DEVIATION IN AMN STORAGE AND PROCEDURE

FOR OBTAINING DEVIATION SANCTION

1. Deviation implies departure from the safety rules and regulations on storage, maint and
handling of expl/amn as framed by the STEC ( Storage and Transport of Explosives Committee )
for units in Peace/KLP and by regulations of storage of amn in Field 1981 for units in
Field/ILP/temp loc.

2. Recently there has been lot of ambiguity on understanding deviations and processing the
same either for elimination or obtaining sanction for the same. The succeeding paras deal in
simplifying the terms and procedure involved.

3. Any departure from existing regulations as mentioned in para 1 above leads to a deviation.
Some common deviations are :-

(a) Excess tonnage - leading to inadequate storage either by generation of


open plinths/tentage or simply implying more than authorized tonnage for an amn
point/plinth.

(b) Mixing of Incompatible gps

(c) Inadequate IQD (Internal Qty distances – distance from one amn pt/plinth to another
) or OQD ( Outside Qty distances – distances from amn pt/plinth to outside utilities )

(d) Unavailability of lightning protection

(e) Inadequate storage accn

4. Deviation in no case shall be accepted on a permanent basis. The endeavour should be


towards eliminating them rather than just obtaining devn sanction and thus allowing for the risks to
exist. Proper rationalization of storage space and projection of wks for any addl reqmts/alterations
can negate this problem. It is to be ensured that siting and layout of wks projected wks for accn/any
alterations for storage of amn for units in peace/KLP loc is duly approved by CFEES (Centre for
Fire, Environment & Explosive Safety) , (This is a mandatory reqmt).so as to avoid any devn
on permt basis. Permt deviations owing to constr of accn for storage of amn without CFEES
approval is not acceptable under any circumstances.

5. During the endeavour of elimination of deviation, ie till the time they are not eliminated, it
is necessary to obtain sanction for the existing deviations. Procedure for obtaining deviation
sanction is given out in STEC Pamphlet No 14. The Pamphlet may be
obtained from STEC, Centre for Fire, Environment & Explosive Safety, Metcalfe House, Delhi –
110054 or the same can be copied from the pamphlet held at this DOU. An officer rep of the Centre
for Fire, Environment & Explosive Safety is also available in the Headquarters Command Q (Ops)
for any assistance.

7. It is to be ensured that the deviation statement already obtained by the units in peace/KLP
are based on the auth of storage of amn as per STEC and not as per storage of amn/expl in fd 1981
which is applicable only to units in Fd/ILP/temp loc. Corrective action may be initiated
accordingly.
