INTRODUCTION
PARAMETER A – ADMINISTRATION
Purpose:
Functions:
The long medium-short term plan, and annual plan of the library were
presented by the librarian to the Library Advisory Committee for
consultation.
The librarians from San Jorge Campus are already part of the
institution’s planning workshop where strategic plans are formulated and
evaluated by the stakeholders.
2. IMPLEMENTATION
The library is under the Vice President of the Academic Affairs. The
Head Librarian spearheads the activities, services and programs of the
library through Librarian I, library Office Assistants and the student aides.
The Head Librarian coordinates with the Deans of the Colleges and the
Library Advisory Committee for whatever endeavors therein.

a. All the librarians are licensed. One librarian finished her Master of
Science in Library Administration and she is also one of the
AACCUP librarian accreditors.
d. The goals and objectives of the library are in consonance with the
vision-mission, goals and objectives of the Institution. Equally
echoed in the new theories and practices of library and librarianship
in the modern world, the goals and objectives of NwSSU Library are
parted towards distribution through mutual and generally
associated atmosphere flouting down obstacles for a more effective
library freedom.
The NwSSU Main Library has two (2) professional librarians who are
capably supported by two (2) Office Assistants and thirteen (13) Student
Assistants who are knowledgeable in catering to the needs of the library
users.

The Head Librarian is finishing her post graduate studies in the same
field. The librarians continuously attend professional activities to keep them
abreast with the new trends in the field. Their affiliations to professional
organizations provided them opportunities to expand linkages that form part
in the success in carrying out their duties and responsibilities.
The two (2) Library Office Assistants are graduate of four year course.
The student assistants undergo basic librarianship which includes handling
reference queries, use of access tools, classification system, etc. Personal
coaching in their specific assignments is provided by the head of the area.
The Librarian, although still finishing her studies in MSLS, her assistant
librarian holds a Master of Science in Library Administration. The Support
Staffs are bachelor’s degree holder in office administration and IT
respectively. They are coached by the Librarian through the staff meeting to
improve and build their understanding, awareness and skills in the services
and resources of the library.

There are two full-time qualified and licensed librarians in the campus.
The two are in permanent status.

7. The teaching staff shall be notified through the deans of the plan to
purchase library materials and shall be asked to submit their
suggested references.

Open access – Students are free to browse and get the book they
choose. They are not allowed to do the shelving. Used books are to
be left on the table or book rack.
Weeding
Purpose:
To keep the circulation functional and current, the library will withdraw
obsolescence, damage, unneeded materials from its shelves. Evaluation of
the collections shall be the joint responsibility of the librarians and LAC
through removal of materials from the collections based on the following
guidelines:

7. The lost item is removed from inventory list, the shelf list card is
removed from the shelf list file, catalog cards from the card catalog
will be removed. The entry in the OPAC will be deleted and marked
as lost, and “lost” will be written in the remarks columns of the
accession record.

Best Practices
1. The library has 10 units internet connection and WIFI available for
library’s client use to access online databases.
2. The library has internet section with 33 units of computer available for
client’s use with a maximum of 20 hours per semester.
3. There is an Integrated Library System called “Destiny Library
Manager” by Follette with the updated system of 9.0 version.
4. The NwSSU Main Library and the San Jorge Campus subscribed to
Proquest Central, an online database and San Jorge Campus can have
access. Passwords have been distributed to those who want to avail
the services outside the library premises.
5. The library acquired paid subscription from supplier of journals and
magazines both for online and printed subscription.
6. The library is a recipient of book donations from Asia Foundation and
some individuals.
7. The Library allocated huge percentage of annual budget for acquisition
of books and subscription of periodicals. The library has growing
collections.
8. Online databases are downloaded for easy access of users.
9. There is also a regular summer inventory of all library holdings to
report purposes and for the monitoring of the collection.
b. Access Tools
The library provides OPAC and manual card catalog to access the print
and non-print collection. Periodical index and information file are created to
facilitate access to serials. Passwords and username are used for online
database and WIFI connectivity.
c. Rules and Regulations
The rules and regulations that are posted conspicuously in strategic areas
in the library remind the library users on the essentials while staying in the
library.
d. Promotion and Dissemination Service
Thematic bulletin board displays and frontline services charter help
promote and disseminate new acquisitions, resources and services of the
library. National Book Week is celebrated every November to promote love
for reading and use of the library for study and personal purposes.
e. Library Orientation / Instruction Services
Library orientation and instruction is given at the beginning of the school
year to all freshmen and transferees. At the end of the session, the students
are expected to know the rules and regulations, and follow the policies and
procedure of the library. They are also expected to develop study
skills/library research skills. Informal instruction is given to the students as
the need arises. Thesis counseling is provided to students at the graduate
library.
f. Circulation Service
Lending policies are fair and are extended to all legitimate library users.
Borrowing of the library books is done from 3:30 in the afternoon to 6:30 in
the evening. Circulating books can be borrowed for overnight use. Theses,
dissertations, periodicals, reserved books and general reference are for
library use only. Fiction books can be borrowed for one week. Statistical data
on the utilization of various resources are compiled and utilized as one of the
bases for the collection development process.
g. Photocopy Service
Printing and photocopy services of the library are provided to every user
who want to have a hard copy of the information they need. A minimal
amount is charged per copy.

As shown in the result of the latest survey, users are satisfied with the
library services. There are however some suggestions that are made as
bases for the annual development plan of the library.
The latest survey results are later collated for information and basis for
improvement of the library facilities and services.
1. The library is open 63 hours per week which is above the standard
number of hours required for university library. Library hours are
extended upon request of the users, if necessary.
2. To assure quality service to users, the library conducted satisfaction
surveys every month.
3. To keep users well-informed about the library services, policies,
rules and regulations, a frontline services charter and bulletin
boards are conspicuously posted on the bulletin boards of the
university. Student Handbook in which the library policies are
presented are available and distributed at the start of the semester
during the institutional orientation.
4. Computers with internet connection are available and WI-FI is also
provided.

MANAGER” by Follette.

to determine and assess plans which were not carried out. An action plan or operational plan
may be prepared to serve as a guide.
9. The Administration may consider reviewing the Organizational Structure of the Library to
include the external campus.

delivery of library services and to meet the minimum standards of one (1) full-time

budget allocation for the library may also be provided.
17. It is suggested that the Head librarian be invited to participate and be involved in academic
and administrative activities of the Institution, especially in planning activities and
preparation and management of the approved library budget.

The GSTA library is open sixty (60) per week by extending its services from five to
six in the evening with no noon break from Monday to Saturday. The service hour during
regular schedule is 8:00 AM to 6:00 PM. During summer and semestral break the service
hours is 8:00 – 12:00 Noon and 1:00 – 5:00 PM, Monday to Saturday.
Students are asked to present their validated ID card as they enter the library
and are recorded in the computer. In case the student’s ID card is still being processed, proof
of enrolment or note from the Dean of SARS is required. Visitors are asked of their ID or
referral from their respective librarians/dean before they can avail of the library services.
The librarians or any member of the library staff has the right to require the
presentation of an ID from anybody using the library and have the authority to ask any user
to leave the library premises for failure to show a valid ID. They also have the authority to
confiscate IDs for violation of library rules.
7.3.1 For materials accessed in open shelves, graduate students are allowed to borrow
three (3) books and the undergraduate students are allowed to borrow two (2)
books.
7.3.2 General reading books can be borrowed for three (3) days and fiction books can be
borrowed for one (1) week. These books can be returned anytime of the day on
their due dates.
7.3.3 For materials in the reserved section, these can be accessed through the library
staff. Books that are recommended by the teachers are restricted for room, use
7.3.5 For vertical file collections, users shall fill up the form provided before using.
7.3.6 Photocopying is allowed only for books which are marked “xerox’ or “photocopy.
A maximum of 15 minutes is given for photocopying time; failure to return within
the period shall be given a fine of PhP 2 per hour. General references, rare books,
theses and dissertations are not allowed for photocopying.
7.3.7 Regular faculty members are allowed to borrow a maximum of ten (10) books per
semester and the same be returned at the end of the semester.
7.3.8 Regular staffs or non-teaching personnel are allowed to borrowed three (3) books
per semester and shall be returned at the end of the semester.
7.3.9 Part-time faculty members shall only be given library privileges upon presentation
of an approved referral from the Dean where he/she is connected. Referral forms
are available in the library and to be filled up in duplicate copy.
7.4.1 Rule of Silence. The library is a place for serious study and research. A quiet
atmosphere shall therefore be maintained at all times. It shall be the library
staff’s responsibility to enforce the rule of silence and proper decorum and as
such they shall be authorized to impose the necessary penalty on erring users.
7.4.2 No smoking and littering. Smoking anywhere including inside the toilets, disposing
cigarette butts and food/beverage containers in the urinals/toilet bowls, and
other forms of improper waste disposal shall be penalized.
7.4.3 No eating and drinking except when explicitly permitted (during special events in
a designated area.)
7.4.4 No bags except purses/small hand bags. Bags beyond a certain size shall be
deposited at the bag depository check-in counter before proceeding to the
different sections of the library. Deposited bags shall however, be retrieved
before the library closes for the day.
7.4.5 No seat reservation or lying down on the sofas. Personal belongings left
unattended for 15 minutes or more may be removed by the library staff to make
room for other users.
7.4.7 No bringing out of library books, materials, and equipment without proper
authorization. Books for general circulation shall be checked out at the
circulation counter where the due date is stamped on a form attached to the
book. Other materials and equipment shall need a borrower’s authorization form
or a gate pass properly signed by a member of the library staff on duty.
Unauthorized withdrawal of library property shall be considered stealing.
7.4.8 After using the books in the circulation room, they shall NOT be returned to their
shelves. They shall be left on the table to be shelved by the library assistants.
(This is to avoid their being misplaced). Individual volume of general references
such as encyclopedia shall be returned to their proper places.
7.4.9 The student shall be held responsible for the books/materials borrowed. Damaged
or lost books shall be reported at once, and replaced or paid within two weeks
from due date. In the event that the loss of a book is not promptly reported to
the library, the usual fines shall be added to the replacement cost of the book
including shipment, handling and processing charges.
7.4.10 Before leaving the library, all borrowers shall be responsible enough to ensure
that the library books and materials they are bringing out shall have been
properly checked out or with a corresponding authorization form. They shall be
expected to present these for inspection by the library personnel on duty at the
exit area without their attention having to be called.
