ON

NEGOKART FOOD VENDORS

IN THE MUNICIPALITY OF PADADADA
INTRODUCTION

The municipality of Padada has five (5) major economic enterprises namely: Public
Market, Public Terminal, Livestock Auction Center, Slaughterhouse and Cemetery. Among
the economic enterprises that the LGU have, the Public Market contributed the highest
revenue. This research study gives focus in the Public Market Area where the subject of
this study conducted their living endeavors at night time.

Padada has three (3) Poblacion Barangays where the center of commerce and trade
are highly concentrated. It has been observed that most of the constituents living in the
poblacion area of Padada are business-minded. Whether small or big business, it doesn’t
matter as long as their main purpose to earn profit and make a living for their survival will
be sustained. This observation becomes an opening idea in the minds of the Local
Government Unit (LGU) Officials of Padada to include under its livelihood agenda, the
provision of a Negokart Project to its identified beneficiary.

This kind of business type is not so popular here in Padada but proves to have a
profitable impact to the small enterprisers as there are already LGUs in some part of the
Philippines who have successfully initiated it. Implementation of the project is the first of
its kind here in Padada, which would hopefully alleviate poverty condition in the lives of
those underprivileged but hardworking constituents.

The LGU was able to avail a funding support from the Department of Labor and
Employment (DOLE) thru its Integrated Livelihood Program. This led to the construction of
25 Negokart units. The identified recipient of the project is the small group of food vendors
operating at night. The fact that commercial activities in Padada are busiest during the day,
this group of food vendors made the economic activity of the public market at night
eventful.
These food vending gain much attention to the local officials because existing
situation reveals that it is an additional source of income of the LGU. Business of this kind
during the evening attracts many customers especially those who have busy jobs and
prefer to eat outside.

At present, there are about 25 operators of food vendors who organized

themselves carrying the name Night Market Food Vendors Association. This association
consists of vendors who are selling “ballot”, “kakanin”, fried peanuts, fruit shakes, juices,
grilled meats, chicken joy and fruits. This group of food vendors are said to have a vital
contribution to the municipal coffer of the LGU as they paying fees
