Casa Bella, Casa Rio & Palava-2 are three Township Projects developed by M/s Palava Dwellers Pvt Ltd
are sanctioned at H.O. level.

Load Sanctioned Details:

• For Casa Bella Project 22.50 MVA load was sanctioned on 22 KV level through 1 No. of Bay
from 220/22 KV Pal MSETCL S/s subject to that load should not exceed 10 MVA as per SoP.
• For Casa Rio Project 30.48 MVA load was sanctioned on 22 KV level through 2 Nos. of bays
from 220/22 KV Pal MSETCL S/s subject to that

i) Developer have to spare the equal numbers of bays from newly proposed "Palava-2” project
ii) After shifting of load there will not be any claim of Palava Dwellers on infrastructure of
"PAL” substation.

• At present maximum load of Casa Bela & Casa Rio reached upto 12 MVA against the total
sanctioned load of 47.6 MVA.
• For Palava- 2 Project 62.44 MVA load was sanctioned on 220 KV level from proposed 2x 100
MVA, EHV S/s in DDF at Palava - 2.

• At PAL S/s no space is available either for augmentation or additional power T/F in future
Also from STU plan of MSETCL, there is no any provision for addition of MVA capacity
Howeve, the load demand from 220 KV EHV PAL S/s will increase in future.

In view of provision of MERC’s SoP Regulations-2014, this office vide letter No. 25358 dt.
13.10.2017 has given then power supply provision for the Project Casa Bella & Casa Rio (Dist.
Franchisee) as below:

1) As a time being arrangement to allow to continue Casa Bella & Casa Rio Distribution Franchisee
supply from 220/22 KV Pal EHV S/s through 3 Nos. of 22 KV feeders for a 1 year or till
completion of their proposed new EHV S/s at Palava- 2 whichever is earlier: subject to loading
shall not be exceed 30 MVA, against the sanctioned load."

2) As per SoP Regulation-2014, the total load of 47.46 MVA of Casa Bella & Casa Rio projects shall
be cater through 5 Nos. of feeders.

3) The developer shall provide One Nos. of bay/feeder to MSEDCL for MSEDCL use from their
proposed new EHV S/s at Palava- 2 which is under progress & 2 x 50 MVA power T/F expected
to be commissioned by Sep-2017.

Dcveloper's request:

a) Letter dated 13th October 2017 be cancelled / stayed.

b) Infrastructure being used for Mega city (Casa Bella, Casa Rio etc) be allowed to continue as is from
PAL Substation.
Reply: As per provision of MERC’s SoP Regulations-2014 & previous sanctions of projects, the present
request cannot be considered.
c) MSETCL be asked to complete works on EHV for which land has been handed over at village Ghesar.
Reply: Fencing has done

d) MSEDCL capacity for current & future use of power supply to ITP and its related development.
Reply: 200 MVA EHV S/s is sanctioned at Khoni & 2 x 50 MVA work is in progress

A meeting was held under chairmanship of Director Operations on 20.03.2018 at HSBC.

The Following points are discussed

 Casa Bella, Casa Rio & Palava-2 are three Township Projects developed by M/s Palava Dwellers
Pvt Ltd are sanctioned at H.O. level.

 At present maximum load of Casa Bela & Casa Rio project reached up to 12 MVA against the
total sanctioned load of 47.6 MVA which is fed through 3 Nos. of 22 KV feeders emanating from
220/22KV Pal MSETCL Substation as a time being arrangement.

 M/s Palava Dwellers Pvt Ltd has to shift their power supply of “Casa Bella” and “Casa Rio” from
220/22KV Pal EHV S/s to their new 220/22 KV Palava-2 EHV S/stn .

 Developer has requested to retain the 47.46MVA load of Casa Bela & Casa Rio permanently on
the existing three numbers of feeders emanating from 220/22KV Pal MSETCL Substation as
there is RoW problem for shifting of load to their new 220/22 KV Palava-2 EHV S/stn.

 M/s Palava Dwellers Pvt Ltd has spared the land to MSETCL for construction of EHV 220/22KV
S/stn for Casa Bella and Casa Rio Project. After construction of 220/22KVS/stn by
MSETCL/MSEDCL, the load of Casa Bella & Casa Rio will be shifted from 220/22KV Pal S/stn
to 220/22KV Ghesar by developer at his own expenditure.

 MERC’s Standards of Performance Regulations, 2014:

5.3 Except where otherwise previously approved by the Authority, the classification of installations shall
be as follows :—
(a) AC system
iv) Three phase, 50 cycles, 22 kV – all installations with contract demand above the limit
Specified in the clause (ii) or clause (iii) and up to 7500 kVA :

Provided that in Mumbai Metropolitan Region or in case of supply to an installation through an

express feeder in other area, the contract demand limit would be 10,000 kVA.

Aslo as per new guide lines of Distribution Circular No CE(Dist)/D-III/Req of Land/28792 dt 17.07.2015
& 39010 dt 09.11.2015 the provision of circular describe as below:

“If the load of Complex/township/group establishments etc is more than 10MVA and up to 20MVA, two
feeder of 10MVA each capacity shall be proposed”

The representative of Developer Shri Walke stated that the SoP is applicable for individual
consumer and not for group of consumers/Housing Society
which is to be examine.

 Shri Walke stated that Kalyan-1 has not given sanction for 62.44 MVA load.
At present proposed load on 220/22 KV Palava 2 S/stn is 126.40 MVA which includes load of
Casa Bella & Casa Rio project after shifting from PAL Substation. However, the developer has
erected only 2x50MVA Transformer out of 200MVA at 220/22 KV Palava-2 EHV S/stn capacity
Hence it is not feasible to sanction the full load (62.44MVA) of Palava-2 project.
