction Services
Library orientation and instruction is given at the beginning of the school
year to all freshmen and transferees. At the end of the session, the students
are expected to know the rules and regulations, and follow the policies and
procedure of the library. They are also expected to develop study
skills/library research skills. Informal instruction is given to the students as
the need arises. Thesis counseling is provided to students at the graduate
library.
f. Circulation Service
Lending policies are fair and are extended to all legitimate library users.
Borrowing of the library books is done from 3:30 in the afternoon to 6:30 in
the evening. Circulating books can be borrowed for overnight use. Theses,
dissertations, periodicals, reserved books and general reference are for
library use only. Fiction books can be borrowed for one week. Statistical data
on the utilization of various resources are compiled and utilized as one of the
bases for the collection development process.
g. Photocopy Service
Printing and photocopy services of the library are provided to every user
who want to have a hard copy of the information they need. A minimal
amount is charged per copy.

h. Internet Service
To provide access to information, computer workstations are put up.
Students can use the internet facilities in a given time for free. WI-FI
connections are given to those with laptops and or net books for free.
Anyone who uses the online facilities are requested to register themselves in

At the end of the month, the Quality Assurance Office through the
student body organization, consolidate the survey form and released the
result of the ratings to the concerned offices, copy furnish is given to the
Office of the President to gain user’s needs and evaluation.

As shown in the result of the latest survey, users are satisfied with the
library services. There are however some suggestions that are made as
bases for the annual development plan of the library.

The latest survey results are later collated for information and basis for
improvement of the library facilities and services.

1. The library is open 63 hours per week which is above the standard
number of hours required for university library. Library hours are
extended upon request of the users, if necessary.
2. To assure quality service to users, the library conducted satisfaction
surveys every month.

rules and regulations, a frontline services charter and bulletin
boards are conspicuously posted on the bulletin boards of the
university. Student Handbook in which the library policies are

during the institutional orientation.

SYSTEMS FOR SECURITY AND CONTROL FOR LIBRARY RESOURCES

1. To ensure security and safety measures of the library resources, there


are library policies implemented within the library premises such as:
a. No BAGS allowed inside. Bags must be deposited in the Courtesy
Booth near the entrance and exit door.
b. Library users should validated their ID with the entrance in-charge
before entering the library.
c. Library users should swipe their validated ID at the automated RFID
for attendance record purposes.
d. Upon borrowing any library materials or using the services, users
have to present and leave their school Identification Card in the
Circulation, Reserved and Graduate Section.
e. All books for circulation and references have the Borrower’s Card
filled-up by the user.
f. For faculty, they have the Faculty Borrower’s Slip to be filled out –
All materials borrowed is listed.
2. The library has an ONLINE resources, e-journals and e-magazines
which students and faculty can download or may use as their reference
in their research needs. The passwords are provided for easy access.
3. The library also has acquired electronic resources that are useful for
the students and for library use only and the borrowers must secure a
valid ID before the librarian allow them to borrow the said resources.

NwSSU has an Online Public Access Catalog (OPAC) which is an online


cataloging system wherein all the books in the library are inputted so that
the clients can have an easy access on the resources of the library. There is
an OPAC station provided for the students so that they can easily access the
library resources by directly searching through the OPAC.

clients for easy access of the e-books and e-journals provided. The client are

The university apportions a particular budget for the library adequate
to maintain and develop the library, and to continue provide and offer
service to the clients.

The librarians prepare Annual Budget Plan for the library to be checked

In response to the needs of the university to better serve its students
and to conform to the requirements of a curriculum accreditation, NwSSU
Library Main Campus has literally sought donations by sending letters
enlisting its name to various foundations, local or international agencies as
possible recipients of various books, journals, and other resource materials
of the library.

The NwSSU Main Campus is also a recipient of book donation of Asia


Foundation and other private individuals.

NwSSU collaborates also with institution to establish networking and


resource sharing.

S.2. The development of the library goals and objectives is the
responsibility of the library head and staff with the approval of
the Head of the institution.

The library is headed by a licensed and competent librarian who


possesses the required educational qualification. Three (3)
administrative aides that will help the University Librarian in the
management of library. Student assistants are hired to help in the
discharging of books/periodicals, receiving and discharging of deposited
things, shelving of books and maintaining cleanliness of books in the
shelves and in the library premises as well.

The Library Board/Committee sets the library policies, rules and


procedures and periodically reviews them. There is a duly approved
library manual or written policies and procedures covering the library’s
internal administration and operational activities (see the attached
Library Manual and University Code on duties and responsibilities).

The University Librarian is a graduate of BS in Industrial Education


and taken 21 units in BS in Secondary Education major in Library
Science. She already completed her academic requirements for her
Masters in Library Administration and currently doing her master’s
thesis. She is a licensed librarian and has been serving the NwSSU, San
Jorge Campus since 1982 as the School Librarian and currently the
College Librarian II.

The duties and functions of the University Librarian are:

2. Takes charge in the administration and supervision of the college
library and graduate school library;
3. Disseminates and orients the staff and the academic community

University President, vice President for Academic Affairs, College
Deans, faculty members and students;
5. Coordinates with the College Deans, Faculty members, students
and employees for more frequent and judicious use of library
resources;
6. Plans for the physical expansion/improvement of the library
services in line with the demands of the clientele and maintains
favorable working conditions in the library;
7. Processes/catalogues newly acquired books and other materials;
8. Discharges audio-visual materials (software and hardware) to
library clientele;
9. Updates the academic community of the status of the library
services through statistical data and ocular inspection;
10. Prepares and submits annual and periodic reports to the
heads and offices concerned for consolidation and publication;
11. Performs other related work as may be assigned by the Dean
of SARS or the University President

The University Library has improved its collection through


purchases and donations. Every end of the semester, faculty, students
and staff are requested to submit titles of books titles and other
references to be purchased during that period. Book donations are also
solicited whenever purchases are made in Manila. Upon arrival, these
materials are organized according to Dewey Decimal Classification
scheme and displayed in the reading area immediately after being
catalog and accessioned. The University uses advanced technology on its
endeavors especially during enrolment, orientation, submission of
reports and inventory. There is also an information technology corner for
internet surfing or browsing, CD burning and encoding.

There is a yearly inventory of library materials during summer


vacation. After the said activity, the librarian separates the obsolete and
worn out books. Obsolete books are recommended for condemnation in
coordination with the supply officer and the inventory committee. Worn
out books are repaired to preserve and maintain the usability of the
book.

7. Description of library service management includes graph illustration services and


utilization of the library.

7.1 Library Service Hours

The GSTA library is open sixty (60) per week by extending its services from five to
six in the evening with no noon break from Monday to Saturday. The service hour during
regular schedule is 8:00 AM to 6:00 PM. During summer and semestral break the service
hours is 8:00 – 12:00 Noon and 1:00 – 5:00 PM, Monday to Saturday.

7.2 Access to the Library

Students are asked to present their validated ID card as they enter the library
and are recorded in the computer. In case the student’s ID card is still being processed, proof
of enrolment or note from the Dean of SARS is required. Visitors are asked of their ID or
referral from their respective librarians/dean before they can avail of the library services.

The librarians or any member of the library staff has the right to require the
presentation of an ID from anybody using the library and have the authority to ask any user
to leave the library premises for failure to show a valid ID. They also have the authority to
confiscate IDs for violation of library rules.

7.3 Rules in Using Library Collection

7.3.1 For materials accessed in open shelves, graduate students are allowed to borrow
three (3) books and the undergraduate students are allowed to borrow two (2)
books.

7.3.2 General reading books can be borrowed for three (3) days and fiction books can be
borrowed for one (1) week. These books can be returned anytime of the day on
their due dates.

7.3.3 For materials in the reserved section, these can be accessed through the library
staff. Books that are recommended by the teachers are restricted for room, use

only during the day and can be borrowed overnight lending two (2) hours before
closing time. Books borrowed overnight shall be returned the following morning
between 8:00 AM to 9:00 AM; beyond this, it shall be considered overdue.

7.3.4 Instructional and non-print materials can be borrowed by a student upon


presentation of a duly signed request from the faculty. Students can avail the
internet services for one hour and strictly for research purpose only.

7.3.5 For vertical file collections, users shall fill up the form provided before using.

7.3.6 Photocopying is allowed only for books which are marked “xerox’ or “photocopy.
A maximum of 15 minutes is given for photocopying time; failure to return within
the period shall be given a fine of PhP 2 per hour. General references, rare books,
theses and dissertations are not allowed for photocopying.

7.3.7 Regular faculty members are allowed to borrow a maximum of ten (10) books per
semester and the same be returned at the end of the semester.

7.3.8 Regular staffs or non-teaching personnel are allowed to borrowed three (3) books
per semester and shall be returned at the end of the semester.

7.3.9 Part-time faculty members shall only be given library privileges upon presentation
of an approved referral from the Dean where he/she is connected. Referral forms
are available in the library and to be filled up in duplicate copy.

7.4 General of Silence

7.4.1 Rule of Silence. The library is a place for serious study and research. A quiet
atmosphere shall therefore be maintained at all times. It shall be the library
staff’s responsibility to enforce the rule of silence and proper decorum and as
such they shall be authorized to impose the necessary penalty on erring users.

Requests/inquiries addressed to members of the library staff shall be conducted


in a low voice. Cellular phones shall be turned off or shifted to “SILENT” mode
while inside the library in order not to disturb other users. Conversation and
small talk shall be conducted outside library premises. Besides giving a warning
or penalty, the library staff shall ask those loitering or disturbing others to
immediately leave the library.

7.4.2 No smoking and littering. Smoking anywhere including inside the toilets, disposing
cigarette butts and food/beverage containers in the urinals/toilet bowls, and
other forms of improper waste disposal shall be penalized.

7.4.3 No eating and drinking except when explicitly permitted (during special events in
a designated area.)

7.4.4 No bags except purses/small hand bags. Bags beyond a certain size shall be
deposited at the bag depository check-in counter before proceeding to the
different sections of the library. Deposited bags shall however, be retrieved
before the library closes for the day.

7.4.5 No seat reservation or lying down on the sofas. Personal belongings left
unattended for 15 minutes or more may be removed by the library staff to make
room for other users.

7.4.6 No writing on books, tearing of pages, and any mutilation or defacement of library
materials, equipment or facilities. Mutilation/defacement of library property
including computer equipment shall be considered vandalism and shall be
subjected to disciplinary action.

7.4.7 No bringing out of library books, materials, and equipment without proper
authorization. Books for general circulation shall be checked out at the
circulation counter where the due date is stamped on a form attached to the
book. Other materials and equipment shall need a borrower’s authorization form
or a gate pass properly signed by a member of the library staff on duty.
Unauthorized withdrawal of library property shall be considered stealing.

7.4.8 After using the books in the circulation room, they shall NOT be returned to their
shelves. They shall be left on the table to be shelved by the library assistants.
(This is to avoid their being misplaced). Individual volume of general references
such as encyclopedia shall be returned to their proper places.

7.4.9 The student shall be held responsible for the books/materials borrowed. Damaged
or lost books shall be reported at once, and replaced or paid within two weeks
from due date. In the event that the loss of a book is not promptly reported to
the library, the usual fines shall be added to the replacement cost of the book
including shipment, handling and processing charges.

7.4.10 Before leaving the library, all borrowers shall be responsible enough to ensure
that the library books and materials they are bringing out shall have been
properly checked out or with a corresponding authorization form. They shall be
expected to present these for inspection by the library personnel on duty at the
exit area without their attention having to be called.

7.5 Fines and other Penalties for Violating Library Rules


Verbal warnings and/or fines shall be imposed for most infractions. Suspension
of library privileges for a specified period shall be imposed for major violations or
repeated minor infractions. More serious cases shall be dealt with corresponding
disciplinary

12. Description of librarians and staff participation in annual budget preparation

Faculty and students submit list of books and non-print materials they would purchased
by the College Dean who in turn submits the same to the head librarian to be included for
library development. The head librarian prepares the annual budget for library development

and the budget includes books/periodicals, supplies, membership due, bookbinding,
training/conference/travel, maintenance & repairs, and other most needed equipment
/furniture/fixtures. This budget is submitted to the Dean of Student Affairs for enclosure in the
budget of the higher education and advanced education and finally for approval of the
University President.

Every quarter, the head librarian prepares the requisition based on the annual budget of
library development. Financial allocation for the library is taken from GAA of the Higher
Education and Advanced Education. Library fees are considered STF and goes to the university
income. However, when budget allocation for library development from GAA of the Higher
Education is not enough, the University income is used to augment the budget for the library
development.
