Summary

A planning application for a building development was submitted to


Monmouthshire County Council (MCC) and as part of the planning process,
Glamorgan Gwent Archaeological Trust (GGAT) advised the planning department
that the proposed work at the site could likely impact on archaeological resources.

The development of concern is the demolition and alteration of a mainly early 20th
century, wooden structure, however, there is a distinct possibility that part of the
structure was built upon earlier remains.

Other work will involve some modification of internal walls of earlier aspects of
the main building.

An archaeological building recording survey, equivalent to English Heritage level


2, was carried out in October 2017. Not all areas of the structure were accessible
at the time the survey was carried out. This document contains details of areas not
included within the original survey and should be considered as an addendum to
the main report (APAC Doc No. 351 – Phillips, 2017).

Introduction

This Building Survey addendum report has been prepared by C E Smith (MCIfA) for APAC Ltd, in response to a
planning application submitted to Monmouthshire County Council (MCC): Re: Demolition Of Dilapidated Timber
Framed Pavilion And Block Work Stores. Replacement Extensions To Form Kitchen Storage And Cellar. External
Re-Modelling Of Existing 1960s Era Function/Dining Block. Internal Alterations Including Forming New Opening
The Anchor Inn, Ferry Road, Tintern Pl. App. No.: DC/2016/01428.

In October 2017 an English Heritage equivalent Level II building recording survey was carried out by APAC Ltd in
order to satisfy a condition of the above planning application. The area of the kitchen within the Anchor Inn was, at
the time of the original survey, a busy working area with the walls being largely obscured. This addendum to the
original building recording survey report (APAC Doc No. 351) contains details of those areas of the structural fabric
of the kitchen which were altered as part of the program of redevelopment.

Site location

The location of the site at NGR 353207 200144, can be gained from the A466 Monmouth to Chepstow; ‘Wye
Valley Link Road’ (Fig 1).

The Anchor Inn is situated to the north of the A466 at Tintern, adjacent to the Abbey.

Geology & Topography

The solid geology at the site is Tintern Group Sandstone with a superficial river terrace alluvium of clay, silt, sand
and gravels, (BGS, 1997)

Scope of Work

The aim of the Level II survey is to preserve by record the structure of the building (walls), prior to the development
work beginning and in so doing, provide a facility for understanding the structure’s historic development.

The record produced can then be used to guide the determination of the planning condition and the next stage of
archaeological works.

This addendum is intended to cover two areas of wall within the Anchor Inn kitchen, which were obscured at the
time of the main building survey (Phillips, 2017).

Methodology

The building recording survey was undertaken in accordance with Understanding Historic Buildings; A Guide to
Good Recording Practice (Historic England, 2016).

The methodology employed was also guided by the Standard and Guidance for the Archaeological Investigation
and Recording of Standing Buildings or Structures (CIFA, 2014).

Photographs were taken using a Kodak Pixpro AZ252 digital camera.

Images were recorded in both high-resolution Jpeg & RAW formats.

All photographs include a scale rod where possible or practical.

Photographs illustrative of the survey are produced as annotated ‘photo cards’ in the report.

All photographs from the addendum survey are included as a list with contact sheets in Appendix I.

Results

The results contained within this addendum were obtained under ‘watching brief’ conditions once the obscuring
factors had been stripped out of the kitchen; during the redevelopment phase. Figure 2, shows the location of the
study areas discussed within this addendum, whilst Figure 3 shows the phasing of the Anchor Inn.

The additional recording work took place on Tuesday 9th January 2018.

Internal Brick Partition Wall

Plates 1 – 2, show the western and eastern faces of the brick built internal partition wall; a three metre length of
which was to be removed as part of the redevelopment program.

Removal of ceramic tiles and cement render from the western wall face showed the partition to be constructed of un-
frogged red bricks, uniform in size and bonded with cement. The bricks themselves are likely to have been reused
from elsewhere. The internal partition wall itself is likely to be a comparatively modern (20 th Century) insert into the
18/19th century kitchen structure.

External Kitchen Wall Beneath Former Window Opening

Plates 3-7, show the western and eastern faces of the area of kitchen wall; the eastern face having been exposed after
removal of a sink, beneath the window opening which was also to be removed as part of the redevelopment
program.

Removal of plasterboard showed the eastern, internal, face of the wall to be constructed of a brick and cement skin.
The western, external, face of the wall was constructed of roughly coursed, faced stone blocks forming the original
wall of the 18/19th century kitchen structure. The brick skin was butted against the external stone layer and likely
represents a later (20th century) addition to the kitchen; possibly contemporary with the insertion of the brick
partition wall described above.

In both areas described above, no further archaeological or architectural features which would alter the findings of
the original building recording survey were noted.

Archive

The original archive will be retained by APAC Ltd

Secondary archives consisting of a hard copy of the report with a digital copy of the complete data and photographs
be deposited with the County Records Office in Ebbw Vale.

A digital copy of the archive will be deposited with The Royal Commission on Ancient and Historical Monuments
Aberystwyth.

Digital copies of the report will be forwarded to the client, planning and the HER, held by Glamorgan Gwent
Archaeological Trust.
