A COMPARATIVE ANALYSIS OF THE ANTI-POVERTY

PROGRAMS OF THE CITY GOVERNMENT OF MAKATI:


TOWARDS A COLLABORATIVE GOVERNANCE APPROACH

ABSTRACT

The study sought to establish policy recommendations to further improve the Implementation of the Anti-
Poverty Programs of the City Government of Makati. This is the comparison of the Anti – Poverty
Programs of the City Government of Makati towards a Collaborative Governance Approach. More
specifically, the study sought to answer the following problems: status of the implementation, similarities
and differences, issues and challenges in the implementation process, policy measures and possible
recommendations. This study utilized the qualitative-descriptive method of research. Methods used are
the following: Comparative Analysis, Documents Review and Analysis, Key Informants Interview,
Stakeholders Analysis and SWOT Analysis. The result of the study as follows: as to the status of
implementation, it was clear that since the government of Makati experienced a transition in leadership,
various planned programs and project was completely affected; as to the similarities and differences, the
anti-poverty programs are Livelihood Program, Cash for Work, Informal Settlement and Resettlement
Community Development Program, Pantawid Pamilyang Pilipino Program (4P’s) and Consortia – means
to poverty alleviation and its differences are through the budgetary and proponent such as the local
government or the national government cascaded through the city government; as to the issues and
challenges, the political will of the mayor in collaboration and sustainability of plans and programs; and
as to policy measures and recommendations, it is highly recommended to have consistent local
regulations, inter-government collaborations and improved capacity building of community-based
organizations. Furthermore, as a result the Anti-Poverty Program that is highly effective considering the
different programs to the City Government of Makati Beneficiaries is the Livelihood Program conducted
by the Makati Social Welfare and Development Office. A high improvement on the socio-economic
capacity of the locals were formulated and provides them a micro-enterprise development and
employment facilitation activities and sustainable income source.

He is a graduate of Bachelor of Arts in Political Science and Master in Public


Administration from the University of Makati. He is currently pursuing his
Doctor in Public Administration at the same university. Since joining the
College of Governance and Public Policy, he has been involved in the Student
Government of the said university. He is a former Administrative Assistant on
various offices. Since 2018, he worked as a Professor and Adviser to the Student
Council.
