1. SCOPE OF WORK
1.1. GENERAL DESCRIPTION
The world Food Programme (The “Client) requires that a topographical survey company (the “Consultant”)
complete a topographical survey for the proposed site of Sudan Country Office in Khartoum, Sudan (the
“works”). The location of the survey shall be at the approximate geographic co-ordinates (15.54862200°N,
32.55893700°E), information relating to the site is (contained in Appendix A). Notwithstanding the locations
given herein, the precise details of the location and site extents shall be confirmed to the Consultant prior to
commencing the survey. This confirmation shall be carried out in consultation with the relevant authorities as
needed.
The Consultant shall carry out the topographical survey in accordance with the requirements contained in
Section 2. However, during the survey, should the Consultant observe additional information that will impact
any future construction works, this shall be included in the survey and the Client informed of the items.
This document contains the standard requirements for the gathering of information during a topographical
survey. During the survey, the Consultant shall only be responsible for the gathering of information relative
to the area to be surveyed.
The enclosed Site Location Map, Appendix (A), indicate the location of the area to be Surveyed. All existing
levels, unit’s positions and borders found at the site and in its immediate vicinity shall be surveyed. The
accuracy of work carried out to produce deliverables shall confirm to section 2.8 and the Survey deliverables
shall confirm to section 3.
The scope of work shall include but not be restricted to the following:
- Execution of topographical survey and preparation of plans, maps, and reports of the entire area.
- Establishment and construction of Benchmark.
- Level Survey of the entire area and at specified intervals with flow direction (Slope) and percolation
points for rainwater drainage.
- Indication and demarcation of all existing topographies like buildings and trees.
- Provision of survey instruments and any related items as may be necessary for the successful
completion of the Survey.
- Engagement of qualified Surveyors the Consultant shall employ at a minimum the services of a
Surveyor, qualified in accordance with the Sudan Engineering Council.
1.2. CONSTRAINTS
- The Consultant shall liaise with the Client and the relevant authorities with regards to access to the
site location and shall be bound by any restrictions imposed.
- The Consultant shall maintain security clearance for all staff and equipment’s two days prior to
commencing the survey work.
- The Consultant shall minimize disturbance and noise during employees working hours. The
consultant movement, mobility and disturbance inside the compound shall be limited to the
surveyed area only.
- The Consultant shall be responsible for any damage caused to the work or to surrounding areas by
the Consultant’s operatives or any sub-Contractor operating under the delegated authority of the
Consultant.
2. DETAILED REQUIREMENTS
2.1. BENCHMARK
The Consultant shall establish a Benchmark, a permanent material object bearing a marked point, to be
referenced from an accepted datum, street level, at a convenient location to be decided and approved by the
client. All subsequent assignment of levels shall be carried out with respect to this Benchmark. The
Benchmark shall be shown on all survey drawings and outputs. The position, design and specification of the
Benchmark shall be discussed and agreed on with the Client before implantation.
The survey will be referenced to the established Benchmark and all levels shall be referenced from that
Benchmark.
Permanent Ground Markers PGM (Base Control Points) to be established on the site. The markers will be
established such that they can be utilised as a survey point of reference. One PGM shall be positioned at
each edge of the site extents and each entrance or exit. All PGM’s will be surveyed and closed back to the
relevant reference datum. The items to be used as PGM’s shall be durable and long lasting.
Details of the PGM’s to be used shall be submitted to the client for approval prior to use. Preferred PGM
types are indicated in Appendix (B) Each PGM shall be surveyed separately and closed back to the survey
datum to ensure the compounding of survey errors does not occur.
Details relating to the location of each PGM shall be included in the survey report.
The survey detail required by the Client shall include but shall not be limited to the elements contained below.
Where the detail of the element is complex, the survey shall be supplemented by annotated sketches
contained within the survey report to provide more clarity to the element. Such elements shall be cross
referenced between the survey drawing and the report.
The Survey to locate all constructed and natural elements. All Existing Structures shall be accurately
surveyed with co-ordinates taken at each corner of each structure to provide an accurate layout in all output
drawings. Additionally, spot levels shall be taken at each corner of each building at the building ground floor
level. Where possible, for buildings greater than one storey, levels of upper floors shall also be surveyed.
Drawings of buildings to include accurate positions of buildings along with building outline, ground levels,
floor levels, total height and rooflines. All emergency exits and external staircase to be included.
Accurate location of Site Boundary Wall and height shall be surveyed and included in all drawings with
location of all entrances and exits.
Trees shall be recorded and separated into categories depending on the girth of the tree encountered. The
girth is measured 1.0 m above ground level.
Any other items within the site vicinity and any signage located on or adjacent to the site extents shall be
recorded.
Utilities shall be recorded to include all visible services information including electric and telephone cables
and boxes.
2.5. LANDSCAPE
All pavements encountered within the site boundary and around site extent shall be accurately recorded and
marked on the survey plan. The survey shall contain information of the pavement type, dimension and depth,
dimension of curb sidewalk, trench lines and elevations on top of curbs and sidewalks. Where the pavement
is in the form of a trafficked area, markings of the pavement shall be recorded. The survey shall also include
the Parking Area, Green Areas and Playground along with all side elements such as barriers and plantation
containers.
Coordinate system using GPS, shall be established in N-S & E-W direction corresponding to the Site North,
grid points shall be spaced at 10 meter intervals in both directions.
After establishing a grid system for survey points, the consultant shall establish spot levels to be taking at
every specified interval showing spot levels with gridlines.
A plot plan to show the grid carried out in metric system, distances and levels shall be recorded in meters
and its decimals.
The consultant shall prepare as necessary a Digital Elevation Model (DEM) for the surveyed area, to detail
the surface configuration of the area, analyse surface slope, surface flow direction, and water flow
accumulation points and Specify the method for converting spot elevations to spatial information and Set
intervals at which cell size is defined.
The survey of levels shall include the entire area within the boundary wall and 22 m outside the boundary
wall extents. All assignment of levels shall be carried out with respect to the allocated Benchmark. This shall
indicate all surfaces within the site and should detail accurately all changes in elevations and all steps. Where
slopes are encountered, slope symbols shall indicate direction and percentage of the slope, along with flow
direction and percolation points. Spot levels are also required at distinct changes in elevations.
Location of all observable manholes, septic tanks, wells and all drainage pipes (both above and below
ground) shall be recorded. For existing manholes, the survey shall record both the cover level and invert
level(s) of the manholes and include details of manholes and septic construction, diameter of pipes and type
of pipes connecting to it.
For drainage elements, the nearest outlet of the drainage shall be recorded if there is any near the boundaries
of the land. All drainage outlets within 30 m of the outside edge of the site extents shall be recorded.
2.8. ACCURACY
The detail will be accurate to the following tolerances when referenced from the allocated Benchmark
Horizontal Accuracy ± (plus or minus) 25mm
Vertical Accuracy ± (plus or minus) 15mm
3. DELIVERABLES
The survey report and drawings shall be submitted to the Client in English language. Where the information
has been gathered in a language other than English, the Consultant shall include an English translation of all
such information in the report and a copy of the information in the original language included as an addendum
to the report.
3.1. DRAWINGS
An electronic copy of the surveys shall be provided to the Client in AutoCAD 2D and 3D file format (AutoCAD
2007.dwg version). Additionally, an electronic hard copy of the drawing in Adobe PDF format shall be issued
complete with title block and legends.
Hard copy paper versions (3 no.) of the drawing shall be issued in A1 size (841mm x 594mm sheet) at a
suitable scale to be agreed on. Depending on the scale agreed, the survey may extend over more than one
A1 sheet.
The layer convention for the electronic copy shall be in accordance with that detailed in Appendix C.
Notwithstanding that, the Consultant shall ensure that each individual element or group of elements (e.g.
utility, wall, spot height) that gets surveyed is contained on a separate layer. These layers shall be named
identifying the element in question thus enabling various elements surveyed to be turned off by the Client as
required.
The Consultant shall submit a report of the survey carried out including the methodology, procedure adopted
and all calculations required for surveying and preparation of the survey maps. This shall include details of
the locations of Benchmark and PGM’s (to include coordinates, sketches and photos), a summary of the
survey carried out including the elements encountered and a report of the closure of the survey to the
reference datum to verify its accuracy. The report shall also confirm details of the current drainage layout on
the site.
The Consultant shall take photographic records of the survey location. All photographs shall be taken in
digital format using a digital camera with a minimum of 3-million-pixel resolution shot at the highest resolution
and saved in JPEG format with a minimum size of 2048 x 1536 pixels. The photographs shall be appropriately
tagged identifying the date, location (grid ref) and object being photographed. The photographic record will
be provided in both hard copy format, contained within an annex to the survey report, and electronic format
(on compact disk in JPEG format).
The report shall be submitted in “soft copy” format in Microsoft Word and where necessary Microsoft Excel
(version 1997-2003) format and in Adobe PDF (electronic paper copy) format. The Consultant shall also
submit a “hard copy” (paper) version of the report (max 3 no. copies)
For the avoidance of doubt, and in respect of contractual obligations, the PDF copy (electronic paper format)
of documents and drawings shall be the contractually binding copy of the output information. Documents in
other formats (Microsoft Word, AutoCAD Microsoft Excel) shall be provided to the Client for “information only”
The deliverable information shall be forwarded to the Client (in draft format) for review and approval. Once
approved; a final copy of the entire survey package will be issued.
4. ACCESS
Where the Consultant is refused access to any area within the site boundary, or where required by the scope
of work indicated above, outside the site boundary during the execution of the survey the Client shall be
immediately be notified. Should efforts to provide access to these areas fail, the survey report shall detail
along with the location, time and date where the access was refused. Any data required from such area shall
be supplemented from other avenues where possible with the survey report and drawing indicating this
information.
5. SITE VISIT
The Consultant shall ensure satisfaction of the price submitted for the Works considering the current site
conditions at the proposed site location. Consultants will have the possibility of visiting the site at a date to
be confirmed by the Client. The Consultant shall coordinate with the nominated representative of the Client
to confirm the date and time of the visit.
If requested, the Client might provide facilities for storage of equipment and/or offices.
7. PROGRAMME
The Consultant shall present to the Client the deliverables outlined in section 3 within seven calendar days.
This includes the site works necessary to submit a complete and comprehensive report.
8. CONTRACT PRICE
The Contract Price for the survey, shall be deemed to cover the fulfilment of the works outlined in this
document, and shall include all the Consultants obligations and costs under this contract, including works
required, whether described, or not, which is necessary for the satisfactory execution and completion of the
provision of the complete Topographical Survey. The Contract price is to be a Lump Sum calculated based
on the requirements of this document and the site visit.
9. TERMS OF PAYMENT
Payment for the services outlined above will be made following the satisfactory provision of all requirements
including drawings and reports.
If the Consultant notes any errors or omissions in this document, they are obliged to inform the Client without
delay. Failure to raise this with the Client within this time voids the right of the Consultant to variations arising
from the error or omission.
Below is a list of the layer conventions that should be adopted for recording the AutoCAD digital topographical
land survey details. The layer name shall first contain the layer names detailed below plus any other detail
the Contractor may deem necessary (e.g. for a wall 0.4m thick = W-WALLLARGE 0.4m thick). While the list
is quite extensive and the convention stipulated should be adhered to, it is the responsibility of the Contractor
to ensure that any additional feature types encountered should be recorded also.
