Background
M/s Shree Renuka Sugars Ltd. at Ganganagar Ichalkaranji, Tal. Hatkanangale, Dist. Kolhapur is our
existing H.T Consumer (Con. No. 250389053230) having start up power connection for their baggasse based Co-
Generation project of 30MW in Kolhapur Circle with a Connected Load of 4155 KW and 1695 KVA Contract
Demand. The Consumer is fed on 110 KV level.
The sanctioned contract demand of above consumer is 500KVA.Consumer has exceeded the Contract
demand for more than three occasions in a calendar year 2017, hence for billing purpose MSEDCL has restated
contract demand to 1695KVA which is highest recorded demand in calendar year 2017.The same was conveyed
to consumer vide notice for disconnection dtd.15.01.2018.
Consumer request:
Now, M/s Shree Renuka Sugars Ltd. have requested and applied for restoration of originally sanctioned
contract demand of.500KVA i.e. reduction in Contract Demand by 1195 KVA i.e. from 1695KVA to 500 KVA
without change in Connected Load of 4155KW. Also stated that due to short crushing season they don’t need
enhancement of Contract Demand and henceforth they shall take precaution to avoid exceeding Contract
Demand and maintain Contract Demand within sanctioned limit.
Observations:
Details of months in which consumer exceeds sanctioned C.D. are as follows.
The highest recorded Contract Demand during Calendar Year 2017 is 1695KVA recorded in m/o Oct-17.
Therefore for billing purpose MSEDCL has restated Contract Demand of Consumer to 1695KVA in m/o Dec-17
onwards.
MERC’s Standards of Performance Regulations, 2014 & Notification dtd.19.09.2017:
As per Clause 5.3(a) (iii) of MERC’s Standard of Performance, load above 187 KVA & upto 3000 KVA
is to be released on 11 KV level in all area.
This HT connection is used for start-up power. The Grid connectivity to the consumer is granted on
110KV level. As per policy of MSEDCL, Metering specification for evacuation & startup power supply is to be
provided at single point connectivity. Hence the reduction may be approved at 110KV level.
Proposal:
Delegation of Power:
The load sanctioning Authority is the Competent Authority for reduction of load.
As per Commercial Circular No.291 dt.29.06.2017, to sanction startup power, load of Open Access
Consumer and all the loads where prescribed voltage level corresponding to the Contract Demand is not being
maintained, the Director (Operations), MSEDCL in consultation with Executive Director (Dist.) and Executive
Director (Projects), MSETCL are the Competent Authority.
As per the above circular the note should be routed through Executive Director (Projects), MESTCL
also, however the said consumer required reduction of load on 110 KV level, hence it is not necessary to route
the note through Executive Director (Projects), MSETCL.
Submitted for approval please. Accordingly, this office will be convey the decision of the Competent Authority
to the Chief Engineer (Kolhapur Zone), MSEDCL, Kolhapur/ S.E. (O&M), MSEDCL, Kolhapur and M/s Shree
Renuka Sugars Ltd., accordingly.
