1.0 PURPOSE

This document enumerates the procedure for preparing technical bid analysis
(TBA) of various bids received.

2.0 SCOPE

This document is applicable while evaluating bids received with respect to jobs
related to water treatment, waste water treatment, tertiary treatment plant,
Demineralisation Plant, condensate polishing plants, Environmental Impact
Assessment Studies and others as applicable to Environment Division.

3.0 REFERENCES

3.1 For Bid Evaluation

(i) NIT document or MR including addendum/corrigendum.


(ii) Bids received from bidders /vendors.
(iii) Technical Memorandum and their replies from the bidders.
(iv) MOM with the bidders and records of technical interactions with the
bidders.
(v) Any important communication from the project group, customer or
vendors/contractors having a bearing on the bid evaluation.

3.2 For Approval of TBA

Company guidelines or circulars.

4.0 DEFINITIONS

5.0 METHODOLOGY & CONTROLS

5.1 The technical part of all the bids will be received by Environment Division from
General Civil Department/Project Division.

For self coordinated jobs (jobs directly undertaken by the Environment


Division), Environment Division shall act as Project Division/Coordinating
Department. Whenever Environment Division is acting as project division, bids
will be received directly and will be distributed to concerned
divisions/departments for review.

5.2 The Technical portion of each bid will be reviewed and compared with the NIT
requirements including Addendum/Corrigendum, if any.

5.3 Technical Memorandum / Queries will be prepared separately for each bid if
required and sent to General Civil / Projects Division.

5.4 For self-coordinated jobs, concerned engineering divisions/departments shall


normally be given their respective part of the bid responses for technical
evaluation by Environment Division.

5.5 A meeting shall be organised by the General Civil / Projects Division /


Environment Division with all the bidders to discuss the Technical
Memorandum and minutes of meeting (MOM) will be recorded. These MOMs
alongwith Technical Memorandum, if any and their replies shall become the
part of bid responses.

5.6 All concerned engineering divisions/departments shall prepare their technical


bid analysis mentioning the Technical Acceptance or Non-acceptance and send
the same to Coordinating Department.

5.7 Coordinating Department shall prepare the final TBA mentioning the overall
acceptability or non-acceptability of the bidders depending upon bidders
compliance or noncompliance to NIT requirement.

5.8 The TBA will be prepared by the job engineer, same will be checked by lead
engineer and approved by group leader with subsequent approval from
competent Authority as per Company Guidelines.

5.9 Contents of TBA shall be as follows:

5.9.1 Scope of work as per NIT and its compliance/noncompliance by each bidder.

5.9.2 Deviation taken by the bidders, if any.

5.9.3 In case of self-coordinated jobs, statement regarding technical acceptability of


each bidder by the concerned engineering division/department.

5.9.4 In case of self-coordinated jobs, overall acceptability by the Environment


Division depending upon the bidders compliance and deviations taken by them.
For other jobs, statement regarding technical acceptability of each bidder
pertaining to Environment Division.
