1. How to Access PDO Tender document and create/submit Rabitah Tender Response?

To create response for Tender, log-in to Rabitah portal. Please ensure following:
o you are using Internet Explorer version>9 only, do not use Chrome
or any other explorer,
o latest version of JAVA installed on your system
- Click on “RFx and Tenders” tab. Click the Event (Tender) number, system will
show the Tender’s detail in another page

- Click the Tender Number (i.e. Event Number), system will show you Tender’s detail.
- To access the PDO Issued Tender document, please click on Technical RFx button

- System will show Confidentiality Agreement, please Accept it and click “Next”
button, on next page system will show the list of Questions, please Answer these
question and Click Ok button. If no Questions, then click OK button.
 Note:While accessing the Confidentiality Agreement, if system is throwing Adobe
Plug In error, please follow the steps mentioned in the attached document.
Incase this issue is not getting resolved by following suggested steps,please try from
some other system as well, as this is local system specific issue.

- Once Confidentiality Agreement accepted, system will show the PDO Issued Tender
document in the Folder “Tender Documents Issued by PDO”, Click and Download it.

- To create Tender Response , click “Create Response” button, new screen will
appear where Technical and Commercial response documents can be uploaded.

- To upload Technical Response, click on “Technical RFx Response” button, system

will open new CFolder page, upload the Technical Response under Tech_Bid folder .
Please follow steps mentioned in the below screenshots
 Click “Create”

Select Document, if you want to

create Folder, then select Folder
 Update the document
name and click
continue

Select the file to upload

from local desk

If this file selection window

is not appearing, it means
JAVA is not working or
enabled.
*Note: If file selection window is not popping up, that means JAVA is not working.
Please uninstall JAVA from system, then reinstall. Once install, update Internet
Explorer (IE) security setting to allow “Scripting of JAVA Applets”. Please refer to
the attached document for further details.

Incase this issue is not getting resolved by following suggested steps,please try from
some other system as well, as this is local system specific issue
- Once Technical Response documents are uploaded, close the CFolder page and go
back to Tender Response page

- To upload Commercial Bid, click “Commercial RFx Response” tab , click add
Attachment button to upload commercials.
 Select the file to upload
and update description
- Click “Submit” button to Submit Response.

- Status of Tender Response can be checked on the “RFx and Tenders” page in
response Number and Response Status column

Response status, it
should be “Submitted”
