Original Settlers/Residents
Date of first settlement:

The first settlement was on September 2014. It was the time after the mobilizer finished
the clearing, road grading, survey and monumenting of the areas. The struggles encountered
were the absence of utilities such as water and electricity but the MBs opted for the location due
to its affordability and future opportunities in the area.

Who were the first families?

The first families to occupy the area were the Pallado, Avellano, Ruba, Celiz, Cofleros,
and Fonillos families. They were the first families to be mobilized by the Zampen Urban Poor
Alliance, Inc. (mobilizer) after the area was surveyed and monumented. The area was cleared
through the efforts of the mobilizer after collecting fees from the member beneficiaries.

How did the early settlers know about this place? Did they know who the landowner was?

The early settlers were mobilized to the area by the previous CMP mobilizer, Zampen
Urban Poor Alliance, Inc., with the authorization from the landowner, Ms. Karen Esquillo -
Bignayan. As soon as the news of a CMP project being mobilized in the area, the applicants were
very eager to share the opportunity to their friends and relatives.

The families knew the landowner’s name because they were blood related to the
barangay captain of Brgy. Santa Cruz that time, Julius Bignayan.

Why did they choose to settle in this place?

They chose this place mainly because the project will be under the Social Housing
Finance Corporation in which the scheme is similar to the scheme of the Pag-ibig, as explained in
the orientation by Mr. Roy Barte, the president of the Zampen Urban Poor Alliance, Inc.

Most families can occupy the area with the reservation fee of 8,500 pesos as required by
the mobilizer therefore it became a great opportunity for them to start a permanent residency.
Also, the area is near to an elementary and high school so it became a great factor in their
decision.

Where/How did the community get its name?

The name came from suggestion of the majority and with respect to the name of the
previous landowners, Karen Esquillo-Bignayan and Joey Esquillo.

Settlement Arrangements (Off- Site)


Why and how did the people choose the CMP site?

According to the first residents, the place is a very good choice for permanent residents
due to the following reasons: 1. The area is far from the noise of the city, thus, very ideal for a
peaceful environment; 2. The area is free from geological hazards such as flooding, landslide,
etc.; 3. The area has a good access roads; and 4. The area is near the banana plantation, thus,
very cool at night.

From what city/municipalities/barangays did people come from? How far are their present
residences from the CMP site? How were their work, access to school and basic services affected
by the transfer?

The present residents from the CMP site came from nearby city/municipalities of
Koronadal, Suralla, Tupi, and Banga, Polomolok, and General Santos City. Their present
residences are within the 5-km radius, with type of residency classified as non-permanent. Most
residents were from Koronadal City.

Are there certain areas in the community where most people come from the same
town/province? Where are these areas located? If relocation site: How were homelots assigned?

None. People came in randomly and their homelots were assigned according to the lot
availability and personal choices of the beneficiary as assisted by the mobilizer.

What community arrangements have been agreed upon among the homeowners?

There are no specific arrangements agreed upon among the homeowners.

Security of tenure (CMP Project)

How did the residents negotiate for the land/security of tenure? What is the total cost of the
land?

The residents represented by the homeowners’ association officers negotiated their


security of tenure through the assistance of the project originator, Sarangani Development
Cooperative (SADECO). The total cost of the land as offered by the landowner is PhP
18,002,400.00 valued at Php 600.00 per sq. meter.

What is the status of the residents’ land ownership?

The present residents were considered as informal settlers as they have no legal
ownership, yet, of the property. But the originator / mobilizer were aiming for each
member’s permanent ownership of the property through the community mortgage
program.

Are all the members of the CA part of the CMP?

Yes, the members of CA are part of the CMP. They wanted to have the security of tenure
as it is a basic necessity of the group. The originator / mobilizer made sure that all
member-beneficiary were homeless members of the cooperative and there are no
registered property under each name.

How did they choose their Mobilizer?

The originator, SADECO, chose REHOC to mobilize the project as they have already
processed (up to BOD approval) a sectoral-CMP project of the originator in Koronadal
City. Also, the current executive director of REHOC was an employee of Zampen Urban
Poor Alliance, Inc. therefore it is a very good engagement because
