 Need for a Planned City

India, today, is a growing country, developing in all fields.

But this growth sans* beauty is haphazard and less visible.
One of the main reasons is growing population and
unplanned urbanization. Due to better life prospects, people
are migrating to cities without caring for ---where to live,
whether city has arrangement for their shelter, basic needs,
sanitation, good jobs, schooling for their children etc.
Unconcerned about any of these factors, daily large number
of people are flocking to cities hoping for a brighter future.
What we see today is that our cities/ metros are becoming
pools of people, slums mushrooming here and there, people
not even sparing road sides, river banks and as a matter of
fact, any open space they can find. Law of the Land is silent
on this as we consider ourselves a proud democracy which
guarantees freedom to all just for anything. Our cities are
nowhere comparable to the beautiful cities across the world
and this is a sad fact.

 Our Idea of a Planned City
 Many a times, a thought comes to our mind as to how we
should plan our cities…which should be beautiful, clean,
spacious, not congested at all and having all facilities. The
subsequent pages contain a broad overview of our idea of a
Planned City for a population of about 10000 citizens.

 We plan the location of our city in India. According to our

idea of this city, we believe that this city would be the best
known city in India. In our opinion we feel that the making
of this city will show the development rate of India to the
world.

 The meaning of the name of our city according to us is-

“BRAIN” meaning intelligent and planned and “VOLK”
meaning our precious human resource and respective state.

 We feel that as the city is self sustained so no items shall be

exported or imported and the city will not be dependent on
any other city or region.

 Assumptions
 Almost a square chunk of land having an area of 400sq.
KMs. (20KMs by 20 KMs)In every segment of the city 20% of
the total area will be consumed in making metalled roads
and another desired %of the total would be used for parking
buildings in the segment where required. The City would be
self sustaining for all major basic needs, food, energy,
water, pollution control, light & medium industry education,
health, agriculture, commerce, entertainment, transportation
and other related requirements. City shall be producing
main staple diet wheat and grain and also some selective
vegetables and fruits.

 Agriculture area will have dairy farming, poultry farm,

fisheries etc. and will also provide organic manure for crops.

 Justification
 Primary Education Hub will have both Private and
Government Schools and will be in close proximity to the
Residential area so that parents and young children remain
close to each other.

 Residential Hub has been designed in circular fashion so

that all houses get adequate sunlight and fresh air. The
layout of residential hub has been explained in next heading
page.

 The Agriculture & Mineral deposits cum forest area will

contain many kinds of mines from which minerals and
metals should be extracted. Not only mines but agriculture,
forest items extraction, containing forest natural items and
fishery would also be a part of this area.

 MORE ABOUT RESIDENTIAL AREA
 There will be independent houses and also low cost multi
storey flats. Parking areas will be separate. Each house row
will have front open spaces for children. There will be
separate pipelines for sewerage, rain water disposal and
household waste. The waste will be channeled underground
to the waste treatment plant in the industrial area.

 COMMERCIAL HUB
Medical centre will have clinics and multispecialty centers
besides facilities for medical tests. Political centre will have
offices of local government, ground for rallies, courts, and
police stations. Religious centre will have places of worship for
all religions. Banks will also be there so that it could become
easier for the people to make use of their bank accounts. Two
big malls will be built for shopping, fast food, movie watching
and entertainment. There will be two hotels and also a general
shopping market from where people can buy fresh food items,
clothes, stationary etc. All these centers will have proper waste
disposal and parking facilities. There will be enough open
spaces with trees and greenery.

 SPORTS
We feel that sports play a very crucial role in the lives of multitude/ common
people. So, for this motive, we are introducing the concept of sports
complexes and outdoor & indoor games (in schools) in the city.

SPORTS COMPLEXES
These sports complexes will be located in the commercial area where there
will be area for every game. There will be separate stadiums for separate
games. There will be four large sports complexes each containing stadiums
and other separate requirements for every sport.

SPORTS IN EDUCATION

The concept of sports will also be introduced at school level. The students in
their school timetable will have separate periods for sports. Sports
contentions will be held firstly at inter school level, then after that district
level, then state and then national. The main motive behind these
contentions is to heighten the sports skills of our young citizens so that they
could make our city proud by participating and hopefully winning at the
international level.

 INDUSTRIAL AREAS
As we have two blocks in the Industrial design-services &
technology and raw materials & manufacturing. Services &
Technology Industry as the name tells will provide services and
will design heavy machinery for use in construction and other
purposes. Raw materials & Manufacturing cum waste treatment
Industry will extract minerals, control the agricultural system as
agriculture provides raw materials, will control forestry as many
raw materials are also taken from forests and will also
manufacture goods, so that the people don’t face a problem in
obtaining their demanded goods. The waste disposal centre will
dispose the biodegradable waste which will be transferred by
sanitary trucks.

CRITICAL HEALTH & HIGHER

EDUCATION HUB
This area will be the house state of art health facilities, medical &
engineering colleges, Universities and other learning centres like
Agriculture University, Fishery University, business management,
skill development centre.

 INDUSTRIAL PROCESS
METALS

Gold and Silver:These metals are very important for a city as they are a
type of metal that are not only used in jewellery making but also in many
other things. A small amount of these metals is used in almost every
sophisticated electronic device. This includes: cell phones, calculators,
personal digital assistants, global positioning system units and other small
electronic devices. Most large electronic devices such as television sets also
contain these metals. These metals are also used as drugs to treat a small
number of medical conditions. Particles of a radioactive gold isotope are
implanted in tissues to serve as a radiation source in the treatment of certain
cancers. Silver ions act as a catalyst by absorbing oxygen, which kills
bacteria by interfering with their respiration. So, we feel that the extraction
of these metals is very essential for our city as we want to make the lives of
our people more comfortable.

Iron and Steel: Iron and steel are used widely in the construction of roads, railways,
other infrastructure, appliances and buildings. Most large modern structures, such
as stadiums and skyscrapers, bridges and airports, are supported by a steel
skeleton. Even those with a concrete structure employ steel for reinforcing. In
addition, its sees widespread use in major appliances and cars. Despite growth in
usage of aluminium, it is still the main material for car bodies. Steel is used in a
variety of other construction materials such as bolts, nails and screws. Other
common applications include shipbuilding, pipeline transport, mining, offshore
construction, aerospace, heavy equipment such as bulldozers, office furniture, steel
wool, tools and armor in the form of personal vests or vehicle armor. The city will
extract these metals as all these things are essential for our city.

Industrial area- Services and Technology

This industrial block will monitor all the technological designing and services
industry. This block will design heavy machinery like automobiles, industrial
vehicles and aeronautical vehicle.

 Industrial Area- Raw materials & Manufacturing cum
waste disposal centre

This block will extract ores and minerals from the mines present in the
agricultural & mineral deposits cum forest area. Not only this, but it will also
manufacture goods, heavy machinery and other important items. In the
waste disposal centre as told earlier disposal of waste will be done by eco-
friendly methods. Not only disposal but also these biodegradable asters will
be used to generate bio energy.

DEFENCE
On the entries of our city there will be police protection so that these
citizens of our city feel secure while living in our city. By introducing this
concept to the people by media we will ensure security in the minds of our
people. We treat our each and every citizen with equal respect and promise
to ensure full security for each one of them whether rich or poor, young or
adult.

MEDIA

We are having a media station in our R & D centre and other facilities
segment so that every citizen should be aware of the things happening
around him/ her and also the world news. Media will also entertain by giving
them news about their favourite subjects or their interests.

ANNUAL SURVEY

The R &D centre employees will every year conduct a survey for keeping a
record of each and every citizen living in the city. By this survey, population
of city could be monitored and the occupation of each adult in the city. The
problem of unemployment shall be cured by this survey as the unemployed
citizens will be provided with jobs. This survey according to us will help in
developing our city in all fields.

 DEFENSE EXPLANATION
As told earlier, this city will be protected by police force. At the city borders
metal wires will be put up for protection. The city protection will be checked
everyday so that security of citizens is ensured. The borders will be
protected by special defense force called the INTER CITY BRAINVOLK
DEFENSE (ICBD). Not only this system is about the defense of the city border
or entry defense but the internal defense too. There will be an intelligence
agency in the city. The headquarters of this agency will be in R & D centre
and other facilities segment. This agency will be known as BRAINVOLK
SERVICE INTELLIGENCE (BSI). The work of this agency is to get the
information about all the criminal problems faced by the city. Not only this
but collecting information about the works of other regions.

ICBD
As told earlier this organization will protect the city from outside threats.
This organization will be under the intelligence agency ‘BSI’. The
organization headquarters will be in the BSI headquarters building. This
organization will contain three blocks:

 Army
 Navy
 Airforce
 ARMY:it is the land based branch of ICBD
 NAVY: it will be the naval branch of ICBD
 AIR FORCE: it is the air arm of IECD

BSI

As told earlier this organization will collect information about all the criminal
problems faced by the city as well as collecting information about the works
of other nations. According to us, it will help the national Indian intelligence
agency RAW in getting information about other nations. The headquarters
building will be in the R & D centre and other facilities segment.

 R & D CENTRES & OTHER BUILDINGS
There will be special institutions for research, weather
forecasting, population monitoring etc. The data generated by
these facilities will be utilized by the Government to make new
policies. There will be a special emergency resource area which is
used during natural calamities.

AGRICULTURE AREA
As told earlier, no item shall be exported or imported so the city
shall grow many types of crops and fruits. The main staple diet
wheat and rice shall have large agricultural area. Warehouses will
be set up in agriculture areas for meeting emergency needs.
Irrigation will be done through canals, wells, rainwater harvesting.
There will be dairy farms, poultry farms, fisheries and mines. This
area will be controlled by the Raw materials & Manufacturing
Industry block.

 TRANSPORTATION
The city will be connected to other places through road, rail and
air. The bus stand, railway station and airport shall be located on
the periphery of city. There will be underground metro stations in
every segment so that people could reach their desired places
quickly and this system will also reduce vehicle traffic and vehicle
pollution.

There will be underground Central Station beneath Primary

education Hub. The central station shall be connected to 15-20
substations which will also be connected to each other. Metro rail
shall ply between these stations as told earlier in the earlier topic

To get access to the bus stand, intercity Railway station, and

airport which lies at the periphery of the city one will use the
Underground metro rail.

ROAD NETWORK
There will be ring road around each hub as well as internal roads.
these roads will be lined by trees. But there will not be any
temporary shops, huts, taxi stands etc. Along the roads, there will
be separate path for pedestrians, cyclists etc.

 ENERGY SOURCES
The city will have to produce power from fossil fuels for
industrial, commercial and transportation purposes while
residential users will be installing solar panels but electricity will
be provided but will stop for a particular period of time in a day
so that people could make use of the energy of solar panels. The
streetlights will also be powered by sun light.

WE THE SHAPERS OF THE CITY OF BRAINVOLK
Promise not to harm the economy and the pride of the Indian
Union. We as the constructors of our city assure the
Government and the people of India that the making of this city
will certainly show the development of India to the world. The
Indian people will surely see the increasing development rate
of India day by day after the city is complete.
Economy: we assure the Indian government that the cost of
making this city will not in any way affect the economy of the
nation but after the city is complete it will help in economic
emergence of the nation.
MOTIVE: the motive behind the making of this city is:

 So that other emerging cities could also understand the

need for a well-planned city and design their city with
utter determination which will lead to the development of
the world.
 This city would make the lives of the people more
prosperous.
 This city will show to the world that a well planned city is
the solution to all the national or international land
problems.

We will always secure the rights of the people living in our city
and will protect the secularism, the liberty, the socialism, and
the sovereignty of our citizens.

PROJECT OF BRAINVOLK EXPLANATION
This project document is the main document as it tells us about the city. How it will
not affect the economy of INDIA? Much of the construction funds will be provided
by the Indian government/ central government out of the various taxes collected
every year. Some funds will also be collected from the population that in future will
be living in our city. The Central Government will decide firstly that out of the total
population of India whom to transfer to our city. After this is decided the funds will
be collected. In this project we have mentioned that we will protect the secularism,
the liberty, the socialism and the sovereignty of our citizens. This means that the
citizens will have full right to follow any religion [there is no official religion], there
is no restriction on the citizens in what they think and how they want to follow up
their wishes into action, wealth is generated socially and people have the supreme
right to make decisions on internal as well as external matters.
