Safe Working Load (SWL) –

The load that the lifting equipment can safely


contain (in the case of a cargo container or
personnel basket, the SWL refers the "payload")

or lift (in the case of wire rope, chain hoist or other


listed lifting equipment not specifically designed to
hold cargo, the SWL refer to lifting capacity).

Purpose:

We Know: Lifting equipment shall not be used unless it is of good


Construction and mechanical integrity.

This company “standard and practices” on management of lifting


equipment is to ensure that facility Slings, containers, shackles,
etc remain safe for their Intended use and are tested/inspected
accordingly.

---any mechanical device capable of
raising or lowering a load. Such as:
Hoist

Lifting gear:
---Any device which is used directly or
indirectly to connect a load to a lifting
appliance . Such as:

-Wire rope slings


-Chain slings
-Cargo container
-Hooks and fittings
-Shackles and pad eyes
-Webbing slings
-Plate clamps

Lifting gear---Wire rope slings (safety factor: 3-5)

• All wire ropes shall be subjected to a semi-annually inspection by a


authorized third party.
• Minimum information marked (stamp/tag) shall include: “SWL”, “Sling
Number” and “manufacture date”
• Wire rope slings shall be inspected before and after each use according
to the list below: --self-inspection
---broken wire
---distortion of the rope ( kinking)
Self-inspection
---excessive wear
During work ---heat damage
---distortion of ferrules, splicing or fittings, etc.
• Wire rope sling having any of the above mentioned characteristics shall
be immediately removed from service and destroyed.

Lifting gear---Webbing slings (safety factor: 5-10)


• All webbing slings shall be subjected to a semi-annually inspection by a
authorized third party.
• Minimum information marked (stamp/tag) shall include: “SWL”, “Sling
Number”, “manufacture date” and manufacturer’s tag.
• Webbing slings shall be inspected prior to use and shall be immediately
removed from service if any of the following condition is present:
---Acid or caustic burn
---melting or charring of any part of the sling
Self-inspection ---holes, tears,cuts or snags
During work ---excessive abrasive wears
---knots in any part of the sling
---other visible damage that cause doubt as to

Lifting gear---Cargo container


• Cargo containers include but not limited to:
---containers (C) ---cargo baskets (CB)
---jet fuel pods (JF) ---trash skips(baskets) (TS)
---compressed gas cylinder racks (GR) ---tool boxes (TB)
---cable skids (CS)

• Information on the cargo container: “SWL”, “inspection date” “ID number”

• Cargo container shall be subjected to a semi-annual inspection conducted by


a third party.

• Cargo containers shall be visually examined before each lift to ensure they

Lifting gear---shackles
• All shackles shall be subjected to a semi-annually inspection by a
authorized third party.
• Lifeboat shackles shall be subjected to an annual load test inspection.
• Minimum information marked (stamp) shall include: “SWL”, SH No,
• Shackles shall be inspected prior to use and shall be immediately
removed from service if any of the following condition is present:
---broken
---distortion
Self-inspection ---twisting
During work ---excessive wear
---the pin shall be easy to screw in and out
---corrosion

Lifting gear---pad eyes


• Pad eyes shall undergo an initial load test in accordance with installation
specification prior to use.

• Pad eyes need to have an semi-annual topside inspection.

• NDT might be needed if instructed by the third party inspector during


the inspection.

Lifting gear---chain slings


• All chain slings shall be subjected to a semi-annually
inspection by a authorized third party.

• Chain slings shall be pre-use checked including:


---SWL
---colour code
Pre-use ---stretch or deformation
inspection ---wear between chain links and
load pin
---heat damage or chemical effect
---safety catches

Lifting gear---personnel working basket


• Personnel working basket shall be subjected to a annual
load test and inspection-------Third party (SMSTS)

• Personnel working basket shall be visually examined by the


person in charge of the lift before each use including:

---structure defects
---excessive wear
Pre-use ---corrosion
inspection ---other unsafe condition

Lifting Appliance:
• In this standard and practices,Chain hoist, wire rope hoist,
beam clamps, beam trolleys and sheave blocks are
mentioned.

• All the lifting appliances mentioned above shall be


inspected semi-annually by a third party ( at the same time
when lifting gear is under inspection) and color coded.

• Same as lifting gear, all the equipment shall be pre-checked


before each use ( see the manual for details for each kind of
lifting appliance mentioned above)

• Other lifting appliances will be discussed later (including


winches, cranes forklifts and personnel transfer baskets.)

Roles and Responsibilities:

NS base Superintendent and Y13 OIM


have the following responsibilities:
• All inspection are conducted accordingly, including pre-
use inspection and third party inspection

• Third party inspection are documented and follow-up


actions are taken.

Roles and responsibilities:

Deck Crew------Perform pre-use inspection of all lifting gear.

Crane Operator------Ensure that pre-use inspections are performed on all


lifting gear and faulty equipment is discarded.

Line Supervisor------Ensure that pre-use inspections are done effectively;


Perform periodic audits to ensure system is working satisfactorily.

Roles and responsibilities:

Person-in-Charge:
 Ensure policies and procedures regarding lifting gear are enforced.
 Perform periodic audits to ensure compliance.
 Ensure that third party inspections are performed effectively.
• Ensure follow up is done on deficiencies in the system.

Nanshan Base / Chiwan Warehouse Supervisor:


 Maintain inspection records.
 Follow up on deficiencies.
• Check for proper certification of new lifting gear.

New lifting equipment:


• New equipment without test certificate shall not be used by
Nanshan base, sent offshore or place in stock. (Generally the
vender will supply the test certificate along with the equipment) New
• If sometimes the new lifting equipment coming in without equipment
test certificate or survey report, then the equipment needs to
be sent to a third party for survey and test.

• Before use new equipment, (test certificate / survey report


is present), colour code shall be painted on and examination
shall be conducted for defects by competent personnel at
Chiwan or NSB.

Third party inspection:


• The third party inspection will be conducted at an interval of 6
months---for lifting gear and some lifting appliances such as chain
block, beam clamps, beam trolleys and sheave blocks.

• The colour code for inspection will be :


Yellow, Blue and Green in sequence

Lifting equipment without lifting equipment shall never be used. (needs


to be repaired or destroyed)

• Inspection standard of the third party


---International standard ISO 7531, 8792 for wire rope lings
---Standard of PRC: GB for steel wire ropes, hooks, chain slings,
---standard of ZC for lifting gears and freight containers ACI HSE
