ENVIRONMENTAL MANAGEMENT
Part of the mandate of the MENRO is to monitor different industries located within the Municipality. In 2013, out of 187
industries, 87.7% or 164 industries were inspected.

Various commercial and other types of business establishments also secure clearance from the MENRO. Such clearance is
also a requirement for them to be able to operate in a given year. The number of such business establishments given clearances in
2013 is 277. There were 11% more businesses in 2013 compared to 2012 that were given clearance by MENRO.
Establishments in Carmona are being required by MENRO to submit certain environmental requirements as mentioned
earlier guided by laws such as Presidential Decree No. 1586 before clearance can be given to them.
MENRO also regulates all industrial waste transporters or waste transport vehicles as per M.O. 006-05 titled Waste
Transportation Ordinance. They are provided with a certificate, sticker per vehicle, and are required to secure tickets per trip. Total
registration for 2013 is 84 with an increase of 12% as compared to 2012 registration.
Solid Waste Management (SWM) system in the Municipality of Carmona is divided into 3 major categories based on the type
of wastes collected namely, residuals, biodegradables and recyclables waste streams. MENRO has been facilitating the collection and
processing of these wastes in the Municipality.

All the collected residuals are then brought to the Carmona Ecology Center Transfer Station for final disposal at San Pedro
Sanitary Landfill.
Biodegradable wastes are collected using a garbage truck primarily from the Carmona Public Market (CPM). They are brought
to the CEC where it will be processed using 4 2-ton rotary drum composters.
The recyclable waste is collected through the program Basura Palit Gamit Atbp. Since its implementation in 2008, the
program makes the most of the recyclable wastes ranging from different papers up to crushed glass in the Municipality.

Barangay 1 reflects the highest score which means the most exposed Barangay in the area. This is due to the proximity of the place to
the one of the biggest tributaries coming from Tagaytay and Silang. Its outfall is towards the silted Laguna Lake which causes flood in
the lowest protion of the area. Added to this is the improper solid waste management of the upstream and downstream area which

The West Valley Fault moves from North to South. It traverses from the northern part which is the Manila Southwoods Golf and Country Club (particularly the golf
course area, and The Residential Subdivision Phases 1 & 2), towards the access road along Daromar Concrete Mixing. It continuously moves towards south- the
boundary line of Phase 3 ½ and Phase 4 to the center of Manila Jockey Club Inc. (MJCI) Gallery and San Lazaro Race Track. It ends all the way down to the Paligawan

All Barangays are affected with ground shaking during earthquakes. Carmona lies between two (2) fragmented
tectonic plates marked by the West Valley fault that moves from North to South. Parts of Mabuhay, Lantic and Bancal lie at
the west plate while the lower Barangays lie at the eastern plate that pushes westward against the west plate.
The probability of damage to property, infrastructures, agriculture, industrial and commercial operational
interruption, and possible loss of life due to eventual movement of the fault line is very high.

Identified areas prone to Earthquake Induced Landslides are Barangays Cabilang Baybay, Mabuhay, Bancal and
Lantic. There is low probability of damage to property and loss of life because its susceptibility is low. The total affected area
consists of 181 hectares.

Thirteen(13) barangays composed of 43 puroks are low susceptible to flooding. These consist of more or less 177 hectares covering almost all
Barangays of the Municipality due to clogged drainage lines and waterways. While four (4) Barangays with 10 puroks are high susceptible to flooding and
consist an area of 18 hectares. These include the low lying areas of Carmona such as Barangays Cabilang Baybay Maduya, Rosario and Milagrosa. Flood in
Cabilang Baybay were caused by back flowing of water from Binan City (Laguna de Bay). The rest are due to insufficient outfalls and drainage lines that makes
the area as the water basin of upper areas.
