CONCLUSIONS
• Democracy must be the key idea of the
programme bringing together the
several elements of EfC.
• It is necessary to streamline Efc around
citizenship and participation in a more
consistent way.
• It is essential to make the promotion of
diversity concrete by funding a wide
range of beneficiaries to ensure
pluralism in the funded projects.
• A substantial increase of the EfC’s
budget is demanded
• Developing Remembrance, town
Twinning and Networks of Towns
should be framed with democracy,
citizenship and participation, which are
the core elements of EfC programme.
• An increase of funds for activities of
underrepresented and disadvantaged
groups helping to tackle polarisation
and marginalisation of societies is
imperative.

experienced in political activity, thereby
strengthening their resistance against
