Foreword
This document (EN 13163:2012) has been prepared by Technical Committee CEN/TC 88 “Thermal insulating
materials and products”, the secretariat of which is held by DIN.

This European Standard shall be given the status of a national standard, either by publication of an identical
text or by endorsement, at the latest by May 2013, and conflicting national standards shall be withdrawn at the
latest by May 2013.

Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. CEN [and/or CENELEC] shall not be held responsible for identifying any or all such patent rights.

This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association, and supports essential requirements of EU Directive(s).

This document supersedes EN 13163:2008.

The main changes to EN 13163:2008 are:


a) better harmonisation between the individual standards of the package (EN 13162 to EN 13171) on
definitions, requirements, classes and levels;

b) new annex on multi-layered products;

c) new annex on voluntary verification of the reaction to fire classification of raw materials;

d) changes on some editorial and technical content and addition of information on some specific items such
as for EPS dimensional stability, compressibility;

e) addition of links to EN 15715, Thermal insulation products — Instructions for mounting and fixing for
reaction to fire testing — Factory made products;

f) changes to the Annex ZA.

This standard is one of a series of standards for thermal insulation products used in buildings, but this standard
may be used in other areas where appropriate.

In pursuance of Resolution BT 20/1993 revised, CEN/TC 88 have proposed defining the standards listed below
as a European package of standards.

The package of standards comprises the following group of interrelated standards for the specifications of

The reduction in energy used and emissions produced during the installed life of insulation products exceeds
by far the energy used and emissions made during the production and disposal processes.

According to the CEN/CENELEC Internal Regulations, the national standards organisations of the following

1 Scope
This European Standard specifies the requirements for factory made expanded polystyrene products, with or
without rigid or flexible facings or coatings, which are used for the thermal insulation of buildings. The products
are manufactured in the form of boards or rolls or other preformed ware (flat, tapered, tongue and grooves,
shiplap, profiled etc.).

Products covered by this standard are also used for sound insulation and in prefabricated thermal insulation
systems and composite panels; the performance of systems incorporating these products is not covered.

This standard describes product characteristics and includes procedures for testing, evaluation of conformity,
marking and labelling.

This standard does not specify the required class or level of a given property to be achieved by a product to
demonstrate fitness for purpose in a particular application. The classes and levels required for a given
application are to be found in regulations or non-conflicting standards.

Products with a declared thermal resistance lower than 0,25 m²⋅K/W or a declared thermal conductivity at 10 °C
greater than 0,060 W/(m⋅K) are not covered by this standard.

This standard does not cover in-situ insulation products (covered by FprEN 16025-1 and -2), products intended
to be used for the insulation of building equipment and industrial installations (covered by EN 14309), products
intended to be used in civil engineering applications (covered by EN 14933) and products intended to be used in
beam and block systems in floors (covered by EN 15037-4).

3 Terms, definitions, symbols, units and abbreviated terms

3.1 Terms and definitions

For the purposes of this document, the terms and definitions given in EN ISO 9229:2007 apply with exception
or in addition of the following:

expanded polystyrene (EPS)
rigid cellular plastic material, manufactured by moulding beads or granules of expandable polystyrene or one
of its copolymers, with an air filled closed cellular structure, which is divided into four types related to the
intended use:

 EPSi: for load bearing applications, where i stands for the declared value (expressed in compressive
stress at 10 % deformation)

 EPS S: for non load bearing applications

 EPS SD: for non load bearing applications with acoustic properties

 EPS T: for floating floor applications

3.1.2
expanded polystyrene block
rigid insulation product or material generally of rectangular cross section and with a thickness not significantly
smaller than the width, supplied trimmed or untrimmed

3.1.3
expanded polystyrene board
rigid insulation product (cut, moulded, or continuously foamed) of rectangular shape and cross section in
which the thickness is significantly smaller than the other dimensions; it may be of uniform thickness or
tapered and the edges may be of various sorts (e.g. square, half lapped, tongue and groove)

3.1.4
expanded polystyrene roll
boards or strips bonded to a flexible facing, supplied in a wound or folded form, which form a continuous
insulation layer when unrolled

adhesion consisting of at least one factory made thermal insulation material layer

facing
functional or decorative surface layer with a thickness of less than 3 mm, e.g. paper, plastic film, fabric or
metal foil, which is not considered as separate thermal insulation layer to be added to the thermal resistance

coating
functional or decorative surface layer with a thickness of less than 3 mm usually applied by painting, spraying,
pouring or trowelling, which is not considered as separate thermal insulation layer to be added to the thermal

4 Requirements

4.1 General

Product properties shall be assessed in accordance with Clause 5. To comply with this standard, products shall
meet the requirements of 4.2, and the requirements of 4.3 as appropriate.

NOTE Information on additional properties is given in Annex F.

For multi-layered products, additional requirements are given in Annex D.

One test result for a product property is the average of the measured values on the number of test specimens
given in Table 9.

4.2 For all applications

4.2.1 Thermal resistance and thermal conductivity

Thermal resistance and thermal conductivity shall be based upon measurements carried out in accordance with
EN 12667 or EN 12939 for thick products.

The thermal resistance and the thermal conductivity shall be determined in accordance with Annex A and
declared by the manufacturer according to the following:

 the reference mean temperature shall be 10 ºC;

 the measured values shall be expressed with three significant figures;

 for products of uniform thickness, the thermal resistance, RD, shall always be declared. The thermal
conductivity, λD, shall be declared where possible. Where appropriate, for products of non-uniform
thickness (i.e. for sloped, tapered or shape moulded non flat products) only the thermal conductivity, λD,
shall be declared;

4.2.2 Length and width

Length, l, and width, b, shall be determined in accordance with EN 822. No test result shall deviate from the
nominal values by more than the tolerances given in Table 1 for the declared class.

4.2.3 Thickness

Thickness, d, shall be determined in accordance with EN 823. No test result shall deviate from the nominal
thickness, dN, by more than the tolerances given in Table 1 for the declared class.

This test shall not be performed when the tests described in 4.3.15 are used.

4.2.4 Squareness

Squareness, S, shall be determined in accordance with EN 824. The deviation from squareness on length and
width, Sbi, shall not exceed the tolerances given in Table 1, for the declared class.

4.2.5 Flatness

Flatness, P, shall be determined in accordance with EN 825. The maximum deviation from flatness, Smax, shall
not exceed the tolerances given in Table 1 for the declared class. This test is not applicable for EPS T
products.

4.2.6 Reaction to fire of the product as placed on the market

Reaction to fire classification of the product, as placed on the market, shall be determined in accordance with
EN 13501-1 and the basic mounting and fixing rules given in EN 15715.

NOTE This classification is compulsory and always included in the CE Marking label.

Detailed information about the test conditions and the field of application of the classification as stated in the
reaction to fire classification report shall be given in the manufacturer's literature.

4.2.7 Durability characteristics

4.2.7.1 General

The appropriate durability characteristics have been considered and are covered in 4.2.7.2, 4.2.7.3 and where
appropriate in 4.3.7 on compressive creep.

4.2.7.2 Durability of reaction to fire of the product as placed on the market against
ageing/degradation

The reaction to fire performance of EPS products as declared by 4.2.6 Reaction to fire of the product as
placed on the market does not change with time.

4.2.7.3 Durability of thermal resistance and thermal conductivity against ageing/degradation

The thermal conductivity of EPS products does not change with time. This is covered and considered for
declaration by 4.2.1 Thermal conductivity and any change in thickness is covered by at least one of 4.3.2
Dimensional stability tests, as relevant.

4.3 For specific applications

4.3.1 General

If there is no requirement for a property described in 4.3 for a product in use, then the property does not need
to be determined and declared by the manufacturer.

4.3.2 Dimensional stability

Dimensional stability under constant normal laboratory conditions shall be determined in accordance with
EN 1603. The relative changes in length, ∆εl, and width, ∆εb, shall not exceed the values given in Table 2 for
the declared class.

Dimensional stability under specified temperature and humidity conditions shall be determined in accordance
with EN 1604. The relative changes in length, ∆εl, width, ∆εb, and thickness, ∆εd, shall not exceed the values
given in Table 2 for the declared class.

4.3.6 Tensile strength perpendicular to faces

Tensile strength perpendicular to faces, σmt, shall be determined in accordance with EN 1607. The test result of
tensile strength perpendicular to faces, TRi, shall be at least 20 kPa and the value shall be declared in levels with
steps of 10 kPa. No test result shall be less than the declared level.

4.3.7 Deformation under specified compressive load and temperature conditions

Deformation under specified compressive load and temperature conditions shall be determined in accordance
with EN 1605. For each set of conditions, the total of deformation under specified load and temperature
conditions shall not exceed the values given in Table 5 for the declared level.

4.3.8 Compressive creep

Compressive creep, εct, and total thickness reduction, Xt, shall be determined after at least one hundred twenty
two days of testing at a declared compressive stress, σc, given in steps of at least 1 kPa, and the results
extrapolated thirty times, corresponding to ten years, to obtain the declared levels in accordance with
EN 1606. Compressive creep shall be declared in levels, i2, and the total thickness reduction shall be declared
in levels, i1, with steps of 0,5 % at the declared stress. No test result shall exceed the declared levels at the
declared stress.

NOTE 1 Referring to the designation code CC(i1/i2/y)σc, according to Clause 6, a declared level CC(2,5/2/50)100 for
example, indicates a value not exceeding 2 % for compressive creep, and 2,5 % for total thickness reduction after
extrapolation at 50 years (i.e. 30 times six hundred and eight days of testing) under a declared stress of 100 kPa.

NOTE 2 Testing times. According to EN 1606, the procedure at 10, 25 and 50 years respectively require the following

4.3.9 Shear behaviour

Shear strength,τ, and/or shear modulus, G, shall be determined in accordance with EN 12090. The values of
shear strength, SSi, shall be declared in levels with steps of 5 kPa. The values of shear modulus, GMi, shall be
declared in levels with steps of 50 kPa. No test result shall be lower than the declared level.

4.3.10 Cyclic loading behaviour

Resistance to cycling compressive loading shall be determined in accordance with EN 13793. The relative
deformation, εl,max, in percent shall be after a defined number of load cycles and the applied compressive stress,
σi. The relative deformation, εl,max, shall be declared as level i. No test result shall exceed the declared level at
the declared number of load cycles and the declared compressive stress.

4.3.11 Water absorption

4.3.11.1 Long-term water absorption by immersion

Long-term water absorption by immersion shall be determined in accordance with EN 12087, either for partial
immersion, Wlp, or for total immersion, Wlt, or both.

The value of water absorption by partial immersion, WL(P)i, shall be declared in levels with steps of 0,1 kg/m².
No test result shall exceed the declared level.

The value of water absorption by total immersion, WL(T)i, shall be declared in levels with steps of 0,5 % by
volume. No test result shall exceed the declared level.

4.3.11.2 Long-term water absorption by diffusion

Long-term water absorption by diffusion, Wdv, shall be determined in accordance with EN 12088.

The value of long-term water absorption by diffusion, WD(V)i, shall be declared in levels with steps of 1 volume
%. No test result shall exceed the declared level.

NOTE The long-term water absorption by diffusion is not only used as an accelerated test but can also be used for
classification.

4.3.12 Freeze-thaw resistance

4.3.12.1 General

Freeze-thaw resistance shall be determined in accordance with EN 12091. After the freeze-thaw test the
reduction of compressive stress at 10 % deformation, σ10, of the re-dried specimens, when tested according to
EN 826 shall not exceed 10 % of the initial value.

The density of the samples should not vary more than ± 2 kg/m³ or ± 5 %, whichever is the greatest, to
prevent non-comparable results before and after the cycles.

NOTE Freeze-thaw test may be necessary to determine the durability of an insulation product when it is directly
exposed to the combined action of water and freeze-thaw cycles.

4.3.12.2 Freeze-thaw resistance after long term water absorption by total immersion

Freeze-thaw resistance after long term water absorption by total immersion test shall be determined using the
test specimens from 4.3.11.1.

The freeze-thaw resistance after long term water absorption by total immersion test, FTCIi, shall be declared
giving the additional water absorption, WV, in levels with steps of 1 % by volume. No test result shall be higher
than the declared level.

4.3.12.3 Freeze-thaw resistance after long term water absorption by diffusion

Freeze-thaw resistance after long term water diffusion test shall be determined using the test specimens from
4.3.11.2.

The freeze-thaw resistance, after long term water absorption by diffusion test, FTCDi, shall be declared giving
the additional water absorption, WV, in levels with steps of 1 % by volume. No test result shall be higher than the
declared level.

4.3.13 Water vapour transmission

Water vapour transmission properties shall be determined in accordance with EN 12086 and declared as the
water vapour diffusion resistance factor, µ, for homogeneous products and as the water vapour resistance, Z, for
faced products. All test results of µ and/or all test results of Z shall be within the range declared by the
manufacturer.

In the absence of measurement data, the water vapour resistance diffusion factor, µ, of EPS products may be
chosen from Table F.2.

4.3.14 Dynamic stiffness

Dynamic stiffness, s’, shall be determined in accordance with EN 29052-1. No test result shall exceed the value,
SDi, given in Table 6, for the declared level.

The total thickness reduction, Xt = X0 + Xct shall be determined after one hundred and twenty two days of testing
at the imposed load plus the self-weight of the screed, in accordance with EN 1606 and extrapolated thirty times,
corresponding to ten years. The ten years value shall not exceed the declared level of compressibility c (see
4.3.15.4).

4.3.16 Apparent density

Apparent density, ρa, shall be determined in accordance with EN 1602.

NOTE Density is a production parameter, which can be used for indirect testing.

4.3.17 Reaction to fire of the product in standardised assemblies simulating end-use applications

Reaction to fire classification of products in standardised assemblies simulating end-use applications


excluding pipe insulation shall be determined in accordance with EN 13501-1 and the mounting and fixing
rules given in EN 15715.

This classification offers the opportunity to give a complementary and optional declaration on reaction to fire
for standard test configurations of assemblies which include the insulation product.

The number of selected test configuration of assembly (Table 5 of EN 15715:2009) which is used in the test
shall be quoted with the Euroclass.

Detailed information about the test conditions and the field of application of the classification as stated in the
reaction to fire classification report shall be given in the manufacturer’s literature.

4.3.18 Continuous glowing combustion

NOTE A test method is under development and the standard will be amended when this is available.

4.3.19 Release of dangerous substances

Thermal insulation products shall not release any regulated dangerous substances in excess of the maximum
permitted levels specified in relevant European or national regulations.

NOTE 1 European test methods are under development.

NOTE 2 See Annex ZA.

5 Test methods

5.1 Sampling

Test specimens shall be taken from the same sample with a total area not less than 1 m² and sufficient to cover
the needed tests. The shorter side of the sample shall not be less than 300 mm or a full size of the product,
whichever is smaller.

5.2 Conditioning

No special conditioning of the test specimens is needed, unless otherwise specified in the test standard except
for the determination of thermal conductivity. For determination of thermal conductivity the test specimens shall
be conditioned until constant mass, according to EN 12429, in an oven at a temperature of 70 °C.

In case of dispute, the test specimens shall be stored at (23 ± 2) °C and (50 ± 5) % relative humidity for at least
fourteen days prior to testing.

5.3 Testing

5.3.1 General

Table 9 gives the dimensions of test specimens and the minimum number of measurements required to get one
test result and any specific conditions, which are necessary.

The test may be performed on the unfaced/uncoated product, if the facing/coating is known to have no relevance
to the test result.

5.3.2 Thermal resistance and thermal conductivity

Thermal resistance and thermal conductivity shall be determined in accordance with EN 12667 or EN 12939 for
thick products and under the following conditions:

 at a mean temperature of (10 ± 0,3) °C;

 after conditioning in accordance with 5.2;

Thermal resistance and the thermal conductivity may also be measured at mean temperatures other than
10 °C, providing that the accuracy of the relationship between temperature and thermal properties is
sufficiently well documented.

When measured thickness is used for testing of thermal resistance and thermal conductivity, the test
thickness should be the smallest of the measured points on the test specimen (and not the mean) as far as
possible to avoid any air gaps during testing.

Thermal resistance and thermal conductivity shall be determined directly at measured thickness. In the event
that this is not possible, they shall be determined by measurements on other thicknesses of the product
providing that:

 the product is of similar chemical and physical characteristics and is produced on the same production
unit;

 and it can be demonstrated in accordance with EN 12939 that the thermal conductivity does not vary
more than 2 % over the range of the thickness where the calculation is applied.

7 Evaluation of conformity

7.1 General

The manufacturer or his authorised representative shall be responsible for the conformity of his product with the
requirements of this European Standard. The evaluation of conformity shall be carried out in accordance with
EN 13172 and shall be based on initial type testing (ITT) and factory production control (FPC) by the
manufacturer, including product assessment and tests on samples taken at the factory.

The compliance of the product with the requirements of this standard and with the stated values (including levels
and classes) shall be demonstrated by:

 Initial type testing (ITT),

 Factory production control (FPC) by the manufacturer, including product assessment.

If a manufacturer decides to group his products it shall be done in accordance with EN 13172.

The manufacturer or his authorised representative shall make available, in response to a request, a certificate or
declaration of conformity as appropriate.

NOTE For the EC certificate and declaration of conformity, as appropriate, see ZA 2.2.

7.2 Initial type testing

All characteristics defined in 4.2 and those in 4.3 if declared shall be subject to initial type testing, in accordance
with Annex B of this standard.

For the relevant characteristics, ITT on products corresponding also to EN 13499, EN 14309, EN 14933 and
EN 15037-4 may be used for the purpose of ITT and declaration according to this standard.

7.3 Factory production control

The minimum frequencies of tests in the factory production control shall be in accordance with Annex B of this
standard. When indirect testing is used, the correlation to direct testing shall be established in accordance with
EN 13172.

For the relevant characteristics, FPC on products corresponding also to EN 13499, EN 14309, EN 14933 and
EN 15037-4 may be used for the purpose of FPC and declaration according to this standard.

8 Marking and labelling


Products conforming to this standard shall be clearly marked, either on the product or on the label or on the
packaging, with the following information:

 product name or other identifying characteristic;

 name and address of the manufacturer or identifying mark or his authorised representative;

 shift or time of production or traceability code;

 reaction to fire class of the product as placed on the market in accordance with 4.2.6 (RtF).

If tests on standardised assemblies have been performed according to Clause 6 of EN 15715:2009 then
the reaction to fire classification shall be added and identified with the designation “Standardised assembly
no. x” after the classification. This information shall be kept distinct from the CE-marking.

The number of the standardised assembly is taken from EN 15715:2009, Table 5. Refer to the
manufacturer’s literature (ML) for further information.

 nominal thickness;

 designation code as given in Clause 6;

Determination of the declared values of thermal resistance and thermal


conductivity
A.1 General
It is the responsibility of the manufacturer to determine the declared values of thermal resistance and thermal
conductivity. He will have to demonstrate conformity of the product to its declared values. The declared values of
thermal resistance and thermal conductivity of a product are the expected values of these properties during an
economically reasonable working life under normal conditions assessed through measured data at reference
conditions.

A.2 Input data


The manufacturer shall have at least ten test results for thermal resistance or thermal conductivity, obtained from
internal or external direct measurements in order to calculate the declared values. The direct thermal resistance
or thermal conductivity measurements shall be carried out at regular intervals spread over a period of the last
twelve months. If less than ten test results are available, the time period may be extended until ten test results
are obtained, but with a maximum period of three years, within which the product and production conditions have
not changed significantly.

For new products, the ten thermal resistance or thermal conductivity test results shall be carried out spread over
a minimum period of ten days.

The declared values shall be calculated according to the method given in A.3 and shall be recalculated at
intervals not exceeding three months of production.

A.3 Declared values

A.3.1 General

The derivation of the declared values, RD and λD, from the calculated values, R90/90 and λ90/90, shall use the rules
given in 4.2.1 which include the rounding conditions.

A.3.2 Case where thermal resistance and thermal conductivity are declared

The declared values, RD and λD, shall be derived from the calculated values, R90/90 and λ90/90, which are
determined using Formulae (A.1), (A.2) and (A.3).

Multi layered EPS products

D.1 General

EPS multi-layered insulation products are made from two or more layers of EPS thermal insulation material,
which are bonded together either horizontally and/or vertically.

Bonding includes both chemical and physical adhesion. The product may be faced or coated.

Declaration of the product shall follow the instructions of this standard with additional consideration of the
following items of this annex.

Ascertain if orientation is important for a property. If it has no effect, no extra test has to be done. The
orientation has to be mentioned if an effect is seen.

D.2 Requirements

D.2.1 For all applications

D.2.1.1 General

Integrity is a basic requirement of a multi-layered product, which shall not delaminate at the bond layer.

When required, adhesion of the layers shall be checked by tensile strength test.

D.2.1.2 Thermal resistance

Thermal resistance, RD of the multi-layered insulation product shall be declared either by using results from
direct measurement of the multi-layered product or by calculation with addition of the thermal resistances of
each of the layers.

For calculation the manufacturer shall take:

 the 90/90 measured values of the thermal resistance of each of the single layers;

 or the 90/90 measured thermal conductivity of each of the single layers together with the measured
thickness.

If the bonding changes the R-value of the multi-layered product by more than 2 %, the total thermal resistance
of the multi-layered product shall be determined by direct measurement only or the deviation caused by the
bonding shall be considered by adding an increment, if the calculation method with the single layers is used.

D.2.1.3 Length and width, thickness, squareness, flatness

Requirements for dimensional tolerances shall be valid for the multi-layered product as given in 4.2.2, 4.2.3,
4.2.4, 4.2.5 of this standard.

D.2.1.4 Reaction to fire

Reaction to fire classification of the product shall be determined for the total multi-layered product in
accordance with EN 13501-1 and with the mounting and fixing rules given in EN 15715.

D.2.1.5 Durability characteristics

Statements are valid for multi-layered products as given in 4.2.7 of this standard.

D.2.2 For specific applications

Instructions shall be followed as given in 4.3 of this standard.

Properties shall be determined and declared for the total multi-layered product.

D.3 Test methods


Instructions shall be followed as given in Clause 5 of this standard.

The multi-layered product shall be tested with all layers included. If the dimensions (e.g. thickness) of the total
multi-layered product are too large for the test apparatus, a representative smaller (e.g. thinner) specimen
may be cut, which shall include at least one bond layer.

D.4 Evaluation of conformity


Instructions shall be followed as given in Clause 7 of this standard.

Specials attention shall be given to the bonding. (e.g. the selection of bonding products and processing).

Verification of the reaction to fire classification of raw materials

E.1 General
When used for the evaluation of conformity of EPS products, the use of this annex is mandatory. For this
reason the text of the annex, where appropriate, is written in the imperative form.

The testing frequency for EPS products with a reaction to fire performance better than Euroclass F is given in
Table B.2 for products manufactured from raw materials with a certain chemical composition. This chemical
composition is controlled by raw material production.

This annex gives the conditions under which the decrease of FPC frequency for testing the reaction to fire of
specimens made from flame retardant EPS raw material according to Table B.2. Footnote g is allowed. The
preconditions are that products are manufactured solely from a specified, certified raw material, within defined
density limits, and produced in the way specified for this raw material.

The reaction to fire performance of the raw material is verified according to this annex, and shall be labelled
according to E.9.2. The certification of the raw material relates only to products for which the reaction to fire
Euroclass E according to EN 13501-1 is being claimed. The manufacturer of the EPS products continues to
be responsible for the FPC of the EPS products.

This annex is in accordance with the general rules of EN 13172.

E.2 Material covered by this annex


EPS raw material with flame retardant

Non-expanded polystyrene beads containing additives such as a flame retardant treatment and a blowing
agent.

EPS test specimen according to Annex E.

E.3 Preparation of samples


Samples of the expanded raw material shall be produced using all the procedures of the normal production
process for EPS.

Thickness and density shall be measured and exposure to thermal attack shall be tested and reported when
making the ignitability test in accordance with EN ISO 11925-2. The specimens shall be cut from samples as
described in EN ISO 11925-2.

NOTE Since EPS is an isotropic material, the direction of the samples is irrelevant.

The thickness of all test specimens shall be 10 mm and 60 mm for ITT.

E.4 Initial type tests for EPS raw material


Initial type tests shall be carried out on samples as described in E.3.

Test specimens, in thickness of 10 and 60 mm shall be made from the minimum and maximum density of EPS
product sample. The tests shall be performed in accordance with EN ISO 11925-2 with the thermal attack on
the edge.

E.5 Factory Production Control for EPS raw material

E.5.1 General

The raw material shall be produced, having a factory production control system in place as described in
EN 13172 to ensure the quality of production.

The continuous FPC of the raw materials shall be carried out by sampling EPS products produced at densities
between 15 kg/m³ and 20 kg/m³.

The density of all samples prepared shall be determined in accordance with EN 1602.

The tests shall be made and the results recorded in accordance with EN ISO 11925-2 with an exposure time
of 15 s and an observation time of 20 s; edge attack only.

All tests results shall fulfil the requirements to meet Euroclass E according to EN 13501-1.

E.5.2 Testing frequency

The tests shall be performed on one set of specimens per batch (or per production day whichever gives the
highest frequency) and per plant and type of polymer at a density between 15 kg/m³ and 20 kg/m³. The
thickness of the samples shall be 20 mm.

In addition, the minimum and maximum density shall be tested and recorded every three months. The
thickness of the samples shall be 20 mm.

The testing frequency can be reduced when compliance with 5.4.5.3 of EN 13172:2012 has been
demonstrated.

E.6 Certification of conformity for EPS raw material

E.6.1 Bodies involved in the evaluation of conformity procedure

Bodies involved are specified in EN 13172:2012, Annex A.

E.6.2 Test specimens

The number of test specimens to obtain one test result is specified in EN 13501-1 and EN ISO 11925-2.

E.6.3 Initial test

In order to use this verification it shall be checked whether the initial type tests have been performed taking
into account the more critical edge flame attack only (not the surface attack).

NOTE EN ISO 11925-2 requires both testing with surface and edge flame attack, but for this purpose only the more
critical test is performed.

The specimen thickness shall be 10 mm and 60 mm, for both the minimum and maximum density.

E.7.1 Production

In order to use this verification it shall be checked whether the plant has been inspected and samples at the
minimum and maximum density have been tested once per year. Different fractions of one production line can
be grouped together within the defined density range.

The FPC shall be checked once per year.

E.8 Material certificate for EPS raw material


A raw material certificate shall be issued according to Annex A of EN 13172:2012. The validity of the
certificate shall be limited to five years.

The certificate cannot be used directly by the EPS producer, but can be used to reduce the testing frequency
in his FPC.

The certificate shall contain the following information:


 heading: “Certificate of conformity according to Annex E of EN 13163:2012”;

 certified EPS raw material. “EPS Products made of this raw material (not mixed with other materials) and

within a density range from …..kg/m to ……kg/m will fulfil the requirements of class E according to
EN 13501-1”;

 EPS raw material supplier;

 production plant;

 product name;

 issuing date and duration of validity of the certificate;

 “The validity of the certification of conformity shall be checked once a year. If a product no longer
complies with the requirements for this certificate, the EPS producer shall be informed immediately by the
raw material supplier”;

 name, address and identification number of the approved body.

E.9 Requirement for raw material supply

E.9.1 Declaration for the raw material supply

The raw material shall have affixed information on the containers or in the delivery documents, concerning the
certified EPS raw material only after the material certificate has been obtained and the corresponding FPC
requirements have been met. The certificate shall be in the files related to the EPS production. The validity
period of the material certificate shall be expressed by the declaration on the label.
In case of non-conformity, the material certificate shall immediately be ceased.

The validity of the certification shall be verified at least once a year, with reference to the annual test reports.

An example for this reference is:

“Test on samples made from the raw material demonstrates that products made from the raw material comply
with the requirements of EN 13163 for raw material, Euroclass E in accordance with EN 13501-1 (see test
reports…………) and that the certification of conformity has been verified. The next verification is due by
……(month, year)”.

E.9.2 Labelling

On the label of the raw material the following shall to be declared:

 certified raw material according to EN 13163:2012, Annex E;

 products made of this raw material will obtain Euroclass E in accordance with EN 13501-1;

 raw material supplier;

 production plant;

 product name;

 number of the certificate.

F.1 General

F.2 Long-term compressive behaviour


EPS products meeting the requirements of Table C.1 will have by extrapolation a compressive creep
deformation of 2 % or less after 50 years, when subjected to a permanent compressive stress of 0,30 σ10.

A correlation between bending strength and the shear strength, τ, is given in Table F.1. To measure the shear
strength it shall be determined in accordance with EN 12090.

For the relationship between thermal conductivity and apparent density or weight by moulded item there is a
large amount of data collected in Europe. The curve in Figure F.1 has been calculated on this European data,
based on non infrared absorbent EPS. Every manufacturer may refer to such a curve, based on his own
measurements. In this statistical evaluation there is a simpler polynorm used as introduced in the CEN
Technical Report [11].

ZA.1 Scope and relevant characteristics

This European Standard has been prepared under mandate M/1031) “Thermal insulation products” given to CEN
by the European Commission and the European Free Trade Association.

The clauses of this European Standard, shown in Table ZA.1 below, meet the requirements of the
Mandate M/103 given under the EU Construction Products Directive (89/106/EEC).

Compliance with these clauses confers a presumption of fitness of the Factory made EPS covered by this annex
for its intended uses indicated herein; reference shall be made to the information accompanying the CE marking.

This annex establishes the conditions for the CE marking of the Factory made expanded polystyrene (EPS)
intended for the uses indicated in Table ZA.1 and shows the relevant clauses applicable.

This annex has the same scope as Clause 1 of this standard and is defined by Table ZA.1.

The requirement on a certain characteristic is not applicable in those Member States (MSs) where there are
no regulatory requirements on that characteristic for the intended use of the product. In this case,
manufactures placing their products on the market of these MSs are not obliged to determine nor declare the
performance of their products with regard to this characteristic and the option “No performance determined”
(NPD) in the information accompanying the CE marking (see ZA.3) may be used. The NPD option may not be
used, however, where the characteristic is subject to a threshold level (thermal resistance, thermal
conductivity and thickness).

ZA.2 Procedures for attestation of conformity of factory made EPS products


ZA.2.1 Systems of attestation of conformity

For products having more than one of the intended uses specified in the following families, the tasks for the
approved body, derived from the relevant systems of attestation of conformity, are cumulative.

Where more than one table applies for the product (i.e. because its intended use makes different
characteristics relevant), Table ZA.3.1 has to be read in conjunction with subsequent tables in order to
determine which characteristics assigned to the manufacturer in Table ZA.3.1 are type tested by a notified test
lab (system 3) and which by the manufacturer (system 4).

ZA.2.2 EC certificate and declaration of conformity

(In case of products under system 1 combined with system 3): When compliance with the conditions of this
annex is achieved, the certification body shall draw up a certificate of conformity (EC Certificate of conformity),
which entitles the manufacturer to affix of the CE marking. The certificate shall include:

 name, address and identification number of the certification body;

 name and address of the manufacturer, or his authorised representative established in the EEA, and
place of production;

The validity of the declaration/certificate shall be verified at least once a year.

ZA.3 CE Marking and labelling


The manufacturer or his authorised representative within the EEA is responsible for the affixing of the CE
marking. The CE marking symbol to affix shall be in accordance with Directive 93/68/EEC and shall be shown
on the product itself, or on the accompanying label or on the packaging. The following information shall
accompany the CE marking symbol:

 identification number of the certification body (only for products under system 1);

 name or identifying mark and registered address of the manufacturer (see Note 1 in ZA.2.2);

 the last two digits of the year in which the marking is affixed;

 number of the EC Certificate of conformity (if relevant);

 reference to this European Standard with the date of version;

 description of the product: generic name, material, dimensions, ….and intended use;

 information on those relevant essential characteristics listed in Table ZA.1 which are to be declared
presented as:

 standard designation(s) in combination with declared values as described in Clauses 6 and 8


(covering the characteristics of Table ZA.1);

 “No performance determined” for characteristics where this is relevant.

The “No performance determined” (NPD) option may not be used where the characteristic is subject to a
threshold level. Otherwise, the NPD option may be used when and where the characteristic, for a given
intended use, is not subject to regulatory requirements in the Member state of destination.

Figure ZA.1 gives an example of the information related to products subject to attestation of conformity system
1 and to be given on the product, label packaging and/or commercial documents.
