1. Inactive in DTC due to case in Pennsylvania. Cannot progress in DTC until that case has

concluded. Until then, supervised by pre-trial services and must move to Carroll County

address by July 27th

11. Missed urinalysis on Monday went Tuesday and called the right people. Panel decided

to admonish the miss, but placed on slip warning for 4 slips behind

12. Tested positive for THC (marijuana); Panel decided to restart on level three with credit

starting June 17th, and postpone graduation from the program, stated they plan on using

THC consistently after graduating from DTC

13. Missed urinalysis on Wednesday, called and took a UA at their sober home; panel

assigned 4 community service hours due by July 26th

14. Missed sobritetor test but claimed there was a charging issue panel decided to

admonish but strongly reminded that having a charged machine is your responsibility

15. Medically excused from today’s court

16. Late to court, missed urinalysis on June 19th, used Benzo and Cocaine, possibly flushed

system and not showing positive for Suboxone (prescription), failure to report at pre-trial

services on June 26th, compromised/altered a drug test patch- peeling off the skin and

dirty. Reminded that falsifying a test is grounds for termination from the program, the

panel suggests an inpatient treatment, imposed sanction is 30 days in the Carroll County

Detention Center and attending a treatment meeting while in jail.

Termination Hearing

17. Offender has been in the program since 2016- in total, 25 missed tests, numerous positive

tests for alcohol, benzos, opiates, oxycodone, fentanyl, and morphine, many invalid tests,

failed to report to pre-trial services 8 times, served 5 warrants for total of 33 days in jail

during the program, placed GPS monitor in bushes at his house while evading a warrant.
Panel’s decision: no longer a viable candidate for success terminated. Held without

bond at Carroll County Detention Center until Violation of Probation hearing

From Carroll County Detention Center

18. Restart orientation level due to June 12th positive test for fentanyl, placed on 90/90 slips

(90 NA or AA meetings in 90 days), release on Monday July 2nd.

19. Tested positive for cocaine at pre-trial services the day after she was released from jail,

was released to the pre-approved home but did not go there, the home owner did not like

that the police could show up at any time to check on the offender/house, home owner

threatened to send her back to jail, used cocaine with him-possibly a dealer. As part of the

hearing, her bail review was continued until her temporary new residence can be visited

by probation officer, if approved then will be released on GPS monitoring with pre-trial

services. Will move to a sober home when a bed become available.
